thousands of families struggling to find out what happened to their missing loved ones. Abandoning the search is not an option. Since 1980, the ICRC has spared no effort to put an end to their anguish. Operational update, March-May 2011. </p> <p>"Iraq is currently one of the countries with the highest number of missing persons and, as a result, with the highest number of families seeking information on their missing relatives," said ‘Dika Dulic’, the ICRC delegate in charge of issues relating to missing persons in Iraq. The ministry has offices in each Iraqi governorate. I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. The ICRC assistance also reached families affected by the floods in Rabea and Baaj districts.</p> <h4>Assisting health-care facilities</h4> </p></div> <p> <a unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" authorities should end their widening crackdown on peaceful protests in northern Iraq, Human Rights Watch said today. The authorities should hold accountable those responsible for attacking protesters and journalists in Arbil and Sulaimaniya since April 17, 2011, including opening fire on demonstrators and beating them severely, Human Rights Watch said.</p> <p>Human Rights Watch also called on Iraqi authorities in Baghdad to investigate the detention and torture of a protester, Alaa Nabil, and to charge or release more than two dozen activists held in a prison in Baghdad’s Old Muthanna Airport. Central government and Kurdistan Regional Government authorities should revoke their recent bans on unlicensed demonstrations in Sulaimaniya province and on street protests in Baghdad, Human Rights Watch said.</p> <p>"Iraqi authorities in Kurdistan and Baghdad need to rein in their security forces and protect the right to protest peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "The Iraqi political authorities need to end their knee-jerk responses and stop banning protests, detaining demonstrators, and beating journalists."</p> <h3>Repression in Kurdistan</h3> <p>In the afternoon of April 18 in Arbil, the Kurdistan capital, dozens of armed men in civilian clothes attacked students from the Kurdistan region’s largest university, Salahadin, as they tried to hold a demonstration. Witnesses told Human Rights Watch that the assailants also attacked journalists and at least one member of parliament.</p> <p>A third-year Salahadin student told Human Rights Watch that a large group of organized assailants wearing civilian clothes attacked the protesters with brute force.</p> <p>"We chanted ‘freedom, freedom,’ and then security forces came and abolished the demonstration," the student said. "They were hitting people by knives and sticks … and arrested 23 protesters."</p> <p>The assailants beat Muhamad Kyani, a member of the Iraqi national parliament for the opposition party Goran (Change) List, and his bodyguard while they were walking away from the demonstration. "There was no violence from us, nothing happened from our side to incite them," Kyani told Human Rights Watch. "I was on my way to the car when the Asayish [the official security agency for the Kurdistan region] threw me to the ground and started to kick and beat me." Kyani had two black eyes and other minor injuries from the beating. "They just wanted to intimidate and insult me and those with me," he said. "During the beating they swore at us and called me a traitor."</p> <p>Reporters without Borders documented attacks on at least 10 journalists covering the April 18 protest. The group said assailants also detained numerous journalists, including Awara Hamid of the newspaper <em>Rozhnam, </em>Bahman Omer of <em>Civil Magazine</em>, Hajar Anwar, bureau chief of the Kurdistan News Network, and Mariwan Mala Hassan, a KNN reporter, as well as two of the station’s cameramen.</p> <p>Shwan Sidiq of <em>Civil Magazine</em> was hospitalized after the assailants broke his hand. "My hand is broken, my head still hurts," he told Human Rights Watch. "What I saw was what in 1988 Saddam Hussein did against me and my family."<strong></strong></p> <p>Security forces of the Kurdistan Regional Government and the two ruling parties there, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, have used repressive measures against journalists since the start of the protests in Iraq on February 17. The local press freedom group Metro Center has documented more than 150 cases of attacks and harassment of Kurdish journalists since February 17. In March, Human Rights Watch interviewed more than 20 journalists covering the protests in Kurdistan.</p> <p>"Time and again we found that security forces and their proxies violate journalists’ freedom of expression through death threats, arbitrary arrests, beatings, harassment, and by confiscating and vandalizing their equipment," Stork said.</p> <p>In Sulaimaniya, daily clashes since April 17 have injured more than 100 protesters, journalists, and security forces. Witnesses told Human Rights Watch that on April 17 security forces fired live ammunition into the air to clear protesters blocking a road, while others shot into the crowd indiscriminately, wounding at least seven demonstrators.</p> <p>"Police and security forces used everything to attack us," one protester told Human Rights Watch. "They opened fire, threw stones, used sticks and their Kalashnikovs to keep us from demonstrating."</p> <p>Protest organizers told Human Rights Watch that on April 18, security forces violently seized control of Sara Square, the center of daily protests in Sulaimaniya since February 17, and demolished the protesters’ podium. Security forces have fanned out across the city and have refused to allow protesters back to the site – renamed Azadi (Freedom) Square by demonstrators – resulting in clashes on April 18 and 19.</p> <p>On March 6, <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">masked assailants attacked demonstrators</a> and set their tents on fire but failed to evict protesters from the site.</p> <p>On April 19, protest organizers said, security forces detained dozens of students and others in and around Sulaimaniya, releasing most later in the day. One law undergraduate told Human Rights Watch that security forces attacked her and other protesters at the Dukan checkpoint on their way to Sulaimaniya.</p> <p>"We were forced to get off the buses," she said. "They threatened if we went [to the protest], we would be killed. A friend of mine asked them not to shoot us because we have pens and not guns, but when he raised his pen security forces opened fire and he was badly injured."</p> <p>Since then, this student said, she has received anonymous threatening phone calls telling her not to return to Sulaymaniya. Security forces raided Koya University, where she studies, and arrested two students. Their whereabouts remain unknown.</p> <p>The family of a prominent Kurdish writer and activist, Rebin Hardi, told Human Rights Watch that security forces severely beat him during and after his arrest on April 19 for participating in a protest in front of the Sulaimaniya courthouse. Photos taken after his release later that day viewed by Human Rights Watch showed severe swelling up and down the right sight of his body including his eye, arm, and thigh.</p> <p>Since February 17, clashes with security forces have killed at least seven civilians and injured more than 250 demonstrators in Kurdistan, but thousands have continued to protest alleged corruption and the political dominance of the KDP and PUK.</p> <p>On April 19, the government’s Security Committee for Sulaimaniya Province banned all unlicensed demonstrations. Legislation passed by the Kurdistan Regional Government in December gives authorities wide discretion in deciding whether to approve a license for a protest. The law’s wording is exceptionally vague and susceptible to abuse, Human Rights Watch said. Under article 3(c) of the law, authorities can reject a request if "the protest will damage the system or public decency."</p> <h3>Protests in Baghdad</h3> <p>Iraqi security forces in Baghdad are detaining and abusing activists in connection with protests against the chronic lack of basic services and perceived widespread corruption. On April 8, security forces in a vehicle with markings from the 43rd Brigade of the Army’s 11th Division, arrested Nabil at the end of a peaceful protest at Tahrir Square. He was immediately transferred to other security forces in civilian clothing, and held for a week.</p> <p>Released on April 15, Nabil, an organizer of the February 25 Group – one of several groups planning demonstrations in the capital – told Human Rights Watch that he had been beaten repeatedly while his hands were held behind his back with plastic zip-ties, and often while blindfolded. He said his captors also used a stun gun on his arms, chest, and back.</p> <p>"I heard them giving orders to shock us and hit us only below the neck, so there wouldn’t be any marks. They shocked me and hit me on the arms and back and chest," he said. "I got a cut on my head that was bleeding, and one of the guards yelled at another who caused it. ‘Why did you make him bleed? He is a son of a bitch and will make a scandal for us. Do not leave any marks. Hit him in places where there will be no marks.’"</p> <p>Nabil said his captors went through his cell phone and told him, "We know all these numbers, and we are watching and listening to all your calls.’"</p> <p>Nabil had previously been arrested on March 22, and Human Rights Watch witnessed signs of physical abuse immediately after his release from that detention. Human Rights Watch sent inquiries about Nabil’s arrest and others to the offices of the prime minister and security officials but has received no response from authorities.</p> <p>On April 13, security forces entered the adjoining offices of the Federation of Workers Councils and Unions in Iraq (FWCUI) and the Organization of Women’s Freedom in Iraq (OWFI), where the February 25 Group has held meetings in Baghdad. The security forces arrested one of the group’s members, Firas Ali, who has peacefully participated in several of the Tahrir Square demonstrations.</p> <p>A protester detained in early April for taking part in demonstrations at Tahrir Square told Human Rights Watch upon his release that he saw Ali inside a prison in Baghdad’s Old Muthanna Airport. The witness said Ali was being held with more than two dozen protesters, 20 of whom were detained on the day of the April 15 demonstration.</p> <p>Human Rights Watch is also concerned about Haydar Shihab Ahmad, also from the February 25 Group, who has been missing since April 1, just after taking part in that day’s demonstration in Baghdad’s Tahrir Square. Members of his family told Human Rights Watch that they have made several inquiries at prisons in Baghdad in unsuccessful attempts to locate him, and have received no official reply about whether he has been detained.</p> <p>"Iraqi authorities need to release any peaceful protester held incommunicado and without charge, and account for those it is charging with a criminal offense," Stork said.</p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials issued new regulations barring street protests and allowing them only at three soccer stadiums.</p> <p>"We have specified Al-Shaab, Kashafa and Zawraa stadiums as permitted sites for demonstrations in Baghdad instead of Ferdus or Tahrir squares," Baghdad’s security spokesman, Major General Qassim Atta, said at a news conference televised by the state broadcaster, Iraqiyya TV. "Many shop owners and street vendors have called us and complained to us because demonstrations have affected their work and the movement of traffic."</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>On June 25, 2010, in response to thousands of Iraqis who took to the streets to protest a chronic lack of government services, the Interior Ministry issued onerous regulations that <a href="https://web.archive.org/web/20121024161243/http://www.hrw.org/en/news/2010/09/17/iraq-stop-blocking-demonstrations" class="external" target="_blank">effectively impeded Iraqis from organizing</a> lawful protests. The regulations required organizers to get "written approval of both the minister of interior and the provincial governor" before submitting an application to the relevant police department.</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration."As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the rights to life and security of the person, and the rights to freedom of expression, association, and peaceful assembly. Iraq should also abide by the United Nations Basic Principles on the Use of Force and Firearms, which state that lethal force may only be used when strictly unavoidable to protect life, and must be exercised with restraint and proportionality. The principles also require governments to "ensure that arbitrary or abusive use of force and firearms by law enforcement officials is punished as a criminal offense under their law."</p> Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>"Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family’s financial situation," said Caroline Douilliez, head of the ICRC’s Women and War programme in Iraq. "The ICRC’s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty."</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20121024161243/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: "Iraq: women struggle to make ends meet"</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>"With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women’s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care," said Ms Douilliez. "Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today’s difficult times. Without a proper education, today’s youth will not be equipped to face their own challenges once they have families of their own."</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma’amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za’faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women’s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to spread knowledge of international humanitarian law by organizing presentations for various audiences, including military personnel, prison staff, students and Several Middle Eastern countries such as Iraq and Yemen are unlikely to achieve the education-for-all Millennium Development Goals by 2015 because of insecurity and conflict, according to a new report by the UN Educational, Scientific and Cultural Organization (UNESCO). </p> <p> <a title="20110328_yemen_school_caption by Gorillas Guides, on Flickr" src="https://web.archive.org/web/20121024161243im_/http://farm6.static.flickr.com/5063/5568168739_658b6e1305_o.jpg" width="350" align="left"/></a> <p>The education-for-all goals were endorsed by more than 160 countries in 2000. But according to Kevin Watkins, director of <a href="https://web.archive.org/web/20121024161243/http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/2011-conflict" class="external" target="_blank">UNESCO’s 2011 Global Monitoring Report</a>, children and education are not just getting caught in the cross-fire, they are increasingly the targets of violent conflict. </p> <p>"The failure of governments to protect human rights is causing children deep harm – and taking away their only chance of an education," he said. </p> <p>The UNESCO report, entitled The Hidden Crisis: Armed Conflict and Education, says 35 countries were affected by armed conflict between 1999 and 2008, several in the Middle East. “Children and schools are on the front line of these conflicts, with classrooms, teachers and pupils seen as legitimate targets,” it noted. </p> <h3>Egypt </h3> <p>Recent demonstrations and clashes in Egypt led to the ouster of President Hosni Mubarak, but also closed many schools. In mid-February, half-term was extended for two weeks. Schools in only seven of the country’s 29 governorates reopened after the recess, according to sources in Cairo. </p> <p>The Interior Ministry deployed police outside schools to beef up security and encourage a return to school, but thousands of parents still preferred to keep their children at home. </p> <p>“A deteriorating security situation hinders the opening of the schools and this affects the whole educational process,” Fathi al-Sharqawi, a professor of educational psychology at Cairo’s Ain Shams University, told IRIN. “Teachers will have to skip some parts of the curricula after the students go back to their classrooms, which will also affect these students’ learning badly.” </p> <p>Hundreds of parents have complained that their children are attacked by thugs on their way to school, according to human rights groups. The Egyptian Centre for Human Rights, for example, said some parents complain that criminals use weapons to grab money from children. </p> <p>Manal Abdul Aziz, an Egyptian journalist who opted for home-based tuition for her two children, told IRIN in Cairo: “There is total obscurity about the future of this academic year.” The cost of hiring five teachers for her two children (aged 12 and 15) is the equivalent of US$169 a month – a significant sum for most families. </p> <h3>Iraq</h3> <p><strong></strong>Decades of war in Iraq, UN sanctions, poor security and the economic situation have adversely affected education and increased illiteracy levels. According to data produced by the government and UNESCO in September, at least five million of Iraq’s almost 30 million people are illiterate. Of these, 14 percent are school-age children who left school to feed their families, are displaced or have no access to suitable schooling. </p> <p>Ahmed Khalid Jaafar, 14, told IRIN in Baghdad that he left school after his father died in an explosion three years ago, and sought work on the streets to feed his mother and two younger daughters. </p> <p>"I sell gum and my mother works is a seamstress," said Jaafar. "We make 200,000-300,000 dinars (US$160-250) a month. We spend that money on the most important things, mainly food. School is not important now." Jaafar and his family squat in an abandoned government building. </p> <p>The September data show that adult illiteracy in Iraq is now one of the highest in the Arab region. In rural areas, almost 30 percent of the population are unable to read or write. Significant gender disparities exist, with 40 percent of the illiterate being women. </p> <h3>Other countries </h3> <p>Bahrain is on track to achieve the goal of halving illiteracy levels by 2015, but countries like Iraq, Mauritania and Sudan are off track. "The recent experiences of Algeria, Egypt, Kuwait and Yemen show that literacy policy can be effective: all four countries have increased their adult literacy rates by at least 20 percentage points in the past 15-20 years," the UNESCO report said. </p> <p>In Yemen, a reallocation of 10 percent of the military budget to education would put an additional 840,000 children in school. In the north, 220 schools were destroyed, damaged or looted during fighting in 2009 and 2010 between government and rebel forces, according to the report. "In Yemen, many internally displaced children complement family income by begging, smuggling or collecting refuse, and there are concerns that child labour is increasing." </p> <p>In Syria, attendance rates in pre-school programmes varied from less than 4 percent for children in the poorest households, to just above 18 percent for wealthy households. </p> <h3>In harm’s way </h3> <p>According to the report, armed conflict places children directly in harm’s way. Some get killed while others are exploited as soldiers or forced to flee their homes and become refugees. </p> <p>“Children subject to the trauma, insecurity and displacement that come with armed conflict are unlikely to achieve their potential for learning,” it said. All too often, armed groups see the destruction of schools and the targeting of schoolchildren and teachers as a legitimate military strategy. </p> <p>In conflict situations, children fear to go to school, teachers to give classes and parents to send their children to school. According to UNESCO, in such situations, children suffer psychological trauma, as well as loss of parents, siblings and friends. They also urged the provincial governor to resign.</p> <p>Some young demonstrators blocked the bridge linking the city with the center of Shatt al-Arab for more than an hour, he added.</p> <p>Since the U.S.-led invasion in 2003, Iraq has long been faced with lacking of power plants and qualified water resources, which always provokes protests in summer with brutal heat waves.</p> <p>Recently, several thousand of Iraqis held protests in several provinces across the country against unemployment, poor public services and a sharp rise in food prices. The ICRC is doing its utmost to help meet the most pressing needs. This is an update on these and other <span style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"><strong><a href="https://web.archive.org/web/20121024161243/http://www.icrc.org/web/eng/siteeng0.nsf/html/home!Open" target="_blank" class="external">ICRC</a> 30-11-2010 <a title="Operational Update" href="https://web.archive.org/web/20121024161243/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" class="external" target="_blank">Operational Update</a></strong> </span>ICRC activities carried out in Iraq in September and October.</p> <p>Despite improvements in the security situation achieved over the years in many parts of Iraq, ongoing violence continues to claim the lives of hundreds of men, women and children every month, and to have a serious impact on the lives of many more.</p> <p>Over the past year, the lives of many Iraqi civilians have not changed for the better. Civilians continue to carry the heaviest burden amid the widespread violence. They are still the main victims of the indiscriminate attacks and mass explosions that have taken place in cities such as Baghdad, Ninewa, Diyala, Anbar, Najaf, Kerbala and Basra, and that have left, on average, hundreds of people wounded or dead each month this year.</p> <p>"Indiscriminate attacks against civilians inflict tremendous suffering. They are clearly unacceptable. They are contrary to international humanitarian law and to the most basic principles of humanity," said Magne Barth, head of the ICRC delegation in Iraq. "Civilians must be protected against violence, as must be medical personnel and facilities".</p> <p>The humanitarian situation in Iraq remains serious. Iraqis are filled with anxiety and uncertainty about what the future holds. Vulnerable people, such as women heading households, disabled people and detainees, continue to depend to some extent on outside help to meet basic needs.</p> <p>The persistent lack of security and wanton violence have had a considerable effect on the feasibility of providing essential services for the population. The ICRC is doing its utmost to help meet the most pressing needs, especially in rural areas and in the places hardest hit by the conflict and other violence. ICRC activities aim primarily at ensuring that people have access to adequate health, water and sanitation services, and at helping the destitute and other needy people.</p> <p>Visits to detainees held under Iraqi, Kurdistan Regional Government and USF-I authority remain a priority for the ICRC. "Ensuring that detainees are treated humanely and are held in conditions that respect their dignity has been our constant concern since we started working in Iraq 30 years ago," said Mr Barth.</p> <p>The ICRC continues to speak out about the plight of conflict victims in Iraq. It does so in dialogue with as many parties as possible that can influence the situation on the ground. Its aim is to bring about greater respect for civilians and detainees, and to ensure that unimpeded access is granted for humanitarian action to help the people in greatest need throughout the country.</p> <p>"The role of the ICRC, as an impartial humanitarian organization, is crucial to efforts to protect civilians from harm and to ensure that detainees are properly treated and held in decent conditions," said Mr Barth.</p> <p>In September and October 2010, in response to the unstable and often changing security environment, the ICRC made further adjustments to its working procedures so that it could continue to provide services to those who need them most.</p> <h4><b>Bringing aid to vulnerable people</b></h4> <p>The ICRC has maintained its support for people facing special difficulties earning a living and supporting their families, such as women heading households and people with disabilities. In September and October:</p> <ul> <li>hygiene kits and food parcels were provided for more than 5,600 people in the governorate of Mosul; </li> <li>emergency aid was provided for more than 170 displaced people in Sulaimaniya governorate; </li> <li>95 grants were made in Kirkuk, Ninewa, Dohuk, Sulaimaniya and Erbil governorates to enable disabled people to start small businesses and regain economic self-sufficiency. Around 700 disabled people have received such aid since 2008; </li> <li>the livestock of 731 needy farmers in the Kifri district of Diyala governorate were vaccinated; </li> <li>around 950 metric tonnes of wheat seed were delivered to some 3,800 farmers in the governorates of Diyala, Anbar, Salahadin, Baghdad and Babil to help them restore their food production; </li> <li>50 kilometres of irrigation canals serving over 7,000 people were cleaned and renovated in the Khalis and Kifri districts of Diyala governorate; </li> <li>600 sheep and 38 metric tonnes of fodder were distributed to 200 farmers in the Baaj district of Ninewa governorate. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>In some rural and conflict-prone areas, health-care services are still struggling to meet the needs of the civilian population. The ICRC continues to help renovate the premises of health-care facilities and train staff. Limb-fitting and physical rehabilitation services are provided by the ICRC to help disabled people reintegrate into the community. In September and October:</p> <ul> <li>10 doctors and 28 nurses successfully took part in a course intended to strengthen emergency services given in Al Sadr Teaching Hospital in Najaf; </li> <li>273 new patients were fitted with prostheses and 1,148 new patients with orthoses at 10 ICRC-supported centres throughout Iraq. </li> </ul> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas, to improve the quality of services provided in communities and health-care facilities. In September and October, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <p>● in Zharawa district, Sadr City, Husseinia and Maamal to 6,384 internally displaced people; <br/>● to the 385-bed Al Imam Ali General Hospital; <br/>● to the 400-bed Al Kindy General Hospital in Baghdad, which was struggling to cope with summer water shortages.</p> <h5>Support for health-care facilities:</h5> <p>The ICRC completed work upgrading: <br/>● Tarmiyah General Hospital, which serves between 250 and 300 outpatients daily, in Baghdad governorate; <br/>● Tamour primary health-care centre, which serves 50 patients per day, in Kirkuk governorate.</p> <h5>Water supply in hospitals:</h5> <ul> <li>The ICRC completed the installation of drinking-water purification units in Baquba General Hospital, Muqdadiya General Hospital, Baladrooz General Hospital and Al Zahraa Maternity Hospital, with an overall capacity of 600 beds, in Diyala governorate. </li> </ul> <h5>Drinking-water supply:</h5> <ul> <li>Five main projects benefiting around 725,000 people were completed throughout the country. </li> </ul> <h4><b>Visiting detainees</b></h4> <p>ICRC delegates visit detainees in order to monitor the conditions in which they are being held and the treatment they receive. In all cases, the ICRC shares its findings and recommendations confidentially with the detaining authorities, with the aim of obtaining improvements where necessary.</p> <p>In September and October, the ICRC visited detainees held by the correctional service of the Ministry of Justice, the Ministry of the Interior, the Ministry of Defence and various Kurdish Regional Government authorities in places of detention in Basra, Thi Qar/Nasiriya, Baghdad, Babil, Kirkuk, Erbil, Dohuk and Sulaimaniya governorates.</p> <p>In some of these places, to help the detaining authority improve conditions of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between detainees and their families. In September and October, over 1,000 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to around 800 enquiries from families seeking information on detained relatives. In addition, it issued 249 certificates of detention to former detainees. The ICRC facilitated the voluntary repatriation of two released detainees, and issued two travel documents to refugees to enable them to resettle abroad.</p> <h4><b>Clarifying what happened to missing people</b></h4> <p>In its role as a neutral intermediary, the ICRC continues to chair the mechanisms set up to address the cases of people who went missing in connection with the 1990-1991 Gulf War. At the 67th session of the Technical Sub-Committee of the Tripartite Commission, held on 28 September in Kuwait, the members of the sub-committee reaffirmed their commitment to accounting for people who went missing in connection with the war. At the sub-committee’s next meeting, which will take place in Kuwait in November, preparations will be made for a joint field mission to the south of Iraq to check on suspected burial sites.</p> <p>On 27 and 28 October, representatives of Iran and Iraq held a high-level meeting in Geneva under ICRC auspices with the aim of determining what happened to people missing in connection with the 1980-1988 Iran-Iraq War. The meeting was the first of its kind following the signature in October 2008 of a memorandum of understanding between Iran, Iraq and the ICRC aimed at expediting the search for information on people previously registered as, or presumed to be, prisoners of war and on others who have gone missing, and at identifying mortal remains.</p> <p>Relieving the suffering of the families of missing persons by clarifying what happened to their loved ones is one of the ICRC’s priorities. The ICRC continues to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics.</p> <h4><b>Promoting international humanitarian law</b></h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to promote international humanitarian law within civil society. In this framework, it organizes presentations for various audiences, which include military personnel, prison staff, students and professors.</p> <p>In September and October, information sessions on international humanitarian law were organized for members of the Iraqi Army, the Peshmerga forces and Assayesh security forces. In October, a "train-the-trainers" course was organized for 14 members of the Iraqi Centre for Military Values and Professional Leadership Development. One member of the Iraqi armed forces attended an advanced course on international humanitarian law at the International Institute of Humanitarian Law in San Remo, Italy, and another attended a workshop on rules of engagement, also held in Italy.</p> <p><a href="https://web.archive.org/web/20121024161243/http://www.icrc.org/eng/resources/documents/update/2010/irak-update-2010-11-30.htm" <br/>وقال مصدر اعلامي   إن حريقا اندلع، صباح اليوم، في مجمع الأقسام الداخلية للطالبات الذي يقع داخل الحرم الجامي لجامعة واسط (جنوب شرق الكوت)، ما أسفر عن اختناق 16 طالبة، مبينا أن المصابات تم نقلهن إلى مستشفى الكرامة لتلقي العلاج. <br/>وأضاف أن الملاكات الطبية في المستشفى سارعت بتقديم الإسعافات الأولية للمصابات، وأن حالتهن الآن تحت السيطرة.  <br/>من جهته أكد المسؤول الإعلامي في جامعة واسط عبد المؤمن الهلالي أن "الحريق، الذي اندلع، صباح اليوم، في مجمع الأقسام الداخلية للطالبات، نجم عن تماس كهربائي، وأن سيارات الإطفاء تمكنت من إخماده.  <br/>وأضاف  أن الجامعة قررت تأجيل امتحانات الطلبة لهذا The use of drugs in the southern governorates is exploding. This new plague has several causes. The first is the systematic destruction by the invaders of the economy during the years of sanctions and of all the social institutions including the police, the customs and excise service, and the courts, after the invasion. The violence and the poverty of Irak especially since the invasion has engendered despair among many people my age or younger.</p> <p>Team members confirm the remarks made by Ulset al Idani of the drug enforcement commission in Basra that there are good grounds to suspect that some local officials participate in the trade. There is however, they say, no evidence of official Iranian Revolutionary Guard  involvement in the trade although it could very well be possible that corrupt members of the guard are involved in the trade.</p> <p style="padding-bottom: 1em; border-bottom: gray 1px solid">Khaled</p> <h3>Basra becomes hub of drug abuse</h3> <p>BAGHDAD // Drug abuse in the southern port city of Basra is spiralling out of control as efforts to fight addiction and trafficking fail, according to health and security officials.</p> <p>The situation is “dangerous”, said Aqeel al Sabar, the head of the city’s mental health department, a lead agency dealing with patients addicted to alcohol and narcotics. <br/>“It’s a very serious problem and I warn that it will spread to other parts of Iraq unless something is done to stop it here and now,” he said in a telephone interview. “At the moment you can easily buy drugs, they are easily available on the street.”</p> <p>Officials in Basra, 550km south of Baghdad and Iraq’s only trading hub with access to the sea, said the city had become a major waypoint on the drug route from Afghanistan to the Arabian Gulf, as a result of the security vacuum that followed the US-led invasion of Iraq in 2003. <br/>With Saddam Hussein’s secret police gone, smuggling quickly expanded and with it trafficking of opiates and hashish, city officials said. Drug abuse initially remained low, although that has now changed, with a growing drug market in Basra.</p> <p>The city’s transformation from a drug trafficking centre to a centre for drug abuse is reflected in the experience of Salam Juma’a, a student of Basra University. <br/>He says he began transporting drugs in 2005 when he was in high school. He made a small fortune acting as a courier for the big businessmen running the trade. He then became a drug user and is now addicted to heroin. <br/>“It was a good business at first and in a few years I made enough to buy my family a home and myself a car,” Mr Juma’a said.</p> <p>The teenager would pick up packages brought in from the Iranian border and move them down to the frontier with Kuwait or Saudi Arabia, where he would hand them over to other couriers. His youth was a convenient disguise that let him slip past police and army checkpoints. <br/>Mr Juma’a then decided to try the drugs, and has since struggled with an addiction. <br/>“I used to transport drugs to earn a living for my family, and that was fair,” he said. “But since I started taking drugs, I work to pay for my habit. All the money I earn goes into paying for the drugs I take.</p> <p>“I’m not looking after my family anymore, I don’t think of them. I have a mother, father, and two sisters. What I have become is awful, I need help, I wish I could get help. I want to get my normal life back.” <br/>Many of his friends in university were also drug abusers, he said, failing in their studies and turning to crime in order to feed their addictions. <br/>“People get desperate and they’ll do anything to get money for their drugs. They’ll steal, they’ll kidnap or kill, they’d join a militia, anything is possible,” he said.</p> <p>These rapid developments are something that local and central authorities had failed to keep pace with, Mr al Sabar, the health official, said. <br/>“During the 1980s there was a problem with alcohol abuse in Iraq, but we worked very hard and learnt how to address it,” he said. “In the end we had some successes, largely through re-education programmes. But no one is working properly on such things with drugs today.”</p> <p>Although there are no published statistics for numbers of drug users, experts involved in the field in Basra said they were dealing with an increasing number of cases, mainly comprising young men and the unemployed. <br/>“Many of the students in college are using drugs,” said Shatha Abdul Latif, a social sciences professor at Basra University. “We are beginning programmes to educate them about the risks of drugs. This is something new for us.”</p> <p>An unconfirmed report from a source dealing with addiction cases in a Basra medical clinic said 800 students were registered as needing treatment. <br/>Although the city has narcotic abuse treatment facilities, including a government anti-drug centre, those close to the schemes doubt their effectiveness, however. <br/>“We’ve never seen anything like this before, it’s totally new for us,” said Mrs Abdul Latif. “There is a [drug addiction treatment] centre but it is not very active, not many people go there.”</p> <p>The security services are trying to stop smuggling of all kinds, including drugs. Yet officers complain about a lack of resources and legal guidance. <br/>“We are not achieving our goals to stop these drug activities,” said Ulset al Idani, a member of the drug enforcement commission in Basra. <br/>“There needs to be a clear national plan for this, there needs to be a law that gives our special forces [specialist army units] the authority to go after the drug smugglers and sellers.”</p> <p>Mr al Idani also said efforts to tackle drug trafficking and abuse were undermined by what he called “official” involvement. <br/>“I think some Iraqi officials here are linked to the drugs trade. They are making a good business for themselves at the community’s expense,” he said. “We also have good reasons to believe the Iranian Revolutionary Guard are involved. That makes it very hard to go up against this. It will need a firm government decision, not just a local effort.”</p> <p>In addition to its well-equipped military units, the Iranian Revolutionary Guard controls a vast business empire worth billions of dollars and is widely suspected of involvement in smuggling by the US authorities and Iraqis. <br/>Although claims of Iranian security forces’ complicity cannot be verified and are denied by Tehran, one smuggler who spoke on condition of anonymity insisted it was the case. “The Iranian secret police is fuelling this drugs problem,” he said.</p> <p><a
