تعود التظاهرات لتأخذ منحى مختلفا هذه المرة. <br/>فالتظاهرات لم تقتصر تداعياتها على كشف ما يمكن ان يسمى بالشرخ في الثقة بين الحكومة الكردية والشباب في مدينة السليمانية الذين تستمر تظاهراتهم لاكثر من سبعة اسابيع بل كشفت ايضا عن دخول الولايات المتحدة على الخط لتضيف الى ضغوط المتظاهرين على الحكومة ضغوطا اخرى. <br/>وفيما يكمن أن يوصف بأنه زلة قدم كشفت حركة التغيير الكردية المعارضة على موقعها الالكتروني عن حوارات سرية مع المسؤولين الأميركيين بينت فيها وجود ضغوط امريكية على قادة الاقليم لعدم منع التظاهرات الشعبية ووقف التصدي لها باستعمال القوة. <br/>ونقل الحزب ايضا عن السكرتير الاول بالسفارة الامريكية ببغداد جيشوا هاري، خلال لقاء جمعه باثنين من اعضاء مجلس النواب العراقي عن قائمة التغيير، "ان السفارة اتصلت برئيس اقليم كردستان مسعود البرزاني و ابلغته بانه لا يجوز وباي شكل من الاشكال استعمال العنف ضد المتظاهرين. <br/>التسريبات لاقت امتعاضا من قبل السفارة الأميركية التي اكدت انه لا يحق لمسؤولي الحركة الكردية نشر تفاصيل حواراتهم مع المسؤولين الامريكان عبر وسائل الاعلام مضيفة في بيان لها إن "التقارير الصحفية التي وردت في موقع الحركة وتحدثت عن وجود تبادل دبلوماسي خاص بين مسؤولي حزب كوران وأحد الموظفين بالقسم السياسي في السفارة الأمريكية في بغداد هي غير صحيحة، وأنه ليس من صلاحيات المسؤولين في حزب غوران مناقشة هذه المحادثة مع وسائل الإعلام". <br/>لكن الموقع او الحركة لم ينشرا أي نفي او تراجع عن التصريحات التي نقل بعضها عن الديبلوماسي الامريكي قوله بان واشنطن اعترضت اثناء التصديق على قانون تنظيم التظاهرات في الاقليم، لقلقها من ان تمنع التظاهرات وهذا ما حدث فعلا على الرغم من وعود القادة الكرد.. <br/>بحسب الموقع المعارض الذي اضاف ان السفارة الامريكية تطالب مسؤولي الاقليم باستمرار اثناء اللقاءات بالتجاوب مع مطالب المتظاهرين وعدم منع التظاهرات، وانهم سيبلغون الطالباني خلال الايام المقبلة ذات الرأي. <br/>وبغض النظر عن وصف السفارة للتسريبات بغير الصحيحة فان ابداء هذا الموقف القوي والرد ببيان بعد اقل من ثلاثة ايام على نشر الخبر قد يكون مؤشرا على وجود نسبة من الحقيقة في التسريبات وهو ما يعتبره مراقبون أنه يضيف ضغطا اخر على السلطة الكردية التي لا تزال تواجه اصرار المتظاهرين على مواصلة الاحتجاجات، وأيضا يمثل شرخا بين الولايات المتحدة والسلطة الكردية التي عرفت دائما بأنها صديقة لها. </p> </p></div> <h3><font color="#800000">استشهاد وإصابة عشرين شخصا بتفجيرين انتحاريين عند بوابة المنطقة الخضراء </font></h3> <p>قال مصدر امني الاثنين ان عشرين شخصا سقطوا بين شهيد وجريح بينهم جنود بتفجيرين انتحاريين بسيارتين مفخختين استهدفتا تجمعا للموظفين عند بوابة المنطقة الخضراء,</p> <p>وسط بغداد واكد المصدر إن حصيلة التفجيرين الانتحاريين بسيارتين مفخختين الذين استهدفا تجمعا للمواطنين والموظفين عند بوابة المنطقة الخضراء في حي القادسية وسط بغداد بلغت خمسة شهداء و15 جريحا فضلا عن إلحاق أضرار مادية بعدد من السيارات وأضاف أن سيارات الإسعاف نقلت الشهداء إلى دائرة الطب العدلي والجرحى إلى مستشفى قريب لتلقي العلاج فيما طوقا القوات الأمنية منطقة الحادث ومنعت الاقتراب منه.</p> <p><strong>ارتفاع حصيلة جرحى تظاهرة السليمانية إلى 14 شخصا </strong></p> <p>أعلنت دائرة صحة السليمانية عن ارتفاع حصيلة جرحى تظاهرة السليمانية إلى 14 بينهم صحافية وخمسة من عناصر الشرطة.وقال مدير صحة السليمانية إن مستشفى طوارئ السليمانية،</p> <p>استقبلت حتى ألان  14 جريحا بينهم صحافية وخمسة من عناصر الشرطة خلال التظاهرات التي شهدتها المحافظة  مبينا أن إصابات عناصر الشرطة ناجمة عن الحجارة التي لقاها المتظاهرون.</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية </font></span></strong></p> <p><strong>مقتل طالبة واصابة اخرين بانفجار ناسفة قرب جامعة بغداد </strong></p> <p>قتلت طالبة وجرح عدد اخر بانفجار عبوة ناسفة كانت مزروعة على جانب الطريق انفجرت صباح اليوم على باص ينقل طلبة قرب جامعة بغداد مما ادى الى تدمير الباص بالكامل بحسب قول مصدر في الشرطة . واضاف المصدر ان القوات الامنية اغلقت المنطقة على الفور ونقلت سيارات الاسعاف الجرحى.</p> <p><strong>القوات التركية تجدد قصفها لمناطق حدودية تابعة لمحافظة دهوك </strong></p> <p>أفاد شهود عيان الاثنين بان مناطق حدودية تابعة لمحافظة دهوك تعرضت إلى قصف مدفعي تركي وفي الوقت الذي أكدوا فيه أن القصف لم يخلف خسائر بشرية إلاَّ أنهم لفتوا إلى انه أحدث هلعاً بين سكان المنطقة.</p> <p>وقال مختار قرية تري شمال قضاء العمادية سولاقة يلدا إيشو إن نحو ثماني قذائف راجمات تركية سقطت صباح اليوم الاثنين على منطقة زيوة الحدودية مضيفاً أن القصف استمر نحو نصف ساعة وبعدها جابت طائرة هيلوكبتر تركية في سماء المنطقة التي تعرضت للقصف.وأكد إيشو أن القصف لم يخلف خسائر بشرية إلاّ أنها أحدثت هلعا لدى الأهالي الذين كانوا يمارسون أعمالهم في المزارع.وتشهد المناطق المحاذية للشريط الحدودي مع تركيا منذ أكثر من ثلاثة أعوام هجمات بالمدفعية وغارات للطائرات الحربية التركية بذريعة ضرب عناصر حزب العمال الكردستاني المتواجد في تلك المناطق منذ أكثر من 25 عاماً.</p> <p><strong>تضرر محل لبيع المشروبات الكحولية بانفجار ناسفة وسط بغداد</strong></p> <p>أفاد مصدر امني الاثنين بأن أربعة مدنيين أصيبوا بانفجار عبوة ناسفة وسط بغداد.وقال المصدر</p> <p> إن عبوة ناسفة كانت مزروعة على جانب الطريق انفجرت صباح اليوم قرب مطعم شميساني ,</p> <p>بمنطقة الجادرية وسط بغداد ما أسفر عن إصابة أربعة مدنيين تصادف مرورهم لحظة وقوع الانفجار.وأضاف المصدر ان قوة أمنية فرضت طوقا أمنيا على مكان الحادث ونقلت الجرحى إلى مستشفى قريب لتلقي العلاج.</p> <p><strong>استشهاد واصابة 3 جنود بانفجار عبوة في الطارمية </strong></p> <p>استشهد جندي واصيب اثنان اخران بجروح بانفجار عبوة ناسفة استهدفت دوريتهم شمالي بغداد اليوم وافاد مصدر في الشرطة ان جنديا استشهد واصيب اثنان اخران بجروح بانفجار</p> <p>عبوة ناسفة استهدف دورية للجيش العراقي في منطقة الطارمية شمالي بغداد. مضيفا ان الانفجار اسفر ايضا عن الحاق اضرار باحدى عجلات الدورية.</p> </p></div> </div> </div> class="external" target="_blank">Reuters</a>) – A group of men recently ordered Siham al-Zubaidi to close down her Baghdad hair salon for two months for Shi’ite religious festivities. She had no idea who they were but complied because she feared for her life.</p> <p>"Can you just tell me who will pay the rent of my shop for these two months? What shall I do to support my family? What is the relation between hair dressing and religious events?" Zubaidi, 40, asked furiously.</p> <p>"This is a new dictatorship. They want Iraq to be an Islamic state. But this is not right. Iraq includes a variety of religious factions … These are alien ideas, not Iraqi."</p> <p>Recent efforts by authorities, clergy and unknown bands of neighborhood enforcers to police morals by shutting nightclubs, bars and other establishments has heightened concerns among academics and intellectuals that Iraq, now emerging from war, is displaying the tendencies of a hard-line Islamic state.</p> <p>Baghdad’s local government this month re-activated a federal order from last year to close down the capital’s nightclubs and liquor shops due to concern the venues were undermining morals.</p> <p>Last week, anti-American Shi’ite cleric Moqtada al-Sadr issued a strongly worded statement calling for Iraqis to take a stand against "corruption, intoxication and addiction."</p> <p>The crackdown in Baghdad was preceded by similar actions in some Shi’ite-majority provinces in the south.</p> <p>"What is going on are normal consequences when religious parties take over power. They start with such practices, and end the way the Taliban in Afghanistan ended, or other parties in <a href="https://web.archive.org/web/20120516011838/http://www.reuters.com/places/iran" class="external" target="_blank">Iran</a>," Baghdad political analyst Hazim al-Nuaimi said.</p> <p>In September, local authorities in Babil province prevented an arts festival that has been held yearly since before 2003. Security forces told organizers a day after the festival started to end it because it included dance shows.</p> <p>In the southern city of Basra, the government shut down a foreign circus a few days after it opened last month. It was the first circus the province had hosted in decades.</p> <p>Basra authorities said the government department of Shi’ite endowments held that the land on which the circus was set up could not be used in a way that violated Islamic Sharia law.</p> <p>The new measures sparked protests by some Iraqis who said the government is trying to kill freedom more than seven years after the U.S.-led invasion that ousted Sunni dictator Saddam Hussein and paved the way for majority Shi’ites to take power.</p> <p>RADICAL CONCEPTS</p> <p>"What is going on, in fact, is an attempt to impose the radical concepts of the Islamic fundamentalist parties who dominate the political scene in Iraq…that’s what we are afraid of," said Qasim Mohammed, a journalist who protested with dozens of others in Baghdad’s main square Sunday.</p> <p>Kamel al-Zaidi, head of the Baghdad provincial council, described the protesters in televised comments as "paid people who want to turn Iraq into a community of atheists."</p> <p>But the crackdown, alongside a series of attacks on Iraq’s minority Christian community, raised questions about freedom of religion and expression in mainly Muslim Iraq.</p> <p>In the worst of the attacks, dozens died after Sunni insurgents took hostages at a Baghdad cathedral on October 31. Hundreds of Christian families have since fled for the relative safety of the Kurdish north, and abroad.</p> <p>During Friday prayers last week, many Shi’ite clerics supported the Baghdad provincial council and called on the government to show more determination.</p> <p>"The decision of the government and the provincial council is right," said Sadr al Din al Qubanchi, a prominent cleric in the Supreme Islamic Iraqi Council, a Shi’ite political bloc.</p> <p>"Those who condemn it must realize that the Iraqi identity is Islamic, and the government is responsible for practicing this identity," said Qubanchi in a speech in the Shi’ite holy city of Najaf.</p> <p>Sabbar al-Saeidi, the head of the legal committee of the Baghdad provincial council, defended the new measures.</p> <p>"The measures are aimed at fighting anything against moral and public discipline, whether it is a circus or not," Saeidi said.</p> <p>Overt and illegal acts of religious intimidation may have been worse three years ago, when Shi’ite militias and Sunni insurgents roamed Iraq freely.</p> <p>Now, bands of loosely organised, unknown men are carrying out threats quietly against liquor shops, schools and other establishments, and with groups like Sadr’s movement claiming a share of political power, critics say the government is closing its eyes to the intimidation.</p> <p>NAKED STATUES</p> <p>Residents of Baghdad’s mainly Shi’ite Shaab district say many alcohol shops have been attacked in recent weeks.</p> <p>At a government-run fine arts institute in Baghdad, unknown men showed up this week and ordered the removal of all statues from the yard, an official of the facility said.</p> <p>They said "it is not good to show such statues. Some of them are naked," said the official, who asked not to be named because he feared for his safety.</p> <p>The music program at the school was shut down. Students are not allowed to wear short skirts, short sleeve shirts or makeup, according to a female student.</p> <p>"(A school official) told us it is Haram (forbidden). Some teachers consider any girl who does this as absent," she said. "A top official once put an X on my classmate’s leg as she was wearing a short skirt."</p> <p>Protesters on both sides have taken to the streets. On Friday hundreds responded to Sadr’s call.</p> <p>"Stand against those who want to disseminate corruption, intoxication, and addiction (to alcohol), to make Iraq drift toward ignorance, degeneration, lewdness, to make our society rot like the West," Sadr said in his statement.</p> <p>Political analysts said the coming era could see an escalation of intimidation as Sadr’s fundamentalist religious movement plays a larger role in government.</p> <p>Sadr won 39 seats in a March parliamentary election and then pledged support for incumbent Prime Minister Nuri al-Maliki, a key step in an agreement between political blocs that end a months-long political impasse.</p> <p>"What is going on is a new tendency of a new culture that wants to take us backward," said Haider Munaathar, a well-known actor and head of Iraq’s theater union. Many carried Sadr’s photograph and held up banners which read "We call for the immediate closure of all nightclubs and bars".</p> <p>"Walk out after the sacred Friday prayers to demonstrate support for the closure of the bars and liquor shops," Sadr said in a statement.</p> <p>"Stand against those who want to disseminate corruption, intoxication, and addiction (to alcohol), to make Iraq drift towards ignorance, corruption, lewdness, to make our society rot like the West."</p> <p>Authorities last year ordered the closure of all Baghdad nightclubs and shops selling alcohol because of concern that the venues were undermining morals. The provincial council has renewed its efforts to close clubs and liquor shops.</p> <p>Mainly Muslim Iraq is a conservative society, where many women cover their hair and bodies and most men and women eschew alcohol, which is proscribed under Islamic law.</p> <p>However, Iraq’s stance on alcohol is still relatively liberal compared to its neighbours Saudi Arabia and Kuwait, where the possession of alcohol is banned.</p> <p>Sunni dictator Saddam Hussein, who was toppled by the U.S.-led invasion in 2003, legally allowed shops to sell alcohol, although bars and nightclubs were banned towards the end of his rule.</p> <p>The call by Sadr to shut down clubs and liquor stores throughout the country has angered some who say it is a move to turn Iraq into a more hardline Islamic state.</p> <p>"What is going on are attempts to turn Iraq into an Islamic republic similar to the one in Iran," an Iraqi writer and a member of the Iraqi union for writers said, declining to give his name.</p> <p>"They (authorities) said that they will close the stores and the clubs that do not have a valid licence. We cannot give up our businesses, so we are very worried about this decision."</p> <p>Raeed said he believed the authorities would face difficulties applying the decision. </p> <p>“The municipality authorities cannot enforce this decree, because some liquor stores might sell glasses and ice with the alcohol or sell them secretly from their homes,” he said.</p> <p>Authorities in Ankawa say there are more than 100 stores and bars in the district selling alcohol.</p> <p>Marbin told Rudaw the reason behind the ban was because some stores sold alcohol improperly and people drank on the streets and inside liquor stores.</p> <p>“Many young people visit Ankawa on a daily basis to drink alcohol,” said Marbin. </p> <p>“They drink it in an uncivilized manner, throw the bottles down creating litter and then roam around the streets while intoxicated and start harassing women and men.”</p> <p>Asked about the local businesses’ disgruntlement with the ban, Marbin said the merchant’s criticism was “not fair because they are the ones who have caused this situation… After the issuance of this decree, anybody who violates the rules will have their health certificates and licenses withdrawn from them."</p> <p>In recent times, Ankawa has been the safest and most affluent place for Christians in Iraq. His al-Iraqiya coalition won 91 seats in the 325-seat parliament, against 89 seats for the prime minister Nouri al-Maliki’s State of Law bloc. </p> <p>As interim prime minister in 2004-2005 Mr Allawi ran an administration chiefly notable for its incompetence and corruption, so his political rebirth is astonishing. It has happened because, whatever his failings then, the bloodbath that followed his rule was even worse, particularly for the Sunni community which had been ousted from power with the overthrow of Saddam Hussein. </p> <p>This is Mr Allawi’s strength, and his weakness. His success was the result of a massive turn-out of Sunni voters, enabling him to sweep away the opposition in the Sunni-majority provinces north and west of Baghdad. He also did well in the capital, now very much Shia dominated, which means that many Shia were attracted by his nationalist and non-sectarian platform. </p> <p>But the political landscape of Iraq remains determined by sectarian and ethnic differences between Shia and Sunni Arabs and the Kurds. The strength of Mr Allawi is the backing of the Sunni, but they make up only 15 to 20 per cent of the population while at least 60 per cent are Shia and a further 15 to 20 per cent are Kurdish. For many Shia and Kurds the resurgence of the Sunni is threatening, and they will try to limit it by preventing Mr Allawi forming a government with the top jobs going to his Sunni allies. </p> <p>Surprising as Mr Allawi’s triumph may be, it is also something of a mirage because the Shia vote was split between Mr Maliki’s State of Law and the Iraqi National Alliance (INA) which won 70 seats. The INA is made up of two Shia religious parties, the Islamic Supreme Council of Iraq and the followers of the nationalist cleric Muqtada al-Sadr. The revival of the latter, who represent the Shia poor, has been the second upset of the election. </p> <p>The two big Shia blocs – State of Law and the INA – are now in talks about a merger which would give them almost half the seats in parliament. A new government would only need the addition of the 43 seats of the main Kurdish party to give them a majority. The Kurds and the INA will probably ask for a new prime minister, replacing Mr Maliki with whom both have quarrelled. The Kurds would have difficulty doing a deal with Mr Allawi because over a third of his seats are in provinces disputed between Sunni Arab and Kurd. </p> <p>Iraqi politics are highly complex because there are so many players at home and abroad, none of whom trust each other. One of the reasons why negotiations to form a new government will be so long is that each side will try to lure members of opposing coalitions into their own camp by offering jobs in the government. </p> <p>But the election does mark an important moment of transition in Iraq post Saddam Hussein, in which a new set of winners and losers is emerging. The good news is that the Sunni community which boycotted the last parliamentary election in 2005 have taken part in the poll, and, so long as they are not marginalised in the formation of a new government, have no reason to take up arms again. The same is true of the Sadrists, who won some 40 seats in parliament, and whose Mehdi Army militia fought the Americans in 2004 and were in the forefront of the Shia-Sunni civil war in 2006-7. </p> <p>The election marks other important trends in Iraq. There is an anti-incumbency mood, understandable given the corruption and dysfunctional nature of the government. Poverty is overwhelming. No sooner was the election over than people from the slums and shanty towns of Baghdad rushed out to remove the hoardings carrying political advertisements to sell or use as roofs and walls in their own houses. </p> <p>Mr Maliki ought to have done better because he controls the state machinery, with its $60bn a year in oil revenues and several million jobs. This power of patronage was not as effective as it should have been because so much of the Iraqi government is parasitic, no service being performed unless accompanied by a bribe.</p> <p>Iraqis remain highly conscious of which community they belong to, though the mood is more secular and nationalist. But this growth of secularism can be exaggerated and the local authorities are closing down the remaining Christian-owned liquor stores in Shia cities such as Basra. In the final days of the campaign the Shia parties had no inhibitions about portraying Mr Allawi as a Sunni puppet. On the other hand, the vote in Baghdad, where al-Iraqiya won 24 seats and State of Law 26, shows that appeals to sectarian loyalties do not resonate as much as they once did. </p> <p>What happens next in Iraq will not be decided entirely within the country. Mr Allawi’s campaign was heavily financed by Saudi Arabia and other Sunni Arab states. This money will continue to provide the glue holding his disparate coalition together. The Iranians will similarly support the Shia parties coming together to form the core of a new government, though without Mr Maliki. As the American forces continue to withdraw on schedule, Iraq will remain violent and divided. Zeid Majid Youssef, a 30-year-old worker, was killed in the western part of the city. One of his attacker got out of the car to make sure he was dead. In another sign that Iraq is drifting towards fundamentalism, authorities in the province of Babylon closed down the last liquor store in the area, this despite the fact that the separation of state and religion is enshrined in the constitution. </p> <p>A few days after a <a href="https://web.archive.org/web/20120516011838/http://www.asianews.it/index.php?l=en&art=17136&size=" class="external" target="_blank">double attack against churches in Mosul</a> left an eight-day baby girl dead, anti-Christian attacks continue. Sources had told <em>AsiaNews </em>that community “was destined to die”.</p> <p>The attackers drove up and shot dead Zeid Majid Youssef as he as entering his home after parking his car.</p> <p>Mohammad Abdel al-Jabbar, who saw what happened, said that one of the criminals “got out of the car to make sure that he was dead” before the car took off “quickly”, execution style.</p> <p>Local sources said that the young man was buried in the cemetery near the Immaculate Church, in Tahira. In the past, the building has suffered a lot of damage as a result of two car bombs.</p> <p>The murder is part of a plan to “ethnically cleanse” Iraqi Christians through targeted killings.</p> <p>Speaking with <em>AsiaNews</em> Mgr Louis Sako, archbishop of Kirkuk, had slammed what was happening as the national government and the local governatorate proved unable to stop events, and the city’s various ethnic groups, Arab, Kurdish and Turkmen, with possible foreign involvement, blamed each other.</p> <p>In the province of Babylon, 90 kilometres south of Baghdad, the authorities closed down the last liquor store. It belonged to a Yazidi family, and the storeowner was arrested by police on Monday.</p> <p>Firas Sardar, 25, said that his uncle “Mourad, 45, was stopped by some agents . . . Since then we have not seen him.”</p> <p>The man’s son explained that plainclothes police officers intervened because “neighbours had complained about shouting and noise caused by clients.” </p> <p>Firas Sardar said that Hilla, the capital of the province of Babylon, has only two Yazidi families, related to one another. Both have involved in the sale of alcohol for more than 40 years. </p> <p>Until the fall of the regime of Saddam Hussein, they were properly authorised to do so. It forbids Muslims from drinking or even selling alcohol.</p> <p>The general rule in Islam is that any beverage that get people intoxicated when taken is unlawful, both in small and large quantities, whether it is alcohol, drugs, fermented raisin drink or something else.</p> <h3>Mixed Reactions</h3> <p>Ala’a, the primary school teacher, is now worried about her three son.</p> <p>"I have youth at home who are willing to try new experience in life and they have colleagues who use to drink," she told IOL.</p> <p>"Every time my sons go out with them I pray for them to come back clean, without drinking alcohol which is against my religion."</p> <p>Alcohol consumption is reaching worrying levels in Iraq, especially among youths of different social classes and genders.</p> <p>Any person can buy the intoxicating products without being asked to prove his age.</p> <p>"If they had kept the ban, at least I will know that it is hard to be consumed and I will sleep better knowing that my sons are much more protected," fumed Ala’a.</p> <p>But Basra local authorities are defending their decision.</p> <p>"Although Muslims are the majority in the region, prohibiting the alcohol consumption now will hurt democracy and force minorities to look for unsafe options," argues Hashimi Aleiybi, a spokesman for Basra Governorate Consul.</p> <p>Authorities say they were forced to ban alcohol under pressures from religious politicians and groups.</p> <p>"We were pressured by religious entities and politicians to ban alcohol consumption," Khalid Abdullah, senior official in Basra Provincial Council, recalled.</p> <p>"We were the only province to ban alcohol and it is unfair for the minorities who run the business and were being forced to close their shops and move to other parts of the country."</p> <p>The sale and consumption of alcohol is authorized across Iraq, including the capital Baghdad.</p> <p>During Saddam Hussein’s regime, alcohol consumption in public places was forbidden.</p> <p>But in 2005, the Ministry of Interior abolished restrictions on alcohol, nightclubs and casinos introduced in the 1990s.</p> <p>Now bars, pubs and liquor stores are back to business and proliferating.</p> <p>"We have to be aware that any person has the right to use, buy or sell what he thinks is important for him, even if it is unhealthy under Islamic eyes," argues Abdullah.</p> <p>"If Muslims don’t want contact with alcohol, they just have to keep away from the shops, but forcing the total closure is unfair and unconstitutional."</p> <p>Salah Kareem Jassin, 38, agrees.</p> <p>"Everything that is prohibited is more interesting. Mgr Sako, bishop of Kirkuk, says Iraq’s constitution is ambiguous because it respects religious freedom whilst banning laws contrary to the principles of Islam.</p> <p>by Layla Yousif Rahema </p> </p></div> <p>Baghdad (<a title="AsiaNews" href="https://web.archive.org/web/20120516011838/http://www.asianews.it/index.php?l=en&art=16634&size=A" class="external" target="_blank">AsiaNews</a>) –For the past ten days, no one has been able to drink or buy alcoholic beverages in Najaf because of a bylaw adopted by local authorities. The decision comes as the latest in a series, suggesting that Sharia is being slowly implemented in Iraq, and that it also applies to non-Muslims.</p> <p>Najaf is considered a holy city for Shia Muslims because the first Shia imam and fourth caliph, Ali ibn Abi Talib, is buried there. Because of the city’s special nature as a Shia holy city, the provincial council ruled unanimously that “drinking, selling or transporting alcohol of any kind in whatever quantity” was inappropriate since such activities are incompatible with Islam. Violators, even if they belong to another religion, face the possibility of being sued before a court. The ruling applies to the city of Najaf and its province and includes a ban on advertising. </p> <p>It is a decision “against democracy, civil liberties and human rights,” said Mgr Louis Sako, Chaldean archbishop of Kirkuk. “It will just encourage trade in bootleg alcohol because people will continue to drink, but in secret.” </p> <p>More importantly, the new rule is a sign that Islamic law is creeping into some Iraqi cities, Mgr Sako warns.</p> <p>Last August for example, the Basra Provincial Council, which rules over Iraq’s second largest city, banned the sale of alcoholic beverages following a request by Shia parties, which dominate this southern region.</p> <p>Ahmad al Sulaiti, deputy governor of the province and a religious leader elected with the Islamic Supreme Council of Iraq (previously known as the Supreme Council for the Islamic Revolution in Iraq or SCIRI), motivated the ban on alcoholic beverages on the ground that Iraq’s constitution “bans everything that violates the principles of Islam.”</p> <p>The problem lies with constitution itself. When the new charter was adopted, religious minorities, especially Christians, had pointed out its ambiguities.</p> <p>“It guarantees respect for religious freedoms, but at the same time in Article 6 establishes that no law can be adopted that is contrary to the Muslim religion,” Mgr Sako said. “It was clear from the start that this would create serious problems for minorities.” </p> <p>For historical reasons, the sale of alcoholic beverages is in the hands of the Christian community and represents an important source of income for Christians. However, terrorism and attacks by Muslim fundamentalists against stores selling alcoholic products have forced many businesses to close. Now, many of those who still sell such products expect the new bylaw to hit their already half-empty pockets even harder. </p> <p>According to Mgr Sako, Iraq needs leaders who are “more realistic, open and truly willing to help people mature.” The constitution, for example, “does not envisage in any concrete way how to guarantee equality between men and women, regulate polygamy or the right to convert, something which is banned by Islam but which pertains to the realm of freedom of conscience.”</p> <p>For the prelate, there is a risk that “Iraq will fall back a few centuries, when Sharia
