Each NGO Partner represents a unique geographic territory.</p> <p>Every four years the Partnership holds a global Partnership meeting to adopt strategies, programmes and policies and elect a global Council and regional committees. The Council appoints a Chief Executive Officer to head a decentralised international Secretariat that co-ordinates and supports the Partnership to achieve BirdLife International's aims and objectives.</p> <p> </p>    <p><img src="/web/20070607133612im_/http://www.birdlife.org/worldwide/global/global_partners.gif"></p>    <p>Partners are grouped within geographic regions for the purposes of planning and implementing regional programmes, and may choose to elect regional committees to support staff and Partners in delivering regional programmes.<br><br><b>BirdLife </b><b>Partners</b>: membership-based NGOs who represent BirdLife in their own territory. Vote holders and key implementing bodies for BirdLife's Strategy and Regional Programmes in their own territories.</p><b>BirdLife Partners Designate</b>: membership- based NGOs who represent BirdLife in their own territory, in a transition stage to becoming full Partners. Non-vote holders. <p><b>BirdLife Affiliates</b>: Usually NGOs, but also individuals, foundations or governmental institutions when appropriate. Act as a BirdLife contact with the aim of developing into, or recruiting, a BirdLife Partner in their territory.</p> <p><b>BirdLife Secretariat</b>: The co-ordinating and servicing body of BirdLife International.</p> <h2>Main characteristics of a BirdLife Partner:</h2> <ul> <li>independent, membership-based, grassroots, national non-governmental organisation governed by a democratic body <li>clear bird conservation programme <li>an ethic which fits well with that of BirdLife, and willingness and capacity to commit to the Mission, Vision, Strategy and Regional Programme of BirdLife <li>financially self-sufficient and with qualified staff to run its affairs <li>experience and capacity in the documentation and conservation of species, sites (Important Bird Areas) and habitats <li>capacity and experience to promote interest in birds, conservation and the environment through public campaigning and education <li>cover a geographical territory/country and work and have good relationships with relevant organisations and individuals within its own territory <li>contribute to the regional activities of BirdLife and to the BirdLife Secretariat annual budget. </li></ul>    <h2>BirdLife World Conference</h2> <p>BirdLife holds a World Conference and Global Partnership Meeting approximately every four years. The last Conference took place in Durban, South Africa in March 2004, with BirdLife South Africa acting as hosts.</p> <p>The next World Conference will take place in Buenos Aires, Argentina, from 22-27 September 2008. Aves Argentinas will be hosting the event.
