August 2011) &ndash; Behinderte Kinder haben in Nepal mit zahlreichen Barrieren zu k&auml;mpfen, um eine grundlegende Schulbildung zu erhalten, so Human Rights Watch in einem heute ver&ouml;ffentlichten Bericht. Die Schulen sind nicht behindertengerecht ausgestattet, Lehrkr&auml;fte nicht ausreichend geschult. Manchen behinderten Kindern wird in den Schulen in ihrer direkten Nachbarschaft sogar die Aufnahme verweigert.<br/> <br/> Der 76-seitige Bericht&nbsp; &bdquo;<a href="https://web.archive.org/web/20130202033054/http://hrw.org/node/101096">Futures Stolen: Barriers to Education for Children with Disabilities in Nepal</a>&ldquo; dokumentiert die H&uuml;rden, die behinderte Kinder in Nepal nehmen m&uuml;ssen, um an einem hochwertigen Unterricht teilnehmen zu k&ouml;nnen. Er lebt ganz im Westen von Nepal. Da der Zugang zur Schule nur &uuml;ber zwei steile Stufen, aber keine Rampe m&ouml;glich ist, muss Amman die Stufen hinaufkriechen, um zu seinem Klassenzimmer zu kommen. Er kann ohne fremde Hilfe nicht zur Toilette gehen und erh&auml;lt vom Schulpersonal keine Unterst&uuml;tzung. Er muss also entweder warten, bis er wieder zu Hause ist, oder ein anderes Kind muss seine Mutter zur Hilfe holen. Die Mitsch&uuml;ler scheuen sich davor, neben ihm zu sitzen, weshalb er allein in einer Ecke sitzt.<br/> <br/> Das nepalesische Bildungsministerium r&auml;umt ein, dass es sich bei einem Gro&szlig;teil der mehr als 329.000 Kinder im Grundschulalter, die nicht zur Schule gehen, um Kinder mit Behinderung handelt. Die Regierung f&ouml;rdert zwar eine inklusive Bildungspolitik, die die Gemeinden verpflichtet, alle Kinder ohne Diskriminierung am Unterricht teilhaben zu lassen. Dennoch erhalten viele behinderte Kinder nicht die Unterst&uuml;tzung, die sie ben&ouml;tigen, um eine Gemeinschaftsschule besuchen zu k&ouml;nnen. Dar&uuml;ber hinaus sind viele Schulen nicht darauf vorbereitet, Kinder mit Behinderungen zu unterrichten.<br/> <br/> Studien haben gezeigt, dass ein inklusiver Bildungsansatz den Lernerfolgen aller Sch&uuml;ler zugute kommen und den negativen Stereotypen &uuml;ber Menschen mit Behinderungen entgegenwirken kann. Dennoch setzt die Regierung in Nepal auf gesonderte Klassen f&uuml;r behinderte Kinder und getrennte Schulen f&uuml;r Kinder mit k&ouml;rperlichen, sensorischen oder Lernbehinderungen.<br/> <br/> In vielen F&auml;llen sind behinderte Kinder g&auml;nzlich von den Schulen abgelehnt worden. Mehr als die H&auml;lfte der von Human Rights Watch befragten Familien mit behinderten Kindern berichteten, dass ihren Kindern die Aufnahme sowohl an staatlichen als auch privaten Schulen verweigert wurde. Dabei wussten viele Eltern nicht, dass die Kinder ein Recht auf den Besuch einer Schule haben.<br/> <br/> Internationale Geber und UN-Organisationen wissen, dass es zu wenig gezielte Bem&uuml;hungen gibt, um sicherzustellen, dass Kinder mit Behinderungen die Schule besuchen. Dennoch haben sie nicht wirklich daf&uuml;r gesorgt, dass die f&uuml;r Bildung zur Verf&uuml;gung gestellten Gelder gerecht und ohne Diskriminierung verteilt werden und behinderten Kindern gleicherma&szlig;en zugute kommen.<br/> <br/> &bdquo;Da die Gelder in das Programm <em>Bildung f&uuml;r alle</em> flie&szlig;en, m&uuml;ssen Regierung, Vereinte Nationen und internationale Geber daf&uuml;r sorgen, dass Kinder mit Behinderung nicht ausgeschlossen werden&ldquo;, so Barriga. &bdquo;Die Regierung und ihre Partner brauchen einen konkreten Plan zur Integration von behinderten Kindern in die Regelschulen &ndash; insbesondere von Kindern mit Lern- oder Entwicklungsbehinderungen.&ldquo;<br/> <br/> Unterschiede in der Lernf&auml;higkeit werden in den Lehrpl&auml;nen nepalesischer Schulen nicht ber&uuml;cksichtigt, weshalb Kinder mit Behinderung, die eine Regelschule besuchen, wiederholt das Klassenziel nicht erreichen und eine Klasse wiederholen m&uuml;ssen. Ein 15 Jahre alter Junge mit psychosozialen St&ouml;rungen sagte gegen&uuml;ber Human Rights Watch: &bdquo;Ich war drei Jahre in der ersten, dann drei Jahre in der zweiten und schlie&szlig;lich ein Jahr in der dritten Klasse. Das Alphabet kann ich aber nicht. Der Lehrer hat meine Pr&uuml;fungen geschrieben, deshalb habe ich bestanden.&ldquo;<br/> <br/> Einige Eltern sagten, dass sie aufgrund mangelnder Bildungsm&ouml;glichkeiten f&uuml;r ihre behinderten Kinder, fehlender Informationen zu Alternativen und der Weigerung von Schulen, die Kinder aufzunehmen, diese notgedrungen zu Hause einsperren oder irgendwo festbinden m&uuml;ssen.<br/> &nbsp;</p> <p>Die Mutter eines kleinen Jungen mit einer Entwicklungsbehinderung sagte gegen&uuml;ber Human Righst Watch: &bdquo;Ich bringe ihm Essen und Tee. Wenn er seine Notdurft im Zimmer verrichtet, mache ich sauber. Ich muss mich um das Haus k&uuml;mmern und kann ihn nicht die ganze Zeit umsorgen. Wenn ich den ganzen Tag mit ihm verbringe, verpasst mein anderes Kind den Bus und &uuml;berall herrscht Unordnung.&ldquo; Sie l&auml;sst ihren Sohn ein- bis zweimal am Tag nach drau&szlig;en an die Sonne.<br/> <br/> Die nepalesische Regierung soll die Materialien zur Aus- und Fortbildung von Lehrkr&auml;ften &uuml;berarbeiten und alle Lehrkr&auml;fte in den Methoden der inklusiven Bildung schulen. Au&szlig;erdem soll sie daf&uuml;r sorgen, dass die Einhaltung und Umsetzung eines erfolgreichen Zugangs zu Schulbildung f&uuml;r Kinder mit Behinderungen besser &uuml;berwacht wird. Die Regierung muss gemeinsam mit den Geberl&auml;ndern Aufkl&auml;rungskampagnen f&uuml;r das Recht auf Schulbildung sowie andere Rechte von Menschen mit Behinderungen entwickeln. Das Parlament soll in Abstimmung mit Behindertenverb&auml;nden die Gesetzgebung umfassend &uuml;berpr&uuml;fen und &Auml;nderungen einbringen, um der UN-Behindertenrechtskonvention in vollem Umfang zu entsprechen.<br/> <br/> Es wird zwar noch eine Weile dauern, bis es ein inklusives Schulsystem f&uuml;r alle Kinder geben wird, aber die Regierung muss Schritte in diese Richtung unternehmen, so Human Rights Watch.<br/> <br/> Die Regierung soll beispielsweise neu &uuml;ber Sinn und Zweck der F&ouml;rderklassen nachdenken. Diese sind zwar als &Uuml;bergang zu den Regelschulen gedacht, lassen aber tats&auml;chlich die Segregation fortbestehen. Die Kinder, die diese F&ouml;rderklassen besuchen, sind in einem Alter von sechs bis siebzehn Jahren, einige sind sogar &auml;lter als zwanzig Jahre. Nicht selten verbringen die Kinder viele Jahre in den F&ouml;rderklassen.<br/> <br/> &bdquo;Nepal muss seiner Verpflichtung nachkommen und das Recht aller Kinder mit Behinderung auf eine Schulbildung in einer sicheren, barrierefreien und nichtdiskriminierenden Lernumgebung respektieren&ldquo;, so Barriga. &bdquo;Kinder mit Behinderung d&uuml;rfen nicht den Anschluss verpassen, eingesperrt oder von
