שייתנו מענה להיקף אוכלוסייה של חצי מיליון תושבים בעיר וכן למרחב מטה יהודה. התוכנית כוללת חמישה מבנים שיכללו מחלקות אשפוז, בית חולים חירום, שירותי רפואה, מרפאות ומכונים רפואיים, מעבדות, מבנים למעבדות ומחקר רפואי והכשרה צוותי רפואה, מלונית, מנחתי מסוקים ועוד. \"מלבד הקמה של בית חולים ציבורי נוסף בישראל, המהווה בשורה משמעותית לתושבי העיר והאזור, הקמת בית החולים תאיץ את הפיתוח הכלכלי של העיר ותאפשר את חיזוק מעמדה וגודלה של בית שמש עד לעמידה ביעד של חצי מיליון תושבים\", כך אומרת יו\"ר הוועדה המחוזית ירושלים, שירה תלמי-באבאי. מתכנן מחוז ירושלים במינהל התכנון, אדר' דן קינן מוסיף כי \"התוכנית מהווה חלק משמעותי, מראייה תכנונית ארצית, המבטיחה עוד צעד במימוש המערך הרפואי-ציבורי בישראל ובמחוז. תוכנית זו צפויה לקדם מוקד איכותי של תעסוקה, מסחר מקומי ומחקר רפואי, אשר צפוי לתרום לקידומה של בית שמש כעיר לכל דבר, ולהגדיל את המענים השונים לתושבים\". התוכנית נערכה על ידי משרד קולקר קולקר אפשטיין אדריכלים. מערך הפריסה של מוסדות הבריאות ב-2050 כפי שפורסם ב-ynet, המועצה הארצית לתכנון ולבנייה, העבירה לאישור הממשלה את תוכנית המתאר הארצית למוסדות הבריאות (תמ\"א 20/1). התוכנית שקודמה על ידי מינהל התכנון ומשרד הבריאות, מציגה את מערך הפריסה של מוסדות הבריאות והאשפוז לשנת היעד 2050, במטרה להבטיח את שמירת השטחים עבור הקמת בתי חולים חדשים, זאת מתוך מטרה לענות על צורכי האוכלוסייה, לרבות שירותי אשפוז גריאטרי. אוכלוסיית ישראל צפויה לגדול עד לכ-15 מיליון איש בשנת היעד 2050, וחלקו של הגיל השלישי והרביעי עתיד לגדול משמעותית בשל עליה בתוחלת החיים. תכנון השטחים למוסדות בריאות התבסס על תחזיות הביקוש לשירותי בריאות, הנגזרת מהיקף האוכלוסייה, פריסתה במרחב והתפלגות הגילאים בכל אזור. התוכנית כוללת הקמת 8 בתי חולים חדשים בכרמיאל, הוד השרון, חריש, צומת גלעם, נתניה, מודיעין, באר שבע וקרית גת (הרחבה של בית החולים \"איכילוב\"). זאת לצד, עיבוי משמעותי של בתי החולים הקיימים. בנוסף, התוכנית משמרת שטחים להקמת כ-20 בתי חולים גריאטריים, שהיום מצויים במחסור (פי 4 מהמצב הקיים) שיוקמו בין היתר בדימונה, נתיבות וכפר קרע. זאת, לאור שיעור הגידול של אוכלוסיית הגיל השלישי והרביעי בקרב האוכלוסייה הכללית (אשר צפוי להגיע ל 1.66 מיליון נפש בשנת 2035). כמו כן, התוכנית כוללת 3 בתי חולים שיקומיים שיוקמו בקצרין, כרמיאל ובבאר שבע (כחלק ממרכז פרס), וכן 10 מוקדי חירום רפואיים שיוקמו בין היתר בצפון ובדרום ובמקומות בהם אין כיום מענה
