Hakim was visibly angry with Al Maliki&#8217;s insistence that no one but he was entitled to the Iraqi premiership. The two men seemed to agree that it was vital to prevent the rise of the secular Allawi, but little else besides, notes Sami Moubayed</b>. </p> <p>When the 38-year old Ammar Al Hakim succeeded his father as head of the Supreme Iraqi Islamic Council (SIIC) in August, many thought that he would easily be manipulated and abused by many of his father&#8217;s friends and allies, men who were far older and experienced than him.</p> <p>Al Hakim, however, has done a very good job at building bridges both within Iraq and with its neighbours, and has recently visited Damascus, Tehran and Riyadh to market himself as a reliable political heavyweight in Iraqi politics.</p> <p>During the March elections his coalition, the Iraqi National Alliance (INA), put in a solid performance. It did not sweep parliament — as was the case in 2005 — but did enough to be the third-largest bloc, with 70 seats.</p> <p>Al Hakim would have been satisfied with this, knowing that, even with 91 seats, Eyad Allawi did not have a majority and could not form a Cabinet on his own — this would require 163 seats. None of the aspirants could become prime minister without the full backing of Al Hakim and the SIIC.</p> <p>This week, Al Hakim and Prime Minister Nouri Al Maliki announced they would merge their two blocs, the INA and Al Maliki&#8217;s State of Law coalition, which has 89 seats, into one bloc, giving them a total of 159 seats. The remaining four seats required for a majority are relatively easy to obtain.</p> <p>The writing had been on the wall for weeks, as the two sides openly debated a merger. But only last week, apparently fed up with the prime minister&#8217;s arrogance, Al Hakim had snapped: &quot;I speak to the politicians and tell them: Come down from your ivory tower and [do away] with your personal ambitions!&quot; Al Hakim was visibly angry with Al Maliki&#8217;s insistence that no one but he was entitled to the Iraqi premiership. The two men seemed to agree that it was vital to prevent the rise of the secular Allawi, but little else besides.</p> <p>Al Hakim does not trust Al Maliki, and nor does his ally, Moqtada Al Sadr. Al Maliki came to power in 2006 thanks to the unwavering support of Abdul Aziz Al Hakim (Ammar&#8217;s father) and Al Sadr, but subsequently turned his back on both of them. Al Sadr supported Al Maliki in 2006-2007, legitimising him among grassroots Iraqis, while the prime minister protected him from the government dragnet, allowing his men to bear arms and create a mini-state in the slums of Baghdad.</p> <p>Once firmly in power, however, Al Maliki abandoned Al Sadr, prompting the young cleric to tell La Republica: &quot;Between myself and Abu Israa [Al Maliki] there has never been much feeling. I never trusted him. At our last meeting he first told me: ‘You are the country&#8217;s backbone,&#8217; and then he confessed that he was ‘obliged&#8217; to combat us. Obliged, you hear me?&quot;</p> <p>Al Sadr sees Al Maliki as an American stooge who will renege on all promises made to the INA once he is firmly back in power, as he did in 2007. Al Hakim, meanwhile, views the prime minister as a very unreliable ally because of his decision in January 2009 to contest the provincial elections on his own.</p> <p>This, and his decision to run independently again last March, means that Al Maliki will forever be seen as an opportunist in the eyes of his Shiite allies. Al Hakim, however, is obliged to ally with Al Maliki — at the behest of Iran — to ensure the Shiites are not overwhelmed by secular figures such as Allawi or Sunnis.</p> <p>The merger does not necessarily mean that everything is resolved. Unless real pressure is applied on Al Maliki by Tehran, he will refuse to accept a compromise candidate for prime minister — certainly not anyone from the INA. Al Hakim himself has no ambition to become prime minister, much like his father and uncle who were &quot;prime minister makers&quot;. . The SIIC has long wanted one of its own to become prime minister, such as Adel Abdul Mahdi.</p> <p><b>Rivalry</b></p> <p>Once this matter is resolved, Al Hakim and Al Sadr need to resolve their differences. For years, Al Sadr had accused Al Hakim&#8217;s father of being an Iranian stooge, because he fought alongside the Iranians during the Iran-Iraq war in the 1980s. Al Sadr has always boasted that he never fled Iraq — not for a single day during the heyday of the Saddam regime — while the Al Hakim family spent years in Tehran, and were bankrolled and protected by the Iranians.</p> <p>When Al Hakim toyed with the idea of creating an autonomous Shiite district in southern Iraq, similar to the Kurdish one in the north, Al Sadr was the first to challenge the idea, arguing that pan-Arabism rather than pan-Shiitism should prevail, and that Iraq should remain united.</p> <p>Now that Abdul Aziz Al Hakim is gone, the rivalry between the two turbaned young men is stronger than ever. They come from heavyweight families that have competed for leadership of the Shiite community for decades, are both sons of legendary figures, and happen to be only two years apart in terms of age.</p> <p>The longer it takes to find solutions, the more these old rivalries will bubble to the surface, if not between the leaders themselves then between their followers. Al Maliki, Al Hakim and Al Sadr seem to realise that time is not on their side, as Allawi speeds up his PR campaign to promote himself as the only real prime minister.</p> <p>He met with Al Maliki to score points on Saturday, then surprisingly wrote an article for The New York Times, addressing the US public directly. In Iraq, the ghosts of the past have a way of causing very real problems. Unless genuine solutions are hammered out in Baghdad, the Al Hakim-Al Maliki merger will amount to nothing.</p> <p><a الحكماء بعد اختيار أعضائها للانضمام في اللجنة المختصة لاختيار مرشح تحالف الائتلافين لرئاسة الوزراء. <br/>واوضح البياتي ان أسبابا فنية وراء تأجيل الاجتماعات وليس سياسية او خلافية. <br/>يشار الى انه تم تشكيل لجنة من 14 عضوا من كلا الائتلافين وسميت بلجنة الحكماء وعملها اختيار مرشح التحالف لرئاسة الوزراء، الا ان اللجنة لم تعقد اجتماعها لغاية الان. <br/>وقد ذكرت تصريحات صحفية ان دولة القانون اختار خالد التيار الصدري ضم رئيس الهيئة السياسية للتيار كرار الخفاجي ان هناك حاجة الى مراجعة وتجاوز للأزمات التي تؤثر على العلاقة بين الجانبين والعمل على توطيد الشراكة،مبينا انه تبادل وجهات النظر مع التيار الصدري بشان المساعي الجارية لتشكيل الحكومة المقبلة. <br/>ومن جهته قال عضو الهيئة السياسية للتيار الصدري قصي عبدالوهاب ان اللقاء يأتي في اطار الحوارات والنقاشات لتشكيل الحكومة وضمن السياقات الطبيعية لوضع جداول زمنية لتنفيذ ما ورد في الاتفاقية الموقعة بين الائتلافين. <br/>وكان ائتلاف دولة القانون الذي يتزعمه رئيس الوزراء نوري المالكي، والائتلاف الوطني الذي يتزعمه السيد عمار الحكيم ويقوده التيار الصدري والمجلس الاعلى، أعلنا عن تحالفهما لتشكيل الكتلة البرلمانية الأكبر في خطوة اولى لتشكيل الحكومة المقبلة، ونص اعلان التحالف على أن الائتلافين سيسعيان الى تطبيق برنامج حكومي مشترك، ويختاران رئيس الحكومة المقبلة، مع اشراك باقي الكتل السياسية في حكومة شراكة وطنية، وقرر الأئتلافان تشكيل لجنة مؤلفة من 14 عضوا، بحسب معلومات سابقة لاختيار مرشحهم لرئاسة الوزراء.</p> </div> </div> <hr/> <div align="right"> <p>BAGHDAD, May 16 (<a title="Reuters" href="https://web.archive.org/web/20120516044528/http://www.alertnet.org/thenews/newsdesk/LDE64E02O.htm" class="external" target="_blank">Reuters</a>) &#8211; The end of a recount of votes in Baghdad opens the way for Iraq&#8217;s March 7 election results to be finally certified more than two months after the ballot, and for coalition-forming talks to begin in earnest. </p> <p>It does not mean the pace of government formation will necessarily pick up, and the ingredients are still in place for a protracted political vacuum in which sectarian tensions could lead to violence as U.S. troops pack up and start to leave. </p> <p>The sectarian warfare between once dominant Sunnis and majority Shi&#8217;ites that was kicked off after the 2003 U.S.-led invasion has subsided substantially since its peak in 2006/07. </p> <p>But a string of attacks by a weakened yet still lethal Sunni Islamist insurgency since the ballot has fuelled fears of a slide back into broad bloodshed that could derail U.S. plans to end combat operations in August ahead of a full pullout in 2011. </p> <p>The following is a glimpse into political negotiations thought to be taking place and a review of possible outcomes. </p> <h3>WHO GETS FIRST CHANCE TO FORM A GOVERNMENT </h3> <p>The recount left intact the two-seat election lead of the cross-sectarian Iraqiya list of former Prime Minister Iyad Allawi over the predominantly Shi&#8217;ite State of Law bloc of incumbent Prime Minister Nuri al-Maliki. </p> <p>But Allawi&#8217;s chances of forming a government are slim, raising the prospect of anger among minority Sunnis who backed Iraqiya and who see its electoral success as a vindication of their claim to greater clout in post-invasion Iraq. </p> <p>Instead, a Shi&#8217;ite mega tie-up announced between Maliki&#8217;s faction and the other main Shi&#8217;ite group, the Iraqi National Alliance (INA), has the best chance. They are just four seats short of a governing majority in the new 325-seat parliament. </p> <p>In theory, the president picked by the next parliament when it sits should give Allawi as the election winner the first shot at trying to form a government and 30 days in which to do so. </p> <p>The supreme court, though, has already issued an opinion stating that right could also legally be granted to the single biggest bloc in the new parliament. </p> <h3>WHO IS TALKING TO WHOM </h3> <p>In the meantime, State of Law and the INA will be talking to the recently unified Kurdish bloc about what concessions will be needed to bring the Kurds&#8217; 57 or so seats into the fold. </p> <p>The Kurds want the presidency, a resumption in their oil exports, and commitments on disputed areas like Kirkuk, which the Kurds want wrapped into their semi-autonomous enclave. </p> <p>Maliki&#8217;s envoys will also be talking to members of Iraqiya who might cross the floor if offered a suitably attractive deal, such as a ministry. It will be important to bestow a Sunni tint on an otherwise Shi&#8217;ite-Kurdish dominated government. </p> <p>Among those who might be tempted to desert Allawi could be incumbent Vice President Tareq al-Hashemi, a prominent Sunni, or members of former Sunni lawmaker Saleh al-Mutlaq&#8217;s list. </p> <p>Hashemi would bring with him around 9 seats while Mutlaq&#8217;s former National Dialogue Front could deliver at least 20. Mutlaq himself was barred from the election because of alleged links to Sunni dictator Saddam Hussein&#8217;s outlawed Baath party. </p> <p>Sunni politician Osama al-Nujaifi, who controls around half of Iraqiya&#8217;s 20-odd seats in the violent northern province of Nineveh, may also be willing to deal with State of Law and INA. </p> <p>The inclusion of a large-enough Sunni bloc may defuse some of the outrage Sunnis will feel at Allawi being sidelined by the Shi&#8217;ite factions that have dominated Iraq since Saddam&#8217;s fall. </p> <h3>WHAT STILL STANDS IN THE WAY OF A SHI&#8217;ITE MEGA-MERGER </h3> <p>The pick of prime minister is a hurdle that could yet defeat the plans to create a Shi&#8217;ite mega-faction. </p> <p>Maliki, the top vote winner in the March election, insists that he be returned to office for a second term. </p> <p>But he is opposed by the movement of anti-American cleric Moqtada al-Sadr, which won 39 of INA&#8217;s 70 seats and dislikes Maliki for sending troops to crush Sadr&#8217;s Mehdi Army militia. </p> <p>Maliki is viewed with disquiet within the Supreme Islamic Iraqi Council, which has seen its former dominance of Shi&#8217;ite politics whittled away by Maliki&#8217;s growing stature. </p> <p>In addition, the incumbent prime minister is thought to be viewed by Tehran as overly independent. Shi&#8217;ite power Iran has been an influential player in Iraq since its Shi&#8217;ite majority was propelled into political supremacy by the invasion. </p> <p>Under the tie-up, State of Law and INA were to create a 14-person committee to decide on a prime ministerial nominee. </p> <p>The formation of the panel has been stymied by disagreement within the INA as to who should be included in it, and by State of Law opposition to the INA side appointing too many Sadrists. </p> <p>The committee, once formed, will have a week to endorse a prime minister unanimously. If it fails, it will then vote on a selection. The winning candidate will need 80 percent support. If that also fails, a new mechanism will have to be agreed. </p> <h3>HOW LONG </h3> <p>It could still take months to form a new government. </p> <p>While the election results will most likely be certified by June, diplomats expect politicians to want a package deal on all remaining issues &#8212; prime minister, president and ministries &#8212; before the new parliament is allowed to hold its first session. </p> <p>A popular estimate for a new government is August, just when U.S. troops levels are supposed to go down by half to 50,000. </p> <h3>SPIRAL OF VIOLENCE </h3> <p>When Iraq waited months for a government in 2006, sectarian bloodshed took hold. Some fear history could repeat itself. </p> <p>But Iraq in 2010 is different to Iraq in 2006. </p> <p>The 650,000-plus troops and police Iraq now has have proven to be relatively professional, while not flawless, and capable of battling both Sunni insurgents and Shi&#8217;ite militia. </p> <p>Iraqis themselves are tired of war, and less inclined to turn a blind eye to or provide a safe haven for armed groups. </p> <p>Iraq has also signed 10 deals with global oil firms that could turn it into the world&#8217;s No. 2 oil producer. </p> <p>The allure of booming oil revenues may persuade many who might otherwise take up arms that it would be more profitable to join the government, than to fight it. </p> <p><a ترشيح رئيس للحكومة الجديدة من حزب الدعوة مقابل اصرار زعيم هذا الحزب نوري المالكي على نيل هذا المنصب؟</p> <p>- الموضوع ليس ترشيح المالكي أو عدم ترشيحه أو رفض مرشح من حزب الدعوة، ولكن في واقع الامر نريد أكثر من مرشح لرئاسة الوزراء، ولأن الموضوع فني وليس سياسيًا، فأسباب الرفض فنية،فنحن نريد ترشيح أكثر من شخصية لرئاسة الوزراء لأنه منصب لكل العراقيين&#160; ولكل الاحزاب والكتل. فبالتالي إذا حصل رفض من كتل اخرى عند التفاوض على هذه الشخصية فسيكون هناك بديل&#160; متوفر.. أما اذا كان هناك مرشح واحد وتحدث المشكلة نفسها التي واجهت الجعفري (رئيس الوزراء السابق الذي اضطر للتنازل عن الترشح للمنصب من جديد لاعتراض قوى سياسية عليه) مع اننا كنا في ائتلاف واحد ولدينا آليات للاستبدال أما الان وعندما يكون التوافق بين ائتلافين او اكثر فان الصعوبة في هذا الامر تكون اكبر من ناحية ألاستبدال لذلك نريد أكثر من خيار ونحن لانرفض المالكي او حزب الدعوة.</p> <p>*هل لدى التيار الصدري تحفظات على تولي علاوي رئاسة الحكومة الجديدة .. وان تولاها ما هو موقفكم من ذلك ؟</p> <p>- نحن نتعامل مع جميع الكتل على قدم المساواة و نتفاوض مع الجميع ومن نتاج التفاوضات مع جميع الكتل سيكون هناك اتفاق ورضى عام على شخصية مقبولة من الجميع وعندها سنكون جزءًا من هذه العملية.</p> <p>*ما موقف التيار الصدري من تدخلات بعض دول الجوار، وتحديدًا ايران بالشأن الداخلي العراقي والذي بات يشكل خطرًا على حد وصف الادارة الاميركية؟</p> <p>- نحن نرفض اي تدخل اجنبي في شؤون العراق الداخلية ونطمح لأن يكون القرار السياسي العراقي منطلقًا من الداخل،وأن يكون قرارًا عراقيًا خالصًا دون تدخل أي اقليمي أو عربي ونرغب في بناء علاقات قوية جدًّا مع دول الجوار الحريصة على الاستقرار في العراق.. وهناك الكثير من المصالح التي تربطنا بكل الدول المجاورة وخاصة من الناحية الاقتصادية ولكن التدخل في القرار السياسي العراقي مرفوض من جميع الدول سواء كانت ايران أو تركيا او اي دول عربية وغيرها.</p> <p>* الى أين وصلت التحالفات بين الائتلاف الوطني العراقي الذي تنتمون اليه وإئتلاف دولة القانون ؟</p> <p>-المفاوضات ما زالت مستمرة مع جميع الكتل بما فيها دولة القانون وقطعنا اشواطاكبيرة بين الائتلافين.*هل تتوقعون ان تشهد الايام&#160; المقبلة انفراجًا نحو عقد تحالف بين الائتلافين؟</p> <p>- ان شاء الله الايام المقبلة ستشهد انفراجًا لصالح جميع الاطراف وهناك الكثير من المستجدات سوف تظهر الى العلن ومن دون تهميش لأي كتلة، لأننا نريد مشاركة جميع&#160; الاطراف ونعتقد ان العراق بحاجة الى مرحلة انتقالية جديدة حتى تستقر الاوضاع لأن نتائج الانتخابات افرزت هذا الواقع الجديد والسبب هذه النتائج المتقاربة للكتل.</p> <p>*هل تعتقدون ان عملية اعادة عد الاصوات وفرزها ستسهم&#160; في متغيّرات على الخارطة الانتخابية ؟- ان العد والفرز من الناحية القانونية صحيح بإعتبار ان هناك شكوى قدمت من ائتلاف دولة القانون وهذه الشكوى تم تقديمها وفق أدلة أقتنعت بها المحكمة ولكن من الناحية السياسية اعتقد ان الموضوع خطر لأن البوصلة الوحيدة الموجودة والتي تقود العملية السياسية هي نتائج الانتخابات..واذا تم فقدان هذه البوصلة فستفقد العملية السياسية بوصلتها وأتجاهها ولن نعرف الى أين The United States military withdrawal will be a major test for Iraq’s forces and its government. </p> <p>In addition to security, the new prime minister will need to build stronger relations with Iraq’s allies and address domestic challenges, including corruption, services, economic development and national reconciliation. The future of the country will lie in his hands. </p> <p>The top contenders have all served as prime minister, but re-electing them would be a mistake. In light of the serious issues that Iraq will face – and the political divisiveness of former leaders –&#160; Iraq’s best option is to choose a fresh face to serve as the country’s new leader. </p> <p>A new leader will bring a sense of hope and optimism which are in dire need in Iraq today. </p> <p><img style="border-right: silver 2px solid; border-top: silver 2px solid; display: inline; margin: 5px 0px 5px 15px; border-left: silver 2px solid; border-bottom: silver 2px solid" height="200" alt="jafari_allawi_maliki" src="https://web.archive.org/web/20120516044528im_/http://farm3.static.flickr.com/2775/4330872990_f17d3ac2f2_o.jpg" width="300" align="right"/>Iraq’s three former prime ministers – Ayad Allawi, Ibrahim al-Jaafari and Nuri al-Maliki – failed to bring stability, tackle corruption and promote national reconciliation. They all sowed mistrust between Sunnis, Shias and Kurds. </p> <p>Allawi, whose Iraqiya bloc won the parliamentary election by a narrow margin, had a chance to serve as a great leader when he was appointed interim prime minister from 2004 until 2005. But even with the support of the Americans, he could not bring stability to Iraq and instead destroyed Fallujah and Sunni strongholds. </p> <p>He couldn’t achieve national reconciliation. Now the Kurds, the Shia and Iran are wary of his support from former Baathists. </p> <p>Jaafari, who heads a relatively small Shia party, has emerged as one of the contenders after winning a referendum by supporters of the radical Shia cleric, Muqtada al-Sadr. Jaafari’s 13-month tenure was marked by a Sunni boycott of the government, mistrust among Kurds, widespread kidnappings and sectarian discord. Under his leadership, Iraq was on the verge of a civil war. </p> <p>Incumbent premier Maliki, leader of the State of Law coalition, made a lot of enemies, especially with neighbouring countries. Rather than inviting Arab states to support Iraq politically and economically, he accused them of interfering in Iraqi affairs but never spoke of Iran. </p> <p>He blamed Saudi Arabia and Syria for supporting terrorism after major bombings. He had trouble with Sunni Arabs and his leadership created schisms even within the Shia. He could not even win over Kurds, who saved his government from dissolving. </p> <p>His decision to bring Iraqi forces to areas disputed between Kurds and Arabs inflamed tensions between the two ethnic groups. </p> <p>Re-electing any of these three leaders will take Iraq back to square one. The former prime ministers currently jockeying for the post should recognise that it is in Iraq’s best interest to compromise by stepping aside and allowing parliament to elect a new prime minister. </p> <p>Out of respect for the will of people and democracy, the new prime minister should be from one of the winning lists – either State of Law, which won 89 parliamentary seats, or Iraqiya, which gained 91. </p> <p>Even if he has not served before, an endorsement from a strong list will automatically give a new leader enormous respect and influence. </p> <p>Maliki and Allawi are the front-runners in the competition and won the most votes of any candidate in Iraq. But this is because they held power, were well-known. In fact, more than 80 per cent of newly-elected legislators are new faces in the assembly, an indication that Iraqis want fresh politicians in power. </p> <p>We have to ask ourselves why Maliki and Allawi want to be prime minister, and who would be best for the country. The two leaders are seeking another chance to hold power, even though they did not use it wisely in the past. </p> <p>If they want stability for Iraq, they need to stop their quest for the premiership. Compromising and electing a new person to the post will cast them in a positive light and would also be good for Iraq. </p> <p>Given their chequered histories many parties eye Maliki and Allawi with suspicion. Heavy political jockeying is under way as they try to secure support from wary potential allies. </p> <p>A new candidate will not face such hurdles. To be sure, the nominee will need to be an experienced politician who is accepted by Iraq’s most influential parties and groups. He should not have a history of divisiveness and should not be antagonistic. He should be willing and able to fend off foreign influence. </p> <p>A fresh face will make people optimistic and prove that Iraq has new politicians, and is not always in the hands of a small group of leaders. Neighbouring countries will also give him a chance before judging him. </p> <p>We need someone who can garner the support of Shia, Sunni and Kurds. A new leader will have a better chance of negotiating with rival political parties and forming a national unity government. </p> <p>This is crucial for the future of Iraq, as history has shown us that a government cannot function unless all of the major parties and groups are involved in decision-making.&#160; <br/>The new prime minister will have to deal with national reconciliation, corruption and security.
