class="external" target="_blank">IRIN</a>) – Iraqi government plans for internally displaced persons (IDPs) and returnees may not be fully implemented this year because of a funding shortfall, says Deputy Minister for Displacement and Migration Azhar Al-Mousawi. </p> <p> <a title="IDPs_in_northern_Baghdad_receive_aid_from_Red_Crescent_Society_volunteers_file_photo_caption by Gorillas Guides, on src="https://web.archive.org/web/20130126074121im_/http://farm6.static.flickr.com/5222/5568216047_d9befe0a3e_o.jpg" width="350" align="left"/></a> <p>“We have set [up] a lot of big projects this year, but the ministry – according to the allocated budget – may not be able to implement its commitments,” he told IRIN on 26 February. </p> <p>In January, the government announced plans to tackle internal displacement, and monitor and assist Iraqi refugees abroad. It sought to encourage IDPs to go back to their areas of origin, stay in the areas they have ended up in, or help them move to a new area. </p> <p>The government also established “Return Assistance Centres” in Baghdad, and offered a financial assistance package of US$850 and a six-month rental compensation package for registered IDPs. </p> <p>“We have plans to tackle internal displacement, help the returnees and encourage expatriates [mainly doctors and teachers who fled the violence] to return," Mousawi said. "All these plans need money [but] what we have is not enough." </p> <p>According to the UN Secretary-General’s representative on the rights of IDPs, Walter Kalin, the <a href="https://web.archive.org/web/20130126074121/http://www.reliefweb.int/rw/rwb.nsf/db900sid/SNAA-8EBLQH?OpenDocument&rc=3&cc=irq" class="external" target="_blank">scale and history of forced displacement</a> in Iraq  has created a complex situation that needs a “comprehensive strategy” to address the immediate humanitarian needs and human rights of displacement-affected communities, and find durable solutions. </p> <p>“Iraq has suffered many waves of internal displacement throughout its recent past as a result of conflict, sectarian violence, and forced population movements associated with policies of the former regime – with an estimated 1.55 million persons remaining in displacement since 2006,” Kalin said in a 16 February report. </p> <p>“This situation is compounded by a marked deterioration of basic infrastructures and services across the country, lack of livelihoods and economic opportunities, continuing insecurity and sectarian divisions, as well as serious deficits in relation to governance, rule of law and the capacity of government structures." </p> <p>According to the Washington-based <a href="https://web.archive.org/web/20130126074121/http://csis.org/" class="external" target="_blank">Centre for Strategic and International Studies</a>, Iraqi IDPs and refugees are unwilling to return to their places of origin because of continued real or perceived threats of violence: Their homes were either destroyed or occupied by others; and they lacked employment opportunities and access to essential services. </p> <h3>Seeking partners</h3> <p>Mousawi said his ministry, which is mandated to implement government plans for IDPs and returnees, was only allocated the equivalent of US$250 million this year, but needs $416-500 million to fully implement its plans. Iraq’s parliament approved an $82.6 billion budget on 20 February. </p> <p>The ministry, he added, would review its plans and seek partners mainly in the UN. “Our priority is to help displaced people and returnees to meet their needs,” he said. “But returnees will need more to be spent on them than those still displaced because they need health, education and other services." </p> <p>Funding shortfalls have also affected the work of international organizations. In its 2011 Global Appeal, the UN Refugee Agency (UNHCR) said its budget for this year in Iraq was about $210.6 million, lamenting a 20-40 percent funding shortfall. </p> <p>“Some returnees and IDPs remain in dire circumstances that require urgent humanitarian interventions,” it said in an appeal earlier this year. </p> <p>(For latest statistics on returnees and IDPs by governorate, <a href="https://web.archive.org/web/20130126074121/http://www.iauiraq.org/documents/1300/Return%20Update%20IRAQ%20JAN%202011.pdf" class="external" target="_blank">see</a>) </p> <p>According to Kalin, over 75 percent of IDPs live in rented accommodation or with host families, while over 20 percent live in irregular settlements, former military camps, tents and public buildings. </p> <p>There are an estimated 1.5 million IDPs across the country, according to Refugees International and the Brookings Institution. Our demand is not to delay the carrying out of the executions against these criminals so that to deter terrorist and criminal elements." </p> <p>According to media reports he also said that most of the 39 suspects had rejoined al-Qai’da linked groups after being released from Iraqi prisons administered by the USA. One of them was identified as Hazim al-Zawi, al-Qai’da in Iraq’s third-highest leader. </p> <p>Amnesty International highlighted serious concerns about human rights abuses suffered by the many thousands of detainees in Iraq, many of whom were transferred from US to Iraqi custody in the months up to mid-July 2010, in its report <em><strong><a href="https://web.archive.org/web/20130126074121/http://www.amnesty.org/en/library/info/MDE14/006/2010/en" class="external" target="_blank">New Order, Same Abuses: Unlawful detentions and torture in Iraq,</a></strong></em> published in September. </p> <p>The report detailed how many detainees were arbitrarily held, sometimes for several years without charge or trial, and often tortured to obtain forced confessions. </p> <p>"We have been saying for a long time that ‘confessions’ in Iraq are regularly extracted under torture, so any ‘confessions’ these 39 suspects have made, which may be used in their trial, must be thoroughly investigated to ensure that they have not been made under duress, torture or other ill-treatment," said Malcolm Smart. </p> <p>"What chance can there be for any defendant to receive a fair trial if so senior a government minister shows such contempt for the rule of law?" </p> <p>Amnesty International has called on the Iraqi government to ensure that these and other detainees awaiting trial must receive fair trials that conform to recognized international standards. </p> <p>The organization said it recognizes that the security situation in Iraq remains precarious and that it is the government’s duty to protect its population, including members of religious and ethnic minorities. I had not seen my family for 20 years. I had hoped that after all the bloodshed and violence, there might be some positive signs. Unlike many, I was not against the war in 2003; neither were my family. We thought there was a proper post-invasion plan. And we believed nothing could be worse than Saddam Hussein’s regime. We were wrong on both counts. Seven years later, there still seems little in Iraq to be hopeful about.</p> <p>I left Baghdad and came to this country to study in 1963. I later married and stayed; I feel Britain is my home. Over the years, I have watched my old country from afar, on television, being crippled first by a brutal dictator, his wars with Iran, his invasion of Kuwait, then by UN sanctions and the war that followed. </p> <p>I went back because I wanted to see my older brothers before they die. And I wanted my two daughters to meet their relatives. All of them have now been driven out of their homes in Baghdad’s "red zone", due to poor security and utilities. Without exception their stories were harrowing.</p> <p>My brother’s home was taken over by insurgents and we were told that a murder took place inside. My sister-in-law died because by the time they got permission to take her to hospital during the night-time curfews in Baghdad, it was too late. My other brother’s family home now stands empty, regularly hit by ill-directed insurgent rockets fired from Sadr City towards the nearby Department of Security. My nieces spoke of women they know who have been attacked for not covering their heads. </p> <p>All of this ruled out our visiting Baghdad. We were told our British passports would have made us certain kidnap targets. So we flew to the Kurdish north. My family are now dispersed all over the world – Jordan, USA, Scandinavia – and in northern Iraq. They left because of the lack of security after the 2003 invasion. Many would consider them fortunate. But all of them miss Baghdad. </p> <p>My brothers desperately wish it was safe enough to return so they can live and die in their own land, not as a stranger in a foreign country. For them, being abroad is like prison. They can’t speak the language; they don’t know the system. They are lonely and their still-active minds are slowly deteriorating as a result of having very little to do. </p> <p>The 2003 invasion made my brothers the third generation of refugees in our family. Back in 1915, my father escaped south-east Turkey, after his parents were shot in front of him. We are Syrian Orthodox Christians and at that time the Ottomans and Kurds in that area had begun to massacre the Christian communities. My father, who was just 10, walked hundreds of miles, hand in hand with his 12-year-old sister, following the river to safety and finally arriving in Mosul in Iraq. </p> <p>In 1948, an arrest warrant was issued for my cousin, who had been active in student politics. The women in the family mobilised, creating a network across the country to get him out of Iraq. He got himself to Brazil where he began by selling flip- flops from a wheelbarrow and later made his fortune.</p> <p>Hearing these stories as we grew up, we didn’t know that there would be yet more fleeing from unrest. In the past seven years, my relatives have again been forced to plan escape routes. I cannot tell you how depressing it is to see such a close family so broken and scattered. But even more depressing than that is what has happened to women in Iraq since the invasion. Blair and Bush perhaps didn’t foresee the consequence of creating a political vacuum after removing Saddam. It has largely been filled with religious sectarianism and women’s rights have regressed in the process.</p> <p>My nieces told me about women who had had their throats cut for not covering their heads. In one case, they told me, a female doctor was murdered for going to work. These might be extreme cases but it shows the trend away from the moderate.</p> <p>Saddam Hussein, for all his evils, was relatively secular. I was in high school in the early 1960s in Baghdad. I was friends with girls from different religions and sects. Nobody wore their faith on their sleeves back then; there wasn’t a headscarf in sight. Yet now in the streets of every town through which we travelled, we saw girls as young as 10 covering their heads. In her day, my mother campaigned for women not to have to wear the abbaya – I’m glad she is no longer here to realise her battle was in vain.</p> <p>My family, like most educated Iraqis, aspire to Western freedoms and have always longed to live under the rule of law in a country that respects human rights, democracy and free speech. But now they just despair at the mess and, depressingly, even they feel that life under Saddam was preferable to the present situation. Under Saddam, they told me, they weren’t free but they knew how to stay out of trouble. Now there may be elections, but everyone lives in fear of where and when the next car bomb will strike. They do recognise that the vast majority of violence in their country comes from insurgents, not foreign troops. But there is still growing anger towards Britain and America for creating the situation and for impacting their lives. This feeling is replicated in thousands of households across Iraq. </p> <p>When my sister-in-law died, her relatives, scattered around the globe, were unable to attend her funeral. Since the invasion, they say, they cannot even bury their dead properly. My niece, who lived in Basra before moving to the north, told me that whenever there was an explosion or a tip-off about a bomb, the British soldiers would blow up all the cars on the street to be on the safe side. No compensation, of course, and Iraqis would simply watch their property going up in smoke. It is these seemingly disproportionate acts and a feeling of powerlessness in their own country that frustrate ordinary people.</p> <p>I heard stories of UK and US troops smashing down doors and breaking windows to search houses, after ignoring the offer of keys. Of course, these accounts are all hard to confirm and I have no doubt the soldiers involved would have been desperately frightened, having seen friends die and not knowing who to trust. But such stories of gung-ho attitudes, and worse still, abuse, have left many Iraqi people at best disgruntled, at worst full of hatred.</p> <p>On the positive side, our friends told us, people can now openly criticise the government without being jailed. This was unheard of before 2003. There are also elections scheduled for March. But these achievements are overshadowed by day-to-day realities. As one taxi driver put it, you can’t eat and drink freedom of speech, and it doesn’t produce regular electricity and clean water. ‘</p> <p>Throughout my trip, I was asked the same two questions over and over again by friends, relatives and strangers: why did Britain and America launch the invasion? And what gains have been made that can be measured against the loss of thousands of young US and British lives and hundreds of thousands of Iraqis? I am saddened to say I could not give them any answers. When I fly out of and back into LA, I look out the window and see the vast expanse of housing, buildings, and roads that we have here. </p> <p>It always amazes me when I fly over it at night and see the lights that fill the landscape, like starry sea creatures floating on the ocean’s surface. I ask that you now picture that as you think about the dimensions of the problem of children who have been orphaned by the US’s invasion and ongoing occupation of Iraq. </p> <p>If you imagine that everyone now living in the city of Los Angeles and its surrounding areas, yourself, everyone here, and every single person outside of these doors, was an orphan, and that half a million of us were in addition to being orphans, forced into living in the streets without any shelter, then you get a small idea of the magnitude of the problem for Iraqi orphans today. </p> <p>According to the Iraqi Ministry of Labor and Social Affairs’ January 2008 Report, 4.5 million Iraqi children have been made orphans. Of these, only 459 orphans are in government care. I’ll say that again. Out of 4.5 million, only 459 children are in government care. 800 orphans at the time of this report were being held in Iraqi prisons, 100 of these in American prisons, charged as terrorists. </p> <p>Who is better off, I wonder, those in prison or those on the streets? </p> <p>What has caused this catastrophe? What has happened to the parents of these millions of orphans? What kind of disaster could have resulted in 4.5 million orphans in a country with a total population of 28 million as of 2008? </p> <p>In proportion to the US population of 310 million, this would mean the equivalent of 19.3 million US orphans. That’s the size of the combined populations, all ages, of our six biggest cities, New York, LA, Chicago, Houston, Phoenix, and Philadelphia, all rendered orphans. </p> <p>What would Americans think and feel if this was happening to our country and our people? How angry would we be? How tolerant would we be of our occupiers responsible for this ongoing calamity? </p> <p>These are the crimes of George W. Bush, Dick Cheney, and now, of Barack Obama, who has not ended this criminal war that has resulted, and is resulting, in the violent deaths of so many people in Iraq. These are the crimes of not just these individuals, however. This political system, which these presidents and high officials represent and defend, that allows and supports this ongoing crime against Iraq and against children, is to blame. </p> <p>Hundreds of these orphans, as I mentioned a few moments ago, are in prison. </p> <p>Conditions for detainees, as we know, are horrendous. Most, if not all, are subjected to atrocious conditions, many being tortured. US forces, not proxies, have personally and directly murdered at least a hundred people through torture. This is death by torture, from the Bush White House that claimed throughout its eight long year stolen tenure that the US does not torture. Now the man who promised change and who just won the Nobel Peace Prize has allowed torture to continue under his watch and previously announced that some 40,000 US troops will remain indefinitely in Iraq. </p> <p>This immoral war and ongoing occupation of Iraq has been responsible for the needless deaths and suffering of millions, with the death toll of over 1.2 million Iraqis and tens of thousands of US soldiers. (The 1.2 million Iraqis killed is also, by the way, corroborated by not only death certificates from most of those interviewed by the Lancet Report, but also by the 4.5 million children who have been orphaned – that is, deprived of their parents.) You might wonder why I’m saying tens of thousands of US dead. </p> <p>The official death toll of US personnel in Iraq is 4,349. This 4,349 figure is, we know, low because they transport some victims out of Iraq and take them elsewhere, making the count smaller for Iraq War casualties. But the largest numbers of dead really come from suicides. According to the Veteran’s Administration itself, eighteen vets have been committing suicide every day since the US’s April 2003 invasion of Iraq. If you do the math, this means that as of now over 40,000 US service personnel have died by suicide alone since the start of this war launched by Bush and Cheney and continued under Obama. </p> <p>Most people know by now that the Bush Regime’s WMD claims were a hoax, designed to provide a justification for an invasion and occupation that the neocons had been planning to carry out almost ten years before 9/11. </p> <p>Most people also know by now that Bush and Cheney’s alleged links between 9/11 and Hussein were phony, although a surprising number of Americans still believe this linkage exists. They believe this in part because they were told it so many times, in part because it was their government and media that said it again and again, so it “must be true,” and in part because it’s hard to admit that what you believed to be true for so long was completely false. Admitting that you had been taken in would mean that you have to re-evaluate what you thought and supported and because these were lies by this society’s leading figures. This would mean that you would probably have to radically revise how you thought about this country. That is a hard thing for many people to do. </p> <p>But coming to grips with this fundamental truth is vital. There is going to have to emerge more leaders from among the people, to join the relative handful of people (such as Cindy Sheehan) who have already stepped forward up to this point, to bring this truth again and again to people in a living, concrete, and compelling way. I say “again and again” because one event isn’t enough for most people to change their long-held attitudes. </p> <p>It requires persistent work and a great deal of determination and courage to do the work that must be done. We need people to be heralds to the people, people who will not sugarcoat the reality and spread comfortable illusions but who will tirelessly bring the hard truth to people. That truth can be very difficult to stomach, but it is the truth nonetheless. Truth today is both scarce and terribly precious. Truth is inherently potent. It has the hardness of diamonds and like diamonds, can cut anything else it touches or that tries to cut it. I will talk a bit later on in this about why I’m saying that. </p> <p>WMD and the linking of Hussein to 9/11, while hoaxes from the start, aren’t even the main aspect of the illegitimacy of this unprovoked aggression and ongoing occupation. They weren’t even the biggest lies. </p> <p>For even if Iraq had had WMD, the US invasion of Iraq would not have been justified. The US’s invasion of Iraq, according to the UN Charter and according to Nuremberg, represents the supreme war crime: invading a country that has not first attacked you. </p> <p>When you attack a country, moreover, you aren’t attacking just the government and military of that country. Modern warfare carried out by imperialist powers involves the deliberate targeting of civilians in a total war. The fact that targeting civilians is a war crime has not stopped imperialist powers from doing it. The orphaning of these kids in these massive numbers is a direct product of this government’s policies, with the collusion and cooperation of our mass media. </p> <p>As Judge Robert Jackson, the US prosecutor at the Nuremberg trials of WW II war criminals, said, unprovoked aggression upon another country is the gravest war crime of all because it embodies within it all of the other war crimes, such as torture and the targeting of civilians. </p> <p>Moreover, attacking a country that has not first attacked you is also the supreme war crime because if it were not prohibited, then any scoundrel, any self-serving great or small power, could claim that another country was about to attack them, thereby necessitating their pre-emptive attack. If such an argument were allowed, there would be no way to prove that it was a ruse. Allowing such a rationale would open the door wide to any and all treacherous deeds masquerading as just wars. International law would be thereby rendered moot. </p> <p>As the US was everyday preparing to commit the ultimate war crime in the years before 2003, as the government and cooperative media were propagating the hoax of WMD and linking Hussein to the 9/11 plot, no major media outlet and no major political figure ever pointed out even once that unprovoked aggression was against international law. Some of us in the anti-war movement said it, over and over, but because of the blockade against truth erected by the corporate media and by the corporate parties of the GOP and the Democrats, this truth got heard by a relatively tiny number of people. Why didn’t the New York Times, the Washington Post, the Wall Street Journal and the LA Times ever utter this little fact? Why did Time, Newsweek and US News and World Report forget about this little detail? Why didn’t this make it into any of the hundreds of nightly news broadcasts on ABC, CBS or NBC? Why wasn’t this on NPR? </p> <p>Had this been mentioned by even one of these esteemed outlets, what would the result of it have been? It would have made it starkly clear that the impending war was a war crime. It would have made the WMD argument much flimsier. It would have shown the government up as liars and made them look like they were overlooking an obvious matter and thus revealed them to be either stupid and ill-informed or deceitful. It would have sparked much more resistance to the war planners and it would have created a storm of controversy. Instead of a one-sided debate about whether to go to war it might have become a two-sided debate. The millions who demonstrated against the war before it began would have been given a huge weapon in the fight. </p> <p>So why didn’t this happen? Why didn’t even one journalist in the major media or one public official say these simple words: you cannot attack a country that hasn’t first attacked you? </p> <p>Had everyone in a position of prestige suddenly forgotten history and the law? Had Nuremberg suddenly become irrelevant? Was the UN Charter a dead letter? </p> <p>The rules appear to have changed. If you watch Bill Maher on HBO you’ll know that he ends his show with a piece he calls “New Rules.” There are new rules in place in this country. </p> <p>Under the old rules, there was a time when a major media outlet such as the New York Times ran a story that revealed a major government or corporate scandal, it would have been immediately picked up by other media outlets, initiated a Congressional investigation, and likely led to indictments, resignations, prosecutions, and at least talk of impeachment. This is no longer the way it works. </p> <p>To illustrate: </p> <p>The New Yorker Magazine is widely considered the most prestigious magazine in the country and arguably the world. The most esteemed investigative journalist we have, Seymour Hersh, ran a story called “The Redirection” in the New Yorker on March 7, 2007 in which he revealed two explosive facts: that the Bush White House had been a) funding clandestine forces in Iran against the Iranian government, and b) these forces were Sunnis, the same forces who were setting off IED’s against US forces in Iraq. </p> <p>Back in 2007 the Bush regime was rattling its sabers against Iran and preparing for a military attack upon Iran, initiated either by Israel or by the US. (I believe that the attack, by the way, never happened because the financial crisis exploded before they could launch the attack, crippling their credibility and campaign for such an attack.) The express justification for a military attack on Iran was that Iran was funding Sunni forces that were killing American soldiers in Iraq. Nuclear capability was also floated as a rationale. </p> <p>Never mind that Shiites are in power in Iran and never mind that Shiites and Sunnis don’t get along. According to Hersh’s article, the Bush regime was supporting the very forces that it was claiming were killing US personnel in Iraq. By the logic of their campaign to justify an attack on Iran, the White House itself was therefore contributing directly to the deaths of American GI’s. By their own reasoning then, the White House should have bombed itself as enemies of America. </p> <p>So Sy Hersh, our most credible and famous investigative journalist, the man who broke the story about the My Lai Massacre in Vietnam, shows the Bush regime’s arguments to be bald faced lies. And his story runs in the most prestigious magazine in America. </p> <p>What happened to the story? Did it spark a hue and cry and calls for heads to roll? No. It hardly gets picked up by any of the rest of the mainstream media. Progressive and left media feature it and give the story the attention it deserves, but that’s it. This would be the equivalent in political news of an item in entertainment news of finding out that Paris Hilton was really a man and the story runs in the LA Times and nobody else does a story about it. </p> <p>So here are the new rules: whatever the US wants to do in pursuit of empire is fine by the mainstream media and two major political parties with at most a few voices raising relatively minor objections in the face of an incessant patriotic drumbeat of support for such measures, reverberating between right-wing media and corporate media, and between Congressional representatives and senators in a virtual echo chamber. </p> <p>If, in the pursuit of those ends for empire, the US engages in torture, pre-emptive wars, indefinite detention (including, as Obama said recently, even if you’re acquitted by a criminal trial or by a Military Tribunal, he reserves the right to hold you still), rendition, wholesale murder, the express violation of the rule of law, treating the Congressional branch of government as a rubber stamp rather than a co-equal branch of government, using media as fundamentally a propaganda organ to cynically manipulate public opinion, pre-emptive arrests and the admitted use of agents provocateurs upon protestors (who, by their own illegal acts as undercover officers, can create the pretext for police crackdowns on legal protest, thus giving the government carte blanche to prevent legal protest from happening at all whenever they wish to do so), and declaring peaceful protesters to be “unlawful assemblies” and using police forces and military equipment and tactics heretofore used in war theatres such as what was used at the G20 protests in Philadelphia recently to disperse crowds, then it is all OK. </p> <p>The war’s unpopularity and its disastrousness contributed to the GOP’s defeat in 2008 (and, in fact, their defeat in 2004 as well). But Obama, being the beneficiary of that unpopularity and winning on a promise that he would undo what Bush had done, hasn’t done what many people thought – or hoped that – he would do. He is, instead, carrying forward these wars and occupations, expanding the war upon Pakistan with drone attacks, and going even further than Bush and Cheney did in negating civil liberties, thereby legitimating the egregious acts launched under Bush. </p> <p>Because Iraq is not in the news much anymore and because Obama came into office on a superficially “anti-Iraq war” stance, to many Americans the war is almost as if it’s no longer going on. This is much like what has happened to Gitmo. Obama announced the day after taking office that he was closing Gitmo, so a lot of people think that the deed is done or nearly done. This brings me back to a point I made a few minutes ago about the potency of truth. </p> <p>We live in a time where rhetoric is treated as action (where saying you will or want to do something is regarded as the equivalent of actually doing those things) and lies (even those subsequently revealed very publicly to be lies) are treated as if they were truth. Some people look at this and are discouraged, throwing their hands up. I look at this, and I urge you to do the same, in a different way. I look at this, and while it is maddening, I see an opportunity. In the face of the moral depravity guiding this country’s political leadership and their daily diet of lies passing as truth, there’s an opening. It’s not a large opening. </p> <p>It’s a small opening because the powers that be have a lot of power and the complacency and ignorance of among all-too many Americans has no peer worldwide. But the very nature of this system as it lurches forward with its designs is that it must try to silence any critics and engage in duplicity and atrocious, illegal, and immoral practices. In so doing, it inevitably provokes more people against it and it leaves itself open to profound and wide-ranging exposure as bankrupt. Window dressing war crimes doesn’t change the grisly fact of those crimes. </p> <p>As I wrote in my book, <a href="https://web.archive.org/web/20130126074121/http://www.amazon.com/Impeach-President-Case-Against-Cheney/dp/1583227431/ref=sr_1_1?ie=UTF8&s=books&qid=1256306266&sr=8-1" target="_blank" class="external">Impeach the President: the Case Against Bush and Cheney</a>, back in 2006: </p> <p>“The powers we must overcome have mountains of money and their hands on the levers of institutional power, including most of the mass media. But we have three things they don’t and can’t have: justice, truth and the majority of people on our side. You can douse a rotting pile of manure with as much perfume as you want, but it’s still going to smell. The gap between what the government and their apologists say they’re doing and what they are actually doing grows wider by the day. They can say that Homeland Security and FEMA are on the job, but New Orleans proves them wrong. They can claim they’re winning the war on terror and the war in Iraq, but everyday the facts belie their claims. They can assure us that they’re protecting our civil liberties and doing everything by the book, but nearly every week brings fresh revelations of their lawbreaking.” </p> <p>This is still as true series of war-crimes lawsuits against Blackwater and its affiliated companies alleges that they continue to operate illegally in Iraq a month after the expiration of their lucrative security contract with the U.S. State Department.</p> <p>The new lawsuit, filed Wednesday in U.S. District Court in Alexandria, says Blackwater is still providing armed protection services in Iraq under the name Greystone Ltd. for the International Republican Institute, a nonprofit organization funded by the U.S. government.</p> <p>That work is illegal, the lawsuit contends, because the Iraqi government has refused to grant Blackwater licenses to do business or carry weapons in the country.</p> <p>Iraqi anger over alleged unprovoked killings of civilians by Blackwater contractors was a key factor in the State Department’s decision not to renew the company’s contract to protect U.S. diplomatic personnel in Iraq. That contract, which earned the Moyock, N.C.-based company hundreds of millions of dollars, expired in May.</p> <p>But Blackwater, which changed its name to Xe in February, continues to work for IRI, the lawsuit alleges: “Xe-Blackwater, seeking to obscure its continued illegal operations in Iraq, directed its employees to enter into new contracts under the Greystone name rather than the Blackwater name.”</p> <p>According to its Web site, IRI “advances freedom and democracy worldwide by developing political parties, civic institutions, open elections, good governance and the rule of law.” The organization was established in 1983. Although it bills itself as nonpartisan, prominent Republicans occupy many of its leadership positions.</p> <p>Sen. John McCain, the 2008 Republican presidential nominee, is chairman of the board.</p> <p>IRI’s Iraq operation is funded by the State Department.</p> <p>According to the organization’s three most recent tax returns, for 2005 through 2007, Blackwater was paid $17 million a year for security services – nearly a quarter of IRI’s $75 million annual budget.</p> <p>The plaintiffs in the lawsuit filed Wednesday are the estate of Husain Salih Rabea, a 72-year-old Iraqi, and Ali Kareem Fakhri, a college student, both of whom were allegedly fired upon by Blackwater shooters for no reason as they drove on a public roadway in Hilla, Iraq, on Aug. 13, 2007.</p> <p>The Blackwater contractors left the scene without stopping to offer any medical aid, the lawsuit says.</p> <p>Rabea died from his wounds, leaving five sons and three daughters.</p> <p>They are among 50 Iraqi plaintiffs named in a flurry of lawsuits filed this month in Alexandria alleging war crimes committed by Blackwater contractors in five separate incidents. Susan Burke, a Washington lawyer working on all the cases, said Wednesday that more are on the way.</p> <p>The lawsuits name Erik Prince, Xe’s chairman, and 11 affiliated companies as defendants.</p> <p>Characterizing Prince and his companies as “modern-day merchants of death,” the lawsuits also allege that Xe employs shooters who have been found to use steroids or other judgment-altering substances and that the company has destroyed tapes of reckless and dangerous behavior by its contractors.</p> <p>Several of the new lawsuits are consolidations of cases filed previously in Washington and California, including the fatal shooting of an Iraqi vice president’s bodyguard on Christmas Eve 2006 and the Sept. 16, 2007, shootings in Baghdad’s Nisoor Square that left 17 Iraqis dead.</p> <p>Neither Xe nor IRI responded immediately to requests for comment.</p> <p><a لابد من العمل وفق مايلي :</p> <p>1- ان يكون تفعيل الدور الرقابي شاملا وعاما للجميع، ومن دون استثتاء، فلا يشمل وزارة دون اخرى ولاجهة دون اخرى ولامؤسسة دون مؤسسة. فالجميع متى ما ثبت عليهم شيء من الفساد المالي والإداري يخضع للمسائلة والاستجواب. مبينا انه حتى لو ثبت شيء من الفساد على نائب او لجنة داخل مجلس النواب، فلا بد ان تشمله المسائلة والاستجواب، منوها انه لاتوجد هناك وزارة او جهة محصنة من ذلك وليس هناك احد فوق القانون.</p> <p>2- ان يكون الهدف خالصا لايشوبه شيء من الطعن او الاساءة او تحطيم السمعة لشخص او الاضرار بجهة سياسية او مؤسسة معينة، بل الهدف محاربة الفساد المالي والاداري بذاته. ولايجوز ان يكون لغرض تصفية حسابات سياسية او تحطيم سمعة جهة معينة لاغراض خاصة.</p> <p>3- ان يكون هنالك دقة وتثبت من حصول حالة الفساد المالي والاداري، ولايعتمد في ذلك على الظنون والشبهات، بل لابد من وجود وثائق تؤكد صحة حصول حالة الفساد او التقصير او الاهمال.</p> <p>على صعيد آخر طالب الشيخ الكربلائي المسؤولين المعنيين اجراء المفاوضات المستمرة مع الدول المعنية لمعالجة هذا نقص الموارد المائية، وبذل كل الجهود والسبل الممكنة لإيجاد حلول مناسبة لهذه المشكلة. مؤكدا على ضرورة تفعيل الدراسات العلمية التي تضع اساليب جديدة في الاستثمار الجيد لموارد المياه المتاحة والتعاون المستمر مع المؤسسات العلمية والبحثية المحلية والعالمية لمعالجة هذه الشحة، ودراسة الاساليب التي اتبعتها الدول التي لاتمتلك انهارا على اراضيها واستطاعت ان تطور القطاع الزراعي عندها.</p> <p>واضاف معتمد المرجعية الدينية العليا " ان الوضع الحالي يتطلب العمل السريع والمنظم لمعالجة شحة المياه، وان يتم استبدال الطريقة التقليدية في الزراعة والري الى الطرق العلمية المتبعة في ذلك. والأخذ بالسبل الكفيلة لترشيد استهلاك الموارد المالية، والاعتماد على مصادر اخرى من المياه، كالمياه الجوفية فهنالك الكثير من الدول المتقدمة في الزراعة وتستخدم هذا الرصيد المائي. منوها في الوقت نفسه الى ان العراق وحسب دراسات علمية تؤكد امتلاكه مخزونا هائلا
