<p><br>    南京市委、市政府曾经这样对南京的城市功能进行定位：功能齐全、服务一流的省会城市；长江三角洲地区和长江下游的区域性中心城市；经济发达、环境优美、融古都风貌与现代文明于一体的现代化江滨城市。最近，南京市委、市政府围绕着沿江开发战略，又进一步明确了南京的定位：“以江为轴，跨江发展，呼应上海，辐射周边。”<br><br>　　南京市的这两个定位，其实已经清晰地讲出了南京在都市圈和长江三角洲中所处的地位——一方面承接上海的辐射，另一方面，又对周边苏皖城市，尤其是南京都市圈城市形成新的辐射。江苏省政府副秘书长周光明认为，建立南京都市圈，就一定要把握好都市圈的发展前景和区域地位，处理好不同行政区之间的关系，促进区域性基础建设的共建共享和集约化经营。<br><br>　　围绕这一新定位，《南京都市圈规划》出台。南京都市圈的规划范围纵贯苏南、苏北、苏中，涉及长江南北、苏皖两省，是以南京市为中心、以沪宁、宁通、宁杭、宁马等高速公路和京沪铁路、宁芜铁路等为对外交通扩展后的大都市圈。包括南京市、镇江、扬州、芜湖、马鞍山、滁州以及淮安的南部（金户县、盱眙县）和巢湖的部分（巢湖市、和县、含山县）。<br><br>　　南京都市圈是长江流域与东部沿海交汇地带的枢纽，核心城市——南京是江苏省政治、经济、科教文化、信息中心。南京都市圈地跨苏南、苏中、苏北，对促进苏中地区快速崛起并融苏南板块、进一步加快苏北地区经济发展等具有重要的意义。历史上这里是吴楚文化的交汇地带、南北文化的交融区域，现在已是以上海为龙头的长江三角洲的重要组成部分，具有“承东启西、承南接北”功能地位。<br><br>　　南京都市圈的规划一经出台，就得到了南京及周边城市的积极响应和认同。眼下，都市圈规划的实施，已成为圈内各市关注的焦点。目前，宁淮高速、蚌宁高速、南京至扬州沿江公路等跨省、跨市的交通基础设施，都已投入紧张建设；各城市的旅游部门，已在加紧协作，联手推介旅游新线。<br><br>　　南京市政府副市长许慧玲表示，南京要按照新的定位的要求，使南京成为承接国际制造业与资本转移的重要载体、展现故都风貌与现代文明的重要窗口、带动都市圈共同发展的纽带、促进都市圈共同繁荣和长江三角一体化的重要平台。<br><br>　　南京都市圈的建立对于促进城市间区域经济发展、打破地方保护主义、改善城市投资环境、优化社会资源配置均能起到重要的推动作用。对此，江苏省计划委员会主任钱志新指出，都市圈内城市联动发展首先要实现“四通一机”，即：通交通、通物流、通资本、通信息，并建立一个集人才、科技、教育等要素的市场机制。<br><br>　　实际上南京都市圈已经不是行政区划意义上的一个城市概念，而是一个被发达的交通网络紧密联系起来的城市群落。其实质是以南京为中心形成一个经济区域带，在这个区域带里，大家共同发展，共同做强做大，以一个城市为龙头来带动一大批城市及周围农村的发展。所以，江苏省社科院院长宋林飞认为，都市圈内各市必须重视行政区经济向都市圈经济的转变，加强都市圈内不同行政区之间的协调，进行经常沟通、交流与合作。<br><br><br>    《中国经济快讯周刊》 (2003年 第四十五期)</p>
