data-test-id="main-feed-activity-card__commentary">The King’s visit to Australia is a great opportunity for us to discuss the relationship between the Australian Parliament and the King. To understand the role of the King we first need to understand Australia’s system of government. Australia is a constitutional monarchy and a representative democracy. As a representative democracy Australians vote for people to represent them in Parliament. In Australia, members of parliament are elected to the House of Representatives and the Senate to represent the Australian people and make laws on their behalf. A constitutional monarchy is one where the powers of the monarch—the King or Queen—are limited by law or convention, and generally exercised only according to the advice of an elected government. In Australia, the head of state is a formal, symbolic and ceremonial position, as opposed to the position of head of government, which has the administrative power to govern the country. In some systems of government, the head of state and head of government are the same person—for example, in the United States of America the President has both functions. The King is Australia's head of state and acts in accordance with the Australian Constitution. King Charles is also King of the United Kingdom and 14 other countries which used to be part of the former British Empire. The King's role as King of Australia is quite separate from his role as King of the United Kingdom. The United Kingdom government plays no part in the King’s role as King of Australia. The Australian Constitution requires the King to appoint a Governor-General to be his representative in Australia. That is, while Australia’s head of state is the King, the functions of head of state are performed by the Governor-General. The King’s only necessary constitutional function is to appoint the Governor-General, and in doing this the King acts on advice from the Australian Prime Minister. The Constitution gives the King the power to disallow an Act of Parliament, but this has never been done and it is extremely unlikely that it would ever be done. The Australian Constitution delegates – gives – certain powers to the Governor-General to act on behalf of the King. These include giving Royal Assent to laws passed by the Australian Parliament and starting the process for a federal election. While these powers are exercised by the Governor-General, this is normally done on the advice of the Prime Minister and ministers. On 21 August 1943, Dame Enid Lyons was elected to the House of Representatives, making her the first woman elected to the House. She later held the position of Vice-President of the Executive Council from 19 December 1949 to 7 March 1951, also making her the first woman to serve in federal cabinet. Today there are 58 women Members of the House of Representatives – the highest number of women ever in the House.
