Heritage properties.</p> <p>WHOMP is a monitoring platform that displays the georeferenced and verified boundaries of World Heritage properties and their buffer zones (if any) on different basemaps as required. The second phase focuses on the inclusion of World Heritage sites in the Africa region, with a view to extending the platform to properties in all regions in subsequent phases. The <a href="https://whc.unesco.org/en/africa/">Africa region</a> encompasses 47 States Parties to the World Heritage Convention and includes 108 World Heritage properties. In line with the UNESCO’s <a href="https://www.unesco.org/en/africa#:~:text=UNESCO's%20global%20priorities%20are%20Africa,a%20stronger%2C%20more%20focused%20strategy.">Global Priority Africa</a> and the <a href="https://whc.unesco.org/en/events/1768/">Strategy for World Heritage in Africa</a>, the inclusion of World Heritage properties in Africa on the World Heritage Online Map Platform will contribute to strengthening capacities in the region for the effective and sustainable implementation of the World Heritage Convention.</p> <p>Polygons of World Heritage properties that do not yet appear on the platform have either not yet been submitted by the State(s) Party(ies) concerned or are still under review/adjustment by UNESCO and the States Party(ies) concerned. The interface and functionalities are also being upgraded.</p> <h2 class="display-2 mb-3"><br />About the platform</h2> <p>The <strong>World Heritage Online Map Platform</strong> meets a long-standing need to provide the World Heritage Convention with a single online platform, accessible to all, where reliable <strong>geospatial data</strong> can be used for monitoring, analysis and decision-making</p> <p>The World Heritage Online Map Platform was launched during the extended 45<sup>th</sup> session of the World Heritage Committee (Riyadh, 2023). Using an advanced multi-search engine for accurate data visualisation and extraction, this innovative tool, linked to existing UNESCO databases, filters and displays georeferenced polygons of the boundaries and buffer zones (if any) of the World Heritage properties on different basemaps suitable for different purposes.</p> <p>In its pilot phase (2021-2023), all States Parties in Europe and North America that have completed the <span><a href="https://whc.unesco.org/en/periodicreporting/">Third Cycle of Periodic Reporting under the Convention</a></span> in 2022-2023, were invited to submit georeferenced maps of their World Heritage properties as adopted by the World Heritage Committee, in parallel with the <span><a href="https://whc.unesco.org/en/retrospective-inventory/">Retrospective Inventory</a></span> project. A verification phase followed: only those layers that do not deviate from the maps as adopted by the World Heritage Committee are uploaded to the platform.</p> <p>The platform seeks to facilitate the understanding of the boundaries of the World Heritage properties and their buffer zones, thus allowing better and earlier identification of potential impacts on their Outstanding Universal Value, and to assist States Parties to improve the monitoring of the state of conservation of the properties on their territory. This tool represents a direct contribution to the 2030 Agenda for Sustainable Development, and in particular to target 11.4 ‘Strengthen efforts to protect and safeguard the world cultural and natural heritage’.</p> <p>The second phase, started in 2024, will also incorporate geospatial data layers on some of the factors affecting the properties as listed in the <a href="https://whc.unesco.org/en/activities/691/">State of Conservation Information System</a>, and further integrate the platform with the Convention’s knowledge management system. Impact Assessments (HIAs) prepared in accordance with the Guidance and Toolkit for Impact Assessments in the World Heritage Context and that detailed project documentation including HIAs should be submitted to the World Heritage Centre for review by the Advisory Bodies before making any decision that would be difficult to reverse, in conformity with Paragraph 172 of the Operational Guidelines.<br /></span><br /> <p><strong>Development pressures and the need for management effectiveness</strong></p> 18. <u>Notes with concern</u> the continued and increasing pressures on World Human-Rights</strong> </span></p> 25. <u><span>Recalling</span></u><span> Article 5 of the Convention that each State Party shall adopt for their territory a general policy which aims to give the cultural and natural heritage a function in the life of the </span>community<span>, and the integration of the protection of that heritage into comprehensive planning programmes as a means of ensuring effective protection, conservation and presentation of cultural and natural heritage; </span><br /><u><span><br /></span></u>26. <u><span>Also recalling</span></u><span> the obligations of States Parties to ensure that the management of their World Heritage properties should follow a human rights-based approach in line with international human rights standards and norms, including the expectations set out in the 2015 Policy on the Integration of a Sustainable Development Perspective in World Heritage Processes, and the UNESCO Policy on Engaging with Indigenous Peoples in order to ensure the full participation of all right-holders and stakeholders and in particular Indigenous peoples including through the provision of free, prior and informed consent on issues related to World announced by the International Hydropower Association (IHA) that no new hydropower projects should be developed in World Heritage properties, and a duty of care pledge to implement high standards of proponents and financiers to incorporate the Guidance and Toolkit for Impact Assessments in a World Heritage Context into planning and decision-making processes to contribute to safeguarding the OUV policies for protection and management that take into account their distinct spiritual nature, crucial to their Outstanding Universal Value, as a key factor in their conservation and that such
