during the Annual Meetings to discuss a major development goal – ensuring everyone has access to affordable financial services such as a bank or mobile money account. While a lot of progress has been made on “financial inclusion,” new rules affecting the flow of funds threatens to slow or even reverse some gains.<br/><br/><a href="https://web.archive.org/web/20161009112358/http://live.worldbank.org/financial-inclusion-not-exclusion-managing-derisking" rel="nofollow">Financial Inclusion not Exclusion: Managing De-Risking</a> brought together Queen Máxima of the Netherlands, US Treasury Secretary Jack Lew, Zhou Xiaochuan, Governor of the People’s Bank of China, Sri Mulyani Indrawati, Indonesia’s Minister of Finance. Arun Jaitley, India’s Minister of Finance, World Bank Group President Jim Yong Kim, and Juan Manuel Vega-Serrano, the president of the Financial Action Tax Force (FATF), which sets international standards for combating money laundering, terrorist financing and other related threats.<br/><br/> Some 700 million people were brought into the formal financial system between 2011 and 2014 – a major success – but 2 billion people remain cut off, said Queen Máxima, who is the United Nations Secretary-General’s special advocate for inclusive finance for development.<br/><br/> A new challenge to financial inclusion is a trend toward <a href="https://web.archive.org/web/20161009112358/http://www.worldbank.org/en/topic/financialmarketintegrity/brief/de-risking-in-the-financial-sector" rel="nofollow">“de-risking”</a> by banks. Evidence has linked investments in the early years to better outcomes in school, improved work prospects and higher wages in adulthood, and even better health. Inequities in education start in early childhood, with consequences that ripple through later stages in life. <strong>We also know that quality counts</strong>: poor-quality early learning environments can be unhelpful or even detrimental for a child’s future.<br/> <br/> Less well understood, however, is <strong><em>how</em> countries can deliver high-quality early learning services equitably and at scale</strong>. How do countries get from a small-scale, well monitored pilot—which is where a lot of our evidence comes from—to a national program, without diluting quality too much or leaving behind the most disadvantaged children? How can countries build a motivated, well-trained workforce that understands and can serve the distinctive developmental needs of children before the primary years? What are effective models to work with private providers?<br/> <br/> The <a href="https://web.archive.org/web/20161009112358/http://www.worldbank.org/en/topic/education/brief/early-learning-partnership" rel="nofollow">Early Learning Partnership (ELP)</a> is embarking on a new research program to generate some answers to these questions. ELP is a multi-donor trust fund at the World Bank which provides analytic and operational support to World Bank teams and client countries who want to invest in early childhood. For digital technologies to benefit everyone everywhere, affordable access to broadband internet is key. This requires both robust broadband infrastructure, and the strengthening of analog complements to digital solutions, including a pro-competitive and effective regulatory framework, a sound business environment, good governance and digital skills.<br/><br/> One of our main areas of focus is the enabling environment – helping governments foster digital development by putting in place the right policies and regulations.<br/><br/> Now, what are some of the main issues?<br/><br/> First, across the world, but especially in developing countries, competitiveness continues to be dragged down by ‘red tape’, including numerous procedures, authorizations and delays to start a business or launch a service, costly and unreliable property registration, or stifling labor regulations. I am sure you are all familiar with the <a href="https://web.archive.org/web/20161009112358/http://www.doingbusiness.org/" rel="nofollow">Doing Business</a> report and the World Bank’s many <a href="https://web.archive.org/web/20161009112358/http://www.worldbank.org/en/topic/competitiveness/brief/investment-climate" rel="nofollow">programs</a> to support business reforms worldwide.<br/><br/> While the digital industry also faces these regulatory hurdles, it is confronted with additional challenges.<br/><br/> Let me give you an example. With your phone in hand, you are about to send a text message to a friend. Your phone offers you a choice: to send the text message through your mobile operator, or to send it via the internet through an app. Depending on what platform you use, your text message will be taxed differently. Two-thirds of the population in the region lacks access to electricity and five out of six people don't have access to piped water. The people and industries that do have services pay twice as much as those outside Africa, further reducing regional competitiveness and growth. As cities continue to flood with migrants looking for better economic opportunities, power and water utilities are being challenged to improve the services offered to existing and new users.
