style="text-align: justify;">The world economy in the 9 months of 2023 faces many difficulties and challenges. Most economies in the world have lower growth than expected due to declining aggregate demand; Inflation has cooled down but remains high; tightened monetary policy, world public debt has increased to record level<a href="#_ftn1" name="_ftnref1">[1]</a>, the military conflict between Russia and Ukraine has been more complicated, geopolitical instability, food security, natural disasters, change climate… is increasing day by day. International organizations forecast that global economic growth in 2023 will increase slightly compared to the previous forecast because growth in the last 6 months of the year is forecast to improve but still be lower than the growth rate of the year 2022 from 0.1 to 1 percentage point.</p> <p style="text-align: justify;">The World Bank (WB) forecasts global growth at 2.1% in 2023, adjusted up 0.4 percentage points compared to the forecast at the beginning of 2023. The European Union (EU)<a href="#_ftn2" name="_ftnref2">[2]</a> forecasts an increase in Global economic growth in 2023 will reach 3.2%, adjusted to increase by 0.1 percentage points compared to the forecast in May 2023. The Organization for Economic Cooperation and Development (OECD)<a href="#_ftn3" name="_ftnref3">[3]</a> predicts that the global economy will grow by 3% in 2023, adjusted to increase by 0.3 percentage points compared to the forecast in June 2023. The International Monetary Fund (IMF) forecasts world economic growth in 2023<a href="#_ftn4" name="_ftnref4">[4]</a> to reach 3%, adjusted up 0.2 percentage points compared to the April 2023 forecast. Of which, the growth of the European region reached 0.9%, an increase of 0.1 percentage points; The US reached 1.8%, an increase of 0.2 percentage points; Japan reached 1.4%, an increase of 0.1 percentage points; China maintained its growth rate of 5.2%. Fitch Ratings (FR) forecasts<a href="#_ftn5" name="_ftnref5">[5]</a> that the world economy in 2023 will grow by 2.5%, 0.1 percentage points higher than the forecast in June 2023.</p> <p style="text-align: justify;">In the Economic Outlook Report for Southeast Asia, China and India in 2023<a href="#_ftn6" name="_ftnref6">[6]</a>, OECD adjusted the growth forecasts of some countries compared to the forecast in March 2023 as follows: Indonesia kept its forecast unchanged at 4.7%; Malaysia and the Philippines reached 3.9% and 5.6%, respectively, down 0.1 percentage points; Singapore reached 1.4%, down 0.8 percentage points; Thailand reached 2.8%, down 1 percentage point. For Vietnam, most international organizations have adjusted their growth forecasts for 2023 lower than before based on the results and forecasts of domestic production and business activities and the influence of the world economy<a href="#_ftn7" name="_ftnref7">[7]</a>.</p> <p style="text-align: justify;">Faced with the above difficulties and challenges, with the participation of the entire political system, the Government and Prime Minister have proactively, drastically, and closely directed ministries, branches, and localities to implement many solutions. solutions to remove difficulties, promote growth and maintain macroeconomic stability and major balances of the economy. Solutions have been actively implemented such as: Reducing lending interest rates, stabilizing the foreign exchange market; promoting disbursement of public investment capital; deploying credit packages to support industries and fields; exemption, reduction, extension of taxes, fees, land use fees, and business support; Extend electronic visa validity period for tourists; remove difficulties and obstacles in the corporate bond and real estate markets; Social security work receives timely and practical attention. Therefore, a more positive trend continues to be maintained and becomes increasingly clear in many industries and fields. Results achieved in our country’s socio-economic development in the third quarter and 9 months of 2023 are as follows:</p> <p><strong>I. ECONOMIC GROWTH</strong></p> <p style="text-align: justify;"><strong><em>1. Gross domestic product (GDP) in the third quarter of 2023 was estimated to increase by 5.33% over the same period last year, although only higher than the growth rate of the same period in 2020 and 2021 in the period 2011-2023<a href="#_ftn8" name="_ftnref8">[8]</a> but with a positive trend (first quarter increased by 3.28%, second quarter increased by 4.05%, third quarter increased by 5.33%). GDP in 9 months of 2023 increased by 4.24% over the same period last year, only higher than the growth rate of 2.19% and 1.57% of 9 months of 2020 and 2021 in the period 2011-2023<a href="#_ftn9" name="_ftnref9">[9]</a>. </em></strong></p> <p style="text-align: justify;">In the increase in total added value of the entire economy in 9 months of 2023, the agriculture, forestry and fishery sector increased by 3.43% (contributing 9.16%); the industrial and construction sector increased by 2.41% (contributing 22.27%), of which the processing and manufacturing industry increased by 1.98%, the lowest increase of the same period in 2011-2023<a href="#_ftn10" name="_ftnref10">[10]</a>; the service sector increased by 6.32% (contributing 68.57%), of which a number of market service sectors increased significantly such as: Wholesale and retail increased by 8.04% over the same period last year; transportation and warehousing industry increased by 8.66%; finance, banking and insurance activities increased by 6.91%; accommodation and food services increased by 13.17%.</p> <p style="text-align: justify;">Regarding the economic structure in 9 months of 2023, the agriculture, forestry and fishery sector accounts for 11.51%; the industrial and construction sector accounts for 37.16%; service sector accounts for 42.72%; product tax minus product subsidies accounts for 8.61%</p> <p style="text-align: justify;">Regarding GDP expenditure in 9 months of 2023, final consumption increases by 3.03% over the same period in 2022, contributing 34.30% to the overall growth rate of the economy; gross capital formation increased 3.22%, contribution 19.35%; export of goods and services decreased by 5.79%; imports of goods and services decreased by 8.19%; trade balance (goods & services) contributes 46.35%.</p> <p style="text-align: justify;"><strong><em>2. Agricultural, forestry and fishery production in the third quarter and the 9 months of 2023 maintains stable growth. Rice production in the winter-spring and summer-autumn crops achieved good results due to favorable weather and good prices. The output of some perennial crops increased compared to the same period last year. Livestock develops stably. Forestry production was at a disadvantage due to the rapid change in weather from hot weather to floods and landslides, affecting the progress of new forest planting in many localities. Aquaculture was effective due to focusing on intensive and super-intensive farming and applying high technology.</em></strong></p> <p><strong><em>a) Agriculture</em></strong></p> <p style="text-align: justify;">The spring rice crop of 2023 achieved good results with an output of 20.2 million tons, an increase of 213.1 thousand tons compared to the spring crop of 2022 and rice prices increased over the same period due to increased rice export demand; yield reached 68.4 quintals/ha, an increase of 2.4 quintals/ha mainly due to favorable weather, reasonable rice variety structure conversion and improved cultivation technical level in localities.</p> <p style="text-align: justify;">As of mid-September, the whole country’s winter rice cultivation area reached 1,492.5 thousand hectares, equal to 99.2% of the same period last year, of which northern localities reached 1,005.6 thousand hectares, equal to 98.3%, southern localities reached 486.9 thousand hectares, equal to 101.1%. The area of winter rice cultivation in the North this year was lower than the same period last year, mainly because the economic efficiency from rice cultivation was not high, so farmer reduced the planting area.</p> <p style="text-align: justify;">In this year’s summer-autumn rice crop, the country cultivated 1,911.7 thousand hectares, a decrease of 2.8 thousand hectares compared to last year’s summer-autumn crop, mainly due to land use changed and hot, dry weather in some central regional. As of September 15, 2023, localities have harvested 1,786.3 thousand hectares of summer-autumn rice, accounting for 93.4% of the cultivated area and equal to 94.8% of the same period last year. According to reports from localities, this year’s summer-autumn rice crop was quite good with an estimated yield of 57.6 quintals/hectare, an increase of 0.1 quintals/ha compared to the 2022 summer-autumn crop; output reached 11 million tons, an increase of 173 thousand tons and summer-autumn rice prices were at a high level over the same period.</p> <p style="text-align: justify;">By mid-September, the Mekong Delta river delta had planted 604.2 thousand hectares of autumn-winter rice, equal to 105% of the same period last year. The progress of this year’s autumn-winter rice cultivation increased compared to the same period last year due to localities expanding the area and focusing on early sowing along with favorable weather and avaiable water sources for rice cultivation.</p> <p style="text-align: justify;">As of mid-September, the country cultivated 824 thousand hectares of maize, an equal to 99% compared with the same period last year; sweet potatoes reached 76.2 thousand hectares, an equal to 94.2%; soybean recorded 29.7 thousand hectares, an equal to 94%; peanut reached 152.8 thousand hectares, an equal to 94.9%; vegetables and beans reached 1,020.2 thousand hectares, an equal to 100.3%.</p> <p style="text-align: justify;">The output of some major industrial crops in the 9 months of 2023 increased compared to the same period last year, of which: Tea buds reached 904.6 thousand tons, an increase of 2.7%; rubber reached 873.4 thousand tons, an increase of 2.3%; coconut reached 1,483.1 thousand tons, an increase of 6.3%; cashew nuts reached 358.3 thousand tons, an increase of 5.4%. The output of some fruit trees increased significantly: Oranges reached 1,079.8 thousand tons, up 6.1% over the same period last year; mango reached 813.7 thousand tons, up 3%; durian reached 719.3 thousand tons, an increase of 18.9%; longan reached 563.9 thousand tons, an increase of 3.6%. Particulaly dragon fruit reached 885.2 thousand tons, down 3.5% due to falling selling prices, many dragon fruit gardens were old and famers have not replanted them.</p> <p style="text-align: justify;">The situation of buffalo and cow husbandry in the 9 months of 2023 have not much change. The buffalo herd continued to decrease due to the narrowing grazing area and low economic efficiency. Pig and poultry farming ensured supply for the market. Some broiler farms have connected with consuming businesses, forming a closed chain from farm to kitchen, contributing to promoting livestock development.</p> <p style="text-align: justify;"><img fetchpriority="high" decoding="async" class="lazyload aligncenter wp-image-46641" src="data:image/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27600%27%20height%3D%27338%27%20viewBox%3D%270%200%20600%20338%27%3E%3Crect%20width%3D%27600%27%20height%3D%27338%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E" data-orig-src="https://www.gso.gov.vn/wp-content/uploads/2023/09/tcbc.jpg" alt="" width="600" height="338" /></p> <p><strong><em>b) Forestry</em></strong></p> <p style="text-align: justify;">In the 9 months of 2023, the area of newly concentrated planted forest was estimated at 197.9 thousand hectares, equal to the same period last year; the number of scattered forest trees reached 69.8 million trees, up 4%; timber production reached 14.5 mill. m<sup>3</sup>, up 3.2%.</p> <p style="text-align: justify;">In the 9 months of 2023, the damaged forest area was 1,594 hectares, up 79.5% over the same period last year, including the destroyed forest area was 922.2 hectares, up 6.8%; the burned forest area was 671.8 hectares, 27.4 times higher.</p> <p><strong><em>c) Fishery</em></strong></p> <p style="text-align: justify;">In the 9 months of 2023, fishery output was estimated at 6,796.7 thousand tons, up 2.1% over the same period last year (the third quarter reached 2,520.2 thousand tons, up 2.6%), including fishes reached 4,859 thousand tons, up 1.8%; shrimp reached 957.4 thousand tons, up 4.2%; other fishery products reached 980.4 thousand tons, up 1.6%.</p> <p style="text-align: justify;">In the 9 months of 2023, aquaculture output was estimated at 3,792.5 thousand tons, up 3.6% over the same period last year (the third quarter reached 1,450.1 thousand tons, up 4%), including fishes reached 2,510.3 thousand tons, up 3.1%; shrimp reached 852.1 thousand tons, up 4.7%; other fishery products reached 430.1 thousand tons, up 4%. Pangasius output increased over the same period last year<a href="#_ftn11" name="_ftnref11">[11]</a> although raw pangasius prices decreased due to reduced demand from import markets. Pangasius production in the 9 months was estimated at 1,238.1 thousand tons, up 2.4% over the same period last year, pangasius production was estimated at 1,238.1 thousand tons, up 2.4%; the output of black tiger shrimp reached 204.8 thousand tons, up 1.3%; the output of whiteleg shrimp reached 596.1 thousand tons, up 5.9%.</p> <p style="text-align: justify;">In the 9 months of 2023, the caught fishery output was estimated at 3,004.2 thousand tons, increased by 0.4% over the same period last year (the third quarter reached 1,070.1 thousand tons, up 0.6%), including: Fishes reached 2,348.7 thousand tons, up 0.5%; shrimp reached 105.3 thousand tons, up 0.2%; other caught fishery output reached 550.2 thousand tons, down 0.3%.</p> <p style="text-align: justify;"><strong><em>3. Production and business activities in the third quarter of 2023 grew more positively than the previous quarter, the growth rate of value added in the industrial sector was estimated at 4.57% compared to the third quarter of 2022</em></strong><a href="#_ftn12" name="_ftnref12"><strong><em><sup>[12]</sup></em></strong></a><strong><em>. In the 9 months of 2023, the added value of the industrial sector increased by 1.65% over the same period last year, of which the manufacturing industry increased by 1.98%.</em></strong></p> <p style="text-align: justify;">The added value of the entire industrial sector in the 9 months of 2023 is estimated to increase by 1.65% over the same period last year (first quarter decreased by 0.75%; second quarter increased by 0.95%; third quarter increased by 4.57%). Of which, the manufacturing industry increased by 1.98% (first quarter decreased by 0.49%; second quarter increased by 0.6%; third quarter increased by 5.61%); the electricity, gas, steam and air conditioning supply industry increased by 2.9%; the water supply; sewerage, waste management and remediation activities industry increased by 4.69%; the mining and quarying industry decreased by 3.01%.</p> <p style="text-align: justify;"><em>The consumption index of the manufacturing industry in 9 months of 2023</em> increased by 0.6% compared to the same period in 2022 (the same period in 2022 increased by 9.7%). <em>The inventory index of the manufacturing industry was estimated as of September 30, 2023 </em> increase by 2.5% compared to the same time last month and by 19.4% compared to the same time last year (the previous year increased by 13.4%). Enterprise activities</strong></p> <p><strong><em>a) Enterprise registration status</em></strong> <a href="#_ftn13" name="_ftnref13"><em><sup><strong>[13]</strong></sup></em></a></p> <p style="text-align: justify;"><em>In September 2023</em>, the whole country had 12,684 newly established enterprises with registered capital were 117.2 trillion VND and a total number of registered employees of 80 thousand employees, a decrease of 9,7% in the number of enterprises, down 13.4% in the registered capital and an increase of 0.1% in the number of employees compared to last month. Compared to the same period 2022, 10.6% increase in the number of enterprises, a decrease of 13.9% in the registered capital and up 29.3% in the number of employees. <em>Generally, in the 9 months of this year</em>, the whole country had 116.3 thousand newly registered enterprises with a total registered capital of 1,086.8 trillion VND and a total number of registered employees of 748.9 thousand employees, up 3.1% in the number of enterprises, a decrease of 14.6% in number the registered capital and a decrease of 1.2% in the number of employees compared to the same period last year. The average registered capital of a newly established enterprise in 9 months achieved 9.3 billion VND, down 17.2% compared to the same period last year. If including 1,486.3 trillion VND of the additionally registered capital of nearly 35.6 thousand enterprises that recorded an upward adjustment of capital, the total additional registered capital in the economy in 9 months of this year was 2,573.1 trillion VND, down 34.2% compared to the same period last year. Besides, there were 48.9 thousand re-operated enterprises, a decrease of 3.2% over the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises in 9 months this year to 165.2 thousand enterprises, an increase of 1.2%. The average every month had 18.4 thousand newly established and re-operated enterprises.</p> <p style="text-align: justify;">In 9 months this year, there were 75.8 thousand enterprises temporarily ceased for a certain time, an increase of 21.2% compared to the same period last year; 46.1 thousand enterprises temporarily ceased and awaited dissolution procedures, a climb up 26.9%; 13.2 thousand enterprises completed dissolution procedures, an increase of 4.3%. Of which: Domestic revenue reached 1,013.7 trillion VND, equal to 76% and down 3.2%; revenue from crude oil reached 46 trillion VND, equal to 109.5% and down 22.5%; budget balance revenue from export and import activities reached 163.8 trillion VND, equal to 68.5% and down 26.3%.</p> <p style="text-align: justify;">Total state budget expenditure in 9 months of 2023 was estimated at 1,239.4 trillion VND, equal to 59.7% of the yearly estimate and up 14.1% over the same period last year. In the third quarter of 2023, import turnover was estimated at 86 billion USD, down 4.5% over the same period last year and up 11% compared to the second quarter of 2023. Generally in 9 months of 2023, the import turnover was estimated at 237.99 billion USD, decreased by 13.8% over the same period last year. Of which the domestic economic sector reached 85.12 billion USD, went down 11.8%; the FDI sector gained 152.87 billion USD, down 14.9%. In which, the domestic economic sector has a trade deficit of 26.26 billion USD; the FDI sector (including crude oil) had a trade surplus of 37.94 billion USD.</p> <p><strong><em>b) </em></strong><strong><em>Export and import of services</em></strong></p> <p style="text-align: justify;">Generally in 9 months of 2023, export turnover of services was estimated at 14.2 billion USD, went up by 60.6% over the same period in 2022 (the third quarter reached 5.1 billion USD, increased by 24.9%), of which travel service gained 6.6 billion USD (accounting for 46.5% of the total turnover), 3.9 times higher than the same period last year; transportation service reached 4.1 billion USD (accounting for 28.6%), increased by 6.6%. Import turnover of service was estimated at 20.9 billion USD (of which transportation and insurance service fees for imported goods are 7.5 billion USD), up 0.8% over the same period last year, of which transportation service gained 9.1 billion USD (accounting for 43.6% of the total turnover), decreased by 5.9%; travel service reached 5.4 billion USD (accounting for 25.9%), increased by 9.9%. The trade deficit of services in 9 months of 2023 was 6.7 billion USD.</p> <p style="text-align: justify;"><strong><em>10.
