class="rich-text"> <h2>CAPTI Overview</h2> <p>The California State Transportation Agency (CalSTA) adopted the <strong>Climate Action Plan for Transportation Infrastructure (CAPTI) </strong>on July 12, 2021, following collaboration with many different state agencies, along with extensive outreach and engagement with hundreds of stakeholder, over 18 months. The plan details how the state recommends investing billions of discretionary transportation dollars annually to aggressively combat and adapt to climate change while supporting public health, safety and equity. CAPTI builds on executive orders signed by Governor Gavin Newsom in <a rel="noopener noreferrer" href="https://www.gov.ca.gov/wp-content/uploads/2019/09/9.20.19-Climate-EO-N-19-19.pdf" target="_blank">2019</a> and <a rel="noopener noreferrer" href="https://www.library.ca.gov/Content/pdf/GovernmentPublications/executive-order-proclamation/40-N-79-20.pdf" target="_blank">2020</a> targeted at reducing greenhouse gas (GHG) emissions in transportation, which account for more than 40 percent of all emissions, to reach the state's ambitious climate goals.</p> <h2 style="background: white; margin-bottom: 12pt; line-height: 19.5pt;"><span style="color: black;">ANNOUNCEMENT: Public Comment for CAPTI Draft Actions</span><strong><span style="color: black;">  </span></strong></h2> <p style="background: white; margin-bottom: 12pt; line-height: 19.5pt;"><span style="color: black;">The updated list of draft new CAPTI actions and descriptions are now available for public comment to inform the release of the anticipated update to CAPTI, due in early 2025. The public comment period will begin on <strong><span style="text-decoration: underline;">November 1, 2024</span></strong> and be available until <strong><span style="text-decoration: underline;">December 13, 2024</span></strong>. The actions presented at these workshops were derived from stakeholder feedback obtained in listening sessions held in Spring 2024. The feedback from the workshops were used to refine the new action concepts and develop detailed descriptions. The second annual report details how California has nearly completed all the actions to align the state’s transportation funding programs with its climate goals in only two years since adopting CAPTI. The release of the draft report coincided with a public presentation and opportunity for public comment at the November 2, 2023, ARB-HCD-CTC Joint Commission Meeting; access the recording and materials of this event below. Additionally, the following document contains letters and emails received on the draft. Where appropriate, CalSTA made updates to the draft Annual Report to incorporate comments. The majority of comments received were on future updates to CAPTI rather than the contents of the annual report. These comments will be considered and revisited during a public process in spring 2024. As outlined in SB 1, California will continue the "fix-it-first" approach to maintaining the state's highways, roads and bridges. Under CAPTI, where feasible and within existing funding program structures, the state will invest discretionary transportation funds in sustainable infrastructure projects that align with its climate,
