<p>واصلت وسائل الاعلام المختلفة التي تراقب الشأن العراقي، تسليط الضوء على الجرائم الوحشية والانتهاكات الصارخة لحقوق الانسان التي ارتكبتها الادارة الامريكية ضد العراقيين الابرياء خلال السنوات التسع الماضية، ولا سيما جريمة الاسلحة المحرمة دوليا التي استخدمتها قوات الاحتلال الغازية ضد مدينة الفلوجة عام 2004</p> <p>والتي ما زال اهالي هذه المدينة المنكوبة يعانون من آثار تلك الاسلحة الفتاكة التي طالت حتى الاجنة في بطون امهاتها، في الوقت الذي يتوقع الباحثون في هذا المجال استمرار الولادات المشوهة في هذه المدينة، وغيرها من مدن العراق الى الاف السنين .فقد أكد شبكة دولية ان استخدام قوات الاحتلال الامريكية للاسلحة المحظورة في الفلوجة كبرى مدن محافظة الانبار ما زالت تتسبب في ولادات مشوهة وامراض خطيرة ولا سيما في صفوف الاطفال حديثي الولادة.ونقلت الانباء الصحفية عن شبكة ( الاتصالات والصحافة من اجل تغيير العالم ) قولها في تقرير اصدرته مؤخرا قولها : إن القائمين على مستشفى الفلوجة العام لا يستطيعون اعطاء احصاءات دقيقة باعداد الأطفال الذي ولدوا بتشوهات خلقية خلال الاعوام التي اعقبت الهجوم الامريكي على هذه المدينة، لكنهم يؤكدون إن أعدادهم كبيرة، في الوقت الذي يرفض فيه الآباء الحديث عن مأساة اطفالهم .ونسبت الشبكة في تقريرها الى ( ناظم شكر الحديدي ) مدير مكتب إعلام مستشفى الفلوجة العام، قوله " أن العائلات المنكوبة تدفن مواليدها الجدد المشوهون بعد وفاتهم، دون الابلاغ تلك الحالات التي يعدونها مخجلة جدا بالنسبة لهم " .. موضحا ان المستشفى سجل في كانون الثاني الماضي (672) حالة، من الكثير من الحالات الكثيرة المشابهة التي لا تصل الى المستشفى .واكد ( الحديدي ) ان قوات الاحتلال الامريكية الهمجية جربت في عام 2004، كل انواع المواد الكيمياوية والمتفجرات والاسلحة الحرارية على ابناء مدينة الفلوجة كما استخدمت الاسلحة المحرمة دوليا كالفوسفور الأبيض، واليورانيوم المنضّب، الى الحد الذي كان جميع سكان هذه المدينة المنكوبة بمثابة فئران مختبر بالنسبة لتلك القوات المسعورة التي ارتكبت ابشع الجرائم والانتهاكات الصارخة لحقوق الانسان التي تتشدق زورا وبهتانا بحمايتها .واوضح التقرير ان ( الحديدي ) عرض صورا على جدار مكتبه، تظهر عددا من الاطفال حديثي الولادة المشوهون، بعضهم بدون دماغ، واخرين بدون عيون، أو ان أمعاءهم خارج بطونهم، كما عرض صورة نادرة لطفل ولد بدون اعضاء .. مشيرا الى انه من الصعوبة بمكان التحديق الدقيق في تلك الصور، التي حتى المسؤولين في المستشفى يغمضون عيونهم عند شرحهم لتلك الحالات .واعادت الشبكة الدولية في تقريرها الى الاذهان التظاهرات المناهضة للاحتلال الغاشم ولا سيما خلال الاشهر القليلة التي اعقبت دخول القوات الامريكية الى العراق الجريح عام 2003، لكنها اكدت ان مدينة الفلوجة الواقعة على نهر الفرات، لم تشهد الأسوأ إلا في عام 2004، وتحديدا في الحادي والثلاثين من آذار، بعد اغتيال اربعة من عناصر شركة (بلاكووتر) سيئة الصيت المتعاقدة مع القوات الامريكية في المدينة ، والذين اعلنت ( القاعدة ) مسؤوليتها عن اغتيالهم، الا ان سكان هذه المدينة دفعوا الثمن غاليا خلال عملية اطلقت عليها وزارة الحرب الامريكية ( البنتاغون ) اسم ( الشبح الغاضب ) حيث شهدت مدينة الفلوجة أكبر معركة لم يشهدها العالم منذ معركة مدينة ( هيو ) الفيتنامية عام 1968.واشار التقرير الى ان الهجوم الثاني الذي شنتها قوات الاحتلال الامريكية في تشرين الثاني عام 2004، كان اسوأ بكثير من الهجوم الاول الذي شهدته الفلوجة في نيسان من العام نفسه، اذ شنت تلك القوات الغازية عمليات دهم وتفتيش طالت معظم منازل المواطنين، قبل ان تنفذ عمليات القصف الليلي المكثف، الذي تسبب بتدمير هائل لم تزل آثاره شاهدة على تلك الجريمة النكراء.وفندت الشبكة المزاعم التي اطلقها المسؤولون في الادارة الامريكية التي ادعوا فيها ان قوات الاحتلال استخدمت الفسفور الابيض لإضاءة الاهداف خلال الليل، .. مشيرة الى ان مجموعة من الصحفيين الايطاليين سرعان ما قدمت دليلا وثائقيا على ان الفسفور الابيض كان نوع آخر من الاسلحة المحظورة التي استخدمتها تلك القوات ضد المدنيين في مدينة الفلوجة.كما نسبت الشبكة الدولية الى ( عبد القادر الراوي ) احد الاطباء العاملين في مستشفى الفلوجة العام، ـ الذي كان عائدا للتو من فحص حالة ولادة جديدة مثيرة للاعصاب ـ قوله " ان هذه البنت ولدت بمتلازمة (داندي وولكر) حيث ان دماغها منقسم الى نصفين، وأشك في انها ستعيش " .. موضحا ان متلازمة ( داندي وولكر ) هي تشوه دماغ ولادي يشمل المخيخ، مع وجود سائل يملأ الفراغات المحيطة به.واشارت الشبكة إلى دراسة نشرتها ( المجلة الدولية لبحوث البيئة والصحة العامة ) التي تتخذ من سويسرا مقرا لها، في تموز عام 2010، جاء فيها ان ( زيادة معدلات الاصابة بالسرطان، واللوكيميا ووفيات الرضع ونسبة اضطرابات الجنس لدى المواليد بين صفوف الناس العاديين في الفلوجة، اكبر بكثير من تلك التي شهدها الناجون من القنبلتين النوويتين اللتين القتهما امريكا على مدينتي ( هيروشيما وناغازاكي ) خلال عام 1945" .. موضحة ان الباحثين اكتشفوا بان هناك زيادة في الإصابة بامراض اللوكيميا في الفلوجة بنحو ( 38 ) مرة مما شهدته المدينيتين اليابانيتين المذكورتين، كما وصف محللون سياسيون معروفون هذه الاستنتاجات بأنها اكثر اثارة للحرج مما سربه موقع ويكيليكس عن افغانستان.من جهتها كشفت الدكتورة ( سميرة العاني ) رئيسة اطباء في مستشفى الفلوجة العام ـ اشتركت في دراسة اجريت بتعاون وثيق مع منظمة الصحة العالمية ـ في تصريح للشبكة الدولية النقاب عن وجود كميات كبيرة من اليورانيوم والزئبق، في جذور شعر المصابين من ابناء الفلوجة خلال الفحوصات التي اجريت في لندن، ما يؤكد اتساع نسبة المشكلات الخلقية الولادية في هذه المدينة التي تعرضت لاسلحة محظورة دوليا .وشددت الشبكة في ختام تقريرها على إن استخدام قوات الاحتلال الامريكية لليوانيوم المنضب (DU)، وهو من العناصر المشعة، اضافة الى الفسفور الابيض، الذي يزيد كثيرا من قدرة تغلغل الشظايا في الجسم، سيبقى فعالا لمدة تصل الى اربعة مليارات و (500) عام .. لافتة الانتباه الى ان المهندسين العسكريين وصفوا هذا السلاح الفتاك بانه القاتل الصامت الذي لا يتوقف ابدا عن القتل.الجدير بالذكر ان شبكة ( الاتصالات والصحافة من اجل تغيير العالم)، هي منظمة صحفية دولية تركز على نقلهم لمدنيين الى المستشفى وإيقافهم بالقرب من جامع الحضرة المحمدية وسط المدينة .وأضاف المصدر ان موظفي دائرة إسعاف الفلوجة قاموا بالاتصال بالشرطة والمسؤولين في المدينة لوضع حد عاجل على الاعتداء الذي birth defects in the Iraqi city of Falluja has for the first time concluded that genetic damage could have been caused by weaponry used in US assaults that took place six years ago.</p> <p>The research, which will be published next week, confirms earlier <a href="https://web.archive.org/web/20130126172836/http://www.guardian.co.uk/world/2009/nov/13/falluja-cancer-children-birth-defects" class="external" target="_blank">estimates revealed by the Guardian of a major, unexplained rise in cancers and chronic neural-tube, cardiac and skeletal defects in newborns</a>. The authors found that malformations are close to 11 times higher than normal rates, and rose to unprecedented levels in the first half of this year – a period that had not been surveyed in earlier reports.</p> <p>The findings, which will be published in the International Journal of Environmental Research and Public Health, come prior to a much-anticipated World Health Organisation study of Falluja’s genetic health. They follow two alarming earlier studies, one of which found a distortion in the sex ratio of newborns since the invasion of <a 14 July 2010 (<a title="IRIN" href="https://web.archive.org/web/20130126172836/http://www.irinnews.org/Report.aspx?ReportId=89829" class="external" target="_blank">IRIN</a>) – The city of Fallujah, about 60km west of Baghdad, still has no functioning sewage system: Waste pours onto the streets and seeps into drinking water supplies. </p> <p>The city’s infrastructure was in ruins after two fierce battles between US forces and Sunni militants in 2004. In a bid to garner local support for the 2003 US-led invasion of Iraq, US officials pledged to build a sewage treatment plant at a cost of US$35 million. </p> <p>Work began in July 2004 and was supposed to be completed in 18 months, but continuing violence, design changes and the replacement of incompetent contractors delayed the project and costs ballooned to over $100 million. </p> <p>Six years on and with US forces preparing to withdraw from Iraq next month, not a single house is connected to the system. The US army has decided to hand over the partially finished project to a local contractor with the promise of providing the necessary funding to complete it. </p> <p>"The project is in its final stages and is expected to be handed over by the end of this year," Sheikh Hameed al-Alwan, head of Fallujah local council, told IRIN. "But unfortunately the plant will work only partially as its backbone, which is the main pipeline that sends all the waste to the main processing unit, will not be constructed because of the lack of funds." </p> <p>Without this vital pipeline, the plant will serve only a fraction of the city’s 580,000 residents, al-Alwan said, adding that the worst affected would be those in suburban areas. “Our only hope is that the Americans can secure the money to complete it, especially after the Iraqi government has said it does not have enough to allocate to it.” </p> <h3>Foul smells </h3> <p>Foul-smelling sewage has run through the rutted and pockmarked streets of Fallujah for more than three years. Residents currently depend on underground septic tanks which are in many cases leaking waste onto the streets from where it eventually ends up in the River Euphrates, a main drinking water source for Fallujah and other downstream cities. </p> <p>Abdul-Sattar Kadhum al-Nawaf, director of Fallujah general hospital, said the sewage problem had taken its toll on residents’ health. They were increasingly affected by diarrhoea, tuberculosis, typhoid and other communicable diseases. </p> <p>Al-Nawaf said that although he did not have specific numbers, 10-15 percent of patients at his hospital had water or sewage-related diseases. </p> <p>Experts say the Fallujah plant is just one of many abandoned, incomplete or hastily finished projects around the country. </p> <p>Anbar-based analyst Khudhair Jassim Ali, who lectures at the university, said that a lack of funds, corruption and a lack of cooperation between the government and companies working on projects have delayed badly needed infrastructure projects. </p> <p>"The government should follow up with these projects to take over from those parties that will leave Iraq, whether US forces or NGOs. المناطق التي تواجد فيها الجيش البريطاني بين عامي 2003 و2009 جنوبي العراق. وذكرت ان عائلة العراقي بهاء موسى الذي توفي في الحجز البريطاني عام 2003 حصلت على تعويض مقداره 2.83 مليون جنيه إسترليني تشاركته مع تسعة محتجزين آخرين، والتي اظهر التحقيق في وفاته أدلة تؤكد أساءة معاملة المعتقلين بشكل غير قانوني . وأشارت الصحيفة الى ان وزارة الدفاع اعترفت عام 2008 بحدوث عمليات اعتداء غير قانونية على عراقيين محتجزين في أحدى قواعدها في البصرة اشارة منها لمعسكر "بريد باسكت". وقال محامي بعض المعتقلين العراقيين انه حصلت زيادة في عدد القضايا المقدمة لمكتب المحاماة الذي يقوم بتمثيل نحو 100 عراقي ممن رفعوا دعاوى ضد وزارة الدفاع بتهم إساءة الجيش البريطاني لمعاملتهم خلال الاحتجاز،مشيرين الى ان عدد القضايا والحالات المقدمة سترتفع بلا شك، ونقلت عن أعضاء شركة بريطانية أخرى للمحاماة، تقوم بتمثيل 65 شخصاً قولهم " ان الدعاوى المماثلة ستشهد ارتفاعاً كبيراً". وأوضحت الصحيفة انه تم الكشف عن الانتهاكات سيئة السمعة التي تعرض اليها المعتقلون العراقيون في معسكر "بريد باسكت" في البصرة والتي بينت عبر شهادات المعتقلين انهم تعرضوا للاعتداء الجنسي من قبل الجنود وأدت الى تعرضهم للنبذ من قبل المجتمع بعد الافراج عنهم . ونقلت التايمز عن احد العراقيين الذي اعتقل في المعسكر المذكور عام 2003 والذي حصل على تعويض من وزارة الدفاع البريطانية، قوله انه تم تجريده من ملابسه الداخلية وتعرض للضرب واجبر على الجلوس في الخارج وظهره الى الجدار في الحر الشديد مدة خمس ساعات بدون ماء. وأضاف ان " المشكلة الرئيسة التي دمرت سمعتي ان الناس في منطقتي عندما سمعوا بأني اعتقلت من قبل الجيش البريطاني اعتقدوا بأني تعرضت للإساءةوالاعتداء الجنسي من قبل العاملين مع الجيش البريطاني.وأوضح المعتقل انه بعد ذكر ما تعرض اليه للسلطات البريطانية طُلب منه النظر الى ألبوم صور يحتوي على صور فوتغرافية لمعتقلين آخرين، وقال" شاهدت صور لأصدقائي يتعرضون للإساءة من قبل القوات البريطانية حيث كانوا معلقين رأساً على عقب وهم عراة ويتم الاعتداء عليهم جنسياً". ورفضت وزارة الدفاع التعليق على هذه القضية لتسويتها خارج المحكمة . وقالت الصحيفة ان معتقلا آخرا في المعسكر المذكور يبلغ من العمر " 25 عاماً" أنفجر باكياً وهو يسرد كيفية أعتداء جنديين بريطانيين عليه جنسياً وضربهم اياه وتهديده بالقتل مبيناً آثار الندوب التي غطت ذراعيه لمراسل الصحيفة. وقال " بعد ذلك بدأت حياتي التي أصبحت جحيماً مليئة بالكوارث".مبينة انه اضطر لمغادرة البصرة بعد هذه الفضيحة، وتزوج عام 2005 ورزق بابنتين، لكنه بسبب العار الذي لحقه جراء الاعتداء عليه انفصل عن زوجته، وعبرعن أمله بأن يتم مقاضاة جميع المسؤولين والمدانين بارتكاب هذه الجرائم امام الشعب العراقي. وفي آذار الماضي أعلنت وزارة الدفاع البريطانية عن إنشاء فريق للتحقيق في تعرض عراقيين الى الاساءة من قبل افراد الجيش البريطاني، وقال متحدث باسم الدفاع انه من المرجح استغرق هذا التحقيق العامين و سيتم تناول القضايا المرفوعة من قبل weapons linked to an upsurge in child deformity cases in Iraq, are being investigated by the Ministry of Defence.</p> <p>The case raises serious questions about the UK’s role in the American-led offensive against the city of Fallujah in the autumn of 2004 where hundreds of Iraqis died. Doctors and residents in the city are convinced that many more children than usual are being born with deformities. So great is the concern that some doctors are apparently advising mothers living in the city not to have children. If this is indeed the case the problem could hardly be more serious. </p> <p>Something has to be done to resolve the issue. It is far from clear if there is a real increase in birth deformities or whether it is a case of more cases being recorded. An answer to this could come by comparing records for births before and after the attacks on Fallujah. For this to be an effective approach full recording of all births would be needed over an extended period. </p> <p>Another approach is that announced by the World Health Organisation (WHO) on 1 April which is to analyse the trend in birth defects in Fallujah and to compare it with other parts of Iraq. Again good records are required. The comparison may indicate there are problems elsewhere, but it may also find no disturbing trend. </p> <p>What the WHO will be assessing will be the effects of war on a civilian population, and more particularly what effect a war has on birth outcomes. The investigation is unique and very welcome. </p> <p>The details of how the investigation is to be conducted are not yet known. If the approach is just to compare trends in birth defects in different locations in Iraq it may not identify causes of these. A more detailed approach would be the logical next step. But if there is no evidence of deformities being greater than the norm why do a more searching inquiry? </p> <p>But this is jumping the gun. Fallujah has been in the headlines because of the savagery of the fighting there in 2004. US forces used white phosphorus there in November of that year. Allegations have also been made that the US used depleted uranium munitions. It is essential the US says what was used by its forces. </p> <p>I am not aware of any evidence to suggest white phosphorus or depleted uranium has been linked with birth deformities. However, a toxicologist’s reassurance will not be enough for residents in Fallujah and they deserve more. This WHO investigation will help to explain what effects war has on birth outcomes and that has to be a small comfort for clinicians and their patients in Fallujah. </p> <p><a href="https://web.archive.org/web/20130126172836/http://www.independent.co.uk/opinion/commentators/alastair-hay-it-is-vital-america-discloses-what-weapons-were-deployed-1961474.html" class="external" target="_blank">Alastair Hay: It is vital America discloses what weapons were deployed – Commentators, Opinion – The Independent</a></p> </p></div> <p>Iraqi families who believe their children’s deformities are caused by the deployment of the weapons have now begun legal proceedings against the UK Government. They accuse the UK Government of breaching international law, war crimes and failing to intervene to prevent a war crime.</p> <p>Lawyers for the Iraqis have sent a letter before action to the MoD asking the Government to disclose what it knows about the Army’s role in the offensive, the presence of prohibited weapons and the legal advice given to Tony Blair, Prime Minister at the time.</p> <p>Legal actions against America are blocked by US federal immunity laws and the US government’s boycott of the International Criminal Court.</p> <p>The offensive against Fallujah, codenamed Phantom Fury, in 2004 was described as the most bitter fighting experienced by American soldiers since the war in Vietnam. But US forces were assisted by British units.</p> <p>On 21 October, British soldiers were ordered by the Cabinet to help US forces throw a "ring of steel" around Fallujah. Six days later, a British battle group of 850 troops made up of the armoured infantry from the 1st Battalion, The Black Watch, an armoured reconnaissance squadron from the Queen’s Dragoon Guards, elements of 40 Commando Royal Marines and supporting specialists including Royal Engineers and Royal Military Police were redeployed from Basra. </p> <p>The battle group established a base at Camp Dogwood on the eastern approach to Fallujah where they provided essential aid and assistance to the subsequent attacks on the city.</p> <p>Before the attack the former Attorney General, Lord Goldsmith is alleged to have warned Mr Blair about the legal dangers of committing British forces to the attack. </p> <p>Public Interest Lawyers, the law firm representing the Iraqi families, wants the Government to release this advice in full and say whether any British soldiers were involved in the fighting or supplied or helped fire prohibited weapons. During the attack coalition forces are alleged to have used weapons including white phosphorus, a modern form of napalm, and depleted uranium.</p> <p>The World Health Organisation has begun investigating evidence of a worrying rise in the incidence of birth defects in the city, which Iraqi doctors attribute to the use of chemical weapons during the battle. </p> <p>Malak Hamdan, a British Iraqi researcher working with doctors in Fallujah, told The Independent: "Doctors in Fallujah are witnessing unprecedented numbers of birth defects, miscarriages and cancer cases. Now, according to gynaecologists, paediatricians and neurologists in Fallujah, the numbers of these cases have been increasing rapidly since 2005." </p> <p>She explained that the most common birth defects involve the heart and the nervous system but there have also been reported cases of babies being born with two heads, upper and lower limb defects and eye abnormalities.</p> <p>"What is more disturbing is that pregnant women are completely unaware that they are carrying an abnormal child until the day they give birth – traumatising the mother and the rest of the family," said Ms Malak. </p> <p>Mazin Younis, a UK-based Iraqi human rights activist who visited the city before the attack, said: "When I visited Fallujah a few weeks before the attack, I was shocked to see the majority of people had not left the city. Many of them had no one to go to…. We attacked this city ruthlessly without any concern for the fate of tens of thousands of civilians who were still living there. The unlawful use of white phosphorus in built-up areas was… never objected to by the British Government who assisted in the attack on Fallujah."</p> <p>Phil Shiner, the UK lawyer leading the legal challenge, said: "The rate and severity of both foetal abnormalities and inexplicable illnesses such as leukaemia or those suffered by our clients in infants born to mothers in Fallujah has been the subject of numerous reports and letters to governments…. The full extent of the emerging public health crisis is unknown…. Doctors report a "massive, unprecedented number" of congenital health problems. The BBC investigation found that the incidence of birth defects in Fallujah has reached a rate 13 times higher than in Europe."</p> <p>An MoD spokeswoman said: "We can confirm that we are in receipt of this letter from Public Interest Lawyers and will respond in due course. <p>The official line is that Falluja, which lies 40 miles west of Baghdad, has only two or three cases of birth defects a year more than normal.  </p> <p>Controversial weaponry was used during the bombing, including white phosphorus. </p> <p>Last year a group of Iraqi and British officials called on the UN to ask that an independent committee fully investigate the defects and help clean up toxic materials left over after decades of war.</p> <p>‘We are seeing a very significant increase in central nervous system anomalies,’ Falluja general hospital’s director and senior specialist, Dr Ayman Qais told the Guardian.</p> <p>‘Before 2003 [the start of the war] I was seeing sporadic numbers of deformities in babies. Now the frequency of deformities has increased dramatically.’</p> <p>‘Most are in the head and spinal cord, but there are also many deficiencies in lower limbs,’ he said. </p> <p>‘There is also a very marked increase in the number of cases of less than two years [old] with brain tumours. This is now a focus area of multiple tumours.’</p> <p><a استخدام جيش الاحتلال الأمريكي أسلحة محرمة في معركة الفلوجة الشهيرة التي حملت اسم المدينة ، ومن ضمنها اليورانيوم المنضب والفسفور الأبيض.</p> <p>وجاء في الرسالة – التي طالبت المنظمة الدولية بفتح تحقيق وتشكيل لجنة محايدة تقوم بإجراء بحث كامل في مشكلة تزايد عدد التشوهات الخلقية وأمراض السرطان في العراق- أن ما نسبته 24% من مجموع 170 وليدا خلال شهر سبتمبر الماضي ، كانت لأطفال ماتوا خلال أسبوع ، في حين ولد 75 % منهم بتشوهات خلقية، كما أصبح أغلب أطفال المدينة يولدون بدون رؤوس أو برأسين أو بعين واحدة في وسط الجبهة ، أو بأعضاء ناقصة ، وأغلبهم يموتون بعد فترة قصيرة من ولادتهم ، ومن يعيش منهم تزيد عنده نسبة الأمراض السرطانية ومنها سرطان الدم (اللوكيميا).</p> <p>وبحسب الجزيرة، تنقل الرسالة عن مسئول بإحدى المقابر قوله: إنه يدفن ما بين أربعة إلى خمسة أطفال كل يوم ، معظمهم مصابون بتشوهات خلقية. </p> align="right"> <p><b>الموارد المائية تؤكد تحسن منسوب المياه في نهر الفرات</b></p> <p>اكدت وزارة الموارد المائية تحسن الايرادات المائية في نهر الفرات بعد الاتفاق مع الجانب التركي. <br/>وقال رئيس دائرة ادارة الموارد المائية في الوزارة عوني ذياب ان منسوب المياه في منطقة حصيبة وصل إلى 400 متر في الثانية بعد ان كان 225 في السابق، موضحا ان الاتفاق مع وزارتي الموارد الطبيعية والبيئة والغابات التركيتين يقضي بوصول الايرادات إلى 450 مترا في الثانية. <br/>وأضاف ذياب ان الارتفاع البسيط في نهر دجلة يعود إلى انتهاء موسم الصيف وتراجع الاستهلاك في اعالي نهر دجلة ابتداء من الموصل ونزولا إلى الجنوب، مشيرا الى ان الجانب التركي لا يستطيع التحكم بمناسيب نهر دجلة نظرا لعدم وجود سدود كبيرة على هذا النهر.</p> <p><strong>نوري المالكي يحذر من تأجيل الانتخابات القادمة </strong></p> <p>يتوجه رئيس الوزراء العراقي نوري المالكي إلى البيت الأبيض للقاء الرئيس الامريكي باراك اوباما لمناقشة جملة قضايا، لعل من أبرزها الانتخابات البرلمانية وضرورة إجرائها في موعد مناسب. <br/>وقالت شبكة سي أن أن الاخبارية ان المالكي سيتوجه اليوم الثلاثاء، إلى البيت الأبيض للقاء الرئيس الامريكي باراك اوباما لمناقشة جملة قضايا لعل من أبرزها ضرورة إجراء الانتخابات الوطنية في موعد مناسب. <br/>واضافت الشبكة عن المالكي قوله إن أية محاولة لتأجيل الانتخابات القادمة سوف تؤدي إلى فراغ دستوري سيواجهه البلد، لان البرلمان العراقي الحالي سيفقد شرعيته بعد الـ16 من كانون الثاني يناير 2010، وهذا ما يتسبب بموجة من الفوضى في البلد قد تقوض كل ما تم تحقيقه. <br/>وغادر رئيس الوزراء نوري المالكي مساء الاحد (18/10/2009) إلى العاصمة الامريكية واشنطن على رأس وفد حكومي للمشاركة في مؤتمر الاستثمار، وبحث مسألة خروج العراق من طائلة البند السابع.</p> <p><strong>مسلحون يختطفون طالبي مدرسة في كركوك</strong></p> <p>قال مدير شرطة العدالة في كركوك إن طالبي مدرسة اختطفا الثلاثاء على يد مسلحين مجهولين جنوب غربي المدينة. <br/>وأوضح العقيد الحقوقي عدنان محمد صالح لوكالة أصوات العراق إن مجموعة مسلحة اختطفت طالبين عندما كانا في طريقهما إلى مدرستهما بالقرب من محطة تعبئة الوقود في حي الخضراء. <br/>وذكر المصدر ان البحث جاري عنهما دون الافصاح عن أسباب الاختطاف ولا الجهة التي نفذت ذلك.</p> <p><strong>العثور على جثتين في الموصل</strong></p> <p>ذكر مصدر امني في شرطة نينوى ان الشرطة عثرت على جثتين مجهولتي الهوية جنوب شرقي الموصل. <br/>وقال المصدر لوكالة أصوات العراق إن قوات الشرطة عثرت صباح اليوم الثلاثاء على جثتين مجهولتي الهوية في الشارع العام بحي الوحدة جنوب شرقي الموصل. <br/>واضاف المصدر إن الجثتين تعودان لشابين في الـ25-30 عاما وقد قضتا خنقا دون العثور على اثار اعيرة نارية.</p> <p><strong>طائرات تركية تخترق المجال الجوي العراقي في إقليم كردستان</strong></p> <p>إخترقت طائرات حربية تركية، الثلاثاء، المجال الجوي العراقي في منطقى جبل قنديل وقضاء بشدر شمال شرق السليمانية بإقليم كردستان، و ذلك حسب قائمقام القضاء. <br/>حيث قال حسن عبدالله لأصوات العراق أن طائرات حربية تركية حلقت ظهر الثلاثاء في سماء جبل قنديل و قضاء بشدر شمال شرق السليمانية، مبينا أن الطائرات لم تقصف المنطقة بل عادت الى الحدود التركية بعد ساعة واحدة من التحليق. <br/>من جانبه أكد شاهد عيان من سكان المنطقة أن الدفاعات الجوية التابعة لحزب العمال الكردستاني المعارض لتركيا أطلقت عددا من المضادات الأرضية تجاه الطائرات ما أدت الى حرق أجزاء من بساتين المواطنين بمناطق رزكة و ماردوو التابعة لقضاء بشدر، مشيرا الى أن الطائرات لم ترد على إطلاق النيران.</p> <p><strong>السلطات المحلية تفرض حظرا على سير المركبات والدراجات في الفلوجة</strong></p> <p>ذكر مصدر في شرطة الفلوجة بمحافظة الانبار أن قواته فرضت حظرا على سير المركبات والدراجات النارية والهوائية في عموم ناحية الصقلاوية شمالي المدينة. <br/>وأوضح المصدر لوكالة أصوات العراق ان قوات شرطة صقلاوية الفلوجة فرضت ظهر الثلاثاء حظرا على سير المركبات والدراجات النارية والهوائية والى إشعار أخر على خلفية انفجار سيارة مفخخة وسط الناحية. <br/>وأضاف انه تم ايضا إغلاق كافة مداخل ومخارج المدينة فيما قام عناصر الشرطة بحملة تفتيش واسعة على كافة مراب السيارات تحسبا لأي طارئ. <br/>وكان مصدر في الشرطة ذكر في وقت سابق ان سيارة مفخخة انفجرت صباح الثلاثاء وسط ناحية الصقلاوية شمالي الفلوجة ما أسفر عن مقتل شرطيين وإصابة أربعة مدنيين كحصيلة أولية.</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية</font></span></strong></p> <p>شهدت العاصمة بغداد وبعض المحافظات الاخرى اليوم الثلاثاء 20/10/2009 احداثا امنية راح ضحيتها عدد من الشهداء والجرحى كما شهدت عمليات عسكرية شنتها القوات العراقية على اوكار الارهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة نبدأها من العاصمة <span style="color: red">بغداد</span> حيث تمكنت مفرزة متخصصة تابعة لقوات صقر قريش للجيش العراقي اليوم من تفجير عبوة ناسفة في ساحة ميسلون وسط بغداد الجديدة دون حدوث اضرار. ذكر ذلك مصدر امني مضيفا انه تم العثور على عبوة ناسقة كانت مزروعة تحت جسر المشاة في ساحة ميسلون قرب مديرية ضريبة بغداد الجديدة وقامت بتفجيرها قوات صقر قريش ،مشيرا الى ان عملية التفجير تسببت بحدوث اضرار بسيطة ببعض الدور والمحال المجاورة. وفي <span style="color: red">الموصل</span> تمكنت دورية تابعة للواء (19) جيش عراقي اليوم من القاء القبض على احد المطلوبين قضائيا في قرية (القيروان ) التابعة لقضاء سنجار 120 كم غرب مدينة الموصل . وذكر مصدر امني ان" عملية القاء القبض على المطلوب تم من خلال تنفيذ كمين بعد معلومات استخبارية عن مكان تواجده ، ووجد بحوزته (6)مخازن بندقية و(80) اطلاقة ، مشيرا الى تسليمه الى للجهات التحقيقية لتدوين اقواله واتخاذ الاجراءات القانونية بحقه ". من جهة اخرى مقتل قتل احد الارهابيين واصيب جندي في الجيش العراقي بجروح متوسطة بعد مهاجمة احدى نقاط التفتيش التابعة للجيش العراقي من قبل مجموعة ارهابية غربي مدينة الموصل مركز محافظة نينوى .وذكر مصر امني ،ان"الهجوم وقع على نقطة تفتيش تابعة للواء السادس جيش عراقي بحي الاصلاح الزراعي ،مشيرا الى ان افراد النقطة تصدوا للمهاجمين واجبروهم على الفرار بعد قتل احدهم ،بعدها نفذت القوات الامنية في المنطقة عملية بحث عن المهاجمين بعد جمع معلومات من اهالي المنطقة عن العناصر المشبوهة بانتمائها للجماعات الارهابية" . وعلى صعيد متصل ابطل خبراء المتفجرات في لواء الشرطة الاتحادية صباح اليوم مفعول عبوة ناسفة غربي مدينة الموصل مركز محافظة نينوى . وذكر مصدر امني ، ان العبوة كانت مزروعة على جانب احد الشوارع الرئيسة في منطقة رجم الحديد ، وتم العثور عليها من قبل احدى الدوريات التابعة للشرطة الاتحادية بالمحافظة ، مشيرا الى ان عملية ابطال مفعولها تمت بنجاح .وعلى الصعيد ذاته تمكن خبراء المتفجرات في الجيش العراقي من ابطال مفعول عبوة ناسفة اخرى كانت مزروعة قرب تقاطع حي سومر شرقي مدينة الموصل دون خسائر تذكر . واشار المصدر الى ان العثور على العبوة تم بعد الابلاغ عن وجودها في المكان المذكور من قبل احد المواطنين من سكنة المنطقة . من جهة اخرى القت دورية تابعة للواء السابع جيش عراقي اليوم القبض على (2) من المطلوبين قضائياً في قرية (البوير) التابعة لناحية الشورة 50كم جنوب مدينة الموصل مركز محافظة نينوى. وذكر مصدر امني ان "عملية القاء القبض تمت بعد ورود معلومات استخباراتية تفيد بوجود المطلوبين ،وقامت الدورية بمداهمة القرية المذكورة والقاء القبض عليهم واحالتهم الى المحاكم المختصة لاتخاذ الاجراءات القانونية بحقهم". من جانب اخر القت دورية تابعة للواء (16) حرس حدود التابعة للجيش العراقي القبض على (4) متسللين من الجنسية السورية كانوا يرمون دخول الاراضي العراقية عن طريق بادية الجزيرة القريبة من ناحية ربيعة 120 كم غرب مدينة الموصل . وذكر مصدر امني ان الدورية قامت بنصب كمين للمتسللين والقت القبض عليهم وكان بحوزتهم اسلحة وقنابل يدوية مبينا انه تم تسليمهم الى الجهات الامنية في المحافظة. وفي <span style="color: red">بابل</span> استشهد احد افراد الشرطة واصيب ثلاثة اخرين بجروح اثر انفجار عبوة ناسفة على دوريتهم غرب قضاء المسيب بمحافظة بابل . وذكر مصدر امني ، ان " العبوة كانت مزروعة على جانب الطريق الرئيس في منطقة( الحامية ) 20 كم غرب القضاء ، وتم تفجيرها عن بعد اثناء مرور الدورية في المنطقة المذكورة . وفي <span style="color: red">كربلاء</span> قال مدير اعلام شرطة كربلاء الرائد علاء عباس الغانمي ، ان الأجهزة الأمنية في مديرية الشرطة تمكنت اليوم من إلقاء القبض على عصابة مسلحة وخطرة متخصصة بسرقة المحال التجارية. وأضاف ان الأجهزة الأمنية في مديرية شرطة كربلاء تمكنت من إلقاء القبض على العصابة المسلحة وهي متكونة من أربعة أشخاص متخصصة بسرقة دور ومحال المواطنين، مشيرا الى انه تم ضبط بعض المسروقات كانت معهم ، مبينا انهم اعترفوا بجرائمهم وسيتم أحالتهم الى القضاء لينالوا جزاءهم العادل . وفي <span style="color: red">ديالى</span> حاول مسلحون مجهولون اليوم اغتيال قائد صحوة منطقة الجزيرة في قضاء المقدادية شمال بعقوبة مركز محافظة ديالى . ذكر ذلك مصدر مضيفا ان محاولة اغتيال قائد صحوة منطقة الجزيرة في المقدادية رعد رائد كانت بهجوم مسلح على سيارته مما ادى اصابته بجروح بليغة قرب احد البساتين القريبة. واشار الى ان رائد كان يعمل سابقا في تنظيم القاعدة لكنه انتفض عليه قبل سنتين ويتزعم الان عناصر الصحوة في تلك المنطقة . وفي <span style="color: red">الانبار</span> قتل شرطي اثناء تفتيشه لسيارة احد الاشخاص اليوم في نقطة تفتيش بالقرب من جامع الشمري في حي الشهداء بمدينة الفلوجة . وذكر مصدر امني ان الشرطي قتل اثناء تفتيشه سيارة احد الاشخاص حيث قام صاحب السيارة بعد توقفها باخراج سكين وطعن الشرطي ولاذ بالفرار الى جهة غير معلومة ، مضيفا ان الشرطي المصاب نقل الى مستشفى الفلوجة العام وعند وصوله الى المستشفى توفي . وعلى صعيد متصل اعتقلت قوة من مديرية شرطة السلام شمال الرمادي ستة من المشتبه بهم بقرية البو علي الجاسم في منطقة الجزيرة وبحوزتهم ست عبوات ناسفة وصواريخ ار بي جي سفن. وافاد مصدر امني من مركز شرطة السلام انه تمت متابعة المشتبه بهم وملاحقتهم والقي القبض عليهم في حي المعامل المتروكة ، مبينا ان التحقيق يجري معهم الان من قبل قاضي التحقيق المختص. يذكر ان القوات الامنية القت القبض على شبكة ارهابية مكونة من 12 عنصر وبحوزتهم 5 عبوات لاصقة وهاونات عدد 2 وصواريخ ار بي جي سفن في القرية ذاتها. وفي السياق ذاته اعتقلت قوة من مديرية شرطة السلام شمال الرمادي ستة من المشتبه بهم بقرية البو علي الجاسم في منطقة الجزيرة وبحوزتهم ست عبوات ناسفة وصواريخ ار بي جي سفن. وافاد مصدر امني من مركز شرطة السلام انه تمت متابعة المشتبه بهم وملاحقتهم والقي القبض عليهم في حي المعامل المتروكة ، مبينا ان التحقيق يجري معهم الان من قبل قاضي التحقيق المختص. يذكر ان القوات الامنية القت القبض على شبكة الفلوجة. وذكر مصدر امني ان "انفجار العبوة اسفر عن اصابة 2 من افراد القوة بجروح خطيرة بالاضافة الى اضرار مادية في احدى العجلات التابعة للقوة والسيارات المدنية القريبة من الانفجار. مشيرا الى فرض طوق امني حول مكان الحادث تحسبا لهجوم مماثل". من جانب اخر استشهد اثنين من الشرطة العراقية واصيب 8 اشخاص بجروح بينهم ثلاثة من الشرطة اثر تفجير ارهابي بسيارة مفخخة كانت مركونة بالقرب من محطة وقود منطقة الصقلاوية 20 كم شمال مدينة الفلوجة بمحافظة الانبار .وذكر مصدر امني ان " الانفجار وقع اثناء مرور دورية للشرطة في المكان المذكور ،والذي كان يشهد توقف عدد من السيارات المدنية للتزود بالوقود من المحطة المذكورة مما ادى الى وقوع اصابات بين اصحاب السيارات بالاضافة الى دورية الشرطة ، مشيرا الى ان عدد الضحايا قابل للزيادة لان عملية نقل المصابين تمت بسرعة من قبل القوات الامنية والمواطنين لمستشفى الفلوجة العام ولم يتم التاكد من العدد الاجمالي لضحايا الانفجار .هذا وفرضت القوات الامنية طوقاً امنياً والشروع بعملية دهم وتفتيش في المنطقة المذكورة بحثاً عن الارهابيين. </p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>جو بايدن يدعو الى تنظيم انتخابات شفافة في العراق</strong></p> <p>دعا نائب الرئيس الامريكي جو بايدن أمس الاثنين إلى تنظيم انتخابات شفافة في العراق <br/>وشجع بايدن خلال استقباله رئيس الوزراء العراقي نوري المالكي في واشنطن البرلمان العراقي على التحرك بسرعة لوضع قانون انتخابي يرسم إطار مشاركة سياسية شفافة في الانتخابات البرلمانية المقررة في بداية العام المقبل. <br/>وكان بايدن قد أكد الشهر الماضي أثناء زيارة للعراق أن الانتخابات التشريعية العراقية المتوقعة في يناير/كانون الثاني المقبل، تعتبر مرحلة حاسمة في مستقبل العراق.</p> <p><strong>الولايات المتحدة الامريكية تاكد سعيها لاخراج العراق من طائلة الفصل السابع </strong></p> <p>أكدت وزيرة الخارجية الأميركية هيلاري كلنتون أن الولايات المتحدة ماضية في دعمها للعراق في مسيرته لإعادة الإعمار والبناء، فضلا عن سعيها لاخراج العراق من طائلة الفصل السابع من ميثاق الأمم المتحدة. <br/>وأوضحت كلنتون في مؤتمر صحفي جمعها برئيس الوزراء العراقي نوري المالكي ظهر امس الاثنين في واشنطن، أنها والمالكي تباحثا في لقائهما، حول العديد من الملفات واتفقا على تشكيل لجنة دبلوماسية للتنسيق في إطار اتفاقية الإطار الاستراتيجي. <br/>وأعربت كلنتون عن تفاؤلها بمستقبل العراق الاقتصادي بعد تحسن وضعه الأمني الأمر الذي سيحقق له مزيدا من الأمن والرخاء والاستقرار ، معربة عن دعمها للجهود المبذولة لضمان إجراء انتخابات نزيهة وشرعية في العراق. </p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><b>شركة شل تعلن تقليص حرق الغاز في العراق</b></p> <p>أعلن شركة (رويال داتش شل) عن تقليص حرق الغاز في حقول نفط بجنوب العراق بنسبة 15 الى 20 في المئة وانها مستعدة لابرام اتفاق لتطوير موارد الغاز العراقية الغنية. <br/>وقال نائب رئيس الشركة منير بوعزيز على هامش ورشة عمل عن النفط العراقي في اسطنبول "لقد تم ايقاف بالفعل حرق أكثر من 100 مليون قدم مكعب يوميا". <br/>واضاف بوعزيز ان المشروع المشترك في انتظار الموافقة النهائية من وزارة النفط العراقية وان شل مستعدة للتوقيع ، مضيفا أنه حال موافقة وزارة النفط فسيحال الاتفاق الى مجلس الوزراء للحصول على موافقته. <br/>وتجري شركة شل مفاوضات للتوصل الى اتفاق لاستخلاص واستخدام الغاز الذي يخرج كمنتج ثانوي لعملية استخراج النفط من الحقول الجنوبية في العراق والذي يجري التخلص منه بالحرق.</p> <p><b>التجارة تؤمن خزينا إستراتيجيا من الحبوب تحسبا للتأخر في تشكيل الحكومة المقبلة</b></p> <p>أعلنت شركة تجارة الحبوب التابعة لوزارة التجارة عن وضع خطة لتوفير خزين إستراتيجي من الحنطة لتأمين حصص المواطنين الشهرية من الطحين . <br/>وقال مدير عام الشركة حسن اسماعيل إن الشركة باشرت بتنفيذ خطة تركز على توفير مادة الحنطة في مخازنها المنتشرة في عموم المحافظات لسد حاجة العائلات من مادة الطحين الموزعة لتلافي اي خلل قد يحصل قبل إقرار الميزانية العامة بداية العام المقبل. <br/>وأضاف اسماعيل أن تلك الخطوة جاءت لتلافي اي خلل في خزين الحنطة الاحتياطي أثناء مدة الانتخابات المقبلة المزمع إجراؤها مطلع العام المقبل والمتغيرات او التأخير الذي قد يحدت أثناء تشكيل مجلس النواب والحكومة الجديدة.</p> <h3><font color="#800000">اخبار متفرقة من العراق</font></h3> <p><strong>مصدر يكشف عن اندلاع حريق في مصرف الرافدين</strong></p> <p>كشفت مصادر مطلعة عن اندلاع حريق في الطابق الارضي لمصرف الرافدين الدولي والذي يشغله مصرف الرشيد التجاري. <br/>وأكد مصدر في البنك ان الحريق اندلع اولاً في المولدة الكهربائية بالمصرف ومن ثم امتد الى داخل البناية في الطابق الارضي، فيما قررت إدارة المصرف إخلاء البناية من الموظفين تحسبا للطوارئ. <br/>علما الى ان الحريق اسفر عن خسائر مادية وليست بشرية وهذا هو الحريق الاول من نوعه الذي يحدث في مصرف الرافدين الدولي ولم تصل أي تفاصيل عن قيمت الاضرار
