Tweede Wereldoorlog uit. Nederland heeft zich neutraal verklaard, maar het Duitse leger valt op 10 mei 1940 Nederland binnen. De Duitse overheerser bepaalt wat in Nederlandse kranten en op de radio gepubliceerd mag worden. Romanschrijvers en dichters moeten eerst goedkeuring krijgen voordat ze hun werk openbaar kunnen maken. Op het Nederlands-Antilliaanse eiland Curaçao, heeft de Rotterdamse arts en artiest Chris Engels, samen met Frits van der Molen, de Stoep opgericht, ‘nu de bodem van ons vaderland betrapt wordt door de laarzen’. Al in september 1940 verschijnt het eerste nummer van de periodiek de Stoep ‘om hogerop te komen’. In het redactioneel schrijft Luc.
