اعتقالها 512 مدنيا ضمن حملتها المتواصلة التي بدأت بتنفيذها منذ ايام في مناطق محافظة واسط . وقال المصدر الذي فضل عدم ذكر اسمة "ان قوات الشرطة وبالتعاون مع الوحدات الاستخبارية والامنية نفذت عملية تفتيش مفتوح, للمطالبة بتنحية المعاون الاداري لمدير المستشفى لاعتداءه على زميل لهم.وقال الدكتور منير جليل احدى اطباء المستشفى اليوم الاثنين إن اطباء مستشفى الزهراء العام بالكوت اضربوا عن العمل اليوم للمطالبة بتنحية او تغيير المعاون الفني لمدير المستشفى تركي الغنيماوي لاعتداءه بالضرب على احد زملائهم من اطباء الاختصاص.وأوضح أن الاطباء يطالبون ايضا بتشريع قانون لتوفير الحماية القانونية لهم ضد الاعتداءات المتكررة والتهديدات العشائرية التي يطلقها البعض ضد الاطباء.وطالب جليل وزارة الصحة بالتدخل لحل مشكلة المضربين حتى لا يتطور الموقف خاصة وان مطالبهم يمكن تحقيقها بسهولة, مبينا ان الاضراب سيكون مفتوحا " ان اللجنة وبعد حصولها على معلومات تشير الى زيادة ظاهرة زراعة بعض انواع النباتات المخدرة في المدينة وضواحيها طالبت بضرورة تشديد المراقبة والمتابعة من قبل الجهات المختصة والمعنية في المحافظة للتصدي لهذا الامر خاصة بعد العثور على انواع من هذه النباتات التي زرعت في الجزرات الوسطية لبعض الشوارع الرئيسة واماكن اخرى". <br/>واضاف "انه تم التحرك ومن خلال اللجنة المشكلة لمتابعة الموضوع عن كثب وتحديد اماكن زراعتها والمعامل التي يتم تصنيعها فيها والمتاجرين بها وتم التوجيه لمكافحة هذه الظاهرة التي تفشت اخيرا في المحافظة لما تشكله من خطورة على حياة الشباب كونها تعد افة كبيرة تحتاج الى تكاتف جميع الجهود لاجل القضاء عليها نهائيا ". <br/>وطالب رئيس اللجنة باحالة كل من يتورط في الاسهام بانتشارها والترويج لها وبيعها الى المساءلة القانونية لينال الجزاء العادل ".</p> </div> </div> <hr/> <div <p>اعلنت وزارات الدفاع والداخلية والصحة عن مقتل مئة وسبعة وسبعين شخصا بينهم مئة واثنان من المدنيين واصابة مئتين وستة وستين اخرين بينهم مئة وخمسة من المدنيين، جراء اعمال عنف وقعت في مناطق متفرقة من البلاد خلال شهر ايار المنصرم . المصادر العراقية اشارت ايضا الى مقتل ثلاثين عسكريا وخمسة واربعين شرطيا. وتعتبر هذه الحصيلة الشهرية الادنى خلال العام الحالي وتمثل في الوقت نفسه انخفاضا بنحو ستة عشر بالمئة مقارنة بحصيلة ضحايا شهر نيسان الذي قتل خلاله مئتان واحد عشر عراقيا. الحصيلة اشارت ايضا الى مقتل اثنين وثلاثين ارهابيا واعتقال مئة وخمسة وخمسين خلال شهر ايار. </p> </p></div> <p><strong>ازدياد عمليات الاغتيال المستهدفة مختاري الاحياء السكنية في بعقوبة </strong></p> <p>كشف مسؤول حكومي في بعقوبة مركز محافظة محافظة ديالى اليوم عن ازدياد حالات اغتيال المختارين داخل مركز المدينة خلال الفترة الأخيرة .</p> <p>وأوضح مصدرمسؤول إن خمسة مختارين قتلوا خلال الفترة الأخيرة داخل في بعقوبة على يد مسلحين مجهولين بواسطة الأسلحة الكاتمة للصوت والعبوات اللاصقة.وأضاف المصدر إن 12 مختارا اضطروا إلى ترك مهام عملهم بعد تلقيهم تهديدات بالتصفية الجسدية.</p> <p><strong>المالكي يشكل لجنة خاصة لإجراء مشاورات سرية للتمديد للأمريكان </strong></p> <p>كشفت مصادر مطلعة من داخل المكتب الخاص لرئيس وزراء حكومه المنطقة الخضراء نوري المالكي، عن تشكيل المالكي لجنة سرية بإشرافه المباشر بغية إكمال المشاورات السرية مع الجانب الامريكي بما يتعلق بالإتفاقية الأمنية الثانية والتمديد للقوات الأمريكية بعد نهاية العام الحالي. وقالت المصادر التي فضلت عدم الإشارة اليها بالأسم، ان لجنة سرية شكلت بإشراف المالكي شخصيا وبمشاركة مستشاره القانوني فاضل محمد جواد وفريق من وزارة الخارجية بعلم من وزير الخارجية هوشيار زيباري لإكمال بنود الإتفاقية الأمنية الثانية . واشارت المصادر ان واشنطن تريد توقيع بروتوكل مع الحكومة بصورة مباشرة تتضمن بنودها اعطاء حق للامريكيين بفتح عدد كبير من القنصليات في محافظات العراق وتوزيع ماتبقى من الجيش الامريكي على هذه القنصليات بحجة حمايتها. الى ذلك أكدت غالبية الكتل النيابية ضرورة أن تكون جلسة البرلمان المتعلقة بمناقشة الوجود الاميركي علنية وان تبحث القضية بعيدا عن الاستعراضات والتوترات. وكان التيار الصدري قد اعلن انه بصددِ رفع دعوى قضائية ضد الحكام والمسؤولين العرب الذين ساهموا في احتلال العراق. وجاءت الدعوى بعد ان كشف مركزُ الدراسات المستقبلية التابع لمجلس الوزراء المصرى عن معلومات تفيد بتورط مسؤولين مصرين من النظام السابق فى غزو العراق، مشيرا الى لقاءٍ ضَم جمال مبارك وجورج بوش في واشنطن قبل ثلاثة اشهر من الغزو وقال التقرير اِنه تضمن تزويدَ الامريكان بمعلومات تحث الجانب الامريكي على غزو العراق بينما أكد مصدر في التحالف الوطني ان التقاربَ بين رئيس الوزراء وزعيم القائمة العراقية يهدف الى تكوين جماعةِ ضغط نيابي لتمديد بقاء الجيش الامريكي. وأضاف المصدر اِن الغرضَ من وراء احياء المفاوضات بين العراقية ودولة القانون هو تكوينُ لوبيِ داخل البرلمان يضمُ الكتلتين فضلا عن التحالف الكردستاني لدعم المالكي في حال قررَ التمديد لبقاء القوات الامريكية. واشار المصدر الى ان التصريحات الحادة التي ادلى بها علاوي مؤخرا ضد ائتلاف المالكي تهدفُ الى الضغط على رئيس الوزراء من اجل تنفيذ مطالب العراقية كشرط للانضمام الى هذا المشروع . واوضح المصدر اَن العراقيةَ لديها سيناريو من المطالب يتضمن استبدال بعض المؤسسات باخرى جديدة يتولى قيادتها بعض الشخصيات التي تدعمها كذلك الغاءُ هيئة المساءلة والعدالة واعادة الجيش السابق الذي يضم ضباطا موالين لرموز القائمة. </p> <p><strong>مصادر: أزدهار اليوم في شارع العمل الشعبي بمنطقة العامرية غرب بغداد، ما اسفر عن تدمير آلية نوع همر ومقتل اثنين من جنود الاحتلال وإصابة ثلاثة آخرين بجروح .وأشارت الأنباء إلى إن قوات الاحتلال المسعورة قامت كعادتها باغلاق الشارع المذكور والطرق المؤدية اليه وفرضت إجراءات مشددة حول مكان الانفجار للتغطية على الخسائر البشرية والأضرار المادية التي تكبدتها نتيجة هذا الهجوم .</p> <p><b>مسؤول في البيشمركة: نحتاج لبقاء اميركا لأن جيشنا بلا اسلحة ثقيلة ولا طائرات</b></p> <p>اعلن الامين العام لوزارة البشمركة جبار ياور دعمه لتمديد فترة بقاء القوات الاميركية في العراق الى ما بعد نهاية العام الحالي، معتبرا ان البلاد لا تزال تحتاج الى هذه القوات في المجالات "العسكرية والسياسية". <br/>وقال ياور خلال مؤتمر صحفي في اربيل "نرحب بخطوة تمديد بقاء القوات الاميركية في العراق"، رابطا اياها بموافقة "الحكومة العراقية ومجلس النواب". <br/>واوضح ياور "ان الجيش العراقي لا يملك حاليا الاسلحة الثقيلة وكذلك القوة الجوية ولم يكمل تدريباته، ولهذا نحن نرى ان العراق ما زال بحاجة للقوات الاميركية في جميع المجالات العسكرية والامنية وحتى السياسية". <br/>واعتبر "ان انسحاب القوات الاميركية سيؤثر على الاوضاع في المناطق المتنازع عليها وبالاخص مدينة كركوك التي لا تزال تشهد اضطرابات امنية". <br/>ورأى ياور ان "انسحاب القوات الاميركية من هذه المناطق سيكون له تاثير لان هذه القوات تعمل معنا في مراكز التنسيق ونقاط التفتيش ولنا قوات مشتركة، وايضا تساعد القوات العراقية وقوات الاقليم في مجالات التدريب". <br/>وشدد رغم ذلك على انه "لا يحق لاقليم كردستان ابرام اية اتفاقية عسكرية مع اية دولة اجنبية، وحتى الان لم يبحث موضوع بقاء جزء من القوات الاميركية في الاقليم".</p> </p></div> <p><font color="#800000"><b>وزير التخطيط: الفقراء يمثلون 23% من نسبة السكان في العراق</b></font></p> <p>دعا وزير التخطيط علي يوسف الشكري الوزارات والجهات ذات العلاقة الى ضرورة الالتزام بتنفيذ الستراتيجية الوطنية للتخفيف من الفقر للسنوات 2010 – 2014 بعد ان اصبح الفقر في العراق واحدة من المشاكل الكبيرة والتي تعد من التحديات التي تواجه الدولة بكل مفاصلها". <br/>    واكد الشكري خلال الاجتماع الموسع الذي عقدته اللجنة الفنية الدائمة لسياسات التخفيف من الفقر في العراق "إن هذه الستراتيجية تعد واحدة من اهم المشاريع الوطنية التي يشهدها العراق، كونها جائت ثمرة لجهود كثيرة وكبيرة بذلت من قبل جهات كثيرة على رأسها مجلس النواب الوزارات ذات العلاقة، وبالتالي سيكون دورا فاعلا في مساعدة الفقراء الذين يمثلون (23%) من نسبة السكان في العراق ونأمل ان تتراجع هذه النسبة الى (16%) عام 2014". <br/>    الى ذلك اعلنت الوزارة ، اليوم الاثنين، ان تقييم عمل خطة التنمية الوطنية من 2010 ـ 2014 سيكون بعد السنة الثالثة من اطلاقها. <br/>    وقال وكيل وزارة التخطيط  للشؤون الفنية سامي متي بولص رئيس اللجنة الفنية لاعداد الخطة "ان المشاكل الخاصة بالخطة لايمكن ان تزول باشهر او بسنة واحدة، وانما تتطلب فترة اطول من ذلك لانه في الاصل معدل الفترة الزمنية لتنفيذ مشاريع الخطة لايقل عن ثلاث سنوات". <br/>    وبين بولص "اننا اذا اردنا بشكل حقيقي ومنطقي ان نقيس تاثيرات الخطة فيجب ان نقوم بتقييمها بعد السنة الثالثة او الرابعة من بدء تنفيذها، لكي نستطيع القول بانها فعلا حققت اهدافها والى أي درجة وماهي درجة انحرافها".</p> <p><strong>الجيش اللبناني يحرر ثلاثة عراقيين بعد أختطافهم في شمال لبنان </strong></p> <p>أعلنت قيادة الجيش اللبناني، انها تمكنت من تحرير ثلاثة أشخاص عراقيين يحملون جنسية أوروبية بعد اختطافهم على يد مجموعة مسلحة أثناء رحلة قاموا بها إلى شمال لبنان. وقالت قيادة الجيش في بيان، أنه "أثر توافر معلومات لمديرية المخابرات في الجيش عن اختفاء ثلاثة مواطنين عراقيين في منطقة البقيعة (شمال لبنان) في 20 أيار الجاري، قامت هذه المديرية بسلسلة تحريات واستقصاءات، أفضت إلى تحديد مكان وجودهم". وأضاف البيان "على الأثر قامت قوة من الجيش، بعد ظهر الأحد الثاني والعشرين من ايار، بمداهمة عدة أماكن في منطقة وادي خالد (في قضاء عكار شمال لبنان) حيث اشتبه بوجود المخطوفين فيها، وتمكنت من تحريرهم بعد تبادل لإطلاق النار مع الخاطفين". وأكد بيان الجيش اللبناني أن العملية أسفرت عن "إصابة أحد الخاطفين بجروح وإعتقالهم جميعا وعددهم تسعة، إضافة إلى تحرير المختطفين الذين تبين انهم عراقيون يحملون الجنسية السويدية"، مبينة انهم "كانوا في رحلة إلى شمال لبنان". ولفتت قيادة الجيش في بيانها إلى أنها "باشرت بالتحقيق مع الموقوفين بإشراف القضاء المختص لكشف ملابسات الحادث وخلفياته".</p> <h5>الصدر يدعو مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها </h5> <p>دعا زعيم التيار الصدري مقتدى الصدر مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها، وقال الصدر في بيان تعليقا على الطلب الذي طرحته كتلة الأحرار على مجلس محافظة النجف لمنع دخول القوات الأمريكية للمحافظة، قال إنه من المفرح ومما يدعونا إلى الفخر والاعتزاز أن نجد فيها من يساند قرار عدم دخول قوات الاحتلال إلى محافظة النجف، عازيا رفض بعض أعضاء مجلس محافظة النجف إلى وجود خلافات سياسية ومخاوف عامة نرجو أن يلغوها من قواميسهم، ودعا زعيم التيار الصدري إلى "تعميم هذه القرارات في باقي المحافظات كافة وعدم قتل بنيران مجهولين جنوب بغداد. واوضح المصدر " إن مسلحين مجهولين </p> <p>يستقلون سيارة مدنية، هاجموا، صباح اليوم، بمسدسات كاتمة للصوت، سيارة مدنية يستقلها ضابط بوزارة الداخلية برتبة مقدم، بمنطقة حي العامل جنوب بغداد، مما أسفر عن مقتله بالحال".وأضاف المصدر، الذي طلب عدم الكشف عن اسمه، أن "قوة أمنية طوقت منطقة الحادث، فيما نقلت الجثة إلى دائرة الطب العدلي.</p> <p><strong>تدمير آلية لقوات الاحتلال الامريكي بانفجار ناسفة جنوب بغداد </strong></p> <p>انفجرت عبوة ناسفة مستهدفة دورية لقوات الاحتلال الأمريكية في إحدى النواحي الواقعة جنوب العاصمة بغداد مما أسفرت عن تدمير إحدى آلياتها اليوم الثلاثاء.</p> <p>وذكر مصدر حكومي ان عبوة ناسفة كانت مزروعة على جانب احد الطرق في ناحية الرشيد التابعة لقضاء المحمودية جنوب العاصمة بغداد استهدفت دورية للقوات الأمريكية .وأضاف المصدر ان الانفجار أسفر عن تدمير إحدى آليات الدورية وهي من نوع همر من دون معرفة حجم الخسائر البشرية التي خلفها الانفجار بسبب الطوق الشديد الذي فرضته القوات الأمريكية حيث منعت الاقتراب والتصوير .</p> <p><strong>استشهاد مدني على يد مجهولين جنوب كركوك </strong></p> <p>قال مصدر امني ، الاثنين، بأن مجموعة مسلحة هاجمت مدنيا وقتلته وسط القضاء جنوب كركوك. واوضح المصدر </p> <p>إن "مجموعة مسلحة تستقل عجلة حديثة فتحت نيران اسلحتها على مدني وهو من القومية الكردية وقتلوه في الحال وسط قضاء طوز خورماتو، 95 كم جنوب كركوك".وأضاف المصدر الذي طلب عدم الكشف عن اسمه، أن "القوة نقلت الجثة إلى دائرة الطب العدلي لتسليمها لذويه، فيما فتحت تحقيقاً لمعرفة ملابسات الحادث والجهة التي تقف وراءه".</p> <p><strong>اصابة اثنين من اعضاء حزب الفضيلة بانفجار في الحلة </strong></p> <p>أعلن حزب الفضيلة الإسلامي العراقي عن إصابة اثنين من أعضائه بانفجار عبوة ناسفة استهدفت مكتبه بشمال الحله مركز <br/>محافظة بابل يوم امس  . وافاد متحدث باسم حزب الفضيلة بإن "عبوة ناسفة انفجرت ظهريوم امس  بالقرب من مكتب حزب الفضيلة الإسلامي في ناحية الإسكندرية بشمال الحله مما أسفرعن إصابة اثنين من أعضاء المكتب بجروح".وأضاف أن قوة أمنية سارعت "الى اغلاق منطقة الانفجار ونقلت الجريحين إلى المستشفى".وتقع محافظة بابل على بعد 100 كم الى الجنوب من بغداد.</p> <p><strong>إصابة امرأة بانفجار ناسفة استهدفت رتلاً لجيش الاحتلال الأميركي وسط الكوت </strong></p> <p>أفاد مصدر امني ، الثلاثاء، أن امرأة أصيبت بانفجار عبوة ناسفة استهدفت رتلاً لقوات الاحتلال الأميركية وسط الكوت.وقال المصدر في </p> <p>" إن "عبوة ناسفة انفجرت، صباح اليوم، مستهدفة رتلاً لجيش الاحتلال الأميركي لدى مروره بالقرب من مجسر المتنبي، وسط الكوت، مما أسفر عن إصابة امرأة بجروح متفاوتة صادف مرورها لحظة وقوع الانفجار".وأضاف المصدر الذي طلب عدم الكشف عن اسمه، أن "قوة من الشرطة هرعت إلى منطقة الحادث نقلت المصابة إلى مستشفى قريب لتلقي العلاج، كما فرضت طوقاً أمنياً على المكان ومنعت الاقتراب </strong></p> <p>قالت مصادر أمنية وطبية في محافظة ديالى، مساء الخميس، بأن حصيلة التفجير الانتحاري شرق المحافظة ارتفعت الى 42 شهيدا وجريحا.وأضافت المصادر، إن "حصيلة حادث التفجير الانتحاري بحزام ناسف داخل حسينية الإمام الحسين في قضاء بلدروز في محافظة ديالى ارتفعت الى 12 قتيلاً و30 جريحاً"، مبيناً أن "الحصيلة ليست نهائية". وكان مصدر في شرطة محافظة ديالى أفاد، مساء الخميس، بأن انتحارياً يرتدي حزاماً ناسفاً فجر نفسه، مساء اليوم الخميس، وسط المصلين داخل حسينية الإمام الحسين في قضاء بلدروز، شرق بعقوبة، ما أدى إلى مقتل عشرة اشخاص وإصابة عشرين اخرين.</p> <p><b>في تواصل لمسلسل الاغتيالات الصامتة.. مقتل عميد بوزارة الدفاع وسط بغداد</b></p> <p>اغتال مسلحون مجهولون ،اليوم الخميس، ضابطا برتبة عميد في وزارة الدفاع وسط العاصمة بغداد. <br/>وقال مصدر امني "ان مسلحين مجهولين يستقلون سيارة حديثة أطلقوا النار، ظهر اليوم، من مسدسات كاتمة للصوت باتجاه سيارة ضابط برتبة عميد في وزارة الدفاع لدى مرورها في ساحة اللقاء وسط بغداد، ما أسفر عن مقتله في الحال". <br/>وطوقت القوات الامنية مكان الحادث،وفتحت تحقيقا لمعرفة ملابسات عملية الاغتيال والجهة التي تقف ورائه ".</p> <p><b>التيار الصدري يستبعد اجراء انتخابات مبكرة ويقول ان فشل المالكي يؤدي الى تنحية حكومته</b></p> <p>قال امير الكناني النائب عن كتلة الاحرار التابعة للتيار الصدري ان فشل حكومة نوري المالكي في الخروج من اختبار المائة يوم، لن يؤدي الى انتخابات مبكرة بل الى تنحيته وسحب الثقة عن وزرائه. <br/>واستبعد الكناني في تصريح صحفي امكانية اجراء انتخابات مبكرة في البلاد اذا اخفقت الحكومة في تنفيذ ما وعدت به. <br/>واوضح "من الناحية الواقعية لا يمكن ذلك، على اعتبار ان الحكومة اذا اخفقت فان البرلمان سيسحب الثقة منها". <br/>وفيما يخص خيار حل البرلمان الذي اشار اليه رئيس الوزراء نوري المالكي قال النائب الكناني "لا يمكن طرح هكذا فكرة مطلقاً على اعتبار ان مجلس النواب يضم اغلب الكتل السياسية"،مضيفا "ان القصور،هو قصور اداء حكومي وليس تشريعيا".</p> </p></div> <p><strong>الامطار الغزيرة تغير اماكن الالغام في اقليم كردستان </strong></p> <p>حذرت المديرية العامة للالغام المواطنين في اقليم كردستان من اقترابهم من الاراضي الملغومة اثناء قصدهم للمناطق الجبلية للحصول على بعض الاعشاب والنباتات</p> <p>بسبب تحريك الامطار الغزيرة لاماكن تلك الالغام في الاراضي المعزولة والمؤشرة لها. وقال اكوعزيز مديرقسم التحذير من مخاطر الالغام في المديرية في الايام السابقة وبسبب غزارة الامطار تحركت الكثير من الالغام من اماكنها المسيجة والمعزولة خاصة من المناطق الجبلية المرتفعة لذا على المواطنين الحذر اثناء التوجة الى المناطق الجبلية والسهول للحصول على الاعشاب والنباتات الربيعية و عدم الاقتراب من المناطق المحذورة وتبليغ مديرية الالغام في حالة رؤيتهم لأي لغم .</p> <p><b>مجلس النواب يعقد جلسته الـ59 برئاسة النجيفي وحضور 246 نائبا</b></p> <p>بدأت قبل ظهر اليوم الوطني بهاء الاعرجي ان كتلته ترفض مشروع قانون تصديق اتفاقية تسوية المطالبات بين بغداد وواشنطن الذي تم إدراجه في جدول أعمال جلسة البرلمان اليوم السبت. <br/>وقال الأعرجي خلال مؤتمر صحفي عقده اليوم في مبنى البرلمان ببغداد "إن التيار الصدري يرفض مشروع قانون تصديق اتفاقية تسوية المطالبات بين حكومة جمهورية العراق والولايات المتحدة الأميركية". <br/>ولفت الأعرجي إلى "أن الاتفاقية تتضمن نصا واضحا وصريحا بشأن الدعاوى المرفوعة ضد العراق، يشمل الدعاوى المقامة منذ العام 1991 إضافة إلى دعاوى أخرى في حال المصادقة على الاتفاقية، ما يجعل أموال العراق غير محمية". <br/>واوضح الأعرجي "أن مجلس النواب لا يملك للمعارضة في البحرين اشار زيباري الى "انه لا يمكن للعراق الجديد ان يدعم المعارضة ضد اي نظام"،موضحا "اننا منفتحون على عالمنا العربي كله كأولوية في سياستنا الخارجية وطالبنا بعودة العراق إلى محيطه <p>أستشهد ثلاثة مدنيين وأصيب ستة أشخاص آخرين في انفجار عبوة ناسفة كانت مزروعة على جانب الطريق العام في مدينة الثورة في العاصمة العراقية بغداد. وقال مصدر أمني مطلع "ان عبوة ناسفه أنفجرت مساء يوم امس الجمعة في منطقة الثورة قطاع 68 في بغداد". وأضاف المصدر "ان العبوة كانت مزروعة في حاوية للنفايات وأسفرت  أستشهاد ثلاثة مدنيين وإصابة ستة آخرين". وأشار المصدر الأمني إلى أنه حدث أنفجار أول في الحاوية نتج عنها عدد من الإصابات وعند تجمع المواطنين في مكان الحادث أنفجرت العبوة الثانية وهو ما أدى لوقوع شهداء وتزايد أعداد الجرحى. واوضح المصدر ان قوة حكومية شنت حملة دهم وتفتيش في مدينة الثورة اعتقلت align="right"> <blockquote><p>A new slogan has appeared in the past week on walls in eastern Baghdad and some southern Iraqi towns. Scrawled in paint, it is a simple and, to many Iraqis, chilling promise: "The Mahdi Army is returning."</p> <p>On the buildings that line the streets and alleyways of neighbourhoods in the Shiite strongholds of north-eastern Baghdad, similarly foreboding messages admonish men against shaving their beards and women against forsaking the abaya for western clothing. Iraq’s security forces quickly whitewash over the warnings, only for them to reappear elsewhere.</p> <p>They appear to be a calling card of the Mahdi Army which, at the height of its influence in Baghdad after the US-led invasion of 2003, prohibited Iraqis from watching football on television on the ground that sport was against the teachings of Islam. It also operated death squads and fought US troops and Sunni militants with equal ferocity.</p> <p>The feared Shiite militia was disbanded in 2008, but the prospect of its return has never been far from the minds of Iraqis. That possibility inched closer to reality when the Sadrist movement, which encompasses the Mahdi Army, won a prominent role in the government in last year’s elections.</p> <p>It is not only graffiti that has heralded a revival of the Madhi Army. Muqtada al Sadr, the cleric who leads the Sadrist movement, has openly threatened to deploy it.</p> <p>In an address read out to thousands of his loyalists in Baghdad on Saturday, Mr al Sadr said he would revoke the orders freezing Mahdi Army activity and instruct the militia to resume military resistance against US troops if they remain in Iraq after the end of this year.</p> <p>Under an agreement between Baghdad and Washington, all US military personnel are due to leave by the start of 2012, but US defence chiefs have hinted that they would like a sizeable force to remain beyond that point to prevent a security vacuum.</p> <p>Hazem al Araji, a Sadrist official, underlined the point, telling Saturday’s cheering crowd they were "all time bombs and the detonators in the hands of Muqtada al Sadr" unless American troops withdraw on schedule.</p> <p>Abu Ali, a former Mahdi Army commander from southern Baghdad, said he and his men were now on standby.</p> <p>"That speech was zero-hour for us to begin our preparations," he said. Abu Ali was released from prison about four months ago as part of a political deal with Mr al Sadr that secured a parliamentary majority for the prime minister, Nouri al Maliki, and thus a second term of office.</p> <p>"We are on alert, and if, by 2012, the American forces don’t leave, we will be at war with them," he said. "For now, we are watching and getting ready so that we are prepared for the end of the year."</p> <p>If the order were given to resume the war, US forces would not be the only targets. "Disloyal" Iraqis who were assisting American troops would also be singled out, Abu Ali said.</p> <p>He had no doubt the militia would be back in combat within eight months. "The Americans won’t leave, they want to keep at least 10,000 soldiers here," he said. "We have sources inside the Iraqi government so we know what they are planning."</p> <p>The Sadrists’ office in Baghdad declined to comment, but a government official allied to the Sadrists’ political wing said militia preparations were under way.</p> <p>"In the past two weeks we’ve seen them start putting weapons arsenals up in their neighbourhoods and towns, and preparing new strongholds for operations in places like Ameen [in Baghdad] and Kut [a city in southern Iraq]," the official said. "It will not be good, it’s going to cause problems for the community if they clash with the government forces and Americans again."</p> <p>The official said hardline Mahdi Army leaders, many of whom had been released from jail or returned from exile in Iran, were motivated more by vengeance than by the desire to build a modern and prosperous Iraq.</p> <p>"Their real goal is to take revenge against the army that defeated them," he said. Iraqi government forces routed the Mahdi Army in 2008 in a series of military clashes in which hundreds of militias fighters were captured, killed or fled to Iran.</p> <p>"Unless he is careful, Muqtada al Sadr is going to lead the country back into battle and back into more problems," he said.</p> <p>An Iraqi intelligence officer stationed in Kut, the administrative capital of Wasit province, 180km south of Baghdad, said security forces had information about Mahdi Army commanders trying to reactivate cells in the city and other southern provinces.</p> <p>"At the moment we have no orders to move against them. We are waiting for national intelligence plans to be drawn up," he said. "There is a possibility of the Mahdi Army being reactivated in Kut. It’s a concern."</p> <p>The officer said slogans promising the militia’s return had been painted on walls in towns in Wasit province, but that it was unclear who was behind it. "It might be the Sadrists, or it might someone else trying to make the people panic," he said.</p> <p>Yacoub al Yasari, an independent political analyst who monitors the Mahdi Army, said he had "no doubt" it would return.</p> <p>"The equation is simple: the Americans will not leave Iraq and they will clash with the Mahdi Army again," he said. "Certainly there will be new battles next year."</p> <p>When the fighting resumes in earnest, he added, there will be plenty of fresh recruits.</p> <p>"There is no shortage of people who will fight
