In this segmentation approach the homogeneous regions depends on the image granularity features, where the interested structures with dimensions comparable to the speckle size are to be extracted. This method uses a look up table comprising of the local statistics of every pixel, which are consisting of the homogeneity and similarity bounds according to the kernel size. The shape and size of the growing regions depend on this look up table entries. The algorithms are implemented by using connected seeded region growing procedure where each pixel is taken as seed point. The region merging after the region growing also suppresses the high frequency artifacts. The updated merged regions produce the output in formed of segmented image. Security of supply is defined mostly as an infrastructure package to satisfy N-1 criteria. In case of Estonia, Finland, Latvia and Lithuania all the gas infrastructure is built to supply natural gas only from one single supplier, Russia. In 2012 almost 100% of natural gas to the Eastern Baltic Region was supplied by Gazprom. Under such circumstances infrastructure N-1 criteria does not guarantee security of supply. In the Eastern Baltic Region, the assessment of risk of gas supply disruption has been worked out by applying the method of risk scenarios. There are various risks to be tackled in Eastern Baltic States in terms of improving security of supply, such as single supplier risk, physical infrastructure risk, regulatory gap, fair price and competition. This paper compares the performances of Seed-Based Region Growing (SBRG), Adaptive Network-Based Fuzzy Inference System (ANFIS) and Fuzzy c-Means (FCM) in brain abnormalities segmentation. Controlled experimental data is used, which designed in such a way that prior knowledge of the size of the abnormalities are known. This is done by cutting various sizes of abnormalities and pasting it onto normal brain tissues. The normal tissues or the background are divided into three different categories. The segmentation is done with fifty seven data of each category. The knowledge of the size of the abnormalities by the number of pixels are then compared with segmentation results of three techniques proposed. Lopes</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The image segmentation method described in this paper has been developed as a pre-processing stage to be used in methodologies and tools for video/image indexing and retrieval by content. This method solves the problem of whole objects extraction from background and it produces images of single complete objects from videos or photos. The extracted images are used for calculating the object visual features necessary for both indexing and retrieval processes. The segmentation algorithm is based on the cooperation among an optical flow evaluation method, edge detection and region growing procedures. The optical flow estimator belongs to the class of differential methods. It permits to detect motions ranging from a fraction of a pixel to a few pixels per frame, achieving good results in presence of noise without the need of a filtering pre-processing stage and includes a specialised model for moving object detection. The first task of the presented method exploits the cues from motion analysis for moving areas detection. Objects and background are then refined using respectively edge detection and seeded region growing procedures. All the tasks are iteratively performed until objects and background are completely resolved. Oliva</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The counting process of cell colonies is always a long and laborious process that is dependent on the judgment and ability of the operator. The judgment of the operator in counting can vary in relation to fatigue. Moreover, since this activity is time consuming it can limit the usable number of dishes for each experiment. For these purposes, it is necessary that an automatic system of cell colony counting is used. This article introduces a new automatic system of counting based on the elaboration of the digital images of cellular colonies grown on petri dishes. This system is mainly based on the algorithms of region-growing for the recognition of the regions of interest (ROI) in the image and a Sanger neural net for the characterization of such regions. The better final classification is supplied from a Feed-Forward Neural Net (FF-NN) and confronted with the K-Nearest Neighbour (K-NN) and a Linear Discriminative Function (LDF). Lopes</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This paper describes a segmentation algorithm based on the cooperation of an optical flow estimation method with edge detection and region growing procedures. The proposed method has been developed as a pre-processing stage to be used in methodologies and tools for video/image indexing and retrieval by content. The addressed problem consists in extracting whole objects from background for producing images of single complete objects from videos or photos. The extracted images are used for calculating the object visual features necessary for both indexing and retrieval processes. The first task of the algorithm exploits the cues from motion analysis for moving area detection. Objects and background are then refined using respectively edge detection and region growing procedures. These tasks are iteratively performed until objects and background are completely resolved. Sketal Class III malocclusion can have variants in different region, maxilla or mandibular. Skeletal Class III malocclusion during growth period is considered to treat to prevent its severity in adulthood. Orthopedics treatment of skeletal Class III malocclusion in growing patient can be treated by using reverse twin block with expansion screw to modify the growth pattern. The objective of this case report was to describe the functional correction of skeletal Class III maloclussion using reverse twin block with expansion screw in growing patient. A patient with concave profile came with a chief complaint of aesthetic problems. The cephalometric analysis showed that patient had skeletal Class III malocclusion (ANB -5<sup>0</sup>, SNA 75º, Wits appraisal -3 mm) with anterior cross bite and deep bite (overjet -3 mm, overbite 6 mm). In this case report, the patient was treated with reverse twin block appliance with expansion screw. After three months of treatment, the skeletal problems have been corrected (ANB -1°), overjet, overbite and aesthetic were improved. From the analysis, it is proposed that the wake layer in outer region may be divided into two regions, the relatively weak outer region and the relatively strong outer region. Combining the log law for inner region and the parabolic law for relatively strong outer region, an explicit equation for mean velocity distribution of steady and uniform turbulent flow through straight open channels is proposed and verified with the experimental data. An ISF application of the Southern Regional Organisation of Councils (SouthROC) in South East Queensland (SEQ) – the fastest growing region in Australia – indicated over a 25 year period an increase of over 10% level of functionality from 58.0% to 68.3%. The ISF of SouthROC utilised methodologies that derived from an expert panel based approach. The overall results attained an intermediate level of functionality which amounted to related concerns of economic progress and lack of social awareness. Within the region, a solid basis for future testing by way of measured changes and developed trends can be established. In this regard as management tool, the ISF record offers support for regional sustainability practice and decision making alike. This research adaptively analyses sustainability – a concept that is lacking throughout much of the academic literature and any reciprocal experimentation. This lack of knowledge base has been the emphasis of where future sustainability research can grow from and prove useful in rapidly growing regions. The first step of the proposed method is to find a candidate region for character and license plate. The character or license plate must be appeared as closed loop in the edge image. In the case of detecting candidate for character region, the evaluation of detected region is using topological relationship between each character. When this method decides license plate candidate region, character features in the region with binarization are used. After binarization for the detected candidate region, each character region is decided again. In this step, each character region is fitted more than previous step. In the next step, the method checks other character regions with different scale near the detected character regions, because most license plates have license numbers with some meaningful characters around them. The method uses perspective projection for geometrical normalization. If there is topological distortion in the character region, the method projects the region on a template which is defined as standard license plate using perspective projection. In this step, the method is able to separate each number region and small meaningful characters. Research was focused on finding out how strong consumer ethnocentrism is in the region and how it depends on demographic factors. The used method is CETSCALE and the data were obtained by questionnaire survey, analyzed by IBM SPSS. From the thousands of respondents the representative sample of 414 for MS region was created based on demographic factors of gender, age, education and income. It depends on a big variety of different parameters connected with all kinds of economic entities- activities. But management parameters shouldn't be irregular, so in order to avoid it, an institutional system should be formed. This system should carry out strategic management of factors having the greatest influence on the region's innovative development. This article is devoted to different aspects of organization of the region's development institutional mechanism, which is based on management of regional innovative competitiveness parameters. The base of the analysis is innovatively-active Russian regions which were compared according to the level of the innovative competitiveness. After that the most important parameters of successful innovative development of the region were revealed with the help of the correlation-regression analysis. Although this region is important precipitation zone in semi-arid an arid country like Iran, accurate method to study water resources in this region has not been applied yet. In this study, stable isotope δ<sup>18</sup>O content of precipitation and groundwater resources showed spatial variations across Zagros region as southern parts of Zagros region showed more enriched isotope values compared to the northern parts. This is normal as southern Zagros region is much drier with higher air temperature and evaporation compared to northern parts. We discovered that slight deviation of the plane of external alternating magnetic field from plane of sample leads to appearance intensive magneto-optical maximum in transparent region of garnet films 魔ω=0.5-2.0 eV. In the proceeding, we have also found that the deviation of polarization plane from P- component of incident light leads to the appearance of the similar magneto-optical effects in this region. A study was conducted to assess the Climatic Change effects in medium to low altitude areas of the Himalayan region causing changes in land use and cereal crop productivity with the various climatic parameters. The rainfall and temperature changes from 1951 to 2013 were studied at four locations of varying altitudes, namely Hardwar, Rudra Prayag, Uttar Kashi and Tehri Garwal. It was observed that there is noticeable increment in temperature on all the four locations. It was surprisingly observed that the mean rainfall intensity of 30 minutes duration has increased at the rate of 0.1 mm/hours since 2000. The study shows that the combined effect of increasing temperature, rainfall, runoff and urbanization at the mid-Himalayan region is causing an increase in various climatic disasters and changes in agriculture patterns. A noticeable change in cropping patterns, crop productivity and land use change was observed. Appropriate adaptation and mitigation strategies are necessary to ensure that sustainable and climate-resilient agriculture. Paulino </a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>The aim of this paper is to use an experiential view of wine tourism to develop a battery of items that can potentially capture the overall Douro Valley experience from the tourist’s perspective. The Douro Valley, a UNESCO World Heritage region located in Portugal, was the target of this study. The research took a mixed approach using both qualitative and quantitative designs. Firstly, we combine the literature review on service quality scales with a content analysis of five in-depth interviews with winery managers and a focus group with wine tourists to identify the main dimensions of the overall tourism experience and to develop a battery of items for each dimension. Research was focused on finding out what do consumers perceive as a quality product and what characteristics make a quality product. The data were obtained by questionnaire survey andanalysed by IBM SPSS. From the thousands of respondents the representative sample of 719 for MS region was created based on demographic factors of gender, age, education and income. The proposed method applies the mean shift procedure to a histogram of a skin map of the input image, generated by comparison with standard skin colors in the CbCr color space, and divides the background from the skin region by selecting the maximum value according to brightness level. The proposed method detects the skin region using the mean shift procedure to determine a maximum value that becomes the dividing point, rather than using a manually selected threshold value, as in existing techniques. Even when skin color is contaminated by illumination, the procedure can accurately segment the skin region and the background region. This phenomenon has been experienced by many regions in Indonesia, especially the fringe of Jakarta (BoDeTaBek). Being Indonesia’s capital city, rapid conversion of land in this area is an unavoidable process. The land conversion expands spatially into the fringe regions, which were initially dominated by agricultural land or conservation sites. Without proper control or growth management, this activity will invite greater costs than benefits. The current land use is the use which maximizes its value. In order to maintain land for agricultural activity or conservation, some efforts are needed to keep the land value of this activity as high as possible. In this case, the knowledge regarding the functional relationship between land value and its driving forces is necessary. In a fast growing region, development externalities are the assumed dominant driving force. Land value is the product of the past decision of its use leading to its value. It is also affected by the local characteristics and the observed surrounded land use (externalities) from the previous period. The effect of each factor on land value has dynamic and spatial virtues; an empirical spatial dynamic land value model will be more useful to capture them. The model will be useful to test and to estimate the extent of land use externalities on land value in the short run as well as in the long run. It serves as a basis to formulate an effective urban growth management’s policy. This study will apply the model to the case of land value in the fringe of Jakarta Metropolitan. The model will be used further to predict the effect of externalities on land value, in the form of prediction map. For the case of Jakarta’s fringe, there is some evidence about the significance of neighborhood urban activity – negative externalities, the previous land value and local accessibility on land value. The experiment was performed in the randomized complete block design (RCBD) with four replications. It was found that the selected lines had a statistically significant effect on all the investigated traits, except for the main stem length and the number of nodes in the main stem. According to the two-year average calculated for various parameters checked in the smooth bromegrass lines, the main stem length ranged from 71.6 cm to 79.1 cm, the main stem diameter from 2.12 mm from 2.70 mm, the number of nodes in the main stem from 3.2 to 3.7, the internode length from 11.6 cm to 18.9 cm, flag leaf length from 9.7 cm to 12.7 cm, flag leaf width from 3.58 cm to 6.04 mm, herbage yield from 221.3 kg da<sup>–1</sup> to 354.7 kg da<sup>–1</sup> and hay yield from 100.4 kg da<sup>–1</sup> to 190.1 kg da<sup>–1</sup>. The study concluded that the smooth bromegrass lines differ in terms of yield and yield components. Pable</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Ultra-low-power (ULP) circuits have received widespread attention due to the rapid growth of biomedical applications and Battery-less Electronics. Subthreshold region of transistor operation is used in ULP circuits. Major research challenge in the subthreshold operating region is to extract the ULP benefits with minimal degradation in speed and robustness. Process, Voltage and Temperature (PVT) variations significantly affect the performance of subthreshold circuits. Designed performance parameters of ULP circuits may vary largely due to temperature variations. Hence, this paper investigates the effect of temperature variation on device and circuit performance parameters at different biasing voltages in the subthreshold region. Simulation results clearly demonstrate that in deep subthreshold and near threshold voltage regions, performance parameters are significantly affected whereas in moderate subthreshold region, subthreshold circuits are more immune to temperature variations. The OBSERVE tool is designed to provide data and maintain an up-to-date, consistent set of indicators defined to describe the region on the environmental, sociocultural, economic and institutional domains. This ongoing two-year project has the active participation of the Algarve’s stakeholders, since they were consulted and asked to participate in the discussion for the indicators proposal. The environmental and sociocultural indicators chosen must indicate the characteristics of the region and should be in alignment with other global systems used to monitor the sustainability. This paper presents a review of sustainability indicators systems that support the first proposal for the environmental and sociocultural indicators. Others constraints are discussed, namely the existing data and the data available in digital platforms in a format suitable for automatic importation to the platform of OBSERVE. In addition, they have to be adjusted different parameters in different time or weather. In this paper, we propose a region鈥揵ased image fusion which combines aspects of feature and pixel-level fusion method to replace only by pixel. The basic idea is to segment far infrared image only and to add information of each region from segmented image to visual image respectively. Then we determine different fused parameters according different region. At last, we adopt artificial neural network to deal with the problems of different time or weather, because the relationship between fused parameters and image features are nonlinear. It render the fused parameters can be produce automatically according different states. The experimental results present the method we proposed indeed have good adaptive capacity with automatic determined fused parameters.
