It’s not saying anything that he has not said before.</p> <p style="text-align: left; unicode-bidi: bidi-override; direction: ltr">What Sadr has said is that he is “freezing the activities of the Mahdi Army” and that this freeze of <strong><em>Mahdi Army</em></strong> activity will remain in force even if American troops were to remain in Iraq after December 31<sup>st</sup> 2011.</p> <p style="text-align: left; unicode-bidi: bidi-override; direction: ltr">The continued standdown applies <em><strong>only</strong></em> to the Mahdi Army. The situation for the Promised Day Brigades is different. <em>Al-Sadr has ordered a tactical ceasefire only for the Promised Day Brigades</em> with a view to facilitating the withdrawal of the American invaders’ occupation forces.</p> <blockquote><p>"In order that Iraq can recover its independence through the withdrawal of the invaders from our territory, I judge it indispensable to halt all armed resistance operations until the complete withdrawal of the occupying forces. If the pullout is completed and there is no longer a single US soldier on our territory, the military operations will end definitively but if that is not the case and Iraq remains in a state of dependency, they will resume with increased vigour."</p> </blockquote> <p>He went on to say that he was working  <em>"hand in hand"</em>  with Maliki’s government  <em>"to achieve the liberation of the country and supporting it against US pressure."</em>  </p> <p>Several  points arise from this. It’s a public demonstration of his  firm grip on the loyalties of his followers. It clears the way (and gives political blessing to) operations against splinter groups. Scrawled in paint, it is a simple and, to many Iraqis, chilling promise: "The Mahdi Army is returning."</p> <p>On the buildings that line the streets and alleyways of neighbourhoods in the Shiite strongholds of north-eastern Baghdad, similarly foreboding messages admonish men against shaving their beards and women against forsaking the abaya for western clothing. Iraq’s security forces quickly whitewash over the warnings, only for them to reappear elsewhere.</p> <p>They appear to be a calling card of the Mahdi Army which, at the height of its influence in Baghdad after the US-led invasion of 2003, prohibited Iraqis from watching football on television on the ground that sport was against the teachings of Islam. It also operated death squads and fought US troops and Sunni militants with equal ferocity.</p> <p>The feared Shiite militia was disbanded in 2008, but the prospect of its return has never been far from the minds of Iraqis. That possibility inched closer to reality when the Sadrist movement, which encompasses the Mahdi Army, won a prominent role in the government in last year’s elections.</p> <p>It is not only graffiti that has heralded a revival of the Madhi Army. Muqtada al Sadr, the cleric who leads the Sadrist movement, has openly threatened to deploy it.</p> <p>In an address read out to thousands of his loyalists in Baghdad on Saturday, Mr al Sadr said he would revoke the orders freezing Mahdi Army activity and instruct the militia to resume military resistance against US troops if they remain in Iraq after the end of this year.</p> <p>Under an agreement between Baghdad and Washington, all US military personnel are due to leave by the start of 2012, but US defence chiefs have hinted that they would like a sizeable force to remain beyond that point to prevent a security vacuum.</p> <p>Hazem al Araji, a Sadrist official, underlined the point, telling Saturday’s cheering crowd they were "all time bombs and the detonators in the hands of Muqtada al Sadr" unless American troops withdraw on schedule.</p> <p>Abu Ali, a former Mahdi Army commander from southern Baghdad, said he and his men were now on standby.</p> <p>"That speech was zero-hour for us to begin our preparations," he said. Abu Ali was released from prison about four months ago as part of a political deal with Mr al Sadr that secured a parliamentary majority for the prime minister, Nouri al Maliki, and thus a second term of office.</p> <p>"We are on alert, and if, by 2012, the American forces don’t leave, we will be at war with them," he said. "For now, we are watching and getting ready so that we are prepared for the end of the year."</p> <p>If the order were given to resume the war, US forces would not be the only targets. "Disloyal" Iraqis who were assisting American troops would also be singled out, Abu Ali said.</p> <p>He had no doubt the militia would be back in combat within eight months. "The Americans won’t leave, they want to keep at least 10,000 soldiers here," he said. "We have sources inside the Iraqi government so we know what they are planning."</p> <p>The Sadrists’ office in Baghdad declined to comment, but a government official allied to the Sadrists’ political wing said militia preparations were under way.</p> <p>"In the past two weeks we’ve seen them start putting weapons arsenals up in their neighbourhoods and towns, and preparing new strongholds for operations in places like Ameen [in Baghdad] and Kut [a city in southern Iraq]," the official said. "It will not be good, it’s going to cause problems for the community if they clash with the government forces and Americans again."</p> <p>The official said hardline Mahdi Army leaders, many of whom had been released from jail or returned from exile in Iran, were motivated more by vengeance than by the desire to build a modern and prosperous Iraq.</p> <p>"Their real goal is to take revenge against the army that defeated them," he said. Iraqi government forces routed the Mahdi Army in 2008 in a series of military clashes in which hundreds of militias fighters were captured, killed or fled to Iran.</p> <p>"Unless he is careful, Muqtada al Sadr is going to lead the country back into battle and back into more problems," he said.</p> <p>An Iraqi intelligence officer stationed in Kut, the administrative capital of Wasit province, 180km south of Baghdad, said security forces had information about Mahdi Army commanders trying to reactivate cells in the city and other southern provinces.</p> <p>"At the moment we have no orders to move against them. We are waiting for national intelligence plans to be drawn up," he said. "There is a possibility of the Mahdi Army being reactivated in Kut. It’s a concern."</p> <p>The officer said slogans promising the militia’s return had been painted on walls in towns in Wasit province, but that it was unclear who was behind it. "It might be the Sadrists, or it might someone else trying to make the people panic," he said.</p> <p>Yacoub al Yasari, an independent political analyst who monitors the Mahdi Army, said he had "no doubt" it would return.</p> <p>"The equation is simple: the Americans will not leave Iraq and they will clash with the Mahdi Army again," he said. Hazem al-Araji, is the Imam of the largest Shia mosque in Baghdad. He and his brother Baha al-Araji (who leads the Sadrist bloc in parliament) are both <em>very</em> senior Sadrist leaders. You can take it that his "ticking time bombs" remark was cleared in advance. What else can can you take for granted?</p> <p>You can take for granted that when Muqtada al-Sadr says flat out that he’ll order the resumption of military operations by the Jaish al-Mahdi if the hated American invaders don’t depart on time that he means it.</p> <p>You can take it that when Hazem al-Araji says that they’re all "ticking time bombs" that he knows what he’s talking about and that he means it.</p> <p>You can also take it that their audience approves, I was invited to witness the demonstration in al- Mustansiriyah Square, when the part of al-Sadr’s statement in which he discussed escalating military operations was read out there was a full throated roar of approval from the crowd the same was true when al-Araji made his ticking time bombs comment.</p> <p>Finally you should not take for granted that the Jaish al-Mahdi have been inactive. They haven’t, they’ve been training. ترشيح رئيس للحكومة الجديدة من حزب الدعوة مقابل اصرار زعيم هذا الحزب نوري المالكي على نيل هذا المنصب؟</p> <p>- الموضوع ليس ترشيح المالكي أو عدم ترشيحه أو رفض مرشح من حزب الدعوة، ولكن في واقع الامر نريد أكثر من مرشح لرئاسة الوزراء، ولأن الموضوع فني وليس سياسيًا، فأسباب الرفض فنية،فنحن نريد ترشيح أكثر من شخصية لرئاسة الوزراء لأنه منصب لكل العراقيين  ولكل الاحزاب والكتل. فبالتالي إذا حصل رفض من كتل اخرى عند التفاوض على هذه الشخصية فسيكون هناك بديل  متوفر.. أما اذا كان هناك مرشح واحد وتحدث المشكلة نفسها التي واجهت الجعفري (رئيس الوزراء السابق الذي اضطر للتنازل عن الترشح للمنصب من جديد لاعتراض قوى سياسية عليه) مع اننا كنا في ائتلاف واحد ولدينا آليات للاستبدال أما الان وعندما يكون التوافق بين ائتلافين او اكثر فان الصعوبة في هذا الامر تكون اكبر من ناحية ألاستبدال لذلك نريد أكثر من خيار ونحن لانرفض المالكي او حزب الدعوة.</p> <p>*هل لدى التيار الصدري تحفظات على تولي علاوي رئاسة الحكومة الجديدة .. وان تولاها ما هو موقفكم من ذلك ؟</p> <p>- نحن نتعامل مع جميع الكتل على قدم المساواة و نتفاوض مع الجميع ومن نتاج التفاوضات مع جميع الكتل سيكون هناك اتفاق ورضى عام على شخصية مقبولة من الجميع وعندها سنكون جزءًا من هذه العملية.</p> <p>*ما موقف التيار الصدري من تدخلات بعض دول الجوار، وتحديدًا ايران بالشأن الداخلي العراقي والذي بات يشكل خطرًا على حد وصف الادارة الاميركية؟</p> <p>- نحن نرفض اي تدخل اجنبي في شؤون العراق الداخلية ونطمح لأن يكون القرار السياسي العراقي منطلقًا من الداخل،وأن يكون قرارًا عراقيًا خالصًا دون تدخل أي اقليمي أو عربي ونرغب في بناء علاقات قوية جدًّا مع دول الجوار الحريصة على الاستقرار في العراق.. وهناك الكثير من المصالح التي تربطنا بكل الدول المجاورة وخاصة من الناحية الاقتصادية ولكن التدخل في القرار السياسي العراقي مرفوض من جميع الدول سواء كانت ايران أو تركيا او اي دول عربية وغيرها.</p> <p>* الى أين وصلت التحالفات بين الائتلاف الوطني العراقي الذي تنتمون اليه وإئتلاف دولة القانون ؟</p> <p>-المفاوضات ما زالت مستمرة مع جميع الكتل بما فيها دولة القانون وقطعنا اشواطاكبيرة بين الائتلافين.*هل تتوقعون ان تشهد الايام  المقبلة انفراجًا نحو عقد تحالف بين الائتلافين؟</p> <p>- ان شاء الله الايام المقبلة ستشهد انفراجًا لصالح جميع الاطراف وهناك الكثير من المستجدات سوف تظهر الى العلن ومن دون تهميش لأي كتلة، لأننا نريد مشاركة جميع  الاطراف ونعتقد ان العراق بحاجة الى مرحلة انتقالية جديدة حتى تستقر الاوضاع لأن نتائج الانتخابات افرزت هذا الواقع الجديد والسبب هذه النتائج المتقاربة للكتل.</p> <p>*هل تعتقدون ان عملية اعادة عد الاصوات وفرزها ستسهم  في متغيّرات على الخارطة الانتخابية ؟- ان العد والفرز من الناحية القانونية صحيح بإعتبار ان هناك شكوى قدمت من ائتلاف دولة القانون وهذه الشكوى تم تقديمها وفق أدلة أقتنعت بها المحكمة ولكن من الناحية السياسية اعتقد ان الموضوع خطر لأن البوصلة الوحيدة الموجودة والتي تقود العملية السياسية هي نتائج الانتخابات..واذا تم فقدان هذه البوصلة فستفقد العملية السياسية بوصلتها وأتجاهها ولن نعرف الى أين نحن سائرون لأنه إذا صارت That is why he froze all activities of the Mahdi Army, so he can take a long hard look at membership and filter out the undisciplined, the reckless and the corrupt (of which there were plenty in 2003-2007).</p> <p>That is why he went back to the seminary, so he could elevate his academic credentials and rise from the rank of sayyed to that of an ayatollah (which enables him to issue fatwas) and grants him greater authority within the Shi’ite community at large. And that explains why, against all odds, he has insisted on refraining from any sectarian rhetoric, copying the Nasrallah model in Lebanon, who always speaks of Lebanon, not of Shi’ites.</p> <p>Muqtada also copied Hezbollah’s massive charity network, monopolizing education, hospitals and fund-raising within the Shi’ite districts of Iraq to make sure that no family goes to bed hungry and all receive a monthly stipend from the Mahdi Army. شمالي العراق.ويميل المحللون السياسيون في الصحيفة الى أنّ مقتدى الصدر قطع غيبته الإيرانية على الأغلب بضغط من قادة تياره، ولم يكن بيده سوى الظهور في تركيا. وأوضح المحللون أن الهدف الأساس هو دعم أتباعه الذين تركهم يواجهون مصيرهم في العراق منذ سنتين. وبرغم اهتمام (الصدر) بالانتخابات البرلمانية المقبلة في نهاية السنة، إلا أن المحللين يرون أنه يراهن على مدة ما بعد رحيل الأميركان. ويقول آخرون إنه ربما يخطط لـعودة مليونية على طريقة تظاهراته التي يدعو لها، لاسيما أنّه سيتحول في غضون السنتين المقبلتين الى آية وسيكون مسموحاً له  مذهبيا  بإصدار الفتاوى، فيما سيصبح اعتقاله مرفوضاً لكن ذلك قد يقتضي عدم تولّيه المسؤولية السياسية بشكل مباشر. وتقول الصحيفة إن (الصدر) يستفيد من حقيقة أن منافسه (عبد العزيز  حكيم) مصاب بالسرطان، ولا يستطيع القيام بزيارات للحصول على الدعم المماثل لمجلسه الأعلى   وأكدت الصحيفة أن (الصدر) يترقب اليوم الذي تبدأ فيه القوات الأميركية بمغادرة المدن العراقية هذا الصيف، ومثل أي زعيم سياسي في المشهد العراقي، يريد أن يملأ الفراغ. وأوضح المحللون السياسيون في آسيا تايمز إن زعيم التيار الصدري متلهف لأن يُنظر إليه في العالم وفي المحيط الإقليمي على أنه رجل دولة أكثر منه زعيم حرب عصابات. </p> <p dir="rtl" align="right">ويسعى بدأب على كسر الفكرة الشائعة عنه في الإعلام الغربي والأميركي بأنه مجرّد دمية بيد إيران وأنه لا يجيد غير الحرب المسلحة. وأوضح المحللون أن (الصدر) ينظر الى نفسه على انه (حسن نصرالله) آخر وأنه قادر على أن يمثل كل العراقيين، وعلى الظهور كرجل دولة عربي. ويتوقع هؤلاء المحللون أن يقوم بزيارات مماثلة للزيارة التركية الى قطر، ولبنان، وسوريا، قبل شهر كانون الأول المقبل الذي ستُجرى فيه الانتخابات البرلمانية. وتؤكد الصحيفة إن ما سيفعله (مقتدى الصدر) هو أن يكرر ما حدث لكثيرين من زعماء الميليشيات في التاريخ، فهم عندما يصلون الى نقطة معينة يصبحون فيها مستائين من الحرب، يحاولون طلب الشرعية من المحيط الإقليمي والدولي، بدلا من أن يبقوا أعضاء ميليشيات محظورة الجبوري، عضو كتلة التوافق السياسية السنية، بأن هذا "التوجه جيد، لكن إلى الآن الموضوع كله كلام ونحن بحاجة لرؤية أفعال".</p> <p>وأضافت المجلة أن زيارة الصدر لتركيا الأسبوع الماضي، وهي أول ظهور له خلال عامين تقريبا، جددت الحديث في بغداد عن التوقعات حول خططه خلال الأشهر والسنوات القادمة.</p> <p>وعلق تحسين الشيخلي، وهو متحدث باسم الحكومة العراقية، على زيارة الصدر بقوله: "أعتقد أن الصدر اختار تركيا بالذات ليظهر أنه ضد الطائفية، ولوَأد الشائعة المتداولة بأنه ألعوبة إيران".</p> <p>وذكرت المجلة أن عددا من الشخصيات البارزة في التيار الصدري رفضوا مناقشة الموضوع عندما اتصلت بهم، مما جعل بعض العراقيين يعاودون طرح سؤال قديم لا يبدو أن أحدا يقدر على الإجابة عنه ألا وهو: أين يعيش الصدر وما خطته القادمة؟</p> <p>والحقيقة، كما أوردت المجلة، هي أنه ليس هناك أحد -ولو أتباعه المقربون- يفهم فعلا أسلوب تفكير وأفعال الصدر ناهيك عن شخصيته الدينية. وأقرب افتراض في بغداد عن الصدر هو أن غيابه الطويل عن الأعين يعني أنه كان في دراسة دينية مكثفة في مدينة قم بإيران للحصول على مرتبة آية الله التي تمنحه سلطة إصدار أوامر عليا لها صبغة القانون عند كثير من الشيعة. وبهذه السلطة يمكن للصدر في النهاية أن يؤهل نفسه ليحل محل الشخصية الشيعية القيادية الحالية في العراق، آية الله العظمى <a href="https://web.archive.org/web/20120516032711/http://www.aljazeera.net/NR/exeres/A2701FDA-0983-4677-B3F8-2A5105E3D035.htm" class="external" target="_blank"><strong>علي السيستاني</strong></a>، الذي يعتقد أنه في أواخر السبعينيات من عمره.</p> <p>وأضافت المجلة أن طموح الصدر ليكون آية الله العظمى للعراق يعتبر مسلمة عند كثير من المراقبين في بغداد. لكن هل سيسمح رجال الدين الشيعة في إيران بأن يظل هذا الأمر معتما. فبعض المراقبين يعتقدون أن الصدر، "المشهور بخرقه" لا يمتلك الذكاء الذي يطلبه معلمو قم الدينيين في الراغبين في أن يكونوا آيات الله. وبعبارة أخرى، قد يرسب الصدر ولا يكمل مدرسة آية الله ولا يدرك أبدا نوع السلطة الدينية التي يعتقد الكثير أنه يرجو أن يستخدمها في العراق مستقبلا.</p> <p>وإذا اتضح أن الأمر على هذا النحو، فما زال بإمكان الصدر أن يعود للعراق ويعيد تأمين نفسه عند نقطة ما بورقتين سياسيتين قويتين يحتفظ بهما حاليا: كتلة كبيرة من الموالين له في البرلمان، ومليشيات جيش المهدي التي ما زالت قوية.</p> <p>وختمت مجلة تايم بأن الصدر ظل ثابتا على مبدأ الصمت. فلم يصرح بأي بيانات أثناء <blockquote><p>“Many Americans who voted for Barack Obama last November continue to believe he will do the right thing in Iraq. The reality is that, unless forced to do so from below, there will be none of the promised "change" in US foreign policy. Those on the receiving end of US policy in the Middle East, Iraq in particular, know this better than most Americans.” </p> </blockquote> <p>The US occupation of Iraq, which has become the full responsibility of President Barack Obama, is once again a bloodbath. Not that it had ceased to be violent, brutal and chaotic, for not one day has passed since the US invasion of Iraq was launched that hasn’t found several Iraqis being senselessly slaughtered. But rather than talking about three Iraqis being killed today, or two dozen, we are again talking about several dozen, and over 100 wounded, as we are seeing recently. Each of these Iraqis have been killed as a direct result of the US occupation of Iraq – their blood splattered on the hands of President Obama, who, during a visit to Baghdad’s airport on April 7, praised the US military for their "extraordinary achievement" in Iraq.</p> <p>On April 23, over 73 Iraqis were killed in two separate suicide attacks. One bomber detonated his explosives in central Baghdad as a group of policemen were distributing relief supplies to Iraqis who had been driven from their homes during the US-fomented sectarian bloodshed of 2006 to mid-2007. Police said that at least 50 people were wounded; at least five children and one woman were among the dead. </p> <p>A second major suicide bombing occurred that day as well, near Muqdadiya, about 50 miles north of Baghdad. The bomber targeted Iranian pilgrims who were in a restaurant, killing at least 45 and wounding over 60. The Shiite pilgrims were visiting Shia religious sites in Iraq.</p> <p>The bombings reek of al-Qaeda in Iraq – whose operations were brought to a standstill thanks to both the Iraqi resistance and the al-Sahwa (US-created Sunni militia comprised mostly of former resistance fighters, who were largely abandoned by the US military and are now being attacked by the Iraqi government). The Sahwa have been abandoning their security posts in protest at having not been paid by the Iraqi government for their work, as well as in protest of the ongoing targeting of their leaders by the government. Prime Minister Maliki perceives the Sahwa as a political threat to the existence of his government, so has taken it upon himself to undermine their existence at every turn, as he has from the
