This is an educational piece for any members interested in running as a candidate, or nominating someone as a candidate, for the upcoming election. Below you can read excerpts from interviews with five members proud to have served as 891 Business Representative. They share insights on how the role offers the opportunity to create more unionized jobs in motion picture entertainment and strengthen the labour movement in BC.</em></p> <p><em>We encourage members to engage and participate in the democratic process — run for positions up for election or nominate a candidate to help strengthen your Union! Learn more about the upcoming 891 election and all the roles up for election <a href="https://iatse.com/members_only/union_administration/elections_and_nominations.aspx">here</a> (member login required).</em></p> <p><strong>GEORGE CHAPMAN — </strong><em>891’s first Business Rep. from 1980 – 1989</em></p> <p>I was inspired to take on the role of IATSE 891 Business Representative when a serious drop-off in film work occurred in 1980. I offered to represent 891, on a commission basis, and use my sales and marketing services to help increase production work. I hit the ground running by spreading the word in LA and elsewhere about outstanding creative and technical services available by qualified 891 members. As a result, the 891 membership grew from 56 to 110 members by 1981. Over 5,000 direct and indirect jobs were created in BC by the end of the 1980s, which amounted to a $1 billion industry.</p> <p>All of this success was predicated by my experience as temporary replacement for John Stooshnov as 891 Business Agent in 1975. At that time, I created a legal and binding BC Labour Agreement to provide 891 members for <em>Buffalo Bill and the Indians</em> to be shot on location in Alberta, with crew from IATSE 891 and IATSE 212 in Calgary. When IATSE crews from LA tried to exert jurisdiction on the picture, I joined then 891 President Peter Prior and then 212 President Mel Merrells in closing the Canada/US border to them, resulting in an industry-wide Government of Canada labour market ruling that “no foreign worker could be employed in Canada, if a qualified Canadian was available from anywhere in Canada.” This ruling became the basis of 891’s exponential growth during the 1980s and beyond.</p> <p>In terms of other accomplishments, in 1986 I convinced Stephen J. Cannell to shoot in Vancouver, marking the beginning of a long-term employment relationship for 891 members, and the establishment of Cannell Studios in North Vancouver. In 1987, with the demise of Panorama Film Studios in West Vancouver, I became president of Dominion Stages of BC in Burnaby, formed by a consortium of 37 BC industry shareholders, including 891. I also convinced Paramount Film Studios to become the new anchor tenant with Stephen Downing’s TV series <em>MacGyver</em>. Being 891’s first Business Representative was a pleasure and a privilege. I bounced around a lot for work, including working in construction on heritage restoration projects. There was some filming done in Barkerville in the 1980s and I was brought on as a local hire. That introduced me to the Union. When I moved to Vancouver I joined, and then eventually became chair, of the Construction Department. I got elected to the Executive Board as a recording secretary, and later was appointed and then elected Business Representative over several years.</p> <p>Working with others — that was always the root of my interest for being in the Union. No Business Rep. can do everything. They have to be able to play well with others. There will be disagreements, but we all had a common cause for the members, and that united us. One of the things that I was very involved with is helping to set up the Health Benefits Trust with Elmar Theissen, who was the then-Treasurer, while I was on the Executive Board. It used to be an insured plan. We paid for a certain amount of coverage and we found by getting a report done that we could take 25% of what we paid to the insurance company and instead spend it to get more benefits. So that's what we did. Now we have a huge health plan. It’s where the rubber hits the road in a Union. It’s about providing to the membership the ability to fix your teeth, get life insurance, disability insurance. So really that has been one of my proudest things.</p> <p>The other thing that I'm proud of to this day is when we were bargaining for the Pacific Motion Pictures deal, before there was a BC Council of Unions. In the old Vancouver Basic Agreement, every department had a Head of the Department and a First Assistant, and they were all the same rates – Lighting, Makeup, Hair, Grips. But if you looked at those rates for assistants in the Production Office, they were all lower, and it was all women at that time. We drew a hard line in the sand that these rates in the Production Office needed to match other department rates, and we got it. The cascade effect was that in every other agreement since then, those rates match. It really strengthened the department, but it also recognised the fact that they were getting paid less because they were all women. It took a year and a half to two years to get that bargained, but we got it changed and it changed people's lives. What I look at with the Health Benefits Trust and with bargaining and getting things done under collective agreements is that you can change people's lives for the better. You don't always win. You have to get used to losing, but take great pride when you win.</p> <p><strong>DUSTY KELLY</strong> —<em> 891 Business Rep. from 2003 – 2006 & 2008 – 2009, current Health Trustee</em></p> <p>I became a member in 1995 in the Paint Department after graduating from Emily Carr University. I had two children, and it was important to me that I could earn enough money, so I was interested in joining the Union. I remember Don Ramsden, who was the president at the time, did a big speech at the initiation ceremony about how you don't just come here to have a job, you have to participate in the Union. I really took it to heart. I started showing up at my Paint Department meetings, and next thing you know, they're making me the Chair of the department. I ran in elections in the Union for 20 years and was elected to various roles including, Recording Secretary, Corresponding Secretary, Business Representative, and Vice President.</p> <p>My first negotiations were in 1999, attending at the back of the room, as they say, during the AMPTP negotiations. It really got the bug in me to be more involved in bargaining because I was always trying to advocate for my colleagues and bargaining is a crucial way to do that. I also enjoyed being a Health Trustee as part of my responsibility as Business Rep. because it’s about helping people. At that time, the type of work we were doing started to change. We weren't doing as much of the big feature television work and the health benefits reduced because they were a smaller percentage of a smaller amount of money. It was a game changer when in negotiations, we got the producers to agree to not just a percentage towards health benefits, but a per day lump sum dollar amount into the Health Benefits Trust plan. That was a great achievement in bargaining.</p> <p>Our Union’s role with the labour movement overall was another piece I was really active in as Business Representative. We started to have more influence in the labour movement and that was super important — being at the table. There are many tables that the Business Rep. needs to be at, otherwise if nobody knows what our issues are, how we're dealing with things, people make it up. It’s about showing who we are and creating solidarity within the labour movement.</p> <figure><img alt="" src="/site/assets/files/4234/dusty_julia.882x0-is.jpg" width="882" /> <figcaption><em>Former IATSE International Representative Julia Neville and Dusty Kelly at a Women In Entertainment Event in Vancouver.</em></figcaption> </figure> <p><strong>PHIL KLAPWYK</strong> — <em>891 Business Rep. from 2016 – 2022</em></p> <p>Throughout my career in film and television, I had always taken a keen interest in the rules of the game. Growing up in a family of six siblings, who played a lot of board games, rules of a game were always important, and from time to time the occasional flipped Monopoly board sent pieces of paper money flying when someone was accused of bending the rules. I’ve always been one to ask to read the contract or spend extra time going over the fine print of a deal memo.</p> <p>At one point, after returning from a Union sponsored course, I said to my wife, “I need to go to the next Lighting Department meeting.” When she asked why, I responded with, “It’s time to give back – to pay for everything the Union has done for me, and make sure someone else gets the same opportunities I enjoyed.” At that next meeting, I volunteered to sit as the department’s representative on the Bargaining Committee. That led to two rounds of bargaining over the next six years, and ultimately, a decision to throw my hat in the ring to run for Business Representative.</p> <p> <img alt="" src="/site/assets/files/4234/business_rep_phil_klapwyk_-_anitbullyingday_pinkshirtday_2016.784x0-is.jpg" width="784" /></p> <p>Every 891 Business Rep. has made the job their own. They each found a way to push the agenda forward for the membership. My proudest moments were being able to confidently articulate the position of all those that I worked shoulder to shoulder with for so many years and to speak passionately for the thousands of creative hard-working artists and technicians of 891 with local, provincial and federal politicians, labour leaders, and major studio executives. My time in office was supported by working with so many accomplished teammates who made the job of giving my all so much easier – none more so than that of the consummate professional who succeeded me in office. It is the very same sense of selfless giving that I see in the work of the current Business Rep. that stands as my greatest accomplishment in office – for I have passed it on and take great pride in watching it grow.</p> <p><strong>CRYSTAL BRAUNWARTH</strong> — 891 Business Rep. 2022 – present</p> <p>Working as the elected Business Representative for IATSE 891 is a profound responsibility and deeply meaningful opportunity to be a compassionate advocate for our members and the labour movement. Every aspect of this work signifies a commitment to embody the principles of fairness, justice, and solidarity in decision making and action. It is a chance to stand alongside our members, amplify their voices, and champion their rights. Two significant moments during my 18-month term are negotiating the one-year contract extension, and bargaining two new term agreements that capture domestic production that we have not traditionally sought.</p> <p>Though the contract extension did not open any other terms and conditions outside the wage increase of 5%, the highest our Local has seen, it strategically and advantageously positions us in the bargaining cycle moving forward. By securing this extension, we now have the opportunity to negotiate after our union kin in the USA. This shift in timing provides us with a stronger position at the bargaining table and allows us to make significant strides towards realizing gains that our kin to the South have, far sooner than in past cycles. This is a long-term win for members and will go a long way in strengthening our agreement.</p> <p>Following that, the low budget arena is an area we have, for a long time, not paid attention to and it is where our members have turned to during the strike and continued global production slow down. 891 organizing successes opened the door for me to negotiate two first-time term agreements with Canadian production companies, capturing more domestic work and ensuring our members working are being provided representation, healthcare hour bank and other fringe contributions. This is groundbreaking work in our jurisdiction, and we have received recognition at the national and international IA stages for our efforts. With 75% of our work under the Master Agreement being foreign service, capturing more domestic production is vital. Our members are doing this work. The impact that effective leadership can have on empowering our members and advancing collective goals of our labour movement is worth every twist and turn in the road.
