Each board is responsible for all aspects of its business, including business management, operations, procurement, IT, tax, legal, banking, HR, operations, technology, etc. Networks across businesses share best practice, working together to benefit from economies of scale, learning and avoid duplication. The INEOS central office function is extremely limited, numbering only about 40 people relative to typically hundreds in organisations of comparable size.
