Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Digital Video Terrestrial Broadcasting (DVB-T) allows combining broadcasting, telephone and data services in one network. It has facilitated mobile TV broadcasting. Mobile TV broadcasting is dominated by fragmentation of standards in use in different continents. In Asia T-DMB and ISDB-T are used while Europe uses mainly DVB-H and in USA it is MediaFLO. Issues of royalty for developers of these different incompatible technologies, investments made and differing local conditions shall make it difficult to agree on a unified standard in a very near future. Despite this shortcoming, mobile TV has shown very good market potential. There are a number of challenges that still exist for regulators, investors and technology developers but the future looks bright. An electrical power network in Tanzania keeps growing larger by the day and become more complex so that, most utilities have long wished for real-time monitoring and remote control of electrical power system elements such as substations, intelligent devices, power lines, capacitor banks, feeder switches, fault analyzers and other physical facilities. Due to economic constraints and other social and cultural factors faced by these countries, the use of Information and Communication Technology (ICT) is increasing at a very low pace. The digital divide threat has propelled the Government of Tanzania to put in place the national ICT Policy in 2003 which defines the direction of all ICT activities nationally. Among the main focused areas is the use of ICT in education, since for the development of any country, there is a need of creating knowledge based society. Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> This paper addresses control of commutation of switched reluctance (SR) motor without the use of a physical position detector. Rotor position detection schemes for SR motor based on magnetisation characteristics of the motor use normal excitation or applied current /voltage pulses. The resulting schemes are referred to as passive or active methods respectively. The research effort is in realizing an economical sensorless SR rotor position detector that is accurate, reliable and robust to suit a particular application. An effective and reliable means of generating commutation signals of an SR motor based on inductance profile of its stator windings determined using active probing technique is presented. This paper presents a survey on the characteristics of the digital terrestrial television broadcasting (DTTB) standards, and implementation status of DTTB worldwide showing the standards adopted. It is clear that only the developed countries and some in the developing ones shall be able to beat the ITU set analogue to digital broadcasting migration deadline because of the challenges that these countries faces in digitizing their terrestrial broadcasting. The challenges to keep on track the DTTB migration plan are also discussed in this paper. They include financial, technology gap, policies alignment with DTTB technology, etc. The reported performance comparisons for the different standards are also presented. Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Control of commutation of switched reluctance (SR) motor has been an area of interest for researchers for sometime now with mixed successes in addressing the inherent challenges. New technologies, processing schemes and methods have been adopted to make sensorless SR drive a reality. There are a number of conceptual, offline, analytical and online solutions in literature that have varying complexities and achieved equally varying degree of robustness and accuracies depending on the method used to address the challenges and the SR drive application. Magnetic coupling is one such challenge when using active probing techniques to determine rotor position of a SR motor from stator winding. This paper studies the effect of back-of-core saturation on the detected rotor position and presents results on measurement made on a 4- phase SR motor. Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The control of commutation of switched reluctance (SR) motor has nominally depended on a physical position detector. The physical rotor position sensor limits robustness and increases size and inertia of the SR drive system. The paper describes a method to overcome these limitations by using magnetization characteristics of the motor to indicate rotor and stator teeth overlap status. The method is using active current probing pulses of same magnitude that is used to simulate flux linkage in the winding being probed. A microprocessor is used for processing magnetization data to deduce rotor-stator teeth overlap status and hence rotor position. However, the back-of-core saturation and mutual coupling introduces overlap detection errors, hence that of commutation control. One of the limitations for connectivity problems in rural areas of Tanzania is the high cost to establish infrastructures for IP-based services [1-2]. However the cost of connectivity varies from one technology to the other and at the same time, the cost is also different from one operator (service provider) to another within the country. This paper presents development of software system to calculate cost of connectivity to rural areas of Tanzania. The system is developed to make an easy access of connectivity cost from different technologies and different operators. The development of the calculator follows the V-model software development lifecycle. The calculator is used to evaluate the economic viability of different technologies considered as being potential candidates to provide rural connectivity. Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Power-line networks are widely used today for broadband data transmission. However, due to multipaths within the broadband power line communication (BPLC) systems owing to stochastic changes in the network load impedances, branches, etc., network or channel capacity performances are affected. This paper attempts to investigate the performance of typical medium voltage channels that uses Orthogonal Frequency Division Multiplexing (OFDM) techniques with Quadrature Amplitude Modulation (QAM) sub carriers. It has been observed that when the load impedances are different from line characteristic impedance channel performance decreases. Also as the number of branches in the link between the transmitter and receiver increases a loss of 4dB/branch is found in the signal to noise ratio (SNR). One of the most cost effective methods that can reach a large part of the society in a short time is to integrate ICT in education through e-learning initiatives. However, elearning initiatives are challenged by limited or lack of connectivity to majority of secondary schools, especially those in rural and remote areas. This paper has explores the possibility for rural secondary school to access online e-Learning resources from a centralized e- Learning Management System (e-LMS). The scope of this paper is limited to schools that have computers irrespective of internet connectivity, resulting in two categories schools; those with internet access and those without. Different connectivity configurations have been proposed according to the ICT infrastructure status of the respective schools. However, majority of rural secondary schools in Tanzania have neither computers nor internet connection. It examines concepts put forward by researchers focusing on the application of the theory in software engineering. There are various methods developed that use socio-technical concepts based on systems engineering without remarkable success. The main constraint is the large amount of data and inefficient techniques used in the application of the concepts in system engineering for developing time-bound systems and within a limited/controlled budget. This paper critically examines each of the methods, highlight bottlenecks and suggest the way forward. Since socio-technical systems theory only explains what to do, but not how doing it, hence engineers are not using the concept to save time, costs and reduce risks associated with new frameworks. Hence, a new framework, which can be considered as a practical approach is proposed that borrows concepts from soft systems method, agile systems development and object-oriented analysis and design to bridge the gap between theory and practice. Mvungi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>Power line channel is proposed as an alternative for broadband data transmission especially in developing countries like Tanzania [1]. However the channel is affected by stochastic attenuation and deep notches which can lead to the limitation of channel capacity and achievable data rate. Various studies have characterized the channel without giving exactly the maximum performance and limitation in data transfer rate may be this is due to complexity of channel modeling being used. In this paper the channel performance of medium voltage, low voltage and indoor power line channel is presented. In the investigations orthogonal frequency division multiplexing (OFDM) with phase shift keying (PSK) as carrier modulation schemes is considered, for indoor, medium and low voltage channels with typical ten branches and also Golay coding is applied for medium voltage channel. From channels, frequency response deep notches are observed in various frequencies which can lead to reduce the achievable data rate. Kitua</a> </p> <p class="card-text"><strong>Abstract:</strong></p> <p>This paper is based on a study conducted in 2006 to assess the impact of computer usage on health of National Institute for Medical Research (NIMR) staff. NIMR being a research Institute, most of its staff spend substantial part of their working time on computers. There was notion among NIMR staff on possible prolonged computer usage health hazards. Hence, a study was conducted to establish facts and possible mitigation measures. A total of 144 NIMR staff were involved in the study of whom 63.2% were males and 36.8% females aged between 20 and 59 years. All staff cadres were included in the sample. The functions performed by Institute staff using computers includes; data management, proposal development and report writing, research activities, secretarial duties, accounting and administrative duties, on-line information retrieval and online communication through e-mail services. The interviewed staff had been using computers for 1-8 hours a day and for a period ranging from 1 to 20 years. The study has indicated ergonomic hazards for a significant proportion of interviewees (63%) of various kinds ranging from backache to eyesight related problems. The authors highlighted major issues which are substantially applicable in preventing occurrences of computer related problems and they urged NIMR Management and/or the government of Tanzania opts to
