It is a multifaceted concept that appears throughout Scripture, reflecting both the human experience of fear and the fear of the Lord, which is considered a virtue.

Fear of the Lord:
The "fear of the Lord" is a central theme in the Bible, often associated with wisdom, obedience, and reverence. Proverbs 9:10 states, "The fear of the LORD is the beginning of wisdom, and knowledge of the Holy One is understanding." This type of fear is not about being afraid of God in a negative sense but is about recognizing His power, holiness, and authority, leading to a life of worship and obedience.

Fear as a Human Emotion:
Fear as a natural human emotion is acknowledged in the Bible, often in the context of facing danger or uncertainty. In Psalm 56:3, the psalmist expresses trust in God amidst fear: "When I am afraid, I put my trust in You." This highlights the biblical encouragement to turn to God in times of fear.

God's Assurance Against Fear:
Scripture frequently addresses fear by offering assurance of God's presence and protection. Isaiah 41:10 provides comfort: "Do not fear, for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you; I will uphold you with My righteous right hand." Such verses emphasize God's faithfulness and the believer's security in Him.

Fear and Faith:
The Bible often contrasts fear with faith, encouraging believers to trust in God rather than succumb to fear. In the New Testament, Jesus frequently addresses fear, urging His followers to have faith. In Mark 4:40, after calming the storm, He asks His disciples, "Why are you so afraid? Do you still have no faith?" This illustrates the call to trust in God's power and presence.

Fear in Eschatological Context:
Fear also appears in eschatological contexts, where it is associated with the awe and reverence due to God's ultimate judgment and the unfolding of His divine plan. Revelation 14:7 calls for fear of God in light of His coming judgment: "Fear God and give Him glory, because the hour of His judgment has come."

Overcoming Fear:
The Bible provides guidance on overcoming fear through reliance on God. 2 Timothy 1:7 reminds believers, "For God has not given us a spirit of fear, but of power, love, and self-discipline." This verse encourages Christians to embrace the strength and courage provided by the Holy Spirit.

Conclusion:
While fear is a natural part of the human experience, the Bible consistently points believers towards a fear of the Lord that leads to wisdom and a life of faith. Through trust in God's promises and presence, believers are called to overcome worldly fears and live in the assurance of His love and protection.
Easton's Bible Dictionary
Fear of the Lord
Is in the Old Testament used as a designation of true piety (Proverbs 1:7; Job 28:28; Psalm 19:9). Fear has been said to be the source of religion, but religion can never have originated from fear alone, since men are impelled to draw nigh with expectation to the object of worship.

"Fear" is certainly a prominent element in Old Testament religion; the "fear of God" or of Yahweh, "the fear of the Lord," is indeed synonymous with religion itself (Psalm 34:11 Proverbs 1:7 Isaiah 11:2, 3 Jeremiah 2:19 Ecclesiastes 12:13, "the whole duty of man," the Revised Version, margin "the duty of all men"). But although the element of dread, or of "fear" in its lower sense, is not always absent and is sometimes prominent in the earlier stages especially, though not exclusively (Exodus 23:27, 'emah; 1 Samuel 11:7 2 Chronicles 20:29 Psalm 119:120 Isaiah 2:10, 19, 21), it is more the feeling of reverent regard for their God, tempered with awe and fear of the punishment of disobedience. As such it is a sentiment commanded and to be cherished toward Yahweh (Exodus 20:20 Deuteronomy 6:13 Joshua 4:24 1 Samuel 12:24 Job 6:14 Psalm 33:8; Psalm 34:9 Proverbs 23:17 Ecclesiastes 5:7, etc.).
