The UN did pretty much nothing. Finally, on Nov. 14, Israel moved to defend itself by launching <a href="https://web.archive.org/web/20130302130810/http://www.idfblog.com/2012/11/22/operation-pillar-of-defense-summary-of-events/">Operation Pillar of Defense</a>, targeting terror sites in Gaza. That produced great furor in the &#8220;international community,&#8221; with urgent calls for Israel to desist, an emergency meeting of the UN Security Council, and, within the month, an internationally brokered ceasefire.</p> <p>Now, Ambassador Prosor has had to take to his keyboard again, writing on Feb. 26 to UN Secretary-General Ban Ki-moon, to inform him that &#8220;After only three months of relative quiet, the citizens of Israel awoke again this morning to discover the horrific reality of terrorism from Gaza.&#8221; Writes Prosor: &#8220;Earlier today, a rocket was fired at the Israeli city of Ashkelon. This is the first rocket that has been launched from Gaza since the conclusion of Operation Pillar of Defense last November&#8230;. Well, there was a briefing to the Security Council, at which UN officials &#8220;voiced their concern.&#8221; UN Under-Secretary-General for Political Affairs Jeffrey Feltman, a former U.S. diplomat (you may remember him from the photo last August, in which he accompanied Ban to <a href="https://web.archive.org/web/20130302130810/http://thecable.foreignpolicy.com/posts/2012/08/29/photo_of_the_day_feltman_meets_khamenei">pay court in Tehran</a> to Supreme Leader Ali Khamenei), stressed the &#8220;troubling&#8221; nature of the rocket attack, but, in a <a href="https://web.archive.org/web/20130302130810/http://www.un.org/apps/news/story.asp?NewsID=44227&amp;Cr=palestin&amp;Cr1=#.US2O445RxdQ">classic UN formulation</a>, immediately yoked that statement to the notion that聽the Israelis are to blame for being attacked: &#8220;&#8221;We know that there are negative forces on both sides&#8230; .&#8221;</p> <p>Bottom line: It looks likely that apart from voicing concern, UN officials won&#8217;t bestir themselves in the cause of stopping more terrorist rockets from Gaza. Israel&#8217;s Ambassador Prosor will be left to write more letters, until Israel&#8217;s next attempt to defend itself gets the UN&#8217;s full attention.</p> <p>Meawhile, the UN is busy with other projects. 聽As Geneva-based <a href="https://web.archive.org/web/20130302130810/http://blog.unwatch.org/index.php/2013/02/26/syria-trumpets-un-election-to-senior-post/">UN Watch reports,</a> the UN has just re-elected to a senior post on its decolonization committee a representative of the regime of <a href="https://web.archive.org/web/20130302130810/http://www.un.org/en/decolonization/bureau.shtml">Syria&#8217;s Bashar al-Assad</a>. 聽(UN Watch is on a roll with UN news right now, including this report on a UN researcher for UNESCO and UNIFEM, who wrote for <em>Al Jazeera</em> about a UN meeting on Israel, <a href="https://web.archive.org/web/20130302130810/http://blog.unwatch.org/index.php/2013/02/22/al-jazeera-reports-on-un-session-that-never-happened/">that apparently never happened</a>.)</p> <p>On other UN fronts,聽<a href="https://web.archive.org/web/20130302130810/http://www.foxnews.com/world/2013/02/26/united-nations-removes-usama-bin-laden-from-sanctions-list/">Fox News reports</a> that the UN (which says its sanctions lists are &#8220;updated regularly&#8221;) has just removed Osama bin Laden from its Al Qaeda sanctions list&#8230; almost two years after he was killed. The event, moderated by <em>Washington Post</em> columnist David Ignatius, and titled &#8220;The U.S. and Iran: Road to War or Path to Peace,&#8221; is being described by the Asia Society as &#8220;<a href="https://web.archive.org/web/20130302130810/http://asiasociety.org/blog/asia/unprecedented-conversation-yields-proposals-us-iran-negotiations">Unprecedented</a>&#8221; &#8212; yielding &#8220;Proposals for US-Iran Negotiations.&#8221;</p> <p>That might sound pretty intriguing, in the run up to聽next week&#8217;s gathering in Kazakhstan of representatives of Iran and the P-5 plus 1 (which, in case you lost track of talks with Iran somewhere back in the days of the EU3, refers to the Permanent Five members of the UN Security Council &#8212; Russia, China, France, the UK and the U.S., plus Germany).</p> <p>Actually, the Asia Society missed the boat. Khazaee&#8217;s appearance was unprecedented in the sense that he has not appeared previously onstage at the Asia Society. But Khazaee is the mouthpiece for the same Iranian regime that has brought New York its annual visits since 2005 by Iran&#8217;s loquacious president Mahmoud Ahmadinejad. Whatever the differences of style or insinuation, they both track back to the same terror-based uranium-enriching domain of the modestly titled Supreme Leader, Ali Khamenei. And Khazaee has been rubbing elbows in Manhattan since he arrived in 2007 as Iran&#8217;s envoy to the UN &#8212; some details of that in my column, &#8220;<a href="https://web.archive.org/web/20130302130810/http://www.forbes.com/sites/claudiarosett/2013/02/19/meet-irans-ambassador-to-the-un/">Meet Iran&#8217;s Ambassador to the UN</a>.&#8221; Last year, he gave an interview to PBS TV&#8217;s Charlie Rose. At the UN he pops up interminably, speaking these days for the Iran-chaired 120-member Non-Aligned Movement, praising Iran&#8217;s human rights record, deploring Israel, writing letters demanding that the U.S. issue visas pronto to the scores of Iranian officials who like to attend major UN events, etc.</p> <p>As for Khazaee&#8217;s &#8220;proposals&#8221; &#8212; well, it boils down to the same ol&#8217; same ol&#8217;. You can watch them unfold in the <a href="https://web.archive.org/web/20130302130810/http://asiasociety.org/blog/asia/video-mohammad-khazaee-thomas-pickering-discuss-future-us-iran-relations">video of the discussion</a>, which went on for an hour and 40 minutes (in the time-buying game, chalk that up as another hour and 40 minutes for the progress of Iran&#8217;s nuclear program). Or I can summarize it for you in one sentence: If the U.S. will just agree in advance to whatever Iran&#8217;s regime wants, then Iran&#8217;s regime is quite willing to negotiate. We don&#8217;t know if it was a plutonium-based nuclear test (like North Korea&#8217;s previous two tests in 2006 and 2009) or a uranium-based test (the apparent bomb fuel of choice for North Korea&#8217;s partner in proliferation, Iran, as well as a dual bomb track for North Korea).</p> <p>Sticklers for certainty can even cavil over whether it <em>was</em> a nuclear test, since there have been <a href="https://web.archive.org/web/20130302130810/http://www.businessinsider.com/nature-of-north-korea-nuclear-test-still-a-mystery-without-radioactive-signature-2013-2">no reports yet</a> of any nuclear signature &#8212; though it was certainly a large explosion.</p> <p>But here are some things we do know. We know that North Korea felt free to telegraph last month to the entire world that it was planning another nuclear test, and to issue an in-your-face notification to China and the U.S. when it was imminent. We know that immediately after the explosion, North Korea rushed to advertise it as a nuclear test, and held a <a href="https://web.archive.org/web/20130302130810/http://media.theage.com.au/national/selections/mass-rally-celebrates-n-korea-nuclear-test-4033894.html?exc_from=strap">televised rally</a> to celebrate (though festive does not quite describe the tenor of the occasion).聽North Korea also felt free to <a href="https://web.archive.org/web/20130302130810/http://www.reuters.com/article/2013/02/12/us-korea-north-foreign-idUSBRE91B0LF20130212">to threaten</a> that if there is any hostile response from the U.S.:</p> <blockquote><p>We will be forced to take stronger, second and third responses in consecutive steps.</p></blockquote> <p>How shall we count the dangers of this event?</p> <p>North Korea is a totalitarian state, in which the regime, to ensure its own survival, not only clung to its brutal ways while an estimated one million or more people died of famine in the 1990s, but orchestrated the distribution of food to starve those deemed least politically loyal. This is a regime that does not hesitate to condemn its own people to be beaten, frozen, and worked to death in its Stalinist slave labor gulag. That&#8217;s the character of the Pyongyang government &#8212; and when North Korean officials arrive at negotiating tables to seek aid and concessions from the U.S. and its allies, as they periodically do, that is the basis of the power with which they presume to speak for their country.</p> <p>North Korea has been a vendor of weapons for decades, especially to the Middle East (among the clients: Iran, Hezbollah, Syria, Yemen, Egypt, Pakistan, Qaddafi&#8217;s Libya. Nor does Pyongyang draw the line at nuclear proliferation. North Korea blew past that one years ago, signing up not only as a dealer within Pakistan&#8217;s A.Q. Khan nuclear proliferation network, but also collaborating with Syria&#8217;s Assad regime on the construction of an entire clandestine nuclear reactor &#8212; apparently built to serve as a plutonium factory &#8212; on the Euphrates (destroyed in 2007 by the Israelis, who deserve the world&#8217;s thanks for that).</p> <p>North Korea&#8217;s closest partnership in proliferation is with Iran, one of their most avid longtime missile customers. Iran has sent officials to North Korea&#8217;s previous two nuclear tests. There are serious questions about whether this latest test was chiefly for the benefit of North Korea, or Iran &#8212; whether a proxy test for Tehran, or a display of North Korea&#8217;s newest generation of nuclear wares.</p> <p>What has the world done about all this? As the Geneva-based monitoring group, UN Watch,聽<a href="https://web.archive.org/web/20130302130810/http://blog.unwatch.org/index.php/2013/02/01/un-report-on-israel-disregards-un-watch-submission-exemplifies-biased-approach-that-hinders-peace/">points out,</a>聽since the UN set up its &#8220;reformed&#8221; Human Rights Council in 2006, &#8220;there have been seven one-sided inquiry missions on Israel, and only five on the rest of the world combined. Mass atrocities committed by Iran, China, or Sri Lanka, for example, have never been subjected to a single HRC inquiry.&#8221;</p> <p>This latest report, due to be formally presented to the Council in March, is captioned &#8220;Advanced Unedited Version.&#8221; I assume they meant to say 聽&#8221;Advance,&#8221; since there is nothing advanced about this product. It&#8217;s the latest in a long series of exhibits that attest not to the realities of the Middle East, but to the unrelenting bigotry of what is supposed to be the UN&#8217;s leading human rights body. The full title聽&#8211; brace yourself, this is one of those UN doozies &#8212; is: &#8220;Report of the independent international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people, throughout the Occupied Palestinian Territory, including East Jerusalem.&#8221;</p> <p>The three &#8220;high-level experts&#8221; appointed by the president of the Human Rights Council to produce this document arrogate to themselves, in its introduction, a description of their work as &#8220;Guided by the principles of &#8216;do no harm,&#8217; independence, impartiality, objectivity, transparency, confidentiality, integrity and professionalism&#8230;&#8221; Yes, and pigs can fly.</p> <p>UN Watch gives an incisive<a href="https://web.archive.org/web/20130302130810/http://blog.unwatch.org/index.php/2013/02/01/un-report-on-israel-disregards-un-watch-submission-exemplifies-biased-approach-that-hinders-peace/">聽summary of the contents</a>聽of this report, and makes the vital point that while the UN is supposed to foster peace, this kind of inquiry has the very opposite effect: &#8220;It has the perverse outcome of pushing the parties further apart, while also inappropriately pre-judging final status issues that can only be resolved through direct negotiations.&#8221; I&#8217;d add that in obsessively savaging Israel, while ignoring most of the genuine perpetrators of gross human rights violations, the UN Human Rights Council &#8212; and the UN generally &#8212; waste the considerable resources they are given, dishonor their charter mandate, and do a horrendous disservice to the truly downtrodden.</p> <p>As UN Watch notes in two additional items currently high on its web site, the UN recently voted the Hugo Chavez regime of Venezuela a seat on the Human Rights Council, and the <a href="https://web.archive.org/web/20130302130810/http://blog.unwatch.org/index.php/2013/01/30/mia-farrow-condemns-u-n-election-of-genocidal-sudan-as-vice-president-of-top-human-rights-body/">UN has just elected Sudan</a> as one of four vice-presidents to its powerful Economic and Social Council (ECOSOC). These are just two of the latest data points in the UN&#8217;s chronic practice of seating thug governments, from Iran to Cuba, on its governing bodies and councils. Actually, this ship was specifically identified in a report last June by the United Nations Panel of Experts on Iran sanctions, so UN member states would be aware of its connection to a UN-sanctioned shipping company. Expressing her concern that North Korea&#8217;s nuclear ventures and missile-testing projects might steal the spotlight from the &#8220;deplorable human rights situation&#8221; in the Democratic People&#8217;s Republic of Korea, <a href="https://web.archive.org/web/20130302130810/http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=12923&amp;LangID=E">Pillay decried such horrors</a> as North Korea&#8217;s record of abducting citizens of other countries, and its gulag, with its system of torture, &#8220;summary executions, rape, slave labor, and forms of collective punishment that may amount to crimes against humanity.&#8221;</p> <p>In a statement that has just been quoted by <em><a href="https://web.archive.org/web/20130302130810/http://www.telegraph.co.uk/news/worldnews/asia/northkorea/9826125/Google-Earth-exposes-North-Koreas-secret-prison-camps.html">The Telegraph</a></em> in an article on North Korea&#8217;s prison camps, Pillay said she believes the time has come for &#8220;an in-depth inquiry into one of the worst &#8212; but least understood and reported &#8212; human rights situations in the world,&#8221; an inquiry she said would be &#8220;fully justified and long overdue.&#8221;</p> <p>By all means, let us hope that Pillay enlists the considerable resources of the UN in the worthy cause of exposing the human rights abuses in North Korea. There can&#8217;t be too much of that.</p> <p>But let&#8217;s keep a few additional points in mind. First, the human rights abuses and the missile and nuclear proliferation habits are not actually separate issues. They are all part of the apparatus that sustains the totalitarian Kim regime, which depends on repression at home and proliferation, nuclear extortion and assorted criminal rackets abroad. North Korea has a long record of turning to its own advantage any overtures from the Free World, official or not. 聽From former President Jimmy Carter to former Secretary of State Madeleine Albright, from Bush Administration envoy Chris Hill to the New York Philharmonic, from the travels of American nuclear physicist Siegfried Hecker to the more than half dozen forays by Richardson himself, these overtures to North Korea have resulted chiefly in American concessions, to which the Pyongyang totalitarian Kim-dynasty regime has replied with such stuff as ballistic missile and nuclear tests, 聽munitions and missile traffic with Middle East trouble-makers including Iran, a refusal to render up all abducted citizens of other countries, and the continuing grotesque repression of North Korea&#8217;s own people.</p> <p>About the best that can be said, and it is not a happy message, is that when Bill Clinton went to Pyongyang in 2009 &#8212; upon the insistence of the Kim regime &#8212; North Korea did allow him to bring home two American employees of Al Gore&#8217;s Current TV channel (that was before Gore sold out to Al Jazeera) who had been imprisoned and were facing horrific sentences for the blunder of trespassing from China into North Korea. Clinton&#8217;s visit, which included posing for a photo-op dignifying the late Kim Jong Il with the company of a favor-seeking former leader of the Free World, was effectively the payment of a ransom demanded by North Korea.</p> <p>In sum, the visit of yet another high-profile delegation to Pyongyang &#8212; whether official or not &#8212; did not bode well. If either Richardson or Google&#8217;s Eric Schmidt achieved some marvelous breakthrough with this journey, we have yet to hear about it. But this latest Richardson expedition did produce one surprise. &#8212; the best thing ever to emerge from a celebrity trip to North Korea. Google&#8217;s Schmidt brought with him his teenage daughter, Sophie. She turns out to be a worldly young woman with a flair for photography, keen observation, and wry humor. She has now posted a travelogue, 聽<a href="https://web.archive.org/web/20130302130810/https://sites.google.com/site/sophieinnorthkorea/">sophieinnorthkorea</a>, which with photos and commentary, under the caption &#8220;It might not get weirder than this,&#8221; conveys the kind of gritty reality that most big name delegations don&#8217;t tell you about. Starting with the note that the group had no interactions with any non-state-approved North Koreans, and everywhere they went, apart from the bizarre state guest house, it was freezing. The buildings had no heat. They were never far from their two minders &#8220;(2, so one can mind the other).&#8221; In a leading library, so cold you could see your breath, they were offered a glimpse of some 90 people seated at desks, staring fixedly at computers, and doing&#8230; nothing. And Sophie brings us this marvelous summary of some of the developments available to at least some members of the elite, on the tech front: &#8220;North Korea has a national intranet, a walled garden of scrubbed content taken from the real Internet.&#8221;</p> <p>What&#8217;s special about this is not so much that there is news to be found in these observations &#8212; most of the totalitarian details here, possibly all, have been reported before (though I don&#8217;t think I&#8217;ve read anywhere else about Kim Jong Il&#8217;s beloved 15&#8243; Macbook Pro being displayed beside his embalmed corpse). But this account comes from someone who went not as a lowly reporter, but as a member of a celebrity group whose doings were sure to get plenty of attention &#8212; and instead of coming home with canned statements and hedged diplomatic pronouncements, she told it like it was. But the NAM bears watching. Iran has been toiling away to keep the Non-Aligned Movement focused on such Iranian government interests as pursuing aggressive alignments against Israel. For instance, here&#8217;s a recent report from the Palestinian Authority&#8217;s WAFA news agency on yet another in the long series of 聽<a href="https://web.archive.org/web/20130302130810/http://english.wafa.ps/index.php?action=detail&amp;id=21441">NAM condemnations of Israel</a>.</p> <p>This past week, Iran&#8217;s Foreign Minister Ali Akbar Salehi met in Cairo with the Arab League&#8217;s Secretary General Nabil al-Arabi, and<a href="https://web.archive.org/web/20130302130810/http://www.presstv.com/detail/2013/01/11/282921/iran-fm-meets-arab-bloc-chief-in-cairo/"> Iran&#8217;s PressTV</a> news service reports that in that meeting Salehi proffered that &#8220;Iran, as the rotating president of the Non-Aligned Movement (NAM)is ready to cooperate with [the] Arab League on Palestine.&#8221; In other words, Salehi isn&#8217;t merely holding out the hand (or should that be, the fist) of Iran. He is presenting himself as a voice, an envoy, of the entire Non-Aligned Movement. At the UN, this kind of exchange can translate into a a proposal of cooperation not simply between Iran and Egypt, or Iran and the Arab League, but between two hefty voting blocs in the General Assembly, one of those voting blocs headed by Iran. 聽In similar manner, Salehi invoked the NAM during a meeting last Sunday with the president of Benin, Thomas Yayi Boni, who heads the African Union. According to the <a href="https://web.archive.org/web/20130302130810/http://tehrantimes.com/politics/104671-iranian-fm-meets-beninese-president"><em>Tehran Times</em></a>, Salehi &#8220;said that the consultations between Iran and Benin, as current presidents of the Non-Aligned Movement and the African Union, respectively, may be very constructive.&#8221;</p> <p>It&#8217;s no surprise to find Iran using its chairmanship of the NAM as a diplomatic calling card. That was always one of the appalling aspects of Iran taking the helm of the NAM,聽and it&#8217;s high time for any <a href="https://web.archive.org/web/20130302130810/http://nam.gov.ir/Portal/Home/Default.aspx?CategoryID=27f3fbb6-8a39-444e-b557-6c74aae7f75f">NAM member states</a> that disagree with Iran to simply pull out of the NAM and stop lending legitimacy to Tehran&#8217;s diplomatic forays. At the very least,聽could we start with a little more truth in advertising? Schmidt is touring the world&#8217;s leading totalitarian state as a member of a private group led by a former U.S. congressman, cabinet secretary, United Nations ambassador and New Mexico governor rolled into one, Bill Richardson &#8212; whose previous trips to North Korea have served mainly to dignify the Pyongyang regime.</p> <p>Richardson&#8217;s current roadshow, with Google&#8217;s Schmidt in tow, seems to have generated some excitement at North Korea&#8217;s state propaganda organ, the Korean Central News Agency, or KCNA. KCNA has revamped its web site, including a new gmail contact address (though the address聽<a href="https://web.archive.org/web/20130302130810/http://www.northkoreatech.org/2013/01/05/kcna-updates-its-web-site/">apparently doesn&#8217;t work</a>) and more colorful variations on the same old propaganda, including a special section on North Korea&#8217;s recent <del>ballistic missile test 聽聽</del>&#8220;Successful Satellite Launch.&#8221; The site also features such classics as an account of the <a href="https://web.archive.org/web/20130302130810/http://www.kcna.kp/kcna.user.article.retrieveNewsViewInfoList.kcmsf">launch in Ecuador</a> of the works of third-generation dictator Kim Jong Un, glorifying the revolutionary accomplishments of his late father, tyrant Kim Jong Il, and his grandfather, the Stalin-installed founder of the North Korean state, Kim Il Sung. On this same retooled <a href="https://web.archive.org/web/20130302130810/http://www.kcna.kp/kcna.user.home.retrieveHomeInfoList.kcmsf?lang=eng">KCNA web site,</a> the private visit led by Richardson is heralded as &#8220;<a href="https://web.archive.org/web/20130302130810/http://www.kcna.kp/kcna.user.article.retrieveNewsViewInfoList.kcmsf">Delegation of Google Corp. of U.S. Arrives</a>.&#8221;</p> <p>Schmidt has been secretive about what exactly he hopes to accomplish on this trip. Richardson, who wants to meet with an American that North Korea, as part of its chronic shakedown racket, is now holding hostage in its prison system, has hinted to the press that Schmidt is tagging along to North Korea because he is &#8220;interested in some of the economic issues there, and the social media aspect.&#8221;</p> <p>If anything here sounds like the beginning of some glorious new era in which North Korea is about to throw open its digital gates to the world wide web, and invite the starving inmates of Kim&#8217;s gulag to post their personal opinions on Facebook, think again. North Korea&#8217;s regime loves technology &#8212; but on its own terms, for carefully restricted use, for specially selected purposes, which boil down to keeping the Kim regime in power. We kept passing cars that had spun off the road, if not over a fiscal cliff then at least into ditches and guardrails &#8212; these accidents surrounded by flashing lights of authorities who had arrived to help, but were themselves creating fresh hazards, as the drivers who were sliding by turned to gawk. If there were snowplows in the vicinity, they were scarce where actually needed.</p> <p>Writ large and often violent, so it&#8217;s gone with the 2012 leg of the grand political odyssey upon which, willy-nilly, we are all embarked. This was the year in which the Arab uprisings spawned a Muslim Brotherhood government in Egypt, and led in Libya to the burning of a U.S.diplomatic post and the murder &#8212; the first in 30 years &#8212; of an American ambassador. 聽In Syria, where the U.S. has largely stood aside, leaving the conflict to be shaped by contingents of Sunni Islamists on one side, and Iran&#8217;s Islamic Revolutionary Guard Corps on the other, the carnage is now heading toward the two-year mark, with tens of thousands dead. 聽The year ends with such portents as Russian potentate Vladimir Putin avenging himself on human rights crusaders by <a href="https://web.archive.org/web/20130302130810/http://pjmedia.com/blog/soviet-style-vladimir-putin-bans-u-s-adoptions-of-russian-children/">banning Americans from adopting Russian orphans</a>. Iran, swaddled in sanctions, continues to pursue nuclear weapons. Iran&#8217;s partner in proliferation, North Korea, having just conducted its most successful ballistic missile test yet, is now reported as ready to conduct its third nuclear test. Meanwhile, in Washington, the erstwhile colossal crisis of the hour is the so-called fiscal cliff &#8212; a scene that is dwarfed by the real perils of an American government expanding and spending at rates that invite not a fiscal cliff (if such it is), but an economic tsunami, with knock-on effects in foreign policy, because an America that cannot afford a strong defense is an America inviting attack.</p> <p>So, where is this all going? Sometimes there are ways to make it safely through the storm, whether by being prepared to deal with bad roads, or in some cases changing course entirely. Usually, it helps to have a plan. Some possibilities for the year ahead:</p> <p>1) Could 2013 be the year that Americans finally begin to recall the virtues of capitalism? This was a theme too much missing from a 2012 presidential race, in which there was plenty of wrangling over who might &#8220;create&#8221; how many jobs, and too little focus on how free markets give people the opportunity to create their own jobs, and in the process build a society of wealth and freedom.
