The module, which is taught through seven themed workshops over one semester, is research-informed and practice-based. Assessment is on a pass/fail basis and includes three aspects supporting reflection, technical competency and the implementation of a technology-based project. Throughout the module, technology is used as a showcase for the module content itself. The intention is to integrate the use of technology to support the pedagogy, without over-using technology for its own sake. In Pennsylvania, school districts fund their own schools (with very little state assistance), so there is immense diversity in terms of access to technology. The educator's institution is in a rural area-nearby are Amish/Mennonite communities, Carlisle, a fairly large city which is progressive and competitive, and Chambersburg, another fairly large town in the vicinity of the university. Students in Chambersburg's high school have a small lab of outdated Macs. West Perry School District has an enterprising English teacher who received 25 old IBM PC's, which her students use as if they were cutting edge equipment. Everett, located in the what seems like middle of nowhere, has Internet-accessed computers in the secondary school, with staff development personnel for training and a grant writer for a project to put student portfolios online. The minimum components necessary for success with technology are the technology itself, software, a dedicated tech support staff, regular staff development on practical implementation of the equipment, a clear plan for technology, and vision. Students need readiness skills, motivation to excel using technology, reliable tools with which to work, and a comprehensive integrated curriculum. Staff needs training and practice, resources (stipends, release time), support in terms of tech and curriculum design, and time and access. The foundation of this research is anchored against this background, to interrogate the depth of technologies in Teacher Education in equipping the student teacher, practicing teacher and lecturer in low resourced environments through E-learning and ODL. This paper is set to investigate the state of preparedness of teacher training colleges in using technologies. The existing policies, challenges, opportunities and course contents in Teachers’ colleges have been explored. In accomplishing this task, a qualitative research paradigm and a case study design were used. Facts obtained revealed that, there is a desperate stance by Zimbabwean Teacher Training Colleges in setting up technology biased programs to equip the new teacher, the lecturer and the practicing teacher. The paper has thus concluded that the caliber of lecturers, lack of infrastructure, poor power generation, funding, caliber of students and lack of literature have affected technologies in Teacher Education. The study recommends that the Government should address technologies in Teacher Education first before secondary and primary schools. Incentives should be given to arouse interest in students and attract high caliber lecturers.
