Anteriormente, trabajó como especialista de iniciativas de Gobernanza, Paz y Seguridad en la oficina regional de ONU Mujeres para Asia y el Pacífico, donde gestionó la implementación de programas de gobernanza, paz y seguridad con énfasis en la prevención del extremismo violento, en actividades contra la trata de personas y en el acceso a la justicia.  Entre 2013 y 2017, se desempeñó como especialista en políticas en la Unidad de Paz y Seguridad de ONU Mujeres, donde gestionó la cartera de justicia transicional y lideró la creación, también en ONU Mujeres, de la cartera de prevención del extremismo violento. Antes de ocupar cargos en ONU Mujeres, Davidian trabajó en distintas organizaciones, tales como el Centro Internacional para la Justicia Transicional (en la República Democrática del Congo), el PNUD (en Somalia) y el Servicio de asistencia social individualizada y asesoramiento a personas refugiadas (Refugee Advice and Casework Service, en Australia).</p> </div> </div> <p>El 15 de agosto de 2021, la organización talibana ingresó a Kabul y tomó la ciudad, y supimos, desde ese entonces, que este hecho representaba un cambio de vida para las mujeres y las niñas en Afganistán. En el último mes, hemos observado día tras día este impacto en las vidas de las mujeres y las niñas.</p> <p>Hemos podido escuchar y ver el miedo de las mujeres y niñas afganas. Las mujeres recuerdan la década de los noventa y cómo fue vivir bajo las reglas talibanas. Ese miedo se intensificó por el hecho de que los talibanes no se han expresado respecto de su postura en materia de derechos de las mujeres. El movimiento talibán ha expresado abiertamente que respetará los derechos de las mujeres dentro del marco del islam, pero sus acciones no inspiran demasiada confianza.</p> <p>Desde que los talibanes tomaron el poder, conformaron un gabinete sin mujeres. Se designaron ministros y, una vez más, no hay mujeres que integren estas designaciones. Se disolvió el Ministerio de Asuntos de las Mujeres.</p> <p>En algunas provincias, las mujeres recibieron instrucción de no volver al trabajo o de no salir de sus hogares sin compañía de un familiar que sea hombre. Los centros de protección de mujeres recibieron ataques, y el personal que trabaja en ellos fue acosado. Los hogares seguros para defensoras y defensores de los derechos humanos de las mujeres, que incluyen activistas y periodistas, están al máximo de su ocupación.</p> <p>La situación de las mujeres y las niñas en el país es preocupante, pero seguimos viendo que las mujeres luchan por sus derechos y exigen igualdad. Esto no ha cambiado, y no cambiará. Las mujeres afganas han estado en la primera línea de lucha por sus derechos durante siglos. Las mujeres afganas lograron el derecho al voto en 1919, antes de que este derecho fuese otorgado a las mujeres en los Estados Unidos. En 1921 se fundó la primera escuela para niñas. La constitución de 2004 consagra la igualdad de género. A través de las décadas, vemos cómo la incidencia de las mujeres afganas ha sido fundamental para el progreso del país en las áreas de paz y desarrollo.</p> <p>En Afganistán, ONU Mujeres asume el compromiso de permanecer y obtener buenos resultados para las mujeres y las niñas. Esto significa, en primer término, participar en iniciativas que garanticen la protección y promoción de los derechos de las mujeres a fin de que las mujeres afganas estén en el centro de la discusión con una voz propia. Hoy los ojos del mundo se posan sobre Afganistán, pero esto no será así siempre. Una parte fundamental del rol de la comunidad internacional es poner de manifiesto la situación de las mujeres y las niñas, incluso cuando las cámaras se apagan. La incidencia también significa garantizar que quienes defienden los derechos de las mujeres cuenten con recursos y protección para llevar adelante una tarea crítica para la paz y la seguridad en cualquier país.</p> <p>Otra tarea fundamental en el trabajo de ONU Mujeres es dar apoyo a los grupos de la sociedad civil abocados a las mujeres y al movimiento de mujeres en Afganistán. Sabemos que las organizaciones de mujeres son motores para el progreso y la rendición de cuentas, pero que las organizaciones por los derechos de las mujeres solo reciben menos del 1 % de la asistencia oficial para el desarrollo [<a href="#notes">1</a>]. Necesitamos contrarrestar esta tendencia con inversión estratégica e intencional en las organizaciones de la sociedad civil para las mujeres.</p> <p>ONU Mujeres se compromete a garantizar el acceso de las mujeres a servicios esenciales para la vida, incluidas las políticas de lucha contra la violencia contra las mujeres y las niñas. Sabemos que las mujeres afganas son objeto de una de las más altas tasas de violencia en todo el mundo y que la mayoría de estos hechos de violencia ocurre en el hogar [<a href="#notes">2</a>]. Nueve de cada diez mujeres afganas experimentan al menos una forma de violencia en la pareja en su vida, y estas cifras corresponden a la etapa anterior a la crisis por la COVID-19 [<a href="#notes">3</a>]. La pandemia incrementó los índices de violencia contra las mujeres en todo el mundo, incluso en Afganistán. ONU Mujeres seguirá trabajando con sus socios para garantizar que haya servicios al alcance que permitan prevenir y dar respuesta a la violencia contra las mujeres.</p> <p>Por último, ONU Mujeres trabaja con el sistema humanitario en Afganistán para garantizar una respuesta humanitaria con sensibilidad de género ante la triple crisis en el país: conflicto, COVID-19 y clima. Esto representa garantizar la cobertura de las necesidades de las mujeres y niñas que experimentan estos impactos en mayor medida, que las mujeres puedan participar plenamente en el diseño y la entrega de respuesta humanitaria y que la evidencia basada en datos y análisis se empleen para asegurar la efectividad de la respuesta. El trabajo con las organizaciones de la sociedad civil para las mujeres y con las mujeres líderes de ONU Mujeres producirá análisis basados en datos disponibles para los actores nacionales e internacionales que trabajan en el país. Estos análisis arrojarán resultados de estudios mensuales sobre los efectos de las normas talibanas sobre las mujeres y las niñas, efectos en las normas sociales y de género, y en la capacidad de las mujeres de acceder a servicios humanitarios.</p> <p>Afganistán atraviesa una crisis de una magnitud a la que nunca antes se había enfrentado. La mitad de la población necesita algún tipo de asistencia humanitaria [<a href="#notes">4</a>]. Un tercio no sabe de dónde provendrá su siguiente alimento [<a href="#notes">5</a>]. Hay riesgos de una cuarta ola de COVID-19 debido al colapso de la infraestructura de salud.</p> <p>La única solución para Afganistán es sortear estos obstáculos con la seguridad de que ningún sector de su población, sus hombres y mujeres, quede atrás, y que puedan unirse para atravesar la crisis y la catástrofe. La participación plena de las mujeres y su liderazgo en la vida pública y política es clave para el futuro de Afganistán y su desarrollo a largo plazo, para la paz sostenible y para la creación de una
