会場には、政府関係者を始め、国連職員、報道陣、そして一般の方々が集まり、深刻な人権問題である北朝鮮による拉致の実態に終始真摯に耳を傾けていました。</span><span style="font-family: "MS Mincho"; mso-fareast-language: JA;"><o:p></o:p></span></font></font></p><font mso-fareast-language: JA;">基調講演では、古屋圭司拉致問題担当大臣が日本人拉致の実態と北朝鮮に対する日本政府の方針、問題の解決策に言及し、「拉致被害者はまだ生きており、我々の救いを待っている。日本は、北朝鮮が彼らを釈放し、日本に謝罪しない限り、北朝鮮との国交を回復しない。」と幾度も強調されていました。</span><span style="font-family: "MS Mincho"; mso-fareast-language: JA;"><o:p></o:p></span></font></font></p><font color="#000000" face="Times New Roman" size="3"> </font><p class="MsoNormal" style="margin: 0in 0in 10pt;"><font size="3"><font color="#000000"><span lang="JA" style="font-family: "MS Mincho"; mso-fareast-language: JA;">日本人拉致は</span><span style="font-family: "MS Mincho"; mso-fareast-language: JA;">1970<span lang="JA">年代に始まり、北朝鮮の工作員養成のために大勢の方が拉致されたと思われているが、日本政府が認定しているのは計</span>17<span lang="JA">人です。</span>2002<span lang="JA">年に米国の強い圧力により実現した日朝首脳会議で、北朝鮮は初めて日本人拉致を認め、謝罪し、</span>5<span lang="JA">人の被害者を釈放したが、残りの</span>12<span lang="JA">人に関しては、拉致を断固として否定しており、拉致問題は解決済みだと言い張っています。</span><o:p></o:p></span></font></font></p><font color="#000000" face="Times New Roman" size="3"> </font><p class="MsoNormal" style="margin: 0in 0in 10pt;"><font size="3"><font color="#000000"><span lang="JA" style="font-family: "MS Mincho"; mso-fareast-language: JA;">北朝鮮による拉致は、日本人に限らず、その規模は世界中に及んでいます。これまで、拉致が確定されている被害国は、日本、韓国、中国</span><span style="font-family: "MS Mincho"; mso-fareast-language: JA;">(<span lang="JA">マカオ</span>)<span lang="JA">、タイ、レバノン、ルーマニアの</span>6<span lang="JA">カ国で、拉致の疑いが極めて濃厚な国は、フランス、イタリア、オランダ、ヨルダン、マレーシア、シンガポール、そしてアメリカの</span>13<span lang="JA">国です。拉致の目的は、北朝鮮のあらゆる工作員活動を遂行する上で、工作員を現地化し、国家開発のためにあらゆるノウハウを強引に吸収する必要があったからです。工作員たちは、日本人拉致被害者から日本化教育を、中国人拉致被害者からは中国化教育を徹底的に受け、その国々に潜み、工作活動を続けてきました。</span><o:p></o:p></span></font></font></p><font color="#000000" face="Times New Roman" size="3"> </font><p class="MsoNormal" style="margin: 0in 0in 10pt;"><font size="3"><font color="#000000"><span lang="JA" style="font-family: "MS Mincho"; mso-fareast-language: JA;">特定失踪者問題調査会代表の荒木和博氏によると、北朝鮮は建国の際、軍隊・インフラ・政策等全てをソ連からもらい、他国によって作られた国である。そのため、以降特定の分野において技術が欠乏した際、その分野の専門家を外国から拉致してきた。よって、北朝鮮にとって拉致は当然の選択である、と強く主張していました。</span><span style="font-family: "MS Mincho"; mso-fareast-language: JA;"><o:p></o:p></span></font></font></p><font color="#000000" face="Times New Roman" size="3"> </font><p class="MsoNormal" style="margin: 0in 0in 10pt;"><font size="3"><font color="#000000"><span lang="JA" style="font-family: "MS Mincho"; mso-fareast-language: JA;">シンポジウムでは、拉致被害者家族による訴えも設けられ、拉致が起きた際の背景や家族想う悲痛な胸のうちを会場の参加者に告げました。</span><span
