But you can't confuse an event with a strategy. And the problem here is, and the President is being much wiser now in the way that he's characterizing. You noticed on the news this morning he's talking about well, it's appropriate to set benchmarks. We're not setting dates, but we're gonna set benchmarks. And I remember a year and a half ago when I proposed benchmarks--that is decide are we making progress and giving these people everything from electricity to sewage, to you know, allow them to walk down the street. You know, because here's what he's really saying, I think, is that we don't have a whole lot more time. This, everything's riding on this unity government. And it's gotta do three things, Don. It's gotta be able to purge the military we've trained of the militia that infiltrated it and formed death squads in the military and the police. Second thing it's gotta do, it's gotta figure out to get the Sunnis to buy into this deal, and you gotta give them a piece of the oil action. And number three, he's gotta figure out how to keep the neighbors out. And if you don't do those three things, we're gonna be sitting here and having a, hopefully, having a conversation in October, November, December, and you're gonna have an awful lot of people saying, 'Ok, we've run the string. It's now a full-blown civil war, and all the king's horses, and all the king's men aren't gonna keep this together, so we better get the hell outta there.' That's what I think--"</p><p class="textMed"><strong>Imus:</strong> "Well, those are--" </p><p class="textMed"><strong>Senator Joe Biden:</strong> "--he knows."</p><p class="textMed"><strong>Imus:</strong> "Well, those are kinda benchmarks." </p><p class="textMed"><strong>Senator Joe Biden:</strong> "They are benchmarks. They're the ones I think we should be looking at. I think we should be laying out straight, and the President should be telling us what's the plan. What is the strategy for lord's sake to figure out how this is gonna be different than any other unity government. Granted, more people voted for this government. Granted, in one sense, it's more democratically elected. But it's a sectarian government. Everybody who voted in that election, Don, in December 15 that formed this government, 91-2% voted for the sectarian candidate. Didn't vote for democracy.
