Ingvar Carlsson (S) i Politikbyrån den 13 november. Förutom att underkänna infrastruktur- och bostadsminister Andreas Carlsson (KD) och hans företrädare pekar Sveriges tidigare statsminister på en (o)ordning vi har levt med i många år. Det är dags att ta bostadskrisen på allvar.</p><p>Ska man vara snäll kan det inte vara lätt för Andreas Carlsson att navigera i sina dubbla poster. Han måste konstant välja hur mycket av sin tid han ska lägga på att lösa bostadskrisen och hur mycket som ska läggas på att lösa den enorma utmaningen av att bygga ut vår transportinfrastruktur. Detta är inte något unikt för Carlsson och denna regering, utan avsaknaden av en minister med ett enbart fokus på bostadsfrågor är en verklighet som funnits de senaste trettio åren.</p><p><b>Detta sätt att hantera </b>bostadsfrågor härleds till 1991 då Bildt-regeringen decentraliserade bostadspolitiken genom att skrota bostadsdepartementet, lämna byggansvaret till marknaden och låta kommunerna sköta planeringen på egen hand. </p><p>Detta, tillsammans med de skarpa nedskärningarna av statliga utgifter under 90-talskrisen, lade grunden till den passiva statliga bostadspolitiken som vi har levt med de senaste decennierna. </p><p>Bostadsfrågornas hemmahörande har sedan dess definierats utifrån ministerns andra uppdrag och har således studsat mellan inte mindre än sju olika departement, bland annat arbetsmarknadsdepartementet, socialdepartementet och näringsdepartementet.</p><p><b>Sedan omläggningen </b>av bostadspolitiken har Sverige blivit extremt i många avseenden. En bostad i Sverige som i slutet av 90-talet kostade 2,5 årslöner kostar idag tolv årslöner, något Andreas Cervenka presenterar i sin senaste bok ”Fuskbygget”, och är en utveckling som är svår att återfinna i någon annan del av världen. </p><p>Då våra grannländer Finland och Norge varje år lägger två respektive 1,5 procent av sina BNP på statliga bostadspolitiska medel för att öka utbudet, sänka boendekostnader och stärka efterfrågan, lägger Sverige endast cirka en procent (där dessutom cirka 0,25 procentenheter av dessa medel går till rot-avdrag). </p><p>Sverige är dessutom det land av dessa tre (Sverige, Norge, Finland) som har den allra mest konjunkturkänsliga marknaden för bostadsbyggande. </p><p><b>De senaste 30 åren</b> har vi alltså förskjutit belåningen, investeringen och risken från staten till det svenska folket. Detta har resulterat i höga boendepriser och stora belåningsgrader. För bankerna har det istället inneburit säkra intäkter och miljardvinster. </p><p>Att då, som regeringens nyligen presenterade <a href="https://www.regeringen.se/rattsliga-dokument/statens-offentliga-utredningar/2024/11/sou-202471/" target="_blank"><u>utredning</u></a>, ge förslag som kommer innebära högre skuldsättning är att med skygglappar försöka mildra symptomen av problemen istället för att lösa dem. </p><p>Vill vi på riktigt göra något åt bostadskrisen måste vi gå vidare från den ordning som gäller idag.</p><blockquote>Avsaknaden av en central bostadspolitik har lett till en brutal segregation och ojämlika livsvillkor. </blockquote><p>Bostadsfrågan är en välfärdsfråga som kräver statligt ansvar. Behovet av bostäder skiljer sig från konsumenternas efterfrågan, svänger inte med konjunkturcykler och är därför inte något som kan lösas av marknadens fria agerande. För att lösa bostadsbristen och uppfylla den jämlika rätten till ett prisvärt boende krävs ett helhetsgrepp: i form av en minister som kan lägga hela sin tid på att lösa bostadsbristen och ett återupprättande av bostadsdepartementet. </p><p><b>Ett återupprättat bostadsdepartement</b> skulle samordna och stödja bostadsförsörjningen med mål att åter göra boendekostnader rimliga och se till att det byggs efter behov. Detta ska uppfyllas genom att departementet får i uppdrag att, tillsammans med kommunerna, upprätta en nationell plan som syftar till att få en långsiktig blandad bebyggelse som möter de lokala behoven. Vidare skulle bostadsdepartementet ansvara för de statliga medel och investeringar som ska tillföras bostadsmarknaden, exempelvis investeringsstöd, bostadsbidrag och statliga krediter. </p><p>Bostadskrisen är ett av vårt lands mest akuta problem. Avsaknaden av en central bostadspolitik har lett till en brutal segregation och ojämlika livsvillkor. Låt oss underlätta för Andreas Carlsson genom att göra om och göra rätt: inrätta ett bostadsdepartement. </p></section> </body> <script type="text/javascript" async>
