Gov. Eliot Spitzer announced Tuesday. <br><font size="+1">  </font><font size="+1">  </font> Perinton-based Paetec will build a 500,000-square-foot facility at the site, moving 600 workers downtown and adding up to 400 more in the coming years, Spitzer said. <br><font size="+1">  </font><font size="+1">  </font> The city of Rochester will acquire the site from Midtown Rochester Properties LLC. The state will be responsible for remediation and demolition costs, estimated at $50 million, Spitzer said. <br><font size="+1">  </font><font size="+1">  </font> The completed project will take some four years, Rochester Mayor Robert Duffy said. <br><font size="+1">  </font><font size="+1">  </font> A purchase price for the property was not disclosed. <br><font size="+1">  </font><font size="+1">  </font> State and local officials will spend several weeks developing a site- and use-plan for the property, which will be redeveloped as mixed-use urban space. <br><font size="+1">  </font><font size="+1">  </font> City leaders applauded the announcement, part of Spitzer’s “City by City” plans for economic development in Upstate New York. <br><font size="+1">  </font><font size="+1">  </font> “You only have to visit downtown Rochester once to recognize that it truly has an extraordinary amount of potential,” Spitzer said during a news conference at Midtown Plaza. “Nearly everything is in place for a downtown resurgence: beautiful architecture, important cultural institutions, corporate headquarters and a thriving arts and entertainment scene. <br><font size="+1">  </font><font size="+1">  </font><font size="+1">  </font>“But right at the center of downtown is a major obstacle to development: a 1960s-era shopping mall that is 75 percent empty,” the governor said. “Not only does this structure present a physical impediment to revitalization—it is 10 acres large and right in the middle of downtown—it also presents a symbolic impediment.
