العراقية الفوضى بعد وصول كتب متتالية بترقية ضبط مقربين من المالكي وخارج السياقات العسكرية , حيث ان المعتاد ان تصدر الترقيات بتأريخ 1-6 من كل عام وأضاف مصدر في الوزارة ان الجيش العراقي اصبح يضم اكثرمن 15 رتبة فريق </p> <p>ركن وهو ما ليس موجودا في جيوش بعض الدول الكبرى. , واوضح انه على صعيد اخر تم حشد الكثير من القطع العسكرية والدبابات خوفا من انقلاب عسكري وشيك ) يروج له المالكي واتباعه بهدف الاستمرار في الاعتقالات وزج الخصوم في السجون العلنية والسرية التي يديرها المالكي والمقربين منه.. واشار الى تولي احمد المالكي الاشراف على كافة القيادات العسكرية وانه هو الذي اقترح على والده ترقية بعض اليوم الاثنين، ان رئيس محكمة جنايات نينوى/الهيئة الاولى نجا من محاولة اغتيال، عندما تمكنت فرق معالجة المتفجرات في شرطة نينوى من ابطال مفعول عبوة كانت ملصقة بسيارة رئيس المحكمة. واوضح العميد محمد الجبوري ان "رئيس محكمة جنايات نينوى/الهيئة الاولى القاضي مهدي صالح نجا من محاولة استهداف، اثر وضع عبوة لاصقة بسيارته، بعد ان تمكن فريق متخصص من تفكيك العبوة".</p> <p><strong>نجاة رئيس مجلس بغداد من محاولة اغتيال بناسفة شرق العاصمة</strong> </p> <p>نجا رئيس مجلس المحافظة كامل الزيدي من محاولة اغتيال بعبوة ناسفة استهدفت موكبه صباح اليوم الإثنين شرق العاصمة. وقال مجلس محافظة بغداد، في بيان رسمي أن الزيدي نجا صباح اليوم من محاولة أغتيال بتفجير عبوة ناسفة كانت تستهدف موكبه. وأضاف البيان أن التفجير أسفر عن إصابة أربعة من عناصر حماية الزيدي وتضرر السيارات المرافقة لموكب الزيدي.</p> </p></div> <h3><font color="#800000">الصحة</font></h3> <p><strong>الصحة والبيئة : يوجد قصور كبير جداً في عدد من مستشفيات العراق </strong></p> <p>اكد عضو لجنة الصحة والبيئة البرلمانية " ان العراق بحاجة الى الكثير من المستشفيات والمستوصفات الصحية . واضاف النائب </p> <p>عن لجنة الصحة والبيئة في مجلس النواب محمد اقبال في تصريح له " يوجد قصور كبير جداً في عدد المستشفيات والمراكز الصحية في محافظات العراق عامة , والعراق يحتاج الى عدد كبير منها " .وعزى اقبال سبب القصور بهذا الجانب الى الاسباب الامنية التي مر بها العراق والتي ادت الى ضعف الاستثمار والاعمار في الكثير من محافظات العراق .واوضح " ان نسبة المستشفيات في العراق لا تتناسب والزيادة في نسبة عدد المواطنين في المحافظات . لافتاً الى وجود الكثير من التشريعات الموجودة على طاولة لجنة الصحة والبيئة من شأنها ان تحدد من سقوف الارباح الكبيرة في المستشفيات الخاصة وفتح المجال الكبير للاستثمار بما يتناسب وتقديم الخدمات الصحية الحكومية واستكمال المنقوصات في المستشفيات والمعاهد الطبية خاصة التي تغطي العجز الحاصل في المستشفيات الحكومية .</p> <h3><font government firmly rejected the extension of US troop presence in Irak beyond the year 2011.  A statement carried on al-Sumaria by the Cabinet spokesman Ali Al Dabbagh said that Nouri Al Maliki had informed US Defense Secretary Robert Gates that the Iraki government refuses any US or foreign military presence in Irak. dir="rtl" align="right">يتحسس رئيس وزراء المنطقة الخضراء نوري المالكي هذه الأيام كرسيه، وهو يتابع ما يجري في العالم العربي من ثورات شعبية اسقطت قبل شهر تقريبا نظام زين العابدين بن علي في تونس، والجمعة الماضية أسقطت نظام حسني مبارك في مصر. المالكي وهو يتحسس كرسيه يتابع أيضا ما يجري في العراق من تململ وغضب شعبي من تردي الأحوال وتنامي الفساد والمحسوبيات في عراق قامت حكومته الحالية والحكومات السابقة على نظام المحاصصة السياسية والطائفية، وتصاعد الإحتجاجات والتظاهرات في أغلب المحافظات العراقية. المالكي كما القادة الأخرين الذين اسقطهم الشعب بالثورة ضدهم، لم يدرك أنه هو الذي يغذي شعلة الثورة في العراق بالمزيد من المبررات والأسباب، بل حتى خطواته الإستباقية التي أتخذها لتقليل الغضب الشعبي هي أيضا أسباب لإشعال شرارة الثورة العراقية. فمنذ أن تولى المالكي رئاسة الحكومة للمرة الثانية وهو يأخذ بكل الحجج السياسية للهيمنة على الحياة العامة والهيئات المستقلة وحتى المؤسسات المالية والرقابية كالبنك المركزي العراقي ومفوضية الإنتخابات والنزاهة ومكافحة الفساد، ضاربا بعرض الحائط الأسباب الدستورية والحصانات القانونية التي أكدت استقلالية هذه الهيئات ومجمل الحدود المرسومة في الدستور التي صاغت حدود العلاقة بين الشعب والحكومة. فضلا عن ذلك أصبح الوضع الأمني في البلاد أكثر هشاشة وقتامة رغم الوعود الكثيرة التي يطلقها المالكي منذ توليه الولاية الثانية، بل أن الوضع الأمني يزداد تدهورا وسوءا كلما خرج المالكي أمام الشعب العراقي ليقول بفخر أن الوضع مستتب في العراق، ثم تأتي المفخخات والتفجيرات والإغتيالات لتزيد الأمور الأمنية في البلاد سوءا. كما أن المالكي وعد العراقيين بان عام 2009 لن يشهد وجود أي عراقي عاطل عن العمل، وكانت هذه الوعود دعاية انتخابية لم تجد حظا لها على أرض الواقع. حيث يقول المفكر الاقتصادي المعروف مهدي الحافظ أن نسبة البطالة في العراق بلغت 39 بالمائة.  كما أن الاستيلاء الاسري على الوزارات ومكاتب الدولة المهمة ساهم في خلخلة الوضع الامني وإشعال نار الغضب الشعبي ضد الحكومة والمالكي. إن الذين يهيئون للثورات الوطنية ويرسخون مظاهر الاعتراض ويرفعون اللافتات عالياً في الشارع ليس الشارع ورغيف الخبز وطلب الحرية بل الحكام الذين يعطون كل المبررات والأسباب المهيئة للثورات كالقمع والسجون السرية ومحاربة الصحفيين والكتاب والإعلاميين ومحاولة إرغام الصحافة على قول ما لا تريد قوله، وسرقة الدولة، ووجود النخبة المستأثرة بالمال وكثرة البطالة وشيوع الفساد.</p> </div> </div> <hr/> <div <blockquote><p> The new Iraqi government, led by Prime Minister Nouri al-Maliki, that won the trust of the Parliament on Tuesday “is the biggest government, as regards to its number, in the history of the contemporary Iraqi cabinets,” the Iraqi Legal Expert, Tareq Harb said.</p> <p>“For the first time in the history of Iraq, a government is formed with four deputy prime ministers, that were included in Maliki’s 2nd cabinet, along with 42 cabinet ministers,” Harb said.</p> <p>The list of cabinet ministers, presented by Maliki to the Parliament on Tuesday, had comprised 41 candidates, some of who had been assigned on acting basis, whilst included 12 state ministers, compared with Maliki’s previous cabinet that comprised 37 seats.</p> <p>Noteworthy is Maliki’s new cabinet comprises 42 cabinet posts, but he had presented 41 of them to the Parliament’s session on Tuesday, according to source close to the Iraqi Parliament, who did not give the reason for Maliki’s non-presentation of the 42nd candidate.</p> <p>Harb said that “the first government in the history of Iraq in the beginning of the Royalist Regime, led by Prime Minister Abdul-Rahman al-Naqib, in 1920, that comprised 7 cabinet seats only and 12 (formal) state cabinets,” adding that “for the first time in the history of Iraq, a government is formed with 4 deputy prime ministers, in Maliki’s 2nd government, followed by Ibrahim al-Jaafari’s government, formed in April, 2005, with three deputy prime ministers.”</p> <p>“Maliki’s new government had comprised all political components, with the exception of the Kurdish “Change” Bloc that withdrew from the government at the last moments that preceded the formation of the government, whilst it was the first cabinet that included 6 state ministries,” he added.</p> <p>He pointed out that “Maliki’s 2nd cabinet was the 12th Shiite-led cabinet in Iraq’s history, 5 of them during the Royalist Regime – 1920 to 1958, the first led by Prime Minister, Hussein al-Sadr, the second by Saleh Jabur, the third by Abdul-Wahab Marjan, the fourth by Fadhil al-Jamaly, followed by three cabinets in the Republican Regime – 1958 to 2003: the first led by Naji Taleb in 1966, the second by Saadoun Hammadi in 1991, the third by Mohammed al-Zubeidy in 1993.”</p> <p>“But after April 4, 1993, the first Shiite-led cabinet had been led by Iyad Allawi in 2004, then by Ibrahim Jaafari in 2005, followed by Nouri al-Maliki’s first cabinet in 2006 and 2nd cabinet in 2010,” Tareq Harb said.</p> <p>Harb pointed out that “Maliki’s 2nd cabinet had been the cabinet that comprised the smallest number of women, among the cabinets formed after 9/4/2003, which included one woman only, who occupied the post of state minister.”</p> <p>On his part, Member of the State of Law Coalition, led by Nouri al-Maliki, Adnan al-Sarraj told Aswat al-Iraq news agency, said: “The number of ministers in Maliki’s cabinet is very large, comparied to the United States that has 15 ministers only and China – 25 ministers only!”</p> <p>The Iraqi Parliament had granted trust to the government program presented by Prime Minister Maliki, as well as the members of his new cabinet on Tuesday, following a serious dialogue that continued for about 9 months, that followed Iraq’s March 7th nationwide parliamentary elections.</p> <p>Maliki had presented the names of his new cabinet ministers to the Parliament on Tuesday evening, comprising 41 ministers, whilst he kept the posts of Interior, Defense and National Security ministers for himself, on acting basis, assigning several posts on acting "نيويورك تايمز" الأميركية في عددها الصادر الجمعة ان العراق منقسم أصلاً على أساس طائفي ومنذ الغزو الأميركي عام 2003 أصبح هذا البلد مركزاً لصراع إقليمي على النفوذ بين إيران ا  التي تجذبه شرقاً والدول العربية المجاورة التي تشدّه غرباً، وهو صراع برز في الانتخابات البرلمانية في مارس /آذار الماضي.ونقلت الصحيفة عن محللين ان مئات البرقيات التي سربها "ويكيليكس" عن كلام سيئ تفوّه به زعماء عرب عن رئيس الوزراء الحالي نوري المالكي وعن الحكومة العراقية يمكن أن يلحق المزيد من الضرر بعلاقة المالكي الضعيفة بجيرانه العرب، الذين كانت تأمل الولايات المتحدة أن يواجهوا النفوذ الايراني في العراق مع تراجع نفوذ الولايات المتحدة هناك التي تستعد لسحب جيش من هناك في نهاية 2011. ومن بين ما كشفته البرقيات وصف الملك السعودي للمالكي بأنه "عميل إيراني" و"كاذب"، ودعوة الرئيس المصري حسني مبارك إلى انقلاب عسكري في العراق وقوله ان الولايات المتحدة يجب أن "تنسى الديمقراطية" هناك وبأنه يجب أن يكون في البلد "ديكتاتور". وقال ريان كروكر، السفير الاميركي في العراق بين عامي 2007 و2009 ان "المالكي يدرك جيداً ان السنّة العرب يكرهون الهيمنة الشيعية في العراق، ولكن هذا (التسريبات) سيؤدي إلى تفاقم المشكلة، وربما سيدفعه أكثر إلى أحضان الإيرانيين".وأشار إلى ان "طهران ستحاول حتماً ـ وسنرى إن كان سيحصل أي انفتاح عربي على الحكومة الجديدة فور تشكيلها ـ هذا من شأنه أن يساعد ولكنني أشك في ذلك".إلاّ ان مسؤولين عراقيين سارعوا إلى استبعاد احتمال حدوث آثار دائمة، لافتين إلى ان هذه مشكلة بين ايران والخليج العربي أكثر منها مشكلة بالنسبة للعراق. وقال النائب سامي العسكري المقرب من المالكي ان ما سربه ويكيليكس "ليست أسراراً ونحن نعرف هذا"، مضيفاً "أعتقد انه ليس لديها تأثير على الإطلاق. فعلاقتنا مع السعودية ليست جيدة، ومع align="right"> <div dir="rtl" align="right"> <p>بغداد (براثا)- تحدثت مصادر مطلعة بما جرى في لقاء السيد المالكي والسيد مقتدى الصدر في مدينة قم المقدسة إبان زيارة الأول لإيران، وقالت إن السيد مقتدى الصدر أمهل السيد المالكي لغاية يوم الأحد لكي يقنع الأطراف الأخرى، وإلا سيكون التيار الصدري حراً في انتخاب الطريقة التي يعجّل فيها تشكيل الحكومة، وقد أبلغ المالكي بطبيعة ما يفكّر به في شأن الأغلبية البرلمانية، إلا إن الصدر أبلغه بأن التيار الصدري لا يمكنه أن يشترك بحكومة أغلبية، وإنما لا بد من حكومة شراكة كاملة.</p> <p>المصادر أكدت إن الصدر بحديثه هذا أغلق الباب على المالكي بشكل جدي بان طريق <blockquote><p>A well-informed source told Asharq Al-Awsat that prominent figures within the Daawa Party have advised the outgoing Iraqi Prime Minister Nouri al Maliki, who heads the State of Law coalition and the Daawa Party, that he should withdraw his nomination to head the next government because parties within the National Alliance (which compromises of the State of Law coalition and the National Iraqi Alliance) insist that they will not give him their vote. </p> <p>The source who spoke to Asharq Al-Awsat on the condition of anonymity said, “There are reliable reports and information within the Islamic Daawa Party that confirm that both Hassan Shabar, the legal advisor to the Prime Minister and a prominent official from the Islamic Daawa Party, and Sheikh Abdul Halim al Zuhairi, the religious advisor to the Prime Minister who led the negotiations with the [Iraqi] National Alliance headed by Ammar al Hakim, informed al Maliki that other parties inside and outside of the National Alliance will not give him their vote. For that reason he should withdraw from standing for the position of prime minister for a second term.”</p> <p>The source indicated that “those figures also informed the Prime Minister of the necessity of putting forward a compromise candidate in the coming period.” With regards to the extent to which the outgoing Prime Minister accepted this idea the source said, “Al Maliki reached the conclusion that some parties in the National Alliance have reservations about him heading the next government, which prompted him to put forward names [of other people] from the Daawa Party instead of him (Safa al Saafi, Haidar al Abadi and Khodair al Khozai) but the Sadrist current rejected them claiming that they are difficult people to interact with.” “The proposed scenario is now moving towards putting forward a compromise candidate from the Daawa Party and from the State of Law Coalition in particular,” said the source refusing to reveal anymore details. </p> <p>The source mentioned that the Sadrist Current that is considered one of the most important components of the Iraqi National Alliance (44 seats) in parliament still has reservations about al Maliki taking on a second term as Prime Minister, which cast a shadow over the negotiations between the two coalitions that announced their alliance at the beginning of June under the name the “National Alliance”. </p> </blockquote>
