themeform"> <div class="entry-inner"> <p><strong>Les institutions (municipalités, départements, régions, secrétariats d’État aux droits des femmes -quel que soit le nom, variable selon les gouvernements, de cette instance-) « profitent » de la période pour rendre publiques des mesures en faveur des femmes qui, espèrent-elles, bénéficieront de ce fait d’une visibilité accrue et leur permettront de mettre leurs actions en valeur. </strong></p> <p>Les associations engagées dans ce combat pour l’égalité rappellent qu’il est loin d’être gagné. Les féministes manifestent. Les organismes comme le HCEfh (Haut Conseil à l’Egalité entre les femmes et les hommes), l’INA (Institut national de l’Audiovisuel), l’ARCOM (Autorité de Régulation de la Communication Audiovisuelle et Numérique), etc. publient des chiffres permettant d’objectiver le constat, inlassablement réitéré, des inégalités persistantes concernant les violences dont les femmes sont victimes, la sous-représentation des femmes dans les médias, le partage inégal des charges domestiques, les disparités de salaires, etc. Les recherches spécialisées sur ces questions trouvent plus facilement un espace de diffusion à cette période de l’année et Mondes sociaux choisit fort opportunément de consacrer son numéro du mois à cette problématique.</p> <p>A l’origine de cette spécificité, la fameuse « journée internationale des droits des femmes », à l’histoire mouvementée. Il n’y a en effet pas d’accord sur le ou les événements que pourrait commémorer le 8 mars … si tant est qu’il commémore un événement. Trois versions principales se partagent l’origine de cette journée : la version communiste d’avant la Deuxième guerre mondiale (1939-1945) fait état d’une manifestation des ouvrières de Pétrograd, le 8 mars 1917, par ailleurs premier jour de la Révolution soviétique, dans une parfaite symbiose des luttes des femmes, du communisme et de la révolution. Durant la Guerre froide (période de forte tension, dans la deuxième moitié du 20ème siècle, entre le monde dit occidental et « le bloc de l’Est » acquis au socialisme), prévaut une autre version, selon laquelle Clara Zetkin, dirigeante social-démocrate allemande, aurait proposé de commémorer à travers le 8 mars, une manifestation d’ouvrières (chemisières ou couturières) qui aurait eu lieu à New-York en 1857 : cette version présente « l’avantage » de n’être pas subordonnée à l’espace et au parti communistes. Une troisième version se fait jour dans les années 1980 : fondée sur le constat que le premier Woman’s Day officiel a eu lieu aux Etats-Unis en 1909, elle valorise les luttes féministes au sein du socialisme américain.</p> <p>Comme on le voit, l’histoire du 8 mars est complexe et avant tout révélatrice des enjeux politiques qui entourent la question des femmes.<br>C’est également ce que mettent
