Enhanced electron-ion recombination is observed in two-neutrino double electron capture decays of $^{124}$Xe, representing a noteworthy new background. After removal of artificial signal-like events injected into the data set to mitigate analyzer bias, we find no evidence for an excess over expected backgrounds. World-leading constraints are placed on spin-independent (SI) and spin-dependent WIMP-nucleon cross sections for masses $\geq$9 GeV/$c^2$. The signal topology consists of multiple energy deposits in the active region of the detector forming a straight line, from which the velocity of the incoming particle can be reconstructed on an event-by-event basis. Zero events with this topology were observed after applying the data selection calibrated on a simulated sample of signal-like events. Such cosmogenic $^{37}$Ar will appear as a noticeable background in the early science data, while decaying with a 35~day half-life. We utilize different detector efficiency and energy reconstruction models, but they primarily impact sub-keV energies and cannot explain the XENON1T excess. However, using NEST, we can reproduce their excess in multiple, unique ways, most easily via the addition of 31$\pm$11 $^{37}Ar$ decays. Furthermore, this results in new, modified background models, reducing the significance of the excess to $\le2.2蟽$ at least using non-Profile Likelihood Ratio (PLR) methods. This is independent confirmation that the excess is a real effect, but potentially explicable by known physics.
