<p><span>导语：</span>国家发改委解读《完善碳排放统计体系工作方案》，将采取以碳排放强度控制为主和总量控制为辅的“双控”政策，并建立一套综合评价考核制度，强化对各地区及重点领域、行业、企业的碳排放管控要求。</p> </div> <div class="article-content"> <p>　　11月19日，国家发改委召开新闻发布会，解读8部门联合印发的《完善碳排放统计体系工作方案》。这一方案的实施，预计将为光伏等清洁能源产业带来重大利好，进一步推动绿色能源转型和可持续发展。</p><p><strong>　　01.方案出台的终极目的</strong></p><p>　　正在召开的联合国气候变化框架公约第29届会议(COP 29)进一步强调了全球碳市场的紧迫性，将全球碳交易逐步推向现实。这表明，“双碳”目标已达成更广泛的共识。为了实现这一目标，必须首先准确掌握每个地方、每个行业、每个企业的碳排放量。国家发改委等8部门出台的方案，旨在使碳排放核算更加清晰和精准，并推动核算标准与国际接轨，以应对国际贸易壁垒，如欧盟电池法案和碳边境调节机制(CBAM)。</p><p>　　该方案的实施将带来两个显著的利好目标。一是碳排放年报、快报制度全面建立。2025年起，国家和各省每年都要报出碳排放“账本”，而且要快报快出。同时，将发布实施不同行业的碳排放核算标准和不同产品的碳足迹核算标准，并建立全国统一的碳排放数据库，实现动态更新、实时查看、公开透明。</p><p>　　二是碳排放统计核算体系构建完成。到2030年，国家、省级碳排放统计核算体系制度全面建立并有效运转;针对电力、钢铁等排放大户的相关行业企业，非化石能源发电减排能力要显著提升;产品的碳足迹实现精准管理，其碳排放“身份证”全面符合国际标准。</p><p><strong>　　02.利好光伏的主要方面</strong></p><p>　　<strong>一是推动市场拓展。</strong>该方案通过完善碳排放统计核算体系，将显著增强社会对碳排放的重视，提高清洁能源需求，激励企业投资低碳技术。光伏作为最重要的可再生能源之一，将迎来更大的市场需求和发展机遇，尤其是在工商业屋顶分布式光伏系统等领域。随着碳排放意识的提高，光伏产品的国际合作和出口市场也有望扩大。</p><p>　　<strong>二是突破贸易壁垒。</strong>完善的碳排放统计核算体系，将进一步与国际标准接轨，通过提供准确、透明的碳排放数据，增强中国光伏产品的国际竞争力。这种透明度和可验证性可以减少其他国家对中国光伏产品的环境标准和碳足迹的疑虑，从而降低因碳排放问题而产生的贸易摩擦。</p><p>　　<strong>三是提升消纳能力。</strong>政策的实施有助于提高光伏发电的经济性和环境效益，推动电网结构优化以增强光伏发电的接入能力。同时，提升消纳能力以减少弃光现象，并促进储能技术的应用以解决光伏发电的间歇性问题，提高光伏发电的稳定性和可靠性。</p><p>　　<strong>四是助力碳交易市场。</strong>准确的碳排放数据是碳交易市场至关重要。完善的碳排放统计核算体系将为碳交易市场提供必要的数据基础，有助于市场的规范化和法制化，包括电力现货市场、绿色电力证书交易等，为光伏发电提供更多的市场机会，同时激励企业通过减少碳排放来获得经济收益。</p><p>　　<strong>五是优化行业布局。</strong>通过准确的碳排放数据，可以科学评估不同地区光伏项目的环境影响，指导地方政府合理规划<a href="https://www.chuandong.com/i/energy/" target="_blank" rel="nofollow">新能源</a>布局，实现资源的最优配置，促进产业集群发展，推动能源结构调整，减少资源浪费，提高项目经济性，从而推动光伏产业的可持续发展。</p><p><strong>　　结语</strong></p><p>　　随着“双控”政策的深入实施和碳排放统计核算体系的不断完善，我们有理由相信，光伏等新能源产业将迎来更加广阔的发展空间。这不仅是对我国能源结构转型的有力推动，也是对全球应对气候变化挑战的重要贡献。随着政策的深入实施，光伏产业不仅将迎来新的发展机遇，而且将在推动能源转型和应对气候变化方面发挥关键作用。</p>
