Meine Frau und ich sprechen über die aktuelle Weltlage: Trump, der die Partnerschaft mit Europa aufkündigt und die Ukraine nicht mehr unterstützen will. Unvorstellbare 500 Milliarden (oder 800 Milliarden? oder 1,5 Billionen?) Euro neue Schulden, um Europa zu militärischer Eigenständigkeit zu verhelfen. Die europäische Abhängigkeit von US-Geheimnisdienstinformationen. </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Und meine Frau fragt: Hat das denn niemand vorher gesehen? </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Gesehen schon, aber die Augen davor verschlossen. Das Muster ist überall dasselbe: Wie lange diskutieren wir schon darüber, dass ohne US-Software und -Dienste in Deutschland und Europa nichts geht? Bislang allerdings ohne ernsthafte Konsequenzen. Außer ein paar Lippenbekenntnissen zu digitaler Souveränität seitens der Politik und einzelnen Initiativen wie dem European Chips Act (aus dem ironischerweise der US-Chiphersteller Intel Geld kriegen sollte) ist nicht viel passiert. </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Die Folge: Steigende Lizenz- und Abokosten werden zähneknirschend geschluckt, auch wiederholte Sicherheitskatastrophen hingenommen. Es ist ein offenes Geheimnis, dass der Einsatz von Microsoft 365 oder die Speicherung sensibler Daten bei den US-Hyperscalern nicht ohne Weiteres DSGVO-konform möglich ist – die Versuche, sich darum herumzuschwindeln, erhielten 2015 (Safe-Harbour-Abkommen) und 2020 (Privacy Shield) kräftige Klatschen vom Europäischen Gerichtshof. Geändert hat das alles nichts. Datenschutz, Geld, IT-Sicherheit – da nimmt man halt Abstriche in Kauf, Hauptsache, es bleibt so bequem wie bisher. </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Aber jetzt regiert in den USA ein Präsident, der die Dinge gerne zu Ende eskaliert. Der seinen Partnern Zölle und Handelskriege androht und die Beistandsverpflichtung der NATO infrage stellt. Dessen Förderer Elon Musk in den Raum gestellt hat, der Ukraine das zur Drohnensteuerung benötigte Starlink abzudrehen. Damit rückt ein Szenario in den Bereich des Möglichen, das man bislang gerne als unrealistisch abgetan hat: dass die USA ihre digitale Dominanz nutzen, um andere Staaten unter Druck zu setzen. </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Wie viele europäische Unternehmen und Behörden wären ohne Microsoft 365, ohne die Cloud-Dienste von AWS, ohne das CRM von Salesforce, ohne Google Analytics und den DDoS-Schutz von Akamai noch handlungsfähig? Wie viele Shopbetreiber sind auf den Amazon-Marktplatz angewiesen? Wie viele Firmen-ITs sind rund um die Angebote von IBM gebaut? </p> <p class="xp__paragraph xp__editorial__paragraph xp__paragraph--standard xp__ix__paragraph--standard xp__ix__editorial__paragraph xp__ix__category--editorial "> Der mögliche Ausfall von Software und Services aus den USA ist zu einem realen Risiko geworden. Unternehmen und Behörden brauchen dafür ebenso einen Plan wie für Ransomwareattacken und andere Cybervorfälle.
