unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" A pressing need remains for an independent investigation into who was responsible for the abuse there, Human Rights Watch said. </p> <p>Iraqi officials should establish an independent body with authority to impartially investigate the torture that occurred at Camp Honor and other sites run by the 56th Brigade, also known as the "Baghdad Brigade," and the Counterterrorism Service – the elite security forces attached to the military office of the prime minister. The investigating body should recommend disciplinary steps or criminal prosecution of everyone of any rank implicated in the abuse, Human Rights Watch said.</p> <p>"Shutting down Camp Honor will mean little if detainees are shuffled to other facilities to face torture again," said Joe Stork, deputy Middle East director at Human Rights Watch. "There needs to be a genuine, independent investigation and criminal prosecution of everyone, regardless of rank, responsible for the horrific abuses there."</p> <p>The Justice Ministry announced on March 14 that it would close Camp Honor after members of a parliamentary investigative committee, consisting largely of parliament’s Human Rights Committee members, found evidence of torture during a spot inspection of the facility five days earlier. Investigative committee members told Human Rights Watch that they had observed 175 prisoners in "horrible conditions" at the prison, in Baghdad’s fortified Green Zone. They said they saw physical "signs of recent abuse, including electric shocks" and marks on detainees’ bodies, including long scars across their backs. </p> <p>Detainees described to committee members the torture they endured there and said that more than 40 other detainees had been hastily moved from the facility less than an hour before members of the committee arrived.</p> <p>Iraq’s Minister of Justice Hussein al-Shammari told Human Rights Watch on March 29 that all of Camp Honor’s detainees – between 150 and 160 – had been moved to three other facilities under the control of his ministry. According to the parliamentary committee, however, the number of detainees held at Camp Honor was higher. The committee, established by parliament on February 8 after a Human Rights Watch report and a <em>Los Angeles Times</em> article documented the abuse of detainees at Camp Honor, said it had officially requested from prison authorities a list of all the detainees’ names, but had received no information as of March 29. </p> <p>In response to repeated allegations of serious abuse at Iraqi detention facilities, Prime Minister Nuri al-Maliki issued a statement on March 19 reiterating that "there are no secret detention centers, and all prisons and detention centers are open to regulatory authorities and judicial authorities, which must report any violations found, if any, and notify judicial authorities to take legal action against the perpetrators."</p> <p>However, the <a href="https://web.archive.org/web/20120516025542/http://www.hrw.org/en/news/2011/02/01/iraq-secret-jail-uncovered-baghdad" class="external" target="_blank">February 1 report</a> by Human Rights Watch described a new secret prison within Camp Justice, a sprawling military base in northwest Baghdad, run by the same forces in charge at Camp Honor – the 56th Brigade and the Counterterrorism Service – both of which report directly to the prime minister’s military office. The Counterterrorism Service works closely with US Special Forces. </p> <p>The Human Rights Watch report revealed that the Justice Ministry had minimal oversight control over these facilities and that prison officials abused detainees with impunity at Camp Honor. In December 2010, Human Rights Watch spoke with more than a dozen former detainees from Camp Honor, who described how detainees were held incommunicado and in inhumane conditions, often for months at a time. Detainees described in detail the wide-ranging abuses they endured during interrogation sessions at the facility, usually to extract confessions. They said interrogators beat them, hung them upside down for hours at a time, administered electric shocks to various body parts, including their genitals, and asphyxiated them repeatedly with plastic bags put over their heads until they passed out.</p> <p>"Instead of more denials, Iraqi authorities should come clean and name those who were responsible for running Camp Honor and the abuses that happened under their watch," Stork said. المنتسبين.</p> <p>وكشف الجبوري عن وجود ممارسات سلبية صدرت من قائمين على السجن بالانحياز الى طرف معين تودي الى ادخال آلات جارحة وادوات اخرى لجعل معتقلين ضحايا لاخرين منهم. وترددت انباء عن تعرض عدد من المعتقلين في سجن تسفيرات الرصافة مؤخرا إلى الاعتداء من قبل حراس السجن أو بمساعدتهم وهو ما أكدته لجنة حقوق الانسان في النواب العراقي.وكانت منظمة مراقبة حقوق الانسان قد اطلقت تقريرا موجزا الشهر الماضي حول اوضاع السجون في البلاد واتهمت فيه الحكومة العراقية بادارتها لسجون سرية في البلاد.كما اتهمت المنظمة الدولية الحكومة بأنها تمارس في السجون أنواع عديدة من التعذيب ونزع الاعترافات بالقوة المفرطة لنزلاء في عدد من المواقع غير المعلنة من قبل الحكومة كسجون مفتوحة الابواب للتفتيش.وتناول التقرير قيام السلطات العراقية بنقل مئات المعتقلين بين مواقع متعددة اخفتها عن وسائل الاعلام كما تحدثت عن موقع لجنة حقوق الانسان البرلمانية والنائب عن القائمة العراقية زهير الاعرجي ان اللجنة ستتابع كل معتقل تم تهريبه من معسكر الشرف كاشفاً ان وزير حقوق الانسان محمد شياع السوداني زار المعسكر قبل اسبوع وبعد خروجه منه تم تعذيب المعتقلين. <br/>وكان وفد من لجنة حقوق الانسان البرلمانية زار معسكر الشرف الواقع في منطقة الخضراء ببغداد وبعدها تم رفع تقرير لوزير العدل واصدر الوزير قرارا بإغلاقه.وقال الاعرجي اليوم السبت ان ما وجدناه في معسكر شرف لم يكن فيه آي تصرف يتفق بالمعايير  للانسانية ولا تليق ان تكون ضمن المواصفات التي امر بها الله والشرع والانسان وان الكثير من السجناء اكدوا لنا انه تم تهريب عدداً منهم الى خارج السجن موضحاً ان الاجتماع الاخير للجنة حقوق الانسان البرلمانية طالب بكتاب رسمي تحديد عدد السجناء واسمائهم واين تم توزيعهم واية المعسكرات يتواجدون فيها الان مؤكداً ان اللجنة مصرة على متابعة كل معتقل تم تهريبه من السجن.واضاف عضو لجنة حقوق الانسان ان الخوف كان  يبدو في عيون معتقلي معسكر الشرف ولم يتحدثوا لنا بصراحة عن اجراءات التعذيب لكن البعض منهم أشار على قدمه والى ظهره وقليل جدا منهم قالوا همسوا وزيرة سابقة ونائبة في البرلمان امس الاثنين، عن مشاهد صادمة في سجن «الشرف» الواقع داخل المنطقة الخضراء، والذي زارته برفقة لجنة نيابية مؤخرا، في وقت اعترفت وزارة حقوق الانسان بأن العراق لا يمتلك حتى الآن بنية تحتية كافية ومناسبة لاستيعاب جميع معتقليه.</p> <p>يأتي هذا في وقت كشف رئيس لجنة حقوق الانسان البرلمانية سليم الجبوري، عن غلق سجن الشرف في المنطقة الخضراء وسط بغداد بالاتفاق مع وزارة العدل لوجود انتهاكات فيه.</p> <p>وأوضح الجبوري أن لجنة حقوق الانسان في البرلمان زارت السجن الخاص قبل ثلاثة ايام ما تمخض عن فتح تحقيق «بين وجود انتهاكات لحقوق الانسان فيه». وأضاف «طالبنا وزارة العدل الاسراع باغلاقه، والوزارة استجابت اليوم (امس الاثنين) لهذا المطلب وأغلقت السجن بشكل رسمي».</p> <p>وجاء ذلك بعد انتقادات دولية واسعة لوجود سجون «سرية» تحت اشراف اجهزة الامن او مكتب القائد العام للقوات المسلحة، تشهد انتهاكات وتعذيبا، رغم ان الحكومة تواصل نفي ذلك.</p> <p>عضو لجنة حقوق الانسان في مجلس النواب ازهار الشيخلي، تحدثت عن مشاهد «صادمة» تضمنتها الزيارة الاخيرة التي قامته بها اللجنة لهذا السجن. وقالت «سجلنا بعد الزيارة عدم صلاحية المعتقل للاحتجاز، ولاحظنا تعمد ادارته رش المطهرات بشكل سريع قبيل وصولنا، وبكمية كبيرة. كذلك وجدنا ان غرف الاعتقال التي تستوعب اربعة معتقلين، حشر داخلها نحو احد عشر معتقلا واكثر».</p> <p>وتضيف «علمنا لدى الزيارة ان هناك حالات اعتقال استمرت مدة سنتين او ثلاث سنوات وهذا خرق كبير، فضلا عن عدم معرفة اهالي المعتقلين بمكان احتجاز ابنائهم كما لم يتمكن محامو المعتقلين من مراجعتهم بسبب عدم تمكنهم من الحصول على اذونات الدخول الى المنطقة الخضراء». </p> <p>وتقول الشيخلي التي شغلت منصب وزيرة المرأة خلال حكومة ابراهيم الجعفري «سمعنا من بعض الموقوفين ان هناك حالات تعذيب تكون بشكل منظم بعد حصول زيارة لمسؤول حكومي للاطلاع على اوضاعهم، ولمسنا ظروف اعتقال مزرية وتصدر عن غرف الاعتقال روائح كريهة تدل على عدم تمكن المعتقلين من العناية بأنفسهم بشكل جيد بل هي لا تصلح للسكن البشري».</p> <p>وتضيف «على الرغم من كوننا نمثل اعلى سلطة تشريعية في البلاد لكن منعنا من التصوير وسمح لنا بإدخال هواتفنا المحمولة فقط وحاولنا معرفة ما اذا كان هناك سجون سرية ولكن لم تجب ادارة المعتقل عن تساؤلاتنا وردت بالنفي». </p> <p>ونفى المعنيون عن معتقل الشرف للجنة البرلمانية وجود معتقل للنساء، حسب الشيخلي التي تؤكد «منعونا من التحقق بأنفسنا وقالوا ان المعتقلات من النساء يأتى بهن الى هنا للتحقيق ثم يتم اعادتهن الى اماكن احتجازهن ولكن لم نتمكن من تثبيت هذه المعلومة». </p> <p>وحول ضمانات عدم وجود معتقلات سرية مشابهة، قالت الشيخلي ان معتقل الشرف هو الموقع الاول الذي تزوره لجنة حقوق الانسان «ولدينا قائمة بالمعتقلات سيتم زيارتها تباعا ولكن لن يبلغ احد بموعد الزيارة لنحافظ على عنصر المفاجأة كي نتأكد من صلاحيتها كمواقف وسجون».</p> </p></div> </div> </div> <hr/> <div class="post and Shi’ite militiamen are routinely tortured or abused by Iraqi security forces to extract confessions early in their detention and interrogation, Iraqi military officials say.</p> <p>Six Iraqi security officials, including two high-ranking officers, as well as former detainees and lawyers, told Reuters that prisoners are beaten, stomped on or strung up by their hands during arrest and preliminary interrogations.</p> <p>Suspects are beaten and trampled when they resist arrest and are sometimes tortured when they provoke interrogators by showing "enjoyment" or "pride," a senior military official familiar with military jails in Baghdad told Reuters.</p> <p>"Some suspects delight in the narrative details of how they murdered their victims. In response, some investigators slap them or kick them or order them hung up (by the arms)," he said, asking for anonymity because of the sensitivity of the issue.</p> <p>Iraq’s Supreme Judiciary Council received more than 400 complaints last year from detainees or their families, accusing Iraqi military interrogators of torture or abuse. In only 90 cases did a court take up the allegations and launch a probe.</p> <p>Iraq’s Human Rights Ministry, responding to the information obtained by Reuters, said inspection teams still record abuse cases during prison visits but the number is falling.</p> <p>"Cases of violations and irregularities … are not a phenomenon … not systemic, but a very limited number of individual cases," ministry spokesman Kamil Amine said.</p> <p>Torture was widespread under the late dictator Saddam Hussein, ousted in the U.S.-led invasion in 2003. Disclosures in 2004 that U.S. jailers had abused and sexually humiliated Iraqis at Abu Ghraib prison outraged many Iraqis and may have fueled the insurgency.</p> <p>Iraq’s elected authorities last year promised to crack down on continuing abuse of prisoners in Iraq, where human rights groups have warned torture of detainees by security forces has been systematic as they fight a waning insurgency.</p> <p>Terrorism suspects often are held at the Camp Cropper prison near Baghdad airport, or Camp Honor, inside the Iraqi capital’s heavily fortified Green Zone.</p> <p>U.S.-based Human Rights Watch said in a February 1 report that security forces torture inmates at Camp Honor, citing interviews with former detainees.</p> <p>In a new report on prisoner abuse in Iraq issued Tuesday, Amnesty International said urgent action was needed to end a "pattern of abuse" in Iraqi detention centers.</p> <h3>THE FOURTH AREA</h3> <p>Many preliminary terrorism interrogations take place at Camp Cropper, a former U.S. detention center turned over to the Iraqis last year and renamed Camp al-Karkh, in a little-known place called the "Fourth Area," Iraqi security officials said.</p> <p>"It is a place for the detention of prisoners in accordance with article 4 of the terrorism (law), so it is named after that," a senior officer from Iraq’s Counter-Terrorism Squad said. "The interrogations in this area are brutal, more brutal than the interrogations in Camp Honor."</p> <p>Cropper was the last U.S. prison in Iraq and its handover ended a difficult chapter of the U.S. invasion in which thousands of people were held without charge.</p> <p>In the most common methods of abuse, suspects are kicked, beaten with pieces of electric cable, hung by the arms, or burned with cigarettes, and hot metal or given electrical shocks, security officials and lawyers said.</p> <p>"Some detainees have died as a result of torture. The last death occurred four or five months ago in this place (Cropper) as a result of severe beatings that led to kidney malfunction," the officer from the Counter-Terrorism Squad said.</p> <p>Lawyers say proving torture in court can be difficult.</p> <p>"Some of those conducting the interrogations are artists in the field of torture, and hide the evidence and facts from the judges," said a lawyer who declined to be named.</p> <p><a after the US- and UK-led invasion of their country, Iraqis continue to endure an occupation that has systematically violated their rights to life, dignity, self-determination and economic development. The occupation has been and continues to be so destructive and so violent that one in four Iraqis are estimated to be dead or displaced. From torture to rape to assassination, from forced separation for mixed couples to women and their children enduring the death of their husbands and fathers, from a loss of educational rights to expulsion from the workplace and public life, and from sexual slavery to forced flight or enforced disappearance, for the past seven years Iraqi women and girls have endured the most terrifying of fates. They are living at the mercy of an occupation that both seeks to terrorize them into submission, and to use them as objects for the terrorization of the whole of Iraqi society. </p> <h3>No security </h3> <p>Dr. Souad al-Azzawi, who authored a study on Iraqi women entitled "Deterioration of Iraq women’s rights and living conditions under occupation," published in January 2008, told The Electronic Intifada: "The most significant loss that Iraqi women have suffered is a complete and total loss of security." She explained that the loss of security entails both the loss of physical security and "the economic, social and civil securities Iraqi women were so accustomed to prior to the occupation." </p> <p>In fact, it appears that the loss of physical and other aspects of security have a Catch-22 effect on the lives of women. The lack of legal and institutional support for women by an Iraqi puppet government which is at best ineffective has meant that in the vast majority of cases the criminals, mafias, militias, death squads, US occupation forces and Iraqi police and army forces committing crimes against women are not held accountable for their actions. This has in turn encouraged the development of a situation characterized by lawlessness and criminality, in which women are prime targets. As such, many women have been forced to leave their jobs and quit their education, for fear that they may be the next victim of rape or assassination. </p> <p>According to al-Azzawi, Iraqi women have had to resort to "the relative security of their homes," often taking their children out of school too if they were the only parent able to accompany them there and back. </p> <p>Echoing al-Azzawi’s words, an Iraqi refugee speaking on condition of anonymity said that she was forced to leave Iraq precisely because of death threats issued against her by militias who had found out she was actively working as a journalist seeking to expose the injustices taking place against women. Had she stayed in Iraq, the threats likely would have been fulfilled. </p> <p>"Not only was I being targeted, but I was also without protection, given that Iraq has no government to speak of," she explained. She added that "I could have been killed at any moment, and no one would have been held accountable for it. It was for one reason alone that I fled: because I had no choice." </p> <h3>Criminal levels of poverty </h3> <p>The figures speak for themselves. According to a dossier on Iraqi women published by the BRussells Tribunal, prior to the invasion 72 percent of working women were government employees. The dismantlement of state institutions immediately after the invasion meant that these women became unemployed. Instability and ineffective institutions in Iraq render it impossible to pinpoint the total rate of unemployment today, but estimates range from 15 percent to 70 percent. The few stable jobs that exist, according to the dossier, are usually given to men, though a growing number of female-headed households means that many women need to take extraordinary risks in order to try and cater for their children ("<a href="https://web.archive.org/web/20120516025542/http://www.brussellstribunal.org/pdf/Women.pdf" class="external" target="_blank">Iraqi Women Under Occupation</a>" [PDF]). </p> <p>The same economic insecurity affects Iraqi refugee families. Aseer al-Madaien, the Protection Officer for the United Nations High Commissioner for Refugees (UNHCR) – Syria, says that out of 139,000 registered Iraqis in Syria, 28 percent are households headed by women. In total, estimates for the total number of displaced Iraqis, including both refugees and internally displaced persons (IDPs), range up to almost five million, according to the international organization Medecins Sans Frontieres, which believes that there are 2.5 million Iraqi IDPs and 2.3 million refugees. </p> <p>IDPs suffer both extreme vulnerability and insecurity, as they seek refuge in the homes of relatives and friends, said Hana Al Bayaty, member of the Executive Committee of the BRussells Tribunal. Many of them are the victims of ethnic cleansing, whereby a country once free of sectarianism is increasingly witnessing the targeting of persons on the basis of their religion or ethnicity. Mixed marriages in these conditions are all too often broken up by force, according to a report published by the UN-affiliated IRIN humanitarian news agency ("<a href="https://web.archive.org/web/20120516025542/http://www.irinnews.org/report.aspx?reportid=26268" class="external" target="_blank">Mixed Marriages confront Sectarian Violence</a>," 6 April 2006). </p> <p>The majority of Iraqi refugees have headed to neighboring countries Syria and Jordan, where they are not allowed to work, as they are legally considered "guests." In 2007, the UNHCR reported that an estimated 40 percent of Iraq’s middle class had fled the country. Not only have almost half of those with the qualifications and experience to help rebuild Iraq left the country, but they are also suffering from the most extreme form of disempowerment, according to Al Bayaty. </p> <p>Al-Azzawi explained that "For the educated middle class, this situation is shattering as everything we have worked so hard to earn and build up over decades of war and sanctions is being brought down by military force before our very eyes." </p> <p>Unable to work legally, it is often refugee women who take upon themselves the burden and the risk of working as they are less likely to be asked for documentation on the streets of Amman, Damascus and beyond, and they thereby hope to be less likely to be deported. </p> <p>Unemployment levels in Syria and Jordan, however, mean that even illegal work is hard to come by. It is because of this that the phenomenon of forced prostitution is becoming increasingly rife. The growing problem of sex trafficking is partly caused by poverty. </p> <p>According to al-Azzawi, the lack of work permits, qualifications and opportunities "leads some women to prostitution in order to feed their children and their families." In other cases, the sheer lack of protection faced by some women push them into prostitution. Problems in such cases include threats of kidnapping issued against women should they not accept to prostitute themselves. These threats are issued especially against women whose husbands are dead or missing. "The women of Iraq live in a very fragile situation as a result of the American occupation’s crimes," al-Azzawi said. </p> <h3>Death, torture and enforced disappearance </h3> <p>No statistical reference can adequately convey the sheer suffering experienced by the people of Iraq, as a whole, from the genocidal sanctions period through the invasion and ensuing occupation. Current estimates place the number of dead at anywhere between 1.5 million and 2.5 million. </p> <p>According to Iraqi human rights analyst and advocate Asma al-Haidari, "Up to one million Iraqis have been forcibly disappeared." Behind the enforced disappearances are the US army, Iraqi government forces including the army and police, and al-Qaeda and other militias that operate freely across the country, according to a presentation given by Dirk Adriaensens, member of the BRussells Tribunal Executive Committee, at a London conference organized by the International Committee Against Disappearances on 9-12 December 2010. According to calculations by Adriaensens, based on UNHCR statistics, 20 percent of internally displaced Iraqi families have reported cases of missing children ("<a href="https://web.archive.org/web/20120516025542/http://www.brussellstribunal.org/pdf/Disappearances_missing_persons_in_Iraq.pdf" class="external" target="_blank">Enforced Disappearance. The Missing Persons of Iraq</a>" [PDF]). </p> <p>It is also understood that, given that there is a very real and justified fear of retaliation against families who report the disappearances of their loved ones, many others suffer in silence. Thousands of detainees, some of them in secret, illegal prisons, according to al-Azzawi, are women. Estimates published in 2008 by the Iraqi Parliamentary Women’s Committee and the Iraqi Ministry of Women’s Affairs indicate that between one and two million Iraqi women are widows. </p> <p>Inside Iraq’s jails, legal or not, cases of torture and sexual abuse have been widely reported. Revelations by WikiLeaks published on 22 October 2010 were described by Iraqi activists such as Sabah al-Mukhtar, president of the Arab Lawyers’ Union, as just "the tip of the iceberg," as he said on an Al-Jazeera English interview on 24 October. According to al-Azzawi, women are usually jailed on trumped-up charges of terrorism, where there is no proof and while there is no adequate legal system to ensure their right to a fair trial. "Many are awaiting execution," al-Azzawi added. </p> <p>Further, when it is the man who disappears, whether he is dead or missing, women and their families have to fend for themselves in a hellish situation. Out of this horror comes forth one of the more obtuse trends, inexistent in Iraq up until 2003, of families giving their daughters away in early marriage for fear of being unable to adequately support them. </p> <p>One immediate effect of this phenomenon is the fact that girls aged 13, 14 and 15 sold into early marriage lose their right to education. As figures currently stand, according to the United Nations Children’s Fund (UNICEF) report published on 1 September 2010, for every 100 boys in school, there are only 89 girls ("<a href="https://web.archive.org/web/20120516025542/http://www.reliefweb.int/rw/rwb.nsf/db900SID/MCOI-89RD6Y?OpenDocument" class="external" target="_blank">Girls Education in Iraq 2010</a>" [PDF]). </p> <p>"Lots of those little girls are very bright and are willing to finish their education if they are allowed to," said al-Azzawi. </p> <p>Worse still is the flourishing of what are known as "pleasure marriages." These are short-term marriages conducted out of court, whereby separation is also very simple. It is a practice that Iraqi women’s rights advocates describe as linked to prostitution, because of the wrongful abuse of the practice by men in power, often blackmailing fathers into giving their daughters away in a "pleasure marriage," and also because once a girl or a woman has married in this way and has received alimony for her short-term commitment, she will find it very difficult to reintegrate back into her family. </p> <p>"Many girls are forced into prostitution and ultimately sex trafficking this way," al-Azzawi added. </p> <h3>Forced Islamization of society </h3> <p>It is deeply telling that Iraqi society is becoming forcibly Islamized by militias tied to the Iraqi puppet government, which is dependent upon the United States for its survival. Meanwhile, Washington claims to be fighting a war on Islamic terrorism. The reality, as is frequently the case, is the precise opposite. Previously a secular state, Iraqi society is becoming forcibly transformed into a theocracy. In such systems, women and girls inevitably lose. </p> <p>The results of the proliferation of fundamentalist militias are varied. While reports of Christian women veiling in order to avoid attacks are troubling in the Iraqi context, what is potentially much worse is that the notion of an Iraqi state for all its citizens is fast disappearing. They were known as the Wolf Brigade. </p> <p>Brutal even by Iraqi standards, their soldiers and officers seemingly answered to no one. They were seen as indiscriminate and predatory. The unit’s reputation had been known Iraq-wide and results of their numerous raids are still bogged down in Iraq’s legal system.</p> <p>But the full range of their abuses and close co-operation with the US army remained in the shadows until the <a href="https://web.archive.org/web/20120516025542/http://www.guardian.co.uk/world/2010/oct/24/iraq-war-logs-us-iraqi-torture" class="external" target="_blank">WikiLeaks disclosures showcased them in stark detail</a>.</p> <p>A visit from the unit to any neighbourhood was sure to bring trouble – as it it did for Omar Salem Shehab on 25 June that year.</p> <p>"We were at home that night," Shehab recalled this week. "We were three brothers sleeping above my ice-cream shop. We were woken by soldiers entering our house by force. They came with Americans. They said we were wanted and produced a document. The Americans took our pictures, then the soldiers we now knew were the Wolf Brigade took us to the Seventh Division camp [of the Iraqi army]."</p> <p>Shehab and his brothers lived in Dora, in Baghdad’s south, a lethal enclave of the city that was rapidly deteriorating into chaos. Like most of Dora’s residents, they are Sunni Muslims.</p> <p>The trio were at the army camp for a day, then transferred to Baghdad’s main prison, known as Tsferrat.</p> <p>"We were tortured all the time, he said. "We were never investigated, just tortured. The commander of the Wolf Brigade, Abu al-Walid was one of the torturers. My brother had a kidney problem and they continued to torture him without giving him medicine.</p> <p>"He died after a month and the doctor wrote ‘kidney failure’ as a cause of death, despite his body being covered with torture marks. When he died, they let me and my other brother out. I later learned that another man we had met in prison, Khalid Hussein, had also died."</p> <p>Torture and death seemed synonymous with the almost exclusively Shia unit, which was tasked with rooting out Sunni insurgents from post-Saddam Iraq. As security unravelled across the country, they were often seen alongside US forces, particularly in Baghdad and Mosul.</p> <p>Earlier in 2005, they had swept into Mosul with the US army in support. Muataz Salah Ahmed, now 40, was working in the al-Mas hotel that January when the men in the distinctive red berets and balaclavas burst through the doors.</p> <p>"They arrested us all," he said. "There was an Iranian officer, his name was Ali. Many other officers with him were proud to tell us that they were not police, but Wolf Brigade. They said they had come from Baghdad to arrest us because we supported Saddam and deserved to be executed.</p> <p>"One officer threatened to rape my wife. He tore at her dress and four of my colleagues were killed in front of my eyes. They drilled holes in my legs and arms and did all manner of things to me. They took me and around 1,500 other prisoners to a basement inside the police commander’s headquarters."</p> <p>The unit stayed in Mosul for five months. Ahmed remained in prison for eight months, before being released by a court without conviction.</p> <p>"I have many documents proving who they were and what they did to me," he said. "Twelve families have complained against the general in charge of the unit; his name was Khalid. But they were the government, so what can be done about them?"</p> <p>The Wolf Brigade unit was formed in late 2004, drawing many recruits from the impoverished Shia slums of Sadr city. By late 2005, it was around 2,000-strong and roaming the country with impunity. The unit notionally answered to the then interior minister, Ibrahim al-Jafari, who became prime minister in April 2005 for 12 months as sectarian carnage spiralled out of control.</p> <p>When Nouri al-Maliki replaced Jafari as prime minister, he pledged to crack down on the Wolf Brigade and any other units seen to be carrying out sectarian agendas.
