unicode-bidi: bidi-override; direction: ltr"> <p>In a seminar in Germany last week, Khalid Azizi, leader of the Kurdistan Democratic Party of Iran (KDPI) rejected a claim by Haji Ahmadi, leader of the Party of Free Life of Kurdistan (PJAK) who had said, “In order to come to an agreement with other parties in Iranian Kurdistan, we are ready to offer anyone a clean slate,”</p> <p>During the seminar that was organized by KDPI’s Germany branch, Azizi said, “In politics a clean slate wouldn’t be given to anyone and we wouldn’t offer it to anyone.”</p> <p>Regarding a possible meeting with the PJAK to discuss the unification of both parties, Azizi said, “If we decide to meet with PJAK we will meet with the PKK instead, because they are the same.”</p> </p></div> <p> <a party is offering homes to poor Christian families uprooted by sectarian violence in what it says is a humanitarian gesture, denying suggestions the move is designed to boost its electoral base in the disputed Kirkuk region.</p> <p>Since the 2003 United States-led invasion, Iraqi Christians have often been the target of violence by Islamist extremists, forcing more than 200,000 of them to leave Iraq.</p> <p>In the worst outrage in October 2010, al-Qaeda-linked militants stormed a church in central Baghdad, killing over 60 people.</p> <p>In an effort, the PUK says, is aimed at alleviating their plight, the joint ruling party in Iraqi Kurdistan has provided 200 plots of land and 10,000 US dollar grants to low-income Christian families in a gated compound in Se Ganian (The Three Springs in Kurdish), a Kurdish village destroyed by Saddam, ten kilometres north of Kirkuk.</p> <p>While commentators acknowledge the plan is well-intentioned, they suggest it may be strategic too.</p> <p>“This initiative is humanitarian but also a political move to get more votes for [the PUK’s] next campaign in Kirkuk,” said Mohammad Ameen, a political analyst and a professor at Kirkuk unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130126081342/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130126081342/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130126081342/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130126081342/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130126081342/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya&#8217;s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that &quot;the police and security forces were poorly trained in handling it appropriately.&quot;</p> <p>Iraq&#8217;s constitution guarantees &quot;freedom of assembly and peaceful demonstration.&quot; As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma&#8217;il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>&quot;Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists.&quot;</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad&#8217;s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists&#8217; whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad&#8217;s Bab al Mu&#8217;adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as &quot;from Brigade 43&quot;of the army&#8217;s 11<sup>th</sup> Division and said another officer was &quot;from Baghdad Operation Command.&quot;</p> <p>&quot;They did not show any arrest warrants and did not tell us why we were being arrested,&quot; this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to &quot;shut up and get in the car.&quot; They blindfolded and handcuffed us, and while they were doing this, they asked, &quot;Why are you having these meetings? Do you really think you can bring down the government?&quot; And they asked who was supporting us.</p> </p></div> <p> <a the central square of Sulaimaniyah on February 17, to show solidarity with Tunisians and Egyptians as well as to call for reform and an end to corruption in Iraqi Kurdistan, I was just a curious reporter monitoring the situation.</p> <p>But soon after the rally ended, I was faced with the most difficult story of my professional career.</p> <div style="border-right: black 1px solid; demonstrators had left towards Salem Street, the best known part of the city, when for reasons that are still under investigation, some ended up clashing with guards outside the offices of the region’s president Kurdistan Democratic Party, KDP. In the ensuing fight, one person was killed and nearly 60 injured.</p> <p>At this point, I was a few blocks away, but could hear the sounds of gunshots and the sirens of ambulances and security vehicles rushing towards the scene. I knew that I had an assignment and headed straight there.</p> <p>It was the first time I had seen such huge crowds of people demanding reform and jobs and the first time I had witnessed live gunfire against protesters. What I saw that day became part of an IWPR report about the demonstrations that were sweeping Iraq (<a href="https://web.archive.org/web/20130126081342/http://iwpr.net/report-news/protests-sweep-iraq" class="external" target="_blank"><strong>Protests Sweep Iraq</strong></a>), but I felt that I needed to write another story focused on Sulaimaniyah.</p> <p>I kept a close eye on developments after February 17 as the demonstrations gained momentum. I could see that the young protesters were defying the might of the security forces and their use of live ammunition, and asked my editors at IWPR if I could write a follow-up story about the demonstrations.</p> <p>In the ensuing days, hundreds of extra troops were brought to the outskirts of Sulaimaniyah and a curfew put in place. More demonstrators were killed and many more injured, and there were numerous arrests by the security forces as the protests spread to other areas of the province.</p> <p>My biggest challenge in filing the story was the security situation. People were defying the curfew and I had to walk around with my press card always ready to show the security forces. People were demonstrating in several areas of Sulaimaniyah city, so I had to decide which of the protests I needed to cover. In the end, I judged that it was the centre of the city that had become the magnet for demonstrators.</p> <p>The images were shocking; I saw protesters blocking roads and burning tyres as security forces opened fire on them and plainclothes police tried to arrest them. Businesses were all shut down and the usual traffic jams were eased as fewer people were willing to enter the city. The slogans that the demonstrators were chanting &#8211; such as, “Down with corruption” and “People are suffering” &#8211; were all new to me.</p> <p>I carried out several interviews with the protesters, but getting information from officials was difficult. I had to call many of them numerous times before they even picked up the phone. My other challenge was to keep up with the fast-paced developments as casualties increased and more and more people joined the demonstrations.</p> <p>I filed the article <a href="https://web.archive.org/web/20130126081342/http://iwpr.net/report-news/sulaimaniyah-eye-storm" class="external" target="_blank"><strong>Sulaimaniyah in Eye of Storm</strong></a> from an internet café on February 23 but the following day I was still on the phone to sources and out reporting on the demonstrations to make sure that my piece was up to date.</p> <p>What I learned from this story were some very valuable lessons for my career. For example, while I was told by military officials that all reinforcements had been withdrawn from Sulaimaniyah, I could see for myself that many of them were patrolling the streets of the city. This experience was a good reminder of the lessons that I had learned from IWPR – that information has to be checked carefully for accuracy before it could be published.</p> <p>When the story appeared it meant a lot to me. Although the violence has died down, the protesters are still holding daily rallies in Sulaimaniyah’s central square, waiting for the authorities to meet their demands. In the light of all the protests happening in other parts of Iraq and Middle East, I too feel that the demonstrators in Iraqi Kurdistan needed to be heard</p> <p><strong>Source:</strong> <a <blockquote><p>An Iraqi Kurdish woman activist has said on Wednesday that the minimization of weapons among citizens have curtailed the killing of women in northern Iraq’s Kurdistan Region, demanding the Kurdish government to “take serious measures to minimize the phonemena of carrying of weapons by men in the Region.”</p> <p>The confirmation took place, being part of a symposium held by an organization involved in defending women’s rights in Iraqi Kurdistan, carrying the name of “WARFIN,” on Tuesday, about carrying of weapons in the Region, attended by representatives Kurdistan’s Interior Ministry, its Peshmerga (Kurdish guards), the High Judiciary Council and the Social Community organizations in the Region.</p> <p>“The symposium has called for limiting the phenomena of weapons spreading among Kurdistan citizens, pointing out that the Organization had noticed that ‘the majority of killing of women in Kurdistan had been carried out by guns, which exceed one million spread in the Region.”</p> <p>“The limitation of possession of weapons among (Kurdistan) citizens shall minimize the killing of women,” the symposium pointed out, demanding the the Region’s government to ban “trading with weapons, in order to share in limiting their spread.”</p> <p>On his part, the Director of Arbil’s Police, Brigadier Abdul-Khalilq Talaat, expressed support for WARFIN Orgnization’s Chairwomen, Linja Abdullah, telling Aswat al-Iraq: “There is more than one million weapons in the hands of citizens in Kurdistan, despite fact that the law prevents carrying weapons in public places, but not to keep them inside houses.”</p> <p>“The Police can’t take measures against those who keep weapons in their houses, because it can’t search all houses without judical orders,” Parliament’s Speaker, Usama al-Nujeifi, in a reception of the Chairman of the Christian Chaldian Sect in Mosul, Rev. Emil Shamoun Nona, on Thursday has reiterated “necessity to support Iraqi Christians,” according to a Media Spokesman of his office.</p> <p>The spokesman told Aswat al-Iraq news agency that Nujeify and his accompanying delegation had conferred early on Thursday with Rev. Shamoun, during which he said that “the people of Iraq supports their Christian Brothren,” adding that “his visit has taken place to express support and solidarity with the Christians.”</p> <p>“The Iraqi people are determined to fight terrorism and they are keen to fight extremism,” Nujeifi stressed, saying: “We shall not allow any attempt to undermine the cohesion of the Iraqi people, and Christians are a basic component of our people, and their sufferings are similar to the sufferings of all Iraqi people.”</p> <p>Noteworthy is that a group of armed men had broken through Baghdad’s “My Lady of Salvation” Church on 31/10/2010, took dozens of worshippers hostage, before a counter attack by the Iraqi security forces, that caused the killing of 58 persons, among them 5 of the attackers, 7 security men, whilst the others have been hostages..The attack had wounded 75 persons, among them 15 Army and police men. Al-Qaeda Organization had announced responsibility for the attack, threatening Iraqi Christians with other attacks.</p> <p>The attack was followed by several terrorists raids against areas inhabited by Iraqi Christians, including Baghdad and Ninewa, killing and wounding a number of Christians, that was followed with the immigration of Christians to Iraqi Kurdistan’s Arbil and Sulaimaniya Provinces, where Kurdistan President, Massoud Barzani, expressed his Region’s readiness to receive and protect them.</p> <p>Rev. We cannot give up our businesses, so we are very worried about this decision.&quot;</p> <p>Raeed said he believed the authorities would face difficulties applying the decision. </p> <p>“The municipality authorities cannot enforce this decree, because some liquor stores might sell glasses and ice with the alcohol or sell them secretly from their homes,” he said.</p> <p>Authorities in Ankawa say there are more than 100 stores and bars in the district selling alcohol.</p> <p>Marbin told Rudaw the reason behind the ban was because some stores sold alcohol improperly and people drank on the streets and inside liquor stores.</p> <p>“Many young people visit Ankawa on a daily basis to drink alcohol,” said Marbin. </p> <p>“They drink it in an uncivilized manner, throw the bottles down creating litter and then roam around the streets while intoxicated and start harassing women and men.”</p> <p>Asked about the local businesses’ disgruntlement with the ban, Marbin said the merchant’s criticism was “not fair because they are the ones who have caused this situation… After the issuance of this decree, anybody who violates the rules will have their health certificates and licenses withdrawn from them.&quot;</p> <p>In recent times, Ankawa has been the safest and most affluent place for Christians in Iraq. Over 500 Christian families have fled Baghdad and other volatile places to seek refuge in Ankawa in the last month alone, following the attacks on churches in Baghdad that left dozens dead. </p> week in different towns and cities praying for rain, a religious ritual practiced by Muslims worldwide asking God to send His merciful rain.</p> <p>Khaled Suleiman, a 44-year-old farmer, has had his seeds and pesticides ready for nearly two months but he has not been able to cultivate his land because of lack of rain. He fears his land will stay uncultivated this year.</p> <p>Suleiman lives in Qaraj district close to Erbil, the capital of the federal region of Kurdistan. Suleiman’s livelihood depends on his approximately 66 hectares of land. He said that, out of 401 hectares of agricultural land in his village, only 13 hectares of it had been cultivated this year.</p> <p>“We fear we will have a dry year and cannot raise our cattle too. If there is no rain by mid-December then there will be no cultivation here,” he said.</p> <p>There are around 1.5 million hectares of agricultural land in Kurdistan, 88 percent of which depends on rain for cultivation. The Qeraj, Kandinawe and Shemamak plains near Erbil are the areas most under the threat of drought this year.</p> <p>Saeed Mustafa, director of agriculture in Makhmour, said only 668 hectares of the area’s 66,890 hectares of agricultural land had been cultivated this year.</p> <p>According to figures obtained by Rudaw from the Kurdistan Meteorology and Seismology Directorate (KMSD), the highest rate of rainfall in Erbil province this year has been in Choman district, near the border with Iran, which has so far seen 12.3 millimeters.</p> <p>In Sulaimani province, the highest rate of rainfall has been in the Tawela area, also close to the Iranian border, which has reached at 8.7 millimeters.&#160; In Duhok province the highest rate has been 8.1 millimeters in the Graseen area.</p> <p>At the same time last year, Choman had seen 176.8 millimeters of rainfall, Biyare 252.4 millimeters and Graseen 88.8 millimeters.</p> <p>KMSD’s head, Hassan Wehab, said his office did not possess advanced enough technology to forecast several months ahead.</p> <p>“We have 27 weather registration centers and we can only forecast the weather for the next 48 hours,” Wehab said.</p> <p>But he said the delay in rainfall is not necessarily a sign of drought since the rainy season is not over yet. KMSD officials say the rain shortage is mostly due to global warming which has affected other areas of the Middle East, such as Lebanon, Jordan, and Palestine/Israel.</p> <p>The looming threat of drought has made some farmers in Kurdistan criticize Kurdistan’s Ministry of Agriculture for failing to implement irrigation projects to reduce their dependence on rainfall.</p> <p>Anwar Omar, director of planning at the Ministry of Agriculture, blamed the low number of irrigation projects on the small budget allocated for this.</p> <p>“In Kurdistan’s five-year strategic agricultural plan, around 70 percent of the budget was earmarked for building dams and irrigation projects, but unfortunately over the past two years only 25 percent of the budget has been injected into the projects,” Omar said. “Because of the budget shortage we have only been able to irrigate 15 percent of agricultural land.”</p> <p>Officials at the Ministry of Agriculture say that, out of 25 proposed dams, only 14 have been approved by the government, and these 14 are only at the stage of signing contracts and surveying.</p> <p>Two dams, one in Koya, south of Erbil, and the other in Garmyan, south of Sulaimani, are currently under construction and are expected to be completed by the end of this year, but they are unlikely to be functioning until after this year.</p> <p><strong>Source:</strong> <a href="https://web.archive.org/web/20130126081342/http://www.rudaw.net/english/kurds/3340.html" class="external" target="_blank">Kurdistan’s Parched Land in Dire Need of Rain</a> | By Rawa Abdulla | Rudaw in English</p> </div> </div> <hr/> <div class="navigation"> <div class="alignleft"><a href="https://web.archive.org/web/20130126081342/http://gorillasguides.com/tag/iraqi-kurdistan/page/2/">&laquo;
