国管局、中直管理局日前联合印发《关于做好中央和国家机关新能源汽车推广使用工作的通知》。</p> </div> <div class="article-content"> <p>　　这一政策的出台，旨在支持<a href="https://www.chuandong.com/i/car/" target="_blank" rel="nofollow">新能源汽车</a>产业发展，发挥国家机关在推动新能源车使用上的示范引领作用。</p><p>　　通知遵循《党政机关公务用车管理办法》基本原则，明确提出了五个方面的要求：加大新能源汽车配备力度、统筹新能源汽车采购比例、严格新能源汽车配备标准、优化新能源汽车使用环境、加强组织实施和宣传引导，以促进新能源汽车在国家机关中的广泛使用。</p><p><strong>　　一、加大新能源汽车配备力度</strong></p><p>　　中央和国家机关各部门、各单位机关及其所属垂直管理机构、派出机构等各级行政单位和各类事业单位配备更新各类定向化保障公务用车，应当带头使用国产新能源汽车。</p><p>　　根据车辆使用性质分类，机要通信用车、相对固定路线执法执勤用车以及使用场景单一、主要在城区行驶的业务用车等，原则上应当配备新能源汽车;用于环卫清洁、技术勘察、检验检测等用途的特种专业技术用车，新能源汽车能够满足需要的，应当优先配备新能源汽车。</p><p><strong>　　二、统筹新能源汽车采购比例</strong></p><p>　　除因地理环境、气候条件特殊和无适配车型等情况外，新能源汽车占当年配备更新公务用车的比例应当达到《“十四五”公共机构节约能源资源工作规划》明确的 “新增及更新车辆中新能源汽车比例原则上不低于 30%” 目标要求，以后按规定逐步提高。</p><p><strong>　　三、严格新能源汽车配备标准</strong></p><p>　　在配备更新新能源汽车时，应符合公务用车管理的相关规定，不得超编制、超标准配备车辆。新能源轿车的价格上限设定为 18 万元，其他车型的价格不应超过同类型燃油汽车的配备标准。</p><p>　　确因工作需要，经批准通过社会化租赁方式保障公务出行的，应当优先租用符合规定标准的新能源汽车。</p><p><strong>　　四、优化新能源汽车使用环境</strong></p><p>　　各部门、各单位应在办公区推进新能源汽车充电基础设施的建设，并鼓励集中办公区建设一定规模的集中式充电基础设施。同时，完善充电基础设施的运行维护管理制度，确保供电和集中充电场所的安全。</p><p><strong>　　五、加强组织实施和宣传引导</strong></p><p>　　各部门、各单位应加强组织领导，明确工作责任，细化落实举措。国管局、中直管理局将新能源汽车推广使用情况纳入中央和国家机关节约能源资源评价、国有资产管理绩效评价的重要内容，采取适当方式对典型经验做法进行宣传推广，充分发挥中央和国家机关示范引领作用，为全社会推广使用新能源汽车营造良好氛围。</p><p>　　对于政策执行过程中遇到的问题，请及时向国管局、中直管理局反馈。</p>
