Using it to assist in a topic is not common: typically a portal is mentioned in the See Also article space. Although I can't find an actual reference, I do know that meta-information (e.g. links to wikiprojects) and its derivatives (e.g., navigational templates to navigate in the articles of a wikiprojects) are definitely frowned upon in article space.
