A sample ballot is available for preview at the polling places, the Town Hall or by computer, simply searching “Stonington Sample Ballot” and going to <a href="https://www.stonington-ct.gov/" id="link-1ec2faa2f4c7f40815617fc301c1cdec" target="_self">stonington-ct.gov</a>.</p> <p class="article__body">Those questions are: 1. Shall the Town Clerk be hired instead of elected; 2. Shall the Tax Collector be hired instead of elected; 3. Shall the Charter include a description of minimum hiring qualifications for those positions; 4. Shall the term of First Selectman be expanded from two to four years; and 5. Shall there be a change to the composition of several Town Boards. An explanation of these revisions is also available for preview at the Town Hall or on the Town website.</p> <p class="article__body">As chair of the five-member Charter Revision Commission, I can state that we worked diligently over three months to formulate these recommendations. Our hearings were well advertised, and we took input from all members of the public and town who wished to speak to us. We also had guidance from preeminent legal scholars on this subject. Although many issues were studied, the focus was on those issues that are most relevant for this time.</p> <p class="article__body">The recommendations to make the Town Clerk and Tax Collector hired positions recognizes their administrative nature and the importance of the day-to-day operations of a town with a budget of over $80 million and population of over 18,000 permanent residents and many more visitors. These revisions would assure that we have the best qualified individuals to lead these increasingly complex areas.</p> <p class="article__body">Similarly, the recommendations to increase the term of First Selectman is based on achieving better government. This type of policy-making position should continue to be elected by the people it serves. By increasing the term to four years, it can attract more qualified candidates who are willing to put their private life on hold to take the chance to run for this office.
