property="content:encoded"> <p>Last year, 14.8 million new BEVs, PHEVs and mild hybrids were registered worldwide, bringing the global stock of EVs to just under 42 million. Despite the massive increase, electrification targets are at risk of being missed – notably in Germany. </p> <p>The figures, from the Centre for Solar Energy and Hydrogen Research (ZSW) in Baden-Württemberg, show that nearly two-thirds of those new EVs (more than 9 million, to be exact) were added in China. In terms of new EVs added annually, the U.S. has taken over second place from Germany, which saw fewer than 700,000 new EVs registered in 2023.</p> <p>Of the total of nearly 42 million EVs now in circulation around the world, more than half are driving around in <a href="https://www.globalfleet.com/fr/wikifleet/china">China</a>. The U.S. is in second place with 4.8 million EVs, while <a href="https://www.globalfleet.com/fr/wikifleet/germany">Germany</a> took third place, with just over 2.3 million. </p> <p>ZSW points out that this rate of increase is not enough for Germany to hit its electrification target. If Germany wants to have 15 million EVs on the road by 2030, the country needs to add at two to three times the rate it did in 2023.</p> <p>Other, smaller markets show that it is not impossible for mature western economies to rapidly increase their stock of EVs. In 2023, Belgium grew its volume of EVs by 71% (192,400 units added), while Portugal saw its EV volume rise by 54% (65,000 units added). </p> <p>In fact, taken as a whole, the EU is the world’s second-largest market for new EV registrations, after China of course. In 2023, around 2.5 million new EVs were registered in the EU, versus just 1.5 million in the U.S., in third place. </p> <p>This is in stark contrast to Germany, where registrations actually fell by 16% last year (compared to 2022), after rising 22% in 2022  (compared to 2021). A major factor in that slowdown was the <a href="https://www.fleeteurope.com/en/new-energies/germany/features/cash-poor-germany-ends-private-ev-subsidies?a=FJA05&t%5B0%5D=Electrification&curl=1">sudden abolition of government subsidies </a>at the end of 2022. </p> <p>This led to a slowdown in PHEV sales so sharp that even an 11% increase in BEV sales wasn’t enough to halt the overall decline in EV sales. Contributing factors: the weak German economy, falling petrol and diesel prices throughout 2023, and the continuing high upfront cost of EVs. </p> <p>ZSW argues that if Germany wants to have a chance of hitting its target, the country needs to reintroduce EV incentives – or at least abolish tax breaks and other privileges for combustion-engine vehicles, and limit company car incentives strictly to EVs.</p> <p>But it’s not just a matter of government action, says Andreas Püttner (ZSW): “There is an urgent need for attractive vehicles in the middle and lower price segments, to appeal to a larger customer base.
