قنبلة انفجرت قرب مدخل كنيسة القلب المقدس في حي الكرادة وسط بغداد اليوم ، فيما يحتفل فيه المسيحيون بعيد القيامة ،ما أسفر عن إصابة اثنين من رجال الشرطة ومدنيين اثنين.وأضاف المصدر أن الانفجار وقع في الوقت الذي كانت الشرطة تحرس فيه الكنيسة وبعد إخلاء الكنيسة من المصلين في أعقاب القداس. وقال ضابط في الشرطة نقل الى المستشفى لتلقي العلاج انه فور وصوله لتوزيع الطعام على رجال الشرطة انفجرت القنبلة. </p> <p><strong>ألاف العراقيين يتوافدون على ساحة الأحرار فى الموصل </strong></p> <p>توافد الألاف العراقيين على ساحة الأحرار فى الموصل بعد يوم من اقتحام قوات الأمن للساحة.هذا ودخلت الاعتصامات في ساحة الأحرار بمدينة الموصل يومها السادس عشر للمطالبة,</p> <p>بخروج القوات الأمريكية من العراق وإطلاق سراح المعتقلين. وقال مصدر صحفي إن المتظاهرين جددوا مطالبهم برفض بقاء القوات الأمريكية والمطالبه بانسحابها موضحا أنهم ثابتون على مواقفهم المطالبة بإطلاق سراح المعتقلين و محاسبة المفسدين وإجراء الإصلاحات في الحكومة.</p> <p><b>اجراءات امنية مشددة واغلاق للعديد من احياء مدينة بغداد</b></p> <p>شهدت العاصمة بغداد صباح اليوم اجراءات امنية مشددة اثر تصاعد عمليات الاغتيال بكواتم الصوت والعبوات اللاصقة خلال الايام القليلة الماضية . <br/>وذكر شهود عيان " ان المدينة شهدت اليوم الاحد اجراءات امنية مشددة تسببت باختناقات مرورية ،اذ انتشرت نقاط التفتيش في اغلب الشوارع الرئيسة فيما شهدت بعض المناطق اغلاقا تاما لمنافذها". <br/>وشهدت عدة احياء سكنية في جانبي الكرخ والرصافة اغلاقا لمنافذها ومنع وقوف السيارات داخل المرائب، كما قامت الجوامع والحسينيات بتحذير اهالي المنطقة من دخول سيارات مفخخة للمدينة". <br/>وكانت موجة من الاغتيالات بالاسلحة الكاتمة للصوت والعبوات اللاصقة قد اجتاحت العاصمة بغداد وادت الى مقتل العديد من المسؤولين والموظفين ورجال الامن وتصاعدت بشكل ملحوظ خلال اليومين الماضيين. <br/>وفي الشان ذاته كشف مصدر مسؤول في وزارة الداخلية ،اليوم الأحد، أن رئيس الوزراء نوري المالكي أوعز خلال اجتماعه مع وكلاء وضباط وقادة في وزارة الداخلية، بوضع خطة طارئة لملاحقة العصابات التي تنفذ عمليات الاغتيالات باستخدام الأسلحة الكاتمة والعبوات اللاصقة. <br/>وقال المصدر" إن اجتماع رئيس الوزراء نوري المالكي مع وكلاء وضباط وقادة في وزارة الداخلية، تم فيه مناقشة أمور الوزارة وإداراتها ومتابعة إنجاز أعمالها"، مبينا" أن هذا الاجتماع دوري باعتبار أن المالكي يدير الوزارة بالوكالة". <br/>وأضاف المصدر " أن المالكي ركز خلال الاجتماع على قضايا الاغتيالات التي تقع بالأسلحة الكاتمة والعبوات اللاصقة"، مشيرا إلى" أنه أوعز بوضع خطة طارئة لملاحقة هذه العصابات وحماية المواطن العراقي منها".</p> </p></div> <p><font color="#800000"><strong>أخبار عالمية</strong></font></p> <p><strong>جمعية حقوقية: العمل الصحافي في كردستان يزداد خطورة </strong> <br/>ذكرت الجمعية العراقية للدفاع عن حقوق الصحفيين الأحد، أن واقع الصحافة في إقليم كردستان وخاصة السليمانية مثير للقلق، مبينة أن العمل الصحافي في الإقليم يزداد خطورة. <br/>وقال رئيس الجمعية إبراهيم السراجي، لآكانيوز: إن العمل الصحفي يزداد صعوبة وخطورة في إقليم كردستان العراق، مشيراً إلى أن الأمر حدث أثناء تغطية ومتابعة وتوثيق الأحداث الأخيرة في السليمانية. <br/>وأضاف السراجي أن عدداً كبيراً من حالات الاعتداء والتجاوز التي رسمت معالم مشهد انتهاكات للحريات الصحفية وحق الصحفيين في ممارسة المهنة سجلت أثناء تغطية أحداث التظاهرات والاحتجاجات الأخيرة في السليمانية. <br/>وتابع أن الجمعية قلقة أن يؤدي هذه الأوضاع الصعبة التي يمر بها الوسط الإعلامي في الإقليم إلى تخلخل العمل الصحفي فيه الذي يدعم بدستور يؤكد على حق ممارسة العمل الصحفي بحرية واستقلالية دون قيود.</p> <p><b>وزارة الداخلية تمنح اجازات خاصة لاساتذة الجامعات لحمل اسلحتهم الشخصية</b></p> <p>اعلن مصدر مسؤول بوزارة التعليم العالي والبحث العلمي ان وزارة الداخلية وافقت على منح اساتذة الجامعات هويات خاصة تسمح لهم بحيازة الاسلحة الشخصية وحملها اثناء تنقلاتهم . <br/>وذكرت مصادر صحفية ،اليوم الجامعات قد تعرضوا لعمليات اغتيال بأسلحة كاتمة للصوت منهم عميد كلية الطب بالجامعة المستنصرية .</p> <p><strong>عشائر الموصل تقرر طرد قائد شرطة نينوى</strong></p> <p>قرر مجلس عشائر الموصل الزحف على قيادة شرطة نينوى لطرد اللواء الركن مهدي صبيح الغرباوي المدير العام الجديد للشرطة وكان محافظ نينوى أثيل النجيفى أعلن رفضه لقرار, </p> <p>تعيين الغرباوى وأوضح أن أمر التعيين جاء من قبل الحكومة المركزية لقمع التظاهرات والاعتصامات التي تشهدها المدينة والتى دخلت يومها الرابع عشر مبينا ان المحافظة لم تشهد مديرا لشرطة نينوى من خارج المحافظة منذ العام ألفين و ثلاثة وقال محافظ نينوى إن الحكومة المحلية ترفض أمر تعيين الغرباوى لانه مفروض عليهم كأمر واقع .</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><b>المالكي يوجه بتعويض المتضررين من السيول في كربلاء ونينوى</b></p> <p>وجه رئيس الوزراء نوري المالكي بتعويض متضرري الفيضانات الاخيرة في محافظتي نينوى وكربلاء من الذين تضررت مساكنهم ومزارعهم وحقولهم وبساتينهم . <br/>وذكر وزير المالية رافع العيساوي " ان رئيس الوزراء وجه بصرف مبلغ سبعة مليارات و500 مليون دينار لمتضرري محافظة نينوى ومبلغ خمسة مليارات دينار لمتضرري محافظة كربلاء" . <br/>وكانت السيول الناجمة عن الامطار الغزيرة التي شهدتها محافظة نينوى خلال اليومين الماضيين قد ادت الى هدم اكثر من خمسين منزلا وفقدان شخصين واتلاف العديد من المزارع وخاصة في المناطق الغربية من المحافظة فيما تسببت الامطار بهدم 17 منزلا واتلاف العديد من المزارع والحقول والبساتين في كربلاء .</p> <p><b>امين بغداد يتهم الوقف السني بالتجاوز على الأماكن العامة في العاصمة</b></p> <p>اتهم أمين بغداد صابر العيساوي ديوان الوقف السني بالتجاوز على الاملاك العامة في العاصمة بغداد. <br/>وقال العيساوي في تصريح صحفي "إن ديوان الوقف السني لديه تجاوزات عدة في العاصمة ، لاسيما في جامع ام القرى دون موافقة أمانة بغداد ، ولديه عمارات خلف جامع أم الطبول وهو معلم من معالم بغداد". <br/>واضاف " أن لدى الوقف السني بناء على ارض استعمالها زراعي مخالف للتصميم الأساس للعاصمة في شمال الاعظمية ، وهو يعد جزءا من فساد إداري". <br/>وتابع العيساوي "أن أمانة بغداد قدمت شكوى إلى الأمانة العامة لمجلس الوزراء ضد ديوان الوقف السني وشكلت لجنة تحقيقية ضد الديوان بشأن هذه التجاوزات".</p> <p><b>هاني عاشور يقول ان تمديد الاتفاقية الامنية مع واشنطن من صلاحية الحكومة حصرا</b></p> <p>قال مستشار القائمة العراقية هاني عاشور ان تمديد الاتفاقية الامنية بين الحكومتين العراقية والامريكية التي ستنتهي نهاية العام الجاري هو من صلاحية الحكومة حصرا ، لان توقيع الاتفاقيات من مهمات الحكومة. <br/>عاشور اضاف في بيان صحفي اليوم الاحد "ان دور البرلمان يتحدد بالتصويت رفضا او قبولا لما تتفق عليه الحكومة ، وان رفض حكومة المالكي لتمديد الاتفاقية وبقاء بعض القوات الامريكية في العراق ، سيكون إيذانا بنهاية الاتفاقية بشكل رسمي وتنتفي الحاجة لدور البرلمان ". <br/>واوضح عاشور "ان الاشارة الى ان البرلمان يتحمل مسؤولية بشأن تمديد بقاء القوات غير صحيح الا اذا ارادت الحكومة العراقية ذلك ".</p> <p><b>مفوضية الانتخابات تهدد بمقاضاة كل من يقوم بالتشهير وكيل الاتهامات جزافا بحقها</b></p> <p>هددت المفوضية العليا المستقلة للانتخابات بـ " اتباع جميع الاجراءات القانونية التي كفلها الدستور والتشريعات النافذة ومقاضاة كل من يقوم بالتشهير وكيل الاتهامات جزافا بحقها ". <br/>وذكر بيان للمفوضية اليوم الاحد " يفترض ان المغزى الرئيس من الاستجواب هو تحقيق الافضل لها وتصحيح مسارها ، ان كان هناك ثمة خلل يستوجب تصحيحه ، كون العراق بمؤسساته الرسمية ومن خلال تجربته الحديثة والناشئة في مجال الديمقراطية ، يحتاج الى ديمومة في ترتيب وانضاج عمل تلك المؤسسات ". <br/>واشار الى " ان هناك اتهامات دون الاستناد الى الوثائق والادلة التي ينبغي توفيرها وتقديمها وفق الطرق والاساليب القانونية بعيدا عن استخدام حملات اعلامية تجانب الحقيقة المراد منها تشويه صورة النجاح الذي حققته المفوضية في العمليات الانتخابية التي ادارتها ونظمتها سابقا ". <br/>واوضح البيان "ان استضافة او استجواب مؤسسات الدولة من قبل مجلس النواب اجراء قانوني لتقييم اداء كل المؤسسات وتشخيص مواقع الخلل او القصور في ادائها ، ومفوضية الانتخابات من المؤسسات المهمة التي تأسست في العراق لتنظيم وادارة العمليات الانتخابية كمرتكز اساس لتأسيس نظام ديمقراطي فيه ". <br/>وتابع "مع تلك الاهمية والمكانة التي تتميز بها المفوضية ، فان هذا الامر لا يعفيها من الاستضافة او الاستجواب من قبل السلطة border="0"/></a>قالت صحيفة بريطانية  ان وزارة الدفاع البريطانية التي تعاني نقصاً في السيولة المادية تواجه احتمال دفعها تعويضات لمئات العراقيين الذين تم اعتقالهم على يد الجيش البريطاني وتعرضوا لسوء المعاملة . </p> <p>وذكرت صحيفة التايمز البريطانية على موقعها الالكتروني امس ان وزارة الدفاع سبق ودفعت ملايين الجنيهات كتعويضات لضحايا الاعتداء الجسدي والجنسي وسوء المعاملة من العراقيين اثر احتجازهم في المناطق التي تواجد فيها الجيش البريطاني بين عامي 2003 و2009 جنوبي العراق. وذكرت ان عائلة العراقي بهاء موسى الذي توفي في الحجز البريطاني عام 2003 حصلت على تعويض مقداره 2.83 مليون جنيه إسترليني تشاركته مع تسعة محتجزين آخرين، والتي اظهر التحقيق في وفاته أدلة تؤكد أساءة معاملة المعتقلين بشكل غير قانوني . وأشارت الصحيفة الى ان وزارة الدفاع اعترفت عام 2008 بحدوث عمليات اعتداء غير قانونية على عراقيين محتجزين في أحدى قواعدها في البصرة اشارة منها لمعسكر "بريد باسكت". وقال محامي بعض المعتقلين العراقيين انه حصلت زيادة في عدد القضايا المقدمة لمكتب المحاماة الذي يقوم بتمثيل نحو 100 عراقي ممن رفعوا دعاوى ضد وزارة الدفاع بتهم إساءة الجيش البريطاني لمعاملتهم خلال الاحتجاز،مشيرين الى ان عدد القضايا والحالات المقدمة سترتفع بلا شك، ونقلت عن أعضاء شركة بريطانية أخرى للمحاماة، تقوم بتمثيل 65 شخصاً قولهم " ان الدعاوى المماثلة ستشهد ارتفاعاً كبيراً". وأوضحت الصحيفة انه تم الكشف عن الانتهاكات سيئة السمعة التي تعرض اليها المعتقلون العراقيون في معسكر "بريد باسكت" في البصرة والتي بينت عبر شهادات المعتقلين انهم تعرضوا للاعتداء الجنسي من قبل الجنود وأدت الى تعرضهم للنبذ من قبل المجتمع بعد الافراج عنهم . ونقلت التايمز عن احد العراقيين الذي اعتقل في المعسكر المذكور عام 2003 والذي حصل على تعويض من وزارة الدفاع البريطانية، قوله انه تم تجريده من ملابسه الداخلية وتعرض للضرب واجبر على الجلوس في الخارج وظهره الى الجدار في الحر الشديد مدة خمس ساعات بدون ماء. وأضاف ان " المشكلة الرئيسة التي دمرت سمعتي ان الناس في منطقتي عندما سمعوا بأني اعتقلت من قبل الجيش البريطاني اعتقدوا بأني تعرضت للإساءةوالاعتداء الجنسي من قبل العاملين مع الجيش البريطاني.وأوضح المعتقل انه بعد ذكر ما تعرض اليه للسلطات البريطانية طُلب منه النظر الى ألبوم صور يحتوي على صور فوتغرافية لمعتقلين آخرين، وقال" شاهدت صور لأصدقائي يتعرضون للإساءة من قبل القوات البريطانية حيث كانوا معلقين رأساً على عقب وهم عراة ويتم الاعتداء عليهم جنسياً". ورفضت وزارة الدفاع التعليق على هذه القضية لتسويتها خارج المحكمة . وقالت الصحيفة ان معتقلا آخرا في المعسكر المذكور يبلغ من العمر " 25 عاماً" أنفجر باكياً وهو يسرد كيفية أعتداء جنديين بريطانيين عليه جنسياً وضربهم اياه وتهديده بالقتل مبيناً آثار الندوب التي غطت ذراعيه لمراسل الصحيفة. وقال " بعد ذلك بدأت حياتي التي أصبحت جحيماً مليئة بالكوارث".مبينة انه اضطر لمغادرة البصرة بعد هذه الفضيحة، وتزوج عام 2005 ورزق بابنتين، لكنه بسبب العار الذي لحقه جراء الاعتداء عليه انفصل عن زوجته، وعبرعن أمله بأن يتم مقاضاة جميع المسؤولين والمدانين بارتكاب هذه الجرائم امام الشعب العراقي. وفي آذار الماضي أعلنت وزارة الدفاع البريطانية عن إنشاء فريق للتحقيق في تعرض عراقيين الى الاساءة من قبل افراد الجيش البريطاني، وقال متحدث باسم الدفاع انه من المرجح استغرق هذا التحقيق العامين و سيتم تناول القضايا المرفوعة من قبل weapons linked to an upsurge in child deformity cases in Iraq, are being investigated by the Ministry of Defence.</p> <p>The case raises serious questions about the UK’s role in the American-led offensive against the city of Fallujah in the autumn of 2004 where hundreds of Iraqis died. Doctors and residents in the city are convinced that many more children than usual are being born with deformities. So great is the concern that some doctors are apparently advising mothers living in the city not to have children. If this is indeed the case the problem could hardly be more serious. </p> <p>Something has to be done to resolve the issue. It is far from clear if there is a real increase in birth deformities or whether it is a case of more cases being recorded. An answer to this could come by comparing records for births before and after the attacks on Fallujah. For this to be an effective approach full recording of all births would be needed over an extended period. </p> <p>Another approach is that announced by the World Health Organisation (WHO) on 1 April which is to analyse the trend in birth defects in Fallujah and to compare it with other parts of Iraq. Again good records are required. The comparison may indicate there are problems elsewhere, but it may also find no disturbing trend. </p> <p>What the WHO will be assessing will be the effects of war on a civilian population, and more particularly what effect a war has on birth outcomes. The investigation is unique and very welcome. </p> <p>The details of how the investigation is to be conducted are not yet known. If the approach is just to compare trends in birth defects in different locations in Iraq it may not identify causes of these. A more detailed approach would be the logical next step. But if there is no evidence of deformities being greater than the norm why do a more searching inquiry? </p> <p>But this is jumping the gun. Fallujah has been in the headlines because of the savagery of the fighting there in 2004. US forces used white phosphorus there in November of that year. Allegations have also been made that the US used depleted uranium munitions. It is essential the US says what was used by its forces. </p> <p>I am not aware of any evidence to suggest white phosphorus or depleted uranium has been linked with birth deformities. However, a toxicologist’s reassurance will not be enough for residents in Fallujah and they deserve more. This WHO investigation will help to explain what effects war has on birth outcomes and that has to be a small comfort for clinicians and their patients in Fallujah. </p> <p><a href="https://web.archive.org/web/20130127033433/http://www.independent.co.uk/opinion/commentators/alastair-hay-it-is-vital-america-discloses-what-weapons-were-deployed-1961474.html" class="external" target="_blank">Alastair Hay: It is vital America discloses what weapons were deployed – Commentators, Opinion – The Independent</a></p> </p></div> <p>Iraqi families who believe their children’s deformities are caused by the deployment of the weapons have now begun legal proceedings against the UK Government. They accuse the UK Government of breaching international law, war crimes and failing to intervene to prevent a war crime.</p> <p>Lawyers for the Iraqis have sent a letter before action to the MoD asking the Government to disclose what it knows about the Army’s role in the offensive, the presence of prohibited weapons and the legal advice given to Tony Blair, Prime Minister at the time.</p> <p>Legal actions against America are blocked by US federal immunity laws and the US government’s boycott of the International Criminal Court.</p> <p>The offensive against Fallujah, codenamed Phantom Fury, in 2004 was described as the most bitter fighting experienced by American soldiers since the war in Vietnam. But US forces were assisted by British units.</p> <p>On 21 October, British soldiers were ordered by the Cabinet to help US forces throw a "ring of steel" around Fallujah. Six days later, a British battle group of 850 troops made up of the armoured infantry from the 1st Battalion, The Black Watch, an armoured reconnaissance squadron from the Queen’s Dragoon Guards, elements of 40 Commando Royal Marines and supporting specialists including Royal Engineers and Royal Military Police were redeployed from Basra. </p> <p>The battle group established a base at Camp Dogwood on the eastern approach to Fallujah where they provided essential aid and assistance to the subsequent attacks on the city.</p> <p>Before the attack the former Attorney General, Lord Goldsmith is alleged to have warned Mr Blair about the legal dangers of committing British forces to the attack. </p> <p>Public Interest Lawyers, the law firm representing the Iraqi families, wants the Government to release this advice in full and say whether any British soldiers were involved in the fighting or supplied or helped fire prohibited weapons. During the attack coalition forces are alleged to have used weapons including white phosphorus, a modern form of napalm, and depleted uranium.</p> <p>The World Health Organisation has begun investigating evidence of a worrying rise in the incidence of birth defects in the city, which Iraqi doctors attribute to the use of chemical weapons during the battle. </p> <p>Malak Hamdan, a British Iraqi researcher working with doctors in Fallujah, told The Independent: "Doctors in Fallujah are witnessing unprecedented numbers of birth defects, miscarriages and cancer cases. Now, according to gynaecologists, paediatricians and neurologists in Fallujah, the numbers of these cases have been increasing rapidly since 2005." </p> <p>She explained that the most common birth defects involve the heart and the nervous system but there have also been reported cases of babies being born with two heads, upper and lower limb defects and eye abnormalities.</p> <p>"What is more disturbing is that pregnant women are completely unaware that they are carrying an abnormal child until the day they give birth – traumatising the mother and the rest of the family," said Ms Malak. </p> <p>Mazin Younis, a UK-based Iraqi human rights activist who visited the city before the attack, said: "When I visited Fallujah a few weeks before the attack, I was shocked to see the majority of people had not left the city. Many of them had no one to go to…. We attacked this city ruthlessly without any concern for the fate of tens of thousands of civilians who were still living there. The unlawful use of white phosphorus in built-up areas was… never objected to by the British Government who assisted in the attack on Fallujah."</p> <p>Phil Shiner, the UK lawyer leading the legal challenge, said: "The rate and severity of both foetal abnormalities and inexplicable illnesses such as leukaemia or those suffered by our clients in infants born to mothers in Fallujah has been the subject of numerous reports and letters to governments…. The full extent of the emerging public health crisis is unknown…. Doctors report a "massive, unprecedented number" of congenital health problems. The BBC investigation found that the incidence of birth defects in Fallujah has reached a rate 13 times higher than in Europe."</p> <p>An MoD spokeswoman said: "We can confirm that we are in receipt of this letter from Public Interest Lawyers and will respond in due course. align="right"> <p> </p> <p>"The Education system in Iraq, prior to 1991, was one of the best in the region; with over 100% Gross Enrollment Rate for primary schooling and high levels of literacy, both of men and women. The Higher Education, especially the scientific and technological institutions, were of an international standard, staffed by high quality personnel." (UNESCO Fact Sheet, March 28, 2003)[1].</p> <p>As a result of the ongoing US Occupation of Iraq, today Iraq is more illiterate than it was five or 25 years ago because the US administration and the US forces occupying Iraq began to root and destroy every aspect of Iraq’s education.</p> <p>The Iraqi educational system was the target of US military action because education is the backbone of any society. Without an efficient education system, no society can function, wrote Ghali Hassan in May 2005.[2] Facts have proven him right. This is also one of the conclusions of the book "Cultural Cleansing in Iraq."[3]</p> <p><strong>Random Facts</strong></p> <p>A recent UNESCO report, "Education Under Attack 2010 – Iraq," dated 10 February 2010, concluded, "Although overall security in Iraq had improved, the situation faced by schools, students, teachers and academics remained dangerous."[4] The destruction of Iraq’s education is ongoing.</p> <p>Let’s present a few random facts that give an idea of the scale of the destruction of Iraq’s education sector under occupation:</p> <blockquote><ul> <li>The director[5] of the United Nations University International Leadership Institute published a report[6] on April 27, 2005, detailing that since the start of the war of 2003 some 84 percent of Iraq’s higher education institutions have been burnt, looted or destroyed[7]. </li> <li>Like most higher education institutions across Iraq, Baghdad University escaped almost unscathed from the bombing. In the subsequent looting and burning, 20 of the capital’s colleges were destroyed. No institution escaped: the faculty of education in Waziriyya was raided daily for two weeks; the veterinary college in Abu Ghraib lost all its equipment; two buildings in the faculty of fine arts stand smoke-blackened against the skyline. In every college, in every classroom, you could write "education" in the dust on the tables.[8] </li> <li>Ongoing violence has destroyed school buildings, and about a quarter of all Iraq’s primary schools need major rehabilitation. Since March 2003, more than 700 primary schools have been bombed, 200 have been burnt and over 3,000 looted. </li> <li>Between March 2003 and October 2008, 31,598 violent attacks against educational institutions were reported in Iraq, according to the Ministry of Education (MoE).[9] </li> <li>Since 2007, bombings at Al Mustansiriya University in Baghdad have killed or maimed more than 335 students and staff members, according to a October 19, 2009, New York Times article, and a 12-foot-high blast wall has been built around the campus.[10] </li> <li>"Education under Attack (2007) reported that 296 people serving as education staff were killed in 2005; and 180 teachers were killed between February and November 2006.[11] </li> </ul> </blockquote> <p>These are just a few examples to highlight the level of cultural genocide in Iraq. The list is endless, the real number of casualties much higher. More information can be found in the book "Cultural Cleansing in Iraq" and in the BRussells Tribunal archives on Iraqi education under occupation, perhaps the most comprehensive database on the Internet about the assassination of Iraqi academics and the destruction of Iraq’s education.[12] Our campaign to protect Iraqi academics[13] is still ongoing, because the tragedy continues. The UNESCO report "Education Under Attack 2010 – Iraq" is very clear: "Attacks on education targets continued throughout 2007 and 2008 at a lower rate – but one that would cause serious concern in any other country." Why didn’t it cause serious concern? Is it because it’s of US design?</p> <p>The petition we issued, also containing a call for action, is still valid today and can still be signed: <a href="https://web.archive.org/web/20130127033433/http://www.petitiononline.com/Iraqacad/petition.html" class="external" target="_blank">http://www.petitiononline.com/Iraqacad/petition.html</a>. An excerpt:</p> <blockquote><p>1. We appeal to organisations which work to enforce or defend international humanitarian law to put these crimes on the agenda.</p> </blockquote> <blockquote><p>2. We request that an independent international investigation be launched immediately to probe these extrajudicial killings. This investigation should also examine the issue of responsibility to clearly identify who is accountable for this state of affairs. We appeal to the special rapporteur on summary executions at UNHCHR in Geneva.</p> <p>We urge that educators mobilise colleagues and concerned citizens to take up the cause of the salvation of Iraq’s intellectual wealth, by organising seminars, teach-ins and forums on the plight of Iraq’s academics.</p> </blockquote> <p><strong>Occupying Schools</strong></p> <p>When writing "Killing the Intellectual Class" for the book "Cultural Cleansing in Iraq," I added a short story about occupation of schools by the MNF-I (Multinational Force-Iraq, the official name of the American-led foreign forces):</p> <blockquote><p>"it certainly is our policy to not establish military headquarters or other operations in protected areas under the Geneva Convention," said Lt. Col. Gary Keck, a spokesman for the Department of Defense in Washington, when a journalist asked why the US army occupied a girls’ and boys’ school of a town in northern Iraq.[14]</p> </blockquote> <p>At a UN press briefings in Amman on April 30, 2003, the question was asked:" Do you know of any other schools that are still occupied and would you ask them of making a point to stay away from the schools, so they can be rehabilitated?"</p> <p>S. Ingram answered, "I am not aware of any other places that this situation holds. I remember the incident you referred to, there was a school in the north and some contacts were necessary to persuade the US troops there to leave the premises, which they subsequently did. I am not aware of any other places were schools are being occupied."[15]</p> <p>"I am not aware" – a pack of lies. Because occupying schools is exactly what the US Army did (and still does) on a regular basis. I heard and read numerous eyewitness accounts about Iraqi protests after US forces occupied schools and educational institutions.</p> <p>The origins of armed resistance in Fallujah f.i. can be traced almost precisely to April 28, 2003, when US troops, who had arrived in the city five days earlier, massacred 17 apparently unarmed protesters. The April 28 protest had demanded an end to Fallujah’s occupation and, more specifically, that US troops vacate the al Qaid primary school, where classes had been scheduled to resume on April 29.[16]</p> <p>And it continued. On February 29, 2008, the Association of Muslim Scholars (AMSI) published a press release condemning the American occupation forces for the seizure of an Islamic Secondary School in Baghdad.</p> <p>On May 1, 2008, the Iraqi News Agency "Voices of Iraq," reported, "The US military withdrew from a building of the education department in Sadr City in eastern Baghdad, which they used it as a barrack last month."[17]</p> <p>This was basically all the hard information I had found about the occupation of educational institutions by the occupation forces and I thought the evidence was a little thin to make a decent case, so I decided not to use it for the book.</p> <p>But, now, I read in the UNESCO report 2010: "MNF-I, the Iraqi Army and Iraqi police units occupied more than 70 school buildings for military purposes in the Diyala governorate alone."[18]</p> <p>This is only in one province. There’s no information at my disposal about the other regions, but we can almost certainly conclude that occupying schools by occupation forces was/is a general phenomenon throughout Iraq. Where else would you station a one million strong army and security forces?</p> <p>On April 11, 2003, a number of Iraqi scientists and university professors sent an SOS email complaining American occupation forces were threatening their lives.<a href="https://web.archive.org/web/20130127033433/http://gorillasguides.com/destroying-educational-institutions-or-using-them-military-purposes-is-a-war-crime58159#19">[19]</a> The appeal message said that looting and robberies were taking place under the watchful eye of the occupation soldiers.</p> <p>The occupation soldiers, the email added, were transporting mobs to the scientific institutions, such as Mosul University and different educational institutions, to destroy scientific research centers and confiscate all papers and documents to nip in the bud any Iraqi scientific renaissance.<a href="https://web.archive.org/web/20130127033433/http://gorillasguides.com/destroying-educational-institutions-or-using-them-military-purposes-is-a-war-crime58159#20">[20]</a></p> <p>John Agresto, in charge of the Ministry of Higher Education and Scientific Research in 2003-2004, initially believed that the looting of Iraq’s universities was a positive act in that it would allow such institutions to begin again with a clean slate, with the newest equipment as well as a brand new curriculum.[21]</p> <p>The Hague IV Conventions<a href="https://web.archive.org/web/20130127033433/http://gorillasguides.com/destroying-educational-institutions-or-using-them-military-purposes-is-a-war-crime58159#22">[22] </a>on Laws and Customs of War on Land, 1917, make explicit, in Article 56, that educational institutions are to be regarded as private property, and, thus, must not be pillaged or destroyed, that occupying forces in war are bound to protect such property and that proceedings should follow their intentional damage, seizure or destruction. Article 55 reinforces this duty relative to all public buildings and capital. Further, an occupying power is obliged, according to Articles 43 and 46, to protect life and take all steps in its power to re-establish and ensure "public order and safety."</p> <p>In addition, The Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict[23] (ratified by the Republic of Iraq in 1967) creates a clear obligation to protect museums, libraries, archives, and other sites of cultural property. Paragraph 1 of Article 4 notes: "The High Contracting Parties undertake to respect cultural property situated within their own territory as well as within the territory of other High Contracting Parties by refraining from any use of the property and its immediate surroundings or of the appliances in use for its protection for purposes which are likely to expose it to destruction or damage in the event of armed conflict; and by refraining from any act of hostility, directed against such property."</p> <p>Using schools and universities for military purposes; destroying educational institutions and assisting in looting; criminal neglect when educational staff is being harassed and assassinated; dismantling the Iraqi education system; and active involvement in training, funding and arming murderous militia’s … War crime upon war crime upon war crime.</p> <p>When will there be justice for Iraq? When will there be a serious investigation into these crimes by official international human rights bodies? And who will charge the successive Anglo-American administrations for war crimes and crimes against humanity?</p> <p><a name="1">[1] </a><a href="https://web.archive.org/web/20130127033433/http://www.irinnews.org/Report.aspx?ReportId=87849" class="external" target="_blank">IRIN</a>) – A government move to exclude a number of prominent Sunni candidates from national parliamentary elections on 7 March could re-ignite sectarian violence and create a new humanitarian crisis in the war-torn country, according to some analysts. </p> <p>“Iraq is on the verge of another humanitarian crisis if the current political situation continues to worsen between the political parties or between Sunnis and Shia over participation in the coming elections,” Mohammed Abdul-Aziz Jassim, a political sciences lecturer at the University of Anbar, told IRIN. </p> <p>“Almost all Iraq’s humanitarian challenges since 2003 [when the US-led invasion began], such as displacement, poor public services and social problems, are the result of the political and sectarian strife that led to a deteriorated security situation,” he said. </p> <p>In mid-January, a committee tasked by the government to prohibit former members of Saddam Hussein’s disbanded Baath Party from government jobs decided to exclude 511 Sunni and Shia candidates from the polls. </p> <p>Although the majority of those on the list are reportedly Shia, they do not have the political clout or tribal standing that the barred Sunnis have, analysts say. </p> <p>Sunnis are particularly angered that prominent Sunni lawmaker Salih Al-Mutlak is among those excluded. Al-Mutlak’s involvement in the political process was instrumental in turning the tide against the insurgency, say analysts. </p> <p>Jassim warned that banning candidates “will widen this [sectarian] divide as each party will rely on violence to control as much as it can on the ground if it is excluded from the elections”. </p> <p>Maan Khudhir Ali, a Baghdad-based analyst and researcher on social affairs at the University of al-Mustansiriyah, said the exclusion would “weaken the next government” as it would devote much of its time to appeasing aggrieved parties. </p> <p>"If the exclusion goes as scheduled before the elections the next government’s priority will be how to find ways to satisfy the angry political parties and not how to find the best ways to offer services and help displaced families return to their homes," Ali said. </p> <h3>Humanitarian challenges </h3> <p>Since 2003, Iraq has faced a number of humanitarian challenges, key of which has been the millions of people forced to flee their homes, whether within the country as internally displaced persons (IDPs) or abroad as refugees to neighbouring countries such as Syria and Jordan. </p> <p>The vast majority of displacement occurred after the 2006 bombings of a Shia shrine by Sunni militants, according to the UN Refugee Agency (<a href="https://web.archive.org/web/20130127033433/http://www.unhcr.org/cgi-bin/texis/vtx/page?page=49e486426" class="external" target="_blank">UNHCR</a>). </p> <p>The country has been ravaged by bouts of sectarian violence ever since, which has had a debilitating impact on the country’s infrastructure and efforts to rebuild it; the provision of basic services and access to them; and the state-run food distribution food system, which <a href="https://web.archive.org/web/20130127033433/http://www.irinnews.org/Report.aspx?ReportId=87643" class="external" target="_blank">has deteriorated</a> because of insecurity, poor management and corruption. </p> <p>As violence began to ebb in early 2008, many IDPs and refugees returned to their areas of origin. <a href="https://web.archive.org/web/20130127033433/http://www.unhcr.org/cgi-bin/texis/vtx/page?page=49e486426" class="external" target="_blank">According to UNHCR</a>, some 300,000 IDPS and 80,000 refugees returned in 2008 and 2009. </p> <p>International aid agencies and local and foreign NGOs also began resuming work in Iraq after insecurity had forced them to suspend their operations. </p> <p>“We have been building on this little security development Iraq has witnessed over the past short period of time, which in turn has a positive effect in the humanitarian field,” a representative of a foreign NGO who recently resumed work in five provinces said on condition of anonymity. </p> <p>“Any deterioration in the political arena could pose a major blow to these developments and bring a align="right">قال مدير شرطة ناحية قره هنجير عثمان عبدالله إن دورية للشرطة عثرت على جثة ضابط في الجيش العراقي برتبة ملازم اول داخل سيارة شمالي كركوك. <br/>واوضح عبدالله في تصريح صحفي أن دورية تابعة لشرطة ناحية قره هنجير شمالي كركوك، عثرت عصر الخميس، على جثة تعود لضابط في الجيش العراقي برتبة ملازم اول تابع للفوج الاول في اللواء الثاني، داخل سيارة من نوع نيسان عند الطريق العام بين الناحية ومدينة كركوك ، مبينا أن جثة الضابط كانت تحمل آثار اطلاقات نارية، وقد تم نقلها الى الطب العدلي في مستشفى آزادي بكركوك. </p> <p dir="rtl" align="right"><strong>مسؤول عربي يؤكد ان سجل الناخبين في كركوك للعام 2004 مُزور</strong> </p> <p dir="rtl" align="right">دعت الأحزاب العربية في كركوك الحكومة والمنظمات الدولية إلى فتح تحقيق في قضية فقدان سجل ناخبي عام 2004 في كركوك. <br/>وشدد حسان حمد دهام الجبوري القيادي في الجبهة العراقية للحوار الوطني وأحد أعضاء هيئة رئاسة المجلس السياسي العربي، على ضرورة الاعتماد على سجل الناخبين في المدينة لعام 2004. <br/>وقال الجبوري في تصريح صحفي إن سجل الناخبين في كركوك للعام 2004 كما هو مسجل لدى المفوضية يتضمن نحو 360 ألف ناخب، مضيفا أن هذا العدد تصاعد إلى نحو 890 ألف ناخب هذا العام وهذه الزيادة كبيرة جدا ومبالغ فيها، وتعني أن النمو السكاني في كركوك هو أكثر 100%. <br/>ودعا الجبوري إلى فتح تحقيق عاجل لمعرفة أسباب اختفاء سجل الناخبين لعام 2004، مشيرا إلى أن الأكراد هم الجهة المستفيدة من اختفاء السجل، على حد قوله. </p> <p dir="rtl" align="right"><strong>عمليات بغداد: اعتقال طلبة المستنصرية جاء وفق المادة 4/1 </strong></p> <p dir="rtl" align="right">اوضحت قيادة عمليات بغداد ان القاء القبض على طلبة في الجامعة المستنصرية جاء وفقا لاوامر قضائية. وقال مصدر في القيادة لـ(المدى) امس الجمعة: انه تم القاء القبض على اربعة من طلبة الجامعة المستنصرية بموجب اوامر القبض الصادرة من القضاء العراقي وفق المادة 4/1 ارهاب.</p> <p dir="rtl" align="right">وكانت لجنة التربية والتعليم في مجلس النواب اعلنت ان قيادة عمليات بغداد اعتقلت عددا من طلبة الجامعة المستنصرية. وقال رئيس اللجنة علاء مكي في بيان تلاه في مؤتمر صحفي الخميس: ان هذا الاعتقال مناف بشكل واضح وصريح للتوجه العام في الحرم الجامعي وقدسيته وحسب الدستور والقانون في جميع انحاء العالم .وطالب باطلاق سراح الطلبة المعتقلين واحالة الموضوع الى لجنة تحقيقية ادارية مهنية. كما طالب بعدم تسييس الجامعات واعتبار موضوع الجامعة المستنصرية حلبة للصراعات بين قوى سياسية متضاربة، وحل الموضوع اداريا ومهنيا وفق الاسلوب الذي اقترحته لجنة التربية والتعليم في مجلس النواب. وشهدت الجامعة المستنصرية في الاونة الاخيرة تعطيل الدراسة فيها بسبب حدوث اعمال شغب من قبل بعض الطلبة، الامر الذي دعا رئيس الوزراء نوري المالكي الى اغلاق الجامعة لمدة اسبوع ومنع كل النشاطات الحزبية والسياسية داخل الجامعة و إغلاق كل الاتحادات والروابط نينوى</strong></p> <p dir="rtl" align="right">هدد الناطق باسم قائمة نينوى المتآخية بمجلس محافظة نينوى درمان سليمان ختاري بتقديم طلب الى البرلمان العراقي لحل مجلس محافظة نينوى في حال إقالة أعضاء من قائمته بحجة غيابهم عن اجتماعات المجلس. <br/>وقال ختاري في تصريح صحفي إن مقاطعة قائمة نينوى المتآخية لجلسات مجلس محافظة نينوى هي مقاطعة سياسية لها ابعاد وأسباب واضحة، وهي ليست مقاطعة او تغيب لعضو أو أثنين عن الجلسات حتى يتمكن مجلس المحافظة المتمثل بقائمة الحدباء من اقالتهم او فصلهم قانونيا. <br/>ولفت ختاري إلى أن قائمته تستطيع تقديم طلب للبرلمان العراقي وفق القانون لحل مجلس المحافظة باعتبارها المقاطعة السياسية التي يقومون بها جاءت بعد أن استحوذت قائمة الحدباء على جميع المناصب في مجلس محافظة نينوى وهمشت قائمة نينوى التي فازت بالمرتبة الثانية ، مشيرا الى انه اذا صدر أي قرار يتجاوز الواقع الحالي في نينوى ويضر بالوضع الأمني والسياسي للموصل فإنهم أيضا سيتحركون وسيدرسون تقديم طلب الى البرلمان العراقي لحل مجلس المحافظة ككل.</p> <p dir="rtl" align="right"><strong>فرج الحيدري : إجراء الانتخابات العراقية في موعدها بات صعباً جداً</strong> </p> <p dir="rtl" align="right">قال رئيس مفوضية الانتخابات في العراق فرج الحيدري إنه لم يعد من الممكن تنظيم الانتخابات التشريعية في 16 يناير/ أمنية مشددة اتخذت بالقرب من الكنائس والمساجد والمؤسسات التربوية للحيلولة دون استهدافها من قبل المجموعات المسلحة المرتبطة بحزب البعث وتنظيم القاعدة. <br/>وحذر في تصريح صحفي له نشر اليوم الجمعة من وجود نية لهذه التنظيمات في إشعال فتنة دينية وعرقية وإرباك الوضع الأمني في ظل الخلاف على مستقبل المدينة. <br/>وأكد يوسف أن التنظيمات المسلحة تعاني من وضع اقتصادي مترد بعد قطع الإمدادات المالية التي تتلقاها والمحافظات</b> </p> <p dir="rtl" align="right">أطلقت دائرة الاصلاح التابعة لوزارة العدل سراح 115 موقوفا من السجون التابعة لها في بغداد والمحافظات. <br/>وقال مسؤول العلاقات والاعلام في الوزارة بتصريح صحفي له إن وزارة العدل أطلقت سراح 80 موقوفا من مجمع سجون بغداد المركزي و11 موقوفا من سجن الميناء في محافظة البصرة. <br/>مضيفا أنه تم ايضا إطلاق سراح موقوفين أثنين من سجن محافظة ذي قار وستة آخرين من سجن محافظة المثنى، بينما أطلق سراح عشرة موقوفين من سجن بادوش في محافظة نينوى واربعة من سجن ديالى، الى جانب أثنين اخرين من سجن محافظة ميسان. <br/>واشار المسؤول الى أن عملية إطلاق السراح جاءت بعد ثبوت براءة الموقوفين حيث كانوا مشتبه بهم بجرائم مختلفة والمشاركة في عمليات مع جماعات مسلحة، الا ان الادلة المتوفرة لدى هذه المحاكم تؤكد براءتهم. </p> <ul> <li><strong>ابطال مفعول عبوة ناسفة جنوب مدينة <li><strong>العثور على قنبلة حرارية وسط الموصل <br/></strong>عثرت دورية تابعة لفوج التدخل السريع التابع للجيش العراقي على قنبلة حرارية كانت متروكة على احد الشوارع الرئيسية في منطقة السرجخانة وسط الموصل. </li> <li><strong>انفجار عبوة قرب منزل احد المهجرين العائدين في الخالص <br/></strong>انفجرت عبوة ناسفة اليوم قرب منزل احد المهجرين العائدين في قضاء الخالص 20 كم شمال شرق مدينة بعقوبة .  </li> </ul> <p>شهدت بعض المحافظات العراقية اليوم الجمعة 6/11/2009 احداثاً أمنية راح ضحيتها عدد من الشهداء والجرحى، كما شهدت عمليات عسكرية شنتها القوات الأمنية العراقية على أوكار الإرهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة، ونبدأها من <span style="color: red">محافظة نينوى</span> حيث عثرت دورية تابعة لفوج التدخل السريع التابع للجيش العراقي على قنبلة حرارية كانت متروكة على احد الشوارع الرئيسية في منطقة السرجخانة وسط الموصل مركز المحافظة، وتمكن فريق المعالجة التابع للهندسة العسكرية من ابطال مفعول القنبلة وتفكيكها دون وقوع خسائر. كما عثرت أيضا دورية تابعة للجيش العراقي على صاروخ نوع كاتيوشا معد للاطلاق في احد الاحياء السكنية شمال مدينة الموصل. من جانب اخر القت دورية تابعة لقوات التدخل في الجيش العراقي القبض على 2 من المطلوبين قضائيا ومتهمين بعدة جرائم ارهابية في قرية الكبة التابعة لناحية الرشيدية والتى تبعد 20 كيلو متر شمال مدينة الموصل، و في منطقة باب البيض وسط الموصل انفجرت عبوة ناسفة قبل كانت مزروعة على جانب الطريق الرئيسي، اسفرت عن اصابة 3 من الشرطة ومدنيا بالاضافة الى الحاق اضرار بسيارة الدورية. وننتقل الى <span style="color: red">محافظة ديالى</span> حيث انفجرت عبوة ناسفة مستهدفة دورية للجيش العراقي في ناحية جلولاء 100 كم شرق مدينة بعقوبة مركز المحافظة. كما انفجرت عبوة ناسفة اليوم قرب منزل احد المهجرين العائدين في قضاء الخالص 20 كم شمال شرق مدينة بعقوبة، و ادى انفجار العبوة الى جرح صاحب المنزل وزوجته، فضلأ عن حدوث اضرار جسيمة في المنزل وسيارة كانت مركونة فيه اثناء الانفجار. وعلى صعيد اخر تمكنت قوة مشتركة من الجيش العراقي والشرطة اليوم من القاء القبض على 11 مطلوبأً ًفي عدة مناطق من بعقوبة.كما وتمكنت القوة المشتركة ايضأ من ضبط مخبأ التي تبعد 10 كم شرق الرمادي مركز محافظة الانبار، وادى الانفجار ادى الى اصابة 2 من المواطنين الذين كانوا يستقلون السيارة بجروح خطيرة نقلوا على اثرها للمستشفى القريب في المنطقة. من جانب اخر هاجم مسلحون مجهولون احدى نقاط التفتيش التابعة لمركز الشهيد جمال وسط الفلوجة. وكانوا مسلحين يستقلون سيارة بيضاء نوع (برنس) قد هاجموا نقطة التفتيش بقنبلة يدوية لم تسفر عن اصابة احد، وتمكنت القوات الامنية من القاء القبض على المسلحين قبل هروبهم، وقد تمت احالتهم الى الجهات التحقيقية لينالوا جزائهم العادل. وأخيراً في <span style="color: red">محافظة صلاح الدين</span> حيث داهمت قوة خاصة من الجيش العراقي صباح اليوم مناطق منتخبة في ناحية يثرب التابعة لقضاء بلد 70 كم جنوب مدينة تكريت. واسفرت المداهمات عن اعتقال 20 شخصأ من المشتبه بانتمائهم للجماعات الارهابية في تلك الناحية التي شهدت مؤخرأ ًعدة اعمال مسلحة استهدفت قوات الجيش والشرطة العراقية وعناصر الصحوة فيها.</p> <p><strong>ميسان تسعى الى رفع الالغام عند الحدود الشرقية المحاذية لإيران </strong></p> <p>أعلن رئيس لجنة الصحة والبيئة في مجلس ميسان عن تشكيل لجنة مركزية في العمارة لرفع الألغام عند الحدود الشرقية المحاذية لإيران. <br/>وقال ميثم لفته في تصريح صحفي إن مجلس محافظة ميسان شكل اليوم الجمعة لجنة مركزية مهمتها رفع الألغام في المناطق الشرقية من المحافظة المتروكة منذ الحرب العراقية الإيرانية، مبينا ان اللجنة مكونة من لجنة الصحة والبيئة في المجلس والفرقة العاشرة للجيش العراقي والصليب الأحمر والدفاع المدني والبيئة والصحة. <br/>وأضاف لفته ان أول عمل ستقوم به اللجنة كمرحلة اولى هو رفع الألغام في مناطق الطيب وأبو غرب شرق مدينة العمارة ، لافتا الى ان تلك المناطق الحدودية تضم آبارا نفطية مشتركة مع الجانب الإيراني لم تستغل بعضها لوجود الألغام.</p> انفجار عبوة ناسفة استهدفت دوريتهم جنوبي المدينة. <br/>وقال مدير شرطة الاقضية والنواحي في كركوك العميد سرحد قادر إن عبوة ناسفة انفجرت صباح اليوم على دورية لشرطة طوارئ كركوك بالقرب من العلوة الشعبية (سوق الخضار) جنوبي المدينة. <br/>مشيرا إلى أن الانفجار أدى إلى إصابة اربعة من عناصر الدورية بجروح متفاوتة وإلحاق أضرار مادية بعجلتهم. <br/>ولم يذكر قادر مزيدا من التفاصيل، مكتفيا بالاشارة إلى أنه تم نقل الجرحى إلى مستشفى كركوك العام.</p> <p><strong>علاء مكي يطالب الحكومة العراقية بعدم تدخلها في شؤون الجامعة المستنصرية</strong></p> <p>دعت لجنة التربية والتعليم في مجلس النواب الحكومة الى اعادة افتتاح الجامعة المستنصرية امام الطلبة والتدريسيين، مطالبة بابعادها عن المواضيع السياسية. <br/>وقال رئيس اللجنة علاء مكي في مؤتمر صحفي عقده في قصر المؤتمرات ببغداد اليوم الخميس إن لجنته تطالب باعادة افتتاح الجامعة المستنصرية امام الطلاب والتدريسيين لاستمرار العملية التعليمية ، مطالبا بابعاد المواضيع السياسية عنها. <br/>واضاف مكي أن مشكلة الجامعة تمكن في اختيار رئيسا لها ، لافتا الى إن الوزارة عينت فلاح الاسدي رئيساً للجامعة المستنصرية مع وجود عدة اعتراضات عليه من قبل الاساتذة في الجامعة. <br/>واوضح رئيس لجنة التربية والتعليم ان لجنته قدمت مقترحاً يقضي بترشيح ثلاثة من الاساتذة التدريسيين قدمت اسماءهم الى وزارة التعليم العالي والبحث العلمي لاختيار احدهم. <br/>وكان الناطق باسم الحكومة علي الدباغ، قد اعلن يوم امس، الاربعاء، تعطيل الدراسة في الجامعة المستنصرية في بغداد لمدة اسبوع بسبب من العراق اعتقلت من خلالها عددا من المطلوبين امنياً وقضائياً وضبطت كميات كبيرة من العتاد، ففي العاصمة <span style="color: red">بغداد</span><span>  </span><span> </span>اكد مصدر في الجيش العراقي اليوم المطلوبين تم خلال<span>  </span>عملية دهم وتفتيش نفذتها قوات الجيش العراقي في منطقة المويلحة التابعة لناحية اللطيفية جنوب بغداد وتابع المصدر ان المطلوبين صادرة بحقهم مذكرات اعتقال سابقة المصدر ان المطولبين متهمين بقتل وتهجير العوائل في المنطقة المذكورة وقد تم القاء القبض عليهم بعد ورود معلمومات استخباراتية تفيد بدخولهم المنطقة المذكورة بعد ان تركوها نتيجة مطاردتهم من قبل الاجهزة ووجد فيه على هاون عدد 6 وقاذفة ار بي جي 12 واشرطة بي كي سي 50 وعبوات ناسفة عدد 6. مشيرا الى نقل الاسلحة الى احد المقرات لغرض معالجتها .<span>  </span>اما في شمال العراق وفي<span style="color: red"> الموصل </span>تحديداً عثرت دورية  تابعة للفرقة الثانية في الجيش العراقي  على كدس  للعتاد في المنطقة الصناعية غرب مدينة الموصل.</span><span></span></font></p> <p class="MsoNormal" dir="rtl" style="text-align: justify"><font size="3"><span>ومن خلال معلومات  أستخباراتية  تمكنت الدورية  من العثور على كدس   يحتوي 96 عبوة ناسفة وأسلحة  وعتاد خفيف ومتوسط وتم ضبط المواد المذكورة وتسليمها الى  مقر الفرقة العسكرية الثانية.</span></font></p> <p class="MsoNormal" dir="rtl" style="text-align: justify"><font size="3"><span>وفي مكان أخر أشار المصدر الى ان دورية من لواء الموصل شرطة أتحادية عثرت على مخبئ للأسلحة في حي الأصلاح الزراعي المجاور ، وجدت فيه أسلحة مختلفة ومنشورات وجهاز تفجير العبوات ، مشيراً الى ان المواد المذكورة كانت مخبأة في أحد المنازل المتروكة .موضحاً ان المواد تم تسليمها الى مزروعة قرب مدخل قرية (بيلج) التابعة لقضاء سنجار 120 كم غرب مدينة الموصل ،لافتاً الى أن " الدورية  أستدعت فريق مكافحة المتفجرات الذي تمكن من تفجيرها عن بعد دون وقوع خسائر ". وفي نفس المحافظة تمكنت وحد معالجة المتفجرات التابعة للشرطة الأتحادية من أبطال مفعول عبوة ناسفة غربي مدينة الموصل مركز محافظة نينوى .</span><span></span></font></p> <p class="MsoNormal" dir="rtl" style="text-align: justify"><font size="3"><span>و ان" الشرطة الأتحادية عثرت على عبوة مزروعة في أحد الأحياء غربي مدينة وأستدعت وحدة المعالجة الذي فجرها عن بعد دون وقوع خسائر ". </span></font></p> <p class="MsoNormal" بوجود شخص وهو من سكنة محافظة الانبار  يقوم بمتاجرة الآثار والزئبق ، موضحاً انه تم زج عناصر استخباراتية للتعامل معه واستدراجه إلى محافظة ذي قار . style="color: red">تكريت </span>القت قوات الجيش العراقي اليوم القبض على 4 اشخاص اثناء قيامهم بزرع العبوات الناسفة قرب احدى السيطرات الامنية في قضاء بيجي 45كم شمال مدينة تكريت مركز محافظة صلاح الدين. محافظة صلاح الدين وبيجي واثناء ذلك لاظت اربعة اشخاص وهم يقومون بزرع عبوات ناسفة قرب احد السيطرات الامنية، مضيفاً بأن القوات الامنية قامت بالقاء القبض عليهم واحالتهم الى المحاكم المختصة لاتخاذ الاجراءات اللازمة بحقهم. </span></font> </p> <h3><font color="#800000">الاخبار السياسية</font> </h3> <p><b>المالكي واردوغان يبحثان في بغداد العلاقات الثنائية بين البلدين</b></p> <p>التقى رئيس الوزراء التركي رجب طيب اردوغان فور وصوله الى العاصمة بغداد رئيس الوزراء نوري المالكي حيث تم خلال اللقاء بحث العلاقات الثنائية بين البلدين وسبل تمتينها. <br/>يذكر أن أردوغان وصل اليوم إلى بغداد في زيارة معلنة تستغرق يومين يتوقع أن يتم خلالها توقيع عدد من مذكرات التفاهم والاتفاقيات لتطوير العلاقات في مجال التعاون بين البلدين. <br/>وكان الناطق الرسمي باسم الحكومة علي الدباغ قد ذكر امس أن اردوغان سيلتقي مع رئيس الجمهورية جلال طالباني ورئيس الوزراء نوري المالكي لتوقيع عدد من مذكرات التفاهم المشترك. <br/>فيما ذكرت وزارة التجارة أن زيارة اردوغان ستتضمن توقيع عدة اتفاقات لتعزيز العلاقات الاقتصادية الثنائية بين البلدين.</p> <p><b>النائب محمود عثمان :التحالف الكردستاني يعارض إضافة 36 مقعدا لمقاعد البرلمان</b></p> <p>ذكر النائب عن التحالف الكردستاني محمود عثمان أن كتلته تعارض بشدة إضافة 36 مقعدا جديدا إلى مقاعد البرلمان البالغ عددها 275 ليصبح عددها 311 مقعدا. <br/>واضاف عثمان في تصريح صحفي أن "كتلة التحالف الكردستاني تعارض بشدة زيادة عدد مقاعد البرلمان العراقي، وحتى لو جرت زيادة عدد المقاعد فأننا سوف لن نرضى إطلاقا بمثل ذلك التوزيع الذي تريده الجهات السياسية . <br/>موضحا أن "زيادة عدد المقاعد في البرلمان إجراء غير قانوني نظرا لعدم وجود أي إحصاء سكاني دقيق وأن الزيادة الحاصلة تتم من خلال البطاقات التموينية".</p> <p> </p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><b>حكومة الاقليم توقف تصدير النفط إثر خلافات مع الحكومة المركزية</b></p> <p>اوقفت حكومة اقليم كردستان تصدير النفط من حقول الاقليم اثر خلافات بخصوص آلية دفع الاموال للشركات الاجنبية العاملة. <br/>وقال وزير الموراد الطبيعية في حكومة الاقليم آشتي هورامي إنه تم وقف تصدير النفط من حقول إقليم كردستان لحين الوصول الى اتفاق مع الحكومة المركزية لوضع آلية لدفع مستحقات الشركات النفطية العاملة في الاقليم. <br/>ويشمل التصدير في بداياته حوالي تسعين الف برميل يوميا عبر خط انابيب كركوك باتجاه مرفا جيهان التركي على البحر المتوسط.</p> <p><b>التجارة تتوقع عجزا في إنتاج الشلب خلال السنة المقبلة</b></p> <p>أعربت وزارة التجارة عن توقعها بأن الكميات المقدرة لتسويق محصول الشلب للموسم المقبل ستصل الى 143 الف طن حسب الكتب الصادرة من دوائر الزراعة. <br/>وقال مدير عام شركة تجارة الحبوب بالوزارة حسن اسماعيل ابراهيم في تصريح له إن حاجة البلاد الى مادة الرز وفق موشرات البطاقة التموينية تقدر بمليون و183الف طن سنويا. <br/>موضحا أن الرقم الاجمالي لإنتاج المحصول للموسم المقبل 2009 ـ 2010 يصل الى 143 الف طن. <br/>وأشار إبراهيم الى أن تلك الكميات ستؤدي الى عجز بأكثر من مليون طن من الرز مقارنة بانتاج السنوات الماضية وبالتالي تحتاج الشركة الى جهد استثنائي كبير لاستيراد الرز من شتى دول العالم.</p> <p><strong>انجاز مشروعين لتحسين واقع المياه في المثنى</strong></p> <p>كشف مدير ماء المثنى عن انجاز مشروعين جديدين في المحافظة لتحلية وتصفية المياه تم تمويلهما من تخصيصات وزارة البلديات والأشغال العامة بكلفة تجاوزت 40 مليار دينار. <br/>وقال عبد مطر فهد في تصريح صحفي انه تم مؤخرا انجاز مشروعين كبيرين لتصفية وتحلية المياه في المحافظة وقد بدأ التشغيل التجريبي للمشروعين ، مشيرا الى ان وزير البلديات والأشغال سيقوم بافتتاح المشروعين بشكل رسمي خلال الأيام المقبلة. <br/>وأوضح فهد أن المشروع الأول هو مشروع ماء المثنى، شمالي مدينة الرميثة، للتصفية بطاقة 40 ألف متر مكعب يوميا وبكلفة 22 مليون دولار أمريكي، وهو مشروع كبير بدأ تنفيذه منذ عام 2006 وسيزيد من الطاقة الاجمالية للمياه في المحافظة.” <br/>واوضح ان المشروع history’s fertile crescent, where lush farmland and abundant water gave rise to civilization, is today a dusty desert where the Tigris and Euphrates rivers crawl sluggishly toward the sea.</p> <p>Vast tracts of Iraqi farmland are cracked and barren, precious marshes have dried up and sandstorms blot out the sun.</p> <p>Even "Saddam River," the flagship drainage system Saddam Hussein launched in the 1980s to restore Iraq to its ancient agriculture glory, has turned into a sickly green stream flowing far below its high-water mark.</p> <p>Such are the symptoms of a worsening water shortage that threatens to undermine Iraq’s efforts to rebuild its economy after six years of war unleashed by the 2003 invasion.</p> <p>Water is such a precious commodity in the arid Middle East that many experts predict water wars in the future if a sustainable solution is not found.</p> <p>Tensions intensified earlier in the month when Turkey announced that it would resume work on its controversial plan to build a hydroelectric dam on the Tigris in its southeast.</p> <p>Citing cultural and environmental standards, European backers have pulled support for the Ilisu dam project, a temporary victory for Baghdad, but Ankara is determined to push ahead as it seeks to wean itself off energy imports.</p> <p>"This is not a new crisis for Iraq, but this time it’s more serious than ever before," said Amro Hashim, an economic expert at Baghdad’s Mustansiriya University.</p> <p>Iraqi politicians are quick to blame upstream neighbors Turkey, Iran and Syria for dams and increased usage, but experts say Iraq’s problems are also rooted in an exploding population, inefficient irrigation and few incentives to conserve water.</p> <p>"It’s everything going on at once. Wealthy but water-scarce countries such as Saudi Arabia can afford expensive desalination projects, but poor ones cannot.  <a href="https://web.archive.org/web/20130127033433/http://uk.reuters.com/article/idUKL872169920090708" class="external" target="_blank">Full Article</a></p> </p></div> <p>Drought may bring one of the worst wheat crops in a decade, as low as 1.35 million tonnes or around half a normal crop, a dramatic reversal for a nation that was once a regional grains supplier but which now ranks among top world wheat importers.</p> <p>It’s not just a lack of water that has made Iraqi agriculture so anemic, says Salah Faisal, a farmer bracing himself for reduced harvest on his farm south of Baghdad.</p> <p>"In the 1980s it was war with Iran, in the 90s it was Kuwait and now it’s the Americans. There are 5-6 million martyrs and 70 percent of the people in the countryside have fled. What do you expect?" he asked, squinting beneath the scorching summer sun.</p> <p>Trouble for Iraq’s farm sector, the largest employer but dwarfed by oil in economic output, equals trouble for Iraq.</p> <p>Dependence on food imports, depopulation of the countryside and a fear that idle youth may be recruited as insurgents are factors behind a special initiative launched by Prime Minister Nuri al-Maliki to revive the moribund farm industry.</p> <p>Yet results will be slow as officials nudge farmers to abandon practices such as flood irrigation, which over time has boosted soil salinity and helped make farmland less fertile.</p> <p>In the absence of proper drainage, Iraqi waterways are dangerously salty. The salinity level of water flowing into Iraq is 400 parts per million (ppm). When it reaches the Gulf, that has risen to 2,000 ppm, the Agriculture Ministry says.</p> <p>That compares to around 1,000 ppm in the United States’ Colorado river at its outfall, Molden said. "Most crops, except the most salt tolerant crops, will drop in productivity from their potential when irrigated with this water."</p> <p>In Baghdad, mud banks sprouting fields of reeds now rise out of the slow-moving Tigris, a far cry from 20 years ago when schoolchildren took a swim in its swift currents at their peril.</p> <p>Chronic shortages threaten drinking water supplies and sanitation and exacerbate public health problems.</p> <p>Complaining of government inaction, lawmakers voted recently to block any deals with Iran, Syria or Turkey that do not grant Iraq a greater share of water. It was a largely symbolic move, but one that spoke of deep political disaffection.</p> <p>"The government doesn’t have political will," said Jamal al-Bateekh, a member of parliament’s water committee. "It needs to leverage its ties with the United States to pressure Turkey."</p> <p>Attempts to force the government’s hand could undermine Maliki’s efforts to improve fragile relations with Turkey, a key trading partner which has often been at odds with Baghdad over Kurdish rebels in northern Iraq.</p> <p>There are growing complaints from Iraqi officials like Oun Thiab Abdullah, Iraq’s water resources director, who doubts Turkish promises to guarantee a minimum of 400 cubic meters of water a second at the point where the Euphrates leaves Turkey and enters Syria before crossing into Iraq.</p> <p>Abdullah said the river’s water flow at that entry point had dropped in early July as low as 289 cubic meters a second.</p> <p>"We are giving 515 cubic meters to Syria per second on average. This figure is consistent with our obligations," Taner Yildiz, Turkey’s energy minister, said last week.</p> <h3>SALINITY</h3> <p>In a bid to reverse soil salinity and improve farm yields, the United States has spent at least $130 million to repair and extend the farmland drainage canal made famous under Saddam.</p> <p>It rehabilitated a drainage pump station in southern Iraq, the Middle East’s largest, that will send runoff farm water out to sea and, if managed properly, over time leach salt from soil.</p> <p>Much more must be done to promote conservation in a country where farmers do not pay for water and many people in the capital go years without getting a single water bill.</p> <p>A U.S. official in Baghdad, who requested anonymity, said the government must also embrace conservation as a priority.</p> <p>"Should they start a policy of some of a market-oriented water management system where they charge for water? Probably, but it’s not politically acceptable," the official said.</p> <p>Improved methods such as drip irrigation are costly and require equipment and training most farmers don’t now have.</p> <p>"If we plant it, it dies off because there’s not enough water and too much salt," said Abdul al-Salam Haider, who used to grow apricots, oranges and other fruit on his farm in southern Iraq. Now he doesn’t even try.</p> <p>"Iraq, because of its environment, is seeing these problems now, but a lot of other places on earth will see them in the future," Molden said. told IslamOnline.net.</p> <p>Wassim is one of the victims of the massive bombing of Fallujah in 2004, when the US army admittedly used depleted uranium munitions, which contain low-level radioactive waste.</p> <p>Doctors told Wassim the restricted weapon sowed her body with lethal material that caused her children’s birth defects and the subsequent deaths.</p> <p>"If I knew my body was sick, I wouldn’t have tried to bring a new life to the world."</p> <p>Experts affirm that many like Wassim, especially in areas severely-hit by radioactive material over the years, suffer the same pain.</p> <p>"US troops attacks have been carried out with high quantity of chemicals that makes the genetic material easily affected, resulting in babies being born only to survive for a few hours," Dr. A’dab Hatim, a pediatrician at a Baghdad hospital, told IOL.</p> <p>"The most common malformations are exposed spinal cord, lack of limbs, multiple fingers, eye deformities, large cerebral material and exposed organs," she added.</p> <p>After denying it at first, the Pentagon admitted in November 2005 that white phosphorous, a restricted incendiary weapon, was used in shelling Fallujah.</p> <p>It للولايات المتحدة أن تطلقه على العراق منذ احتلاله عام 2003-  نساء كثر مثل الأم ليلى عمر.. تتفطر قلوبهن وهن يرون أطفالهن يولدون مشوهين.. كعلامات وشواهد على ملامح "العراق الجديد" في أجسادهم الضئيلة.</p> <p>وقالت الأم التي تبلغ من العمر 36 عاما لـ"إسلام أون لاين.نت": "طفلي الأول مات بعد ولادته بدون رجلين، ومات الثاني منذ أيام قليلة بعد أن انفجر نخاح عموده الشوكي وكانت رأسه كبيرة جدا". </p> <p>وليلى عمر واحدة من ضحايا القصف الأمريكي العنيف لمدينة الفلوجة في عام 2004، والذي استخدمت فيه قوات الاحتلال قذائف اليورانيوم المخصب.</p> <p>وأبلغ الأطباء ليلى بعد أن فقدت طفليها بأن الأسلحة المحظورة اخترقت جسدها بمادة قاتلة تحول دون ولادة أطفال طبيعيين.</p> <p>وعقبت ليلى على هذه المعلومة المتأخرة: "لو أنني أعلم أن جسدي مريض ما حاولت إحضار أطفال جدد إلى العالم".</p> </p></div> <div dir="rtl" align="right"> <p>ويؤكد الخبراء أن هناك كثيرين مثل ليلى يعانون نفس الألم، خاصة في المناطق التي قصفت بالمواد الإشعاعية خلال الأعوام الماضية.</p> <p>وقال الدكتورة أهداب هاتم أخصائية طب الأطفال في مستشفى بغداد لـ"إسلام أون لاين.نت": "إن القوات الأمريكية استخدمت الأسلحة الكيماوية في هجماتها بشكل واسع.. وهي تحتوي على مواد تؤثر بسهولة وبشكل خطير على الجينات، وتتسبب في ولادة أطفال مشوهين، إضافة إلى أنهم سيكونون عرضة للوفاة السريعة باحتمالات كبيرة".</p> <p>وأوضحت أن "معظم الأطفال المشوهين يحدث لهم انفجار في النخاع الشوكي، ويعانون ضعفا في الأطراف، وتشوهات في العين، وكبر حجم الدماغ.. وبعضهم يولد بلا
