في البحرين ضد المواطنين الشيعة</b></p> <p>تظاهر الاف المواطنين في ساحة الخلاني وسط بغداد ،اليوم السبت، للمطالبة بدعم الشعب البحريني. <br/>وقال شهود عيان "إن نحو 3000 مواطن تظاهروا، صباح اليوم، في ساحة الخلاني وسط العاصمة بغداد، للمطالبة بدعم ونصرة الشعب البحريني وسحب قوات درع الجزيرة". <br/>واضاف شهود العيان " أن المتظاهرين رفعوا شعارات تستنكر اعمال العنف التي تمارسها قوات درع الجزيرة ضد المحتجين الشيعة العزل ، و الصمت الإعلامي إزاء ممارسات الحكومة البحرينية في اعتقال المواطنين وهدم المساجد والحسينيات".</p> <p><strong>معتصمو ساحة الأحرار بالموصل يلقنون المالكي درسا قاسيا</strong></p> <p>فشلت الحكومة العراقية المتحصنة بالمنطقة الخضراء في رهانها على إفشال الإعتصام الجماهيري الكبير في ساحة الأحرار بمحافظة نينوى، وجاءت تصرفاتها لتزيد من حدة الإعتصام المطالب برحيل الإحتلال الأمريكي والحكومة على حد سواء. فالحكومة الخائفة من الأحرار في تلك الساحة حاولت أن تفض هذا الإعتصام بشتى الطرق ولكنها فشلت وستفشل أيضا في اي خطوة تقوم بها لأن إرادة الشعب العراقي غادرت الخوف من زمن طويل والواقع يفرض عليهم المزيد من التقدم نحو الخلاص من الإحتلال وعملائه في حكومة المنطقة الخضراء. في البداية قالت الحكومة أنها حصلت على معلومات مؤكدة تشير إلى تخطيط بعض الجهات الإرهابية، لتنفيذ عمليات أنتحارية ضد المتظاهرين في ساحة الأحرار في الموصل، وأثبت الواقع والمعلومات الأمنية التي تملكها شرطة المحافظة والمحافظ أثيل النجيفي كذب هذه المعلومات. وفرض الحكومة حظرا للتجوال في المدينة لفض الإعتصام فنزل المحافظ والشرطة والناس أجميعن من أغلب المحافظات العراقية لإفشال هذا الحظر المخزي والدال على قلق وخوف الحكومة من ثورة الأحرار ضدهم. ثم قامت بعد ذلك الحكومة العراقية بمحاولة لإعتقال شيوخ العشائر الذين يعلنون مشاركتهم في هذا الإعتصام الشعبي، ففشلت ايضا بعد أن أنحازت الشرطة لصالح شيوخ العشائر ومنعت أعتقالهم، كما حصل مع الشيخ برزان البدراني شيخ البو بدران عندما وقفت قوة من الشرطة في وجه قوة من الجيش حاولت أعتقال البدراني جنوب الموصل، وحدث الأمر ذاته مع العديد من الشيوخ من المحافظات العراقية الأخرى. وجاء قرار الحكومة الأخير بإقالة قائد شرطة الموصل وتعيين آخر محله موالي لحكومة المنطقة الخضراء، ليزيد الطين بلة على الحكومة ويكشف عريها المخزي امام قوة الثوار الأبطال في ساحة الأحرار. فقد أعلنت الحكومة المحلية رفضها رفضها تعيين قائد الشرطة الجديد اللواء الركن مهدي صبيح الغراوي، وطالبت بمغادرته المحافظة. وقال محافظ نينوى اثيل النجيفي: "ان مدير الشرطة الجديد فرض على مجلس المحافظة وتم تعيينه بصورة مفاجئة وهو ليس من سكان محافظة نينوى ولا نقبل بوجوده اطلاقا، ونطالب برحيله على الفور". واضاف النجيفي ان "مجلس المحافظة عقد صباح اليوم السبت جلسة طارئة من اجل التصويت على رفض وجود اللواء الغراوي". كما طالب اعضاء مجلس محافظة نينوى: "باقالة الغراوي وعدم فرض مسؤولين من خارج المحافظة على الحكومة المحلية". وكان امر أصدره نوري المالكي الخميس الماضي بتعيين اللواء الركن مهدي صبيح هاشم، وهو من اهالي الكوت، قائدا لشرطة نينوى خلفا للواء الركن احمد حسن عطية. من جانبها انتقدت لجنة الأمن والدفاع في مجلس نينوى، الجمعة، إعفاء قائد شرطة نينوى اللواء الركن أحمد حسن عطية من منصبه وتعيين لواء من محافظة أخرى بدلاً منه، معتبرة أن هذه الخطوة تهدف إلى سيطرة المركز على المحافظات على حساب القانون. وأعرب رئيس اللجنة عبد الرحيم الشمري عن استغرابه من "تعيين قائد شرطة جديد من محافظة أخرى لمجرد أن وعكة صحية ألمّت باللواء الركن أحمد حسن عطية"، مبيناً أن "الوعكة استمرت يوماً واحداً، وقد تفاجأنا بتعيين قائد جديد في اليوم التالي". مشيراً إلى أن "هناك نائبين للقائد الحالي وكان بالإمكان تكليف أحدهما تولي المسؤولية بدلاً من تعيين قائد آخر، كما أن هناك العديد من ضباط الشرطة من الموصل برتب عليا يتميزون بالكفاءة والمقدرة وبالإمكان الاستعانة بهم في هذا المجال". ورأى الشمري أن "الهدف من هذه العملية تعزيز سعي المركز في بغداد للسيطرة على المحافظات على حساب القانون وبطريقة مخالفة للدستور"، متسائلاً "كيف سيكون الحال بوجود قائد شرطة جديد؟".</p> </p></div> <h3 align="right"><font color="#800000"></font><font style="font-weight: normal">أخبار عالمية</font></h3> <p dir="rtl" align="right"><strong>فضيحة جديدة للحكومة.. حليب فاسد في مخازن وزارة التجارة </strong></p> <p dir="rtl" align="right">فضيحة من بعد اخرى تطارد المسؤولين السابقين والحاليين في وزارة التجارة، فبعد ان تم اكتشاف فضيحة الزيت المنتهي الصلاحية وتوزيعه على المواطنين في البصرة، تفجرت فضيحة جديدة، وهذه المرة حول حليب فاسد موجود في مخازن الوزارة واحباط محاولة لسحبه. والمصيبة الكبرى ان احد اعضاء دولة القانون يدافع عن الوزارة ويدعو الى عدم اطلاق الاتهامات جزافا وان كان وزير التجارة وكالة السابق السيد صفاء الصافي لا يعرف عن الزيت المنتهي الصلاحية ولا يعرف عن الحليب الفاسد فهذا يدل على تقصيره وانه وزير فاشل بكل المقاييس في ادارة الوزارة. وفتحت الوزارة تحقيقا في قضية (الحليب الفاسد) في مخازنها، وقال وزير التجارة خير الله بابكر في تصريح صحفي: انه لاحظ في مخازن الوزارة كميات من حليب الكبار بالرغم من أن هذه المادة ليست ضمن مفردات الحصة التموينية، وعلى اثرها تم تشكيل لجنة للتحقيق في الموضوع والوقوف على أسباب شراء هذه المادة. واشار الى ان اللجنة اكتشفت ان أحد التجار قام بسحب (1250) طناً من الحليب بالرغم من قرب نفاذ صلاحية استهلاكه، مؤكدا ان الوزارة سارعت الى ايقاف سحب الكمية وقامت بحجز المادة. واضاف بابكر ان الحليب تم استيراده في العام 2009 من قبل الشركة العامة للمواد الغذائية، مشيرا الى ان الوزارة اطلعت الجهات العليا على الموضوع الذي هو الان قيد التحقيق من قبل جهات متعددة بينها وزارة التجارة ومجلس النواب. من جانبه، دعا النائب عن ائتلاف دولة القانون في مجلس النواب احمد حبيب العباسي، اعضاء لجنة النزاهة البرلمانية الى عدم اطلاق الاتهامات بالفساد الى الوزارات ومؤسسات الدولة عبر وسائل الاعلام قبل الانتهاء من التحقيقات. وبرر دعوته هذه بالقول: ان اطلاق الاتهامات من شأنه ان يفقد ثقة المواطن بالحكومة ومؤسساتها، وقد ينعكس بشكل سلبي على سلوك البعض في الشارع ويؤدي الى حالة من الفوضى والاحتقان. واضاف ان البرلمان والاجهزة الرقابية في وزارة التجارة والمفتش العام والرقابة المالية يمثلون حلقات لا يمكن تجاوزها في ما يخص قضايا الفساد المالي والاداري، وليس من السهل القفز فوق كل هذه الهيئات والظهور في وسائل الاعلام للكشف عن حالات الفساد. والمح العباسي الى وجود اعضاء في مجلس النواب يطلقون الاتهامات جزافا لغرض الاستهلاك <p><strong>السيول تقتل مواطناً وتشرد خمسين عائلة في سنجار بمحافظة دهوك </strong></p> <p>أعلن مجلس قضاء سنجار في محافظة دهوك، عن وفاة مواطن وتشريد أكثر من 50 عائلة دمرت السيول الجارفة منازلها . <br/>وقال نائب رئيس مجلس قضاء سنجار ميسر حجي صالح، في حديث لـ" السومرية نيوز"، إن القضاء شهد، منذ ليل أمس الخميس، موجة أمطار غزيرة أدت إلى حدوث سيول جارفة وفيضانات لم يشهد لها مثيلاً منذ أكثر من عشرة أعوام، مبينا أن السيول أدت إلى خسائر تراوح بين تدمير، وإلحاق اضرار بأكثر من 100 منزل في مناطق مجمع الوليد وتل بنات وتل قصب وكون روفي والقادسية، مضيفا أن مواطناً لقي حتفه، وتشردت نحو 50 عائلة دمرت align="right"><strong>تساقط كميات كبيرة من الأمطار في اقليم كردستان العراق </strong></p> <p dir="rtl" align="right">تساقطت كميات كبيرة من الأمطار في مختلف مناطق اقليم كردستان في حالة نادرة في هذا الوقت من السنة لتساهم في تنقية الأجواء بعد ايام من العواصف الترابية وترفع من معدلات انتاج بعض المحاصيل الزراعية. وتساقطت في دهوك كميات كبيرة من الأمطار منذ ساعات الصباح الأولى في مركز المدينة والمناطق المجاورة لها وبشكل شبه مستمر في حالة غير مسبوقة وبمعدلات كبيرة. وادت الامطار الى حدوث سيول وتجمع المياه في العديد من شوارع المدينة وساحاتها والأحياء السكنية حيث أن كميات الأمطار المتساقطة ستساعد على تحسين منتوج القمح والشعير في المنطقة ورفع خزين المياه في السدود. وفي اربيل استمر تساقط الأمطار منذ الصباح وبكميات كبيرة في حالة غير مسبوقة خاصة في السنوات الاخيرة التي اتسمت بنوع من الجفاف وقد تجمعت مياه الأمطار في العديد من شوارع المدينة والتي اصبحت حركة السيارات والمارة فيها صعبة. وقال مصدر بيئي ان الأمطار غير المسبوقة في هذا الوقت من العام ساهمت في تنقية أجواء الاقليم بعد تعرضه خلال الأيام القليلة الماضية لموجات من العواصف الترابية سببت مشاكل صحية للكثير من المواطنين وكانت يمكن ان تؤثر بشكل كبير على الزراعة في المنطقة لولا موجة الأمطار التي نظفت التراب الذي علق بالأشجار، مشيرا الى ان recent events in the neighboring Arab countries, Iraqis are gathering in central Baghdad preparing for their ‘Day of wrath.’ They’re fed up with corruption and want better living conditions. </strong></p> <p>The protests that started peacefully last week have turned increasingly violent. One man died and other eight others were injured after an attack Monday by an alleged pro-government militia on a group of demonstrators trying to spend the night at Baghdad’s Tahrir square.</p> <p>"They came an hour after the midnight curfew. It was a group of around 60, most of them teenagers, armed with knives and clubs. They all jumped of from hummers belonging to the Interior Ministry," a witness, who just wanted to be called "Istivan," told Deutsche Welle. </p> <p>Bassam Abdul Sattar, another witness, added that Ministry of Defence vehicles cordoning off the area "had left a few minutes before" the attackers arrived.</p> <p>The protest has been dubbed "Enough," yet another of the myriad of protest platforms set up in Baghdad over the last three weeks. "We’ll sleep in Tahrir Square until our demands are met. It’s been already eight years since Saddam’s fall but we’ve hardly seen any meaningful reconstruction in the country yet," Kemal Jabar, one of the organizers, told Deutsche Welle.</p> <p>Shia cleric Abdulgaith Al Hassan also joined the protesters at the weekend to spend the night in Tahrir square with them. In a telephone conversation from an undisclosed location, Al Hassan told Deutsche Welle that the eight injured were being treated at their houses because they feared harassment by the Interior Ministry’s security forces if they were taken to hospital.</p> <p>Al Hassan also added that demonstrators were planning to carry the coffin of the victim across Baghdad as a sign of protest in the coming days.</p> <p>Protesters and security forces were again squaring off on Tuesday on Baghdad’s Tahrir square with the forces cordoning off the area with hummers and heavily-armed soldiers.</p> <p>Bashar Mandalawy, a reporter from the Kurdistan-based AKNews agency, complained to Deutsche Welle that the police and the army were "choosing who could broadcast live from Tahrir square while other journalists where prevented from doing their job". </p> <p>Protesters also said that they had been gathering outside the Iranian Embassy in previous days to express their concern about "the increasing interference from the neighboring country", yet another factor adding to the discontent felt about the lack of basic infrastructures and the rampant government corruption. </p> <p>"I am Shia but I’m Iraqi, not Iranian. We do not want an Islamic Republic like in neighboring Iran. Today we are gathering Shiites, Sunnis Christians … We all share the same problems because we all live in the same country," said Akram, another demonstrator in Tahrir square.</p> <h3><font style="font-weight: normal">‘We want electricity, water and jobs’ </font></h3> <p><b></b></p> <p>"Our neighbourhood stinks because of sewage problems. Whenever it rains the roads become an infectious quagmire and we have to improvise bridges with stones and wooden boards not to plunge into the ponds of feces," complained Ayad Hashem, a resident of Baghdad’s Husseiniya district. He added that he often had to cope with just three hours of electricity a day, and sometimes none. </p> <p>In addition to the slogans denouncing the lack of basic infrastructures and corruption, demonstrators have also protested at the police brutality against several peaceful marches throughout the country, especially in the north. The Kurdish Autonomous Region – Iraq’s most stable district by and large – is witnessing unprecedented episodes of violence these days. Despite official sources reporting just one casualty in Sulaimania, unofficial reports say there have been "more than 10" after the police shot at protesters last weekend in the northern Kurdish city.</p> <p>Baghdad’s Paradise Square has also been a meeting point for several marches during the last weeks. Hundreds of people have gathered by the pedestal from which the statue of Saddam was toppled in 2003 in protest at the expropriation of property by the government. "No to state terrorism," was the most recurrent slogan. </p> <p>And there are also those who have lost property in a much more violent way but yet have not dared to get to say it "too publicly." Robert, an Armenian Christian from Baghdad, did not hesitate to directly accuse the mayor of Baghdad of being behind the recent wave of attacks on shops selling alcohol.</p> <p>"They want us to believe that it´s all about radical militias but we all know that they are being hired by the municipality. In the last three weeks they have destroyed five stores with permission to sell alcoholic beverages. They kill us and destroy our only way of living because they want us Christians to leave the country," he told Deutsche Welle. </p> <p>"Saddam´s portraits in the streets have been replaced by those of the Shia leaders, both spiritual and political. I don´t know which is worse, corruption or the increasing religious fanaticism that is spreading across the country," complained a street seller at the bazaar in Baghdad´s Tahrir square. </p> <h3>Red alert in the ‘Green Zone’</h3> <p>Amid the increasing number of revolts throughout the country, Iraqi Prime Minister Nuri Al Maliki has already promised higher salaries and a reduction of his own by half. There have also been talks to compensate the Iraqi citizens with 15.000 dinars (10 euros) each month for the shortages on their food ration cards. </p> <p>Leyla Hassan,  a member of parliament for Kirkuk district, believes that the echoes of the protests in Iraq may ultimately affect the Americans’ decision to pull out their last troops by the end of this year.</p> <p>"If the tension keeps growing, Obama will think twice before fully withdrawing from Iraq," she told  Deutsche Welle. </p> <p>When asked about the increasing demands for change and reforms, Galal Lawrani, secretary of the Iraqi Parliament’s deputy spokesman, pleaded for patience and understanding. </p> <p>"We fight against corruption although we do admit that much of the money is lost in the hands of subcontractors. However, people do not understand that there’s very little we can do as these companies are often linked to senior politicians. improve the state-run food aid system in the wake of sporadic protests and long-standing discontent over the quality and targeting of the rations provided. <br/>“We are working hard to improve the food ration system this year and to offer it with all [five] items, not just some of them,” Prime Minister Nouri Al-Maliki told a press conference on 17 February. “We have adopted a number of measures that can help us tackle this issue which we are following closely.” <br/>In a move designed to outflank discontent in the wake of demonstrations in Iraq inspired by the momentous demonstrations in Tunisia and Egypt, Al-Maliki on 15 February announced the postponement of the purchase of 18 F-16 fighter jets from the USA, and the use of the money saved to improve food rations. <br/>“We need these fighter jets as we are working to boost security, but we also need money to improve the food ration system, so we decided to postpone the [jet fighter] purchase,” he said, adding that about US$1 billion earmarked for the jets would now be spent on subsidized food handouts. <br/>Al-Maliki said the government had also decided to decentralize management of the of the state food ration system by allowing local government in the 18 provinces to import, store and distribute the relevant food items. <br/>The distribution, he added, would be targeted at the most vulnerable. <br/>“<strong>Fodder ration” <br/></strong> <br/>Many Iraqis complain that only some of the rations are delivered, or they arrive in poor condition, and there have been a number of protests against poor quality rations, unemployment, corruption and feeble public services. <br/>“It’s a fodder ration not a food ration,” said one banner brandished by demonstrators in Iraq’s southern province of Wasit on 16 February. “We are sitting on billions of barrels of oil, but we can’t find anything to eat,” said another. <br/>Iraq’s food rationing system, known as the Public Distribution System (PDS), was set up in 1995 as part of the UN’s oil-for-food programme following Iraq’s invasion of Kuwait in 1990. More than half of Iraq’s 29 million people depend on it, according to the Trade Ministry. <br/>At the end of 2009, the monthly PDS parcels contained rice (3kg per person); sugar (2kg per person); cooking oil (1.25kg or one litre per person); flour (9kg per person); milk for adults (250g per person); tea (200g per person); beans (250g per person); children’s milk (1.8kg per child); soap (250g per person); detergents (500g per person); and tomato paste (500g per person). <br/>In 2010, the government reduced the number of items to five: flour, rice, sugar, cooking oil and children’s milk – in the same quantities. But recipients have been receiving two or three items at a time. Al-Maliki said they would now receive all the five. <br/>According to the Planning Ministry, about 25 percent of the population lives below the country’s poverty line, and unemployment is about 30 percent. <br/>Meanwhile, oil revenues, which make up about 95 percent of Iraq’s revenue, have risen sharply in recent months giving ammunition to those calling for the government to spend more on PDS. <br/>According to the Trade Ministry, about US$3 billion was spent on PDS in 2010. neglect of</a></p> <div class="entry" dir="rtl" align="right"> <p>BAGHDAD, 7 December 2010 (<a title="IRIN" href="https://web.archive.org/web/20130127035447/http://www.irinnews.org/report.aspx?ReportID=91310" class="external" target="_blank">IRIN</a>) – Displaced Iraqi female-headed families who have returned home are still experiencing major livelihood challenges, says the International Organization for Migration (IOM). </p> <p>An IOM survey of 1,355 female-headed displaced families who have returned to their places of origin found that 74 percent are struggling to secure adequate nutrition for their families. </p> <p>Delays in receiving subsidized government food rations or lack of some food items in the rations force women to buy food with whatever money they have, adding to their struggle, the <a href="https://web.archive.org/web/20130127035447/http://www.iomiraq.net/library/IOM_di...rts/2010/Female%20Headed%20Households.pdf" class="external" target="_blank">report</a>, issued on 3 December, states. </p> <p>The survey also found that health problems and social norms had prevented nearly 40 percent of them from finding jobs. Of those who are able to work, 71 percent are unemployed. </p> <p>About 40 percent of those surveyed said they depended on relatives, neighbours, NGOs and religious groups to meet their needs. And more than 25 percent had a family member with chronic disease while one in four lacked access to healthcare. </p> <p>"These women have to support their children and elderly family members. Without a steady income, they become reliant on support from whoever can give it but it is not systematic," said Antonio Salanga, IOM’s head of the Baghdad regional hub. </p> <h3>New approach needed </h3> <p>Iraqi activist and former lawmaker Salama Smeisim said a swift and new approach had to be taken by the government, local and international organizations towards female-related issues in Iraq, especially the displaced. </p> <p>“The oppression against women is still continuing in Iraq,” Smeisim told IRIN. “The plight of the displaced women has not been dealt with seriously. They need adequate houses to preserve their dignity, schools for their children, electricity and drinking water.” </p> <p>She said Iraqi women in general, but mainly the displaced, faced a series of challenges, beginning with securing their livelihoods if they headed their families to the hardship in finding work either because of the social norms or discrimination, lack of awareness of their rights and the corruption that prevents government funds from reaching them. </p> <p>“I do believe that we need a special programme to spread awareness among women about their rights and support them on how to start a project that can secure a steady income for their families without relying on anyone,” Smeisim said. </p> <p>The IOM survey also found that domestic violence against women had substantially increased in the past five years due to the country’s unprecedented displacement, with one in five Iraqi women subjected to physical violence and a third to psychological violence. </p> <h3>Political and security turmoil </h3> <p>Mohammed Abdul-Jabbar, a Baghdad-based analyst, said that neglect of women-related programmes was due to the political and security turmoil experienced by the previous governments. </p> <p>“Of course politicians, whether inside or outside the government, were not dealing with women’s issues as one of the urgent needs to [rebuild] the society as they set a list of priorities in the political and security fields,” Abdul-Jabbar said. </p> <p>“It is highly unlikely that any progress could be achieved in this field by the next government as the same problems in the security and political arena still exist and are deep,” he added. </p> <p>Nine months since Iraq held its national elections, no government has been formed as politicians are It should not be surprising that the other type of armies associated with warfare the armies of refugees refuse to travel to back to a place where there is no chronic food insecurity, chronic unemployment, housing shortages, and very shaky security.  </p> <p>A large part of the reason for this marked reluctance to return by refugees is highlighted in the report <strong>"Food deprivation in Iraq" </strong>published yesterday by the government as a condition for getting aid from the UN. Even the executive summary I have posted here paints a picture of a country a significant portion of whose population do not have a reliable source of food. The first three paragraphs are grim but unsurprising reading:</p> <blockquote><p>A majority of Iraqi refugees who have returned from exile to Baghdad regret their decision, saying they face insecurity, a lack of jobs and inadequate health care, the United Nations refugee agency said on Tuesday. </p> <p>Some 61 percent of those interviewed were sorry they had left Syria and Jordan, while one in three was unsure of staying in Iraq, according to its recently-completed survey of 2,353 Iraqis who returned to the capital between 2007 and 2008. </p> <p>"UNHCR staff were informed by returnees of numerous instances of explosions, harassment, military operations and kidnapping occurring in their areas of return," Melissa Fleming, spokeswoman of the U.N. No wonder they stay away or regret coming back bad as the situation is for refugees the situation here is worse.</p> <p>Um Thalit</p> </p></div> </p></div> </p></div> </p></div> <blockquote><h3>Food deprivation in Iraq EXECUTIVE SUMMARY </h3> <p>Seven out of every 100 Iraqi individuals are undernourished. This is equivalent to an estimated 2.1 million Iraqis. In light of the history of conflict in Iraq and the current state of instability, this prevalence is rather low especially when compared to the overall prevalence of food deprivation within the Near East and North Africa region (7 percent in Iraq compared to 8 percent in the region). </p> <p>The national prevalence, however, is not equally distributed at the sub national level as disparities exist between the Iraqi governorates. Although food insecure households exist in nearly all governorates of Iraq, they are found to be concentrated in Diyala, Babylon Basrah, Salah al Deen, Kerbala and Muthanna governorates where the prevalence of food deprivation ranges from 51 to 17 percent. The highest level of food deprivation is observed in Diyala governorate, where around one half of people were food deprived. The high prevalence of food deprivation in Diyala is attributed to disruptions in food distributions through the Public Distribution System caused by the incidence of violence and military campaigns during the data collection period. </p> <p>The Public Distribution System (PDS) was established in 1991 to guarantee a provision of a minimum consumption needs to the Iraqi population through distribution of rations comprising of wheat flour, rice, sugar, vegetable oil, pulses, adult milk, infant formula and tea as well as other non food items at a highly subsidized price. The average daily dietary energy consumption in Iraq is 2580 kilocalorie per person, over half of which is acquired through the PDS. </p> <p>At the level of household characteristics, food deprivation is concentrated within population groups characterized by low income, large households, whose head is over 50 years of age and is illiterate, involved in agricultural activities or unemployed. </p> <p>Expenditures on food represents slightly more than one third (35 percent) of total household expenditures, of which, 80 percent is dedicated to commercial food purchases and the remaining twenty percent represents the value of the nominal payment required to receive the PDS food rations, the value of food produced and consumed by households and food purchased and consumed away from the home. </p> <p>Despite having a share of 80 percent of all food expenditures, food purchased from the commercial markets provides only 44 percent of the kilocalorie consumption at the national level. Accordingly, the contribution of dietary energy from the PDS plays a critical role from the food security perspective while the contribution of purchased food plays an important role from the expenditure structure perspective and dietary energy acquired from food from own production is negligible. The high reliance of Iraqis within the lower income strata on food rations renders them vulnerable to any irregularities in the distribution system and market fluctuations. </p> <p>The market price of 1000 kilocalories in Iraq is valued at 610 Iraqi Dinars on average. Accordingly, daily per capita expenditure on food is valued at 1590 Iraqi Dinars. When accounting for actual expenditures, subsidized prices of food provided through the PDS renders the cost of 1000 kilocalories to be 520 Iraqi Dinars on average, bringing daily per capita out of pocket expenditure on food down to 1360 Iraqi Dinars. </p> <p>In general, the Iraqi diet is balanced from the perspective of macro nutrient consumption as the distribution of energy acquired from fat, carbohydrates and proteins is 26, 62 and 12 percent respectively. However, consumption of fat is nearer to the higher bounds and protein nearer the lower bounds of the FAO/WHO/UNU recommendations. Average daily cereal consumption of around 400 grams per person provides 53 percent of total dietary energy consumed, followed by oils and fats (12 percent) and sugar (11 percent). </p> <p>Animal protein (meat, dairy products, eggs and fish) contributes 10 percent to the total dietary energy consumption. Food consumption is not equally distributed amongst all Iraqi households, as households of higher income group consume on average twice the quantity of dietary energy than that consumed by households in the lowest income group. Syria and Jordan host some 180,000 registered Iraqi refugees. </p> <h3>FORCED DEPORTATIONS </h3> <p>While violence has plunged from the height of sectarian bloodshed in 2006-2007, explosions and attacks happen daily. Bombs destroyed the home of a senior Iraqi police commander on Tuesday, killing at least 11 people in the northern city of Tikrit, hometown of former dictator Saddam Hussein, police said. </p> <p>The UNHCR does not promote returns to Iraq, due to insecurity, and its guidelines to all governments strongly recommend that Iraqis should not be sent home to five central provinces, including Baghdad, seen as too dangerous. </p> <p>However, it helps refugees who voluntarily want to go home, providing them with transport costs and a small cash grant. </p> <p>Fewer than 3,000 have taken up the offer since 2007, though many have returned without its support, according to the agency. </p> <p>"Iraqi refugees are the best judges of when to go back. Basically they are voting with their feet," said UNHCR spokeswoman Sybella Wilkes. </p> <p>The UNHCR also said that it remained concerned by forced deportations of failed Iraqi asylum seekers from five countries in Europe (Britain, Denmark, Netherlands, Norway and Sweden). </p> <p>It knew of seven chartered flights, coordinated by the European Union border agency FRONTEX, believed to have flown several hundred Iraqis back to their homeland since June. </p> <p>"We would very much like to have a fuller picture of who is being returned and where," Wilkes said. They are running out of money and into trouble. </strong> </p> <p>Burud (39) walks with a limp. She lifted her long dress to show that she has been missing a foot ever since she came too close to an exploding bomb in Baghdad in 2005. After she recuperated from her injuries – most of them, that is, she is still missing a hand and her body is full of shards left by the bomb. Burud fled to Syria, where she remains to this day. </p> <div style="border-right: lightgrey 1px solid; padding-right: 5px; border-top: lightgrey 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: lightgrey 1px solid; width: 360px; padding-top: 5px; border-bottom: lightgrey 1px solid"><a title="Damascus_shop_captioned" href="https://web.archive.org/web/20130127035447/http://www.flickr.com/photos/27086036@N02/4526789050/" class="external" target="_blank"><img style="display: block; float: none; margin-left: auto; margin-right: auto" alt="Damascus_shop_captioned" src="https://web.archive.org/web/20130127035447im_/http://static.flickr.com/4042/4526789050_51580b7117.jpg" border="0"/></a><br/> <h3><b>Most refugees are Sunnis</b></h3> <p>According to UN estimates, Syria harbours up to 900,000 Iraqi refugees. </p> <p>Of all registered refugees, 65 percent are from Baghdad province. </p> <p>Most, (62 percent) are Sunnis. Only 19 percent are Shiites. Slightly less (11 percent) of refugees are Christian. </p> <p>In Iraq, 60 percent of the population is Shia, 20 percent are Sunni and one percent is Christian. </p> </p></div> <p>She lives in the narrow Sha’ab street, out in the Damascus suburb of Yarmouk, with her six children, aged 4 to 17. For Burud, going back is not an option. “I have gone through enough,” she said. “And besides, we were kicked out of our house by Shiite militias.” </p> <h3>Hundreds of thousands fled for Syria</h3> <p>Burud is just one of the hundreds of thousands of Iraqi refugees who have been living in Syria for years. Most of them do not live in refugee camps but have found a place amongst the Syrians. About 163,000 refugees are currently registered with the UN refugee agency, UNHCR, but it is estimated that an additional 400,000 to 800,000 have not. “Perhaps they don’t need our help. Or perhaps they don’t trust us,” said Farah Dakhlallah, a spokesperson for the UNHCR in Damascus. </p> <p>After the2006 bombing of Al Askari mosque in Samara set off a wave of violence between Sunni and Shia Muslims in Iraq, refugees started pouring into Syria in huge numbers. At one point, tens of thousands were arriving weekly. Since 2008, Iraq has slowly become less violent. The number of people killed dropped from 2,000 a month to somewhere between 200 and 300. But, like Burud, many refugees have no intention of returning. They no longer have homes to go back to, or remain wary of conditions in their home country. </p> <p>The UN has yet to give the green light for them to return. “A lot of problems remain with general security,” Dakhlallah said, sitting in the UNHCR’s Damascus office. “In addition, power and potable water are not readily available. Unemployment levels are high. We do not believe that the conditions allow for a safe, permanent return, particularly in the five central provinces. A lot of work remains to be done there.” </p> <p>The Iraqi government promised large sums of money, housing and jobs to returning refugees. “But it has failed to make good on those promises,” said Filippo Rossi of the UNHCR registration centre in Douma. Many people have returned without any assistance; the UN assumes some 60,000 did in the last year. </p> <h3>New refugees are still coming </h3> <p>But at the registration centre, dozens of new arrivals still awaited their turn. Every day, some 20 to 30 families, 150 a week, still check in here. Approximately 60 percent are fresh from Iraq. The others have been in Syria for a while but only register once they run out of money and need support. The slower influx of refugees means that their total number is now declining, but the Iraqis left here are doing worse and worse. “Most are middle-class Iraqis who have been pushed into the margins of society,” Dakhlallah said. </p> <p>Officially, refugees are not allowed to work in Syria. “Which forces them to work illegally,” said Dakhlallah. They lose their dignity and their families fall apart. Domestic violence becomes more frequent. Generally speaking, a lot of negative phenomena are on the rise: child labour, forced marriages, prostitution.” </p> <p>Mazen (50) is a Sunni from the Al-Ghazaliya neighbourhood in Baghdad. “I had a prospering car rental business,” he recalled. “But Shiite militias took over my neighbourhood in 2006. I was threatened and told to leave. One day, militias gained access to my home by posing as a regular patrol and raped my wife. I took her, my daughter [now 14] and my two sons [18 and 21] and fled here. By now we have gone through all of our savings, and there is no work here for us.” </p> <p>Mazen does not want to go back. Al-Ghazaliya is still under Shia control. “If we returned we would be killed. Here we are safe, but dependent on outside help. I have lost my dignity,” he said. </p> <p>All registered refugees are entitled to food rations consisting of rice, sugar and tea. Vulnerable groups, single mothers especially, also receive financial assistance of some 80 euros a month. They pay only a nominal fee for basic medical care and their children can attend school for free. </p> <p>The UNHCR is trying hard to prevent Syria’s better healthcare from drawing ‘medical tourism’ from Iraq. The UN supports Syrian healthcare and education by building new schools, for instance, and introducing new educational methods. “It is important to continue this assistance,” Dakhlallah said, “so Damascus won’t suddenly decide it has had enough. So far, Syria has been more than generous.” Still, the UNHCR expects that international financial contributions will dwindle as the world’s attention shifts away from Iraq and its refugees. “Iraq is no longer the world’s biggest problem, but this would be exactly the wrong moment to pull out. A lot of refugees can’t return,” Dakhlallah said. </p> <p>Burud’s husband returned to Iraq in 2006 to earn money. “He is risking his life,” Burud said. “At a certain point he was kidnapped ad by Shiite militias, held captive for three months and tortured.” </p> <p>“In Iraq we are humiliated. We have asked our government for help, but only Shiites or people with wasta [connections] receive it. About US$3 million has been allocated to the Trade Ministry for state food aid – half the sum requested, he said. </p> <p>“These allocations are not enough to keep the system running until the end of the year because of an increase in prices… So we decided to focus our attention on the most important items,” he said, adding that they would continue to distribute some of the soon-to-be omitted items for several months while stocks lasted. </p> <p>The move comes just a few weeks after a <a href="https://web.archive.org/web/20130127035447/http://www.irinnews.org/Report.aspx?ReportId=88041" class="external" target="_blank">decision to exclude</a> from state food aid distribution lists those considered to be better off. </p> <p>Iraq’s food rationing system, known as the Public Distribution System (PDS), was set up in 1995 as part of the UN’s oil-for-food programme following Iraq’s invasion of Kuwait in 1990, but it has been crumbling since 2003 due to poor management, insecurity and corruption, a senior official said. </p> <p>Monthly PDS parcels have hitherto been supposed to contain rice (3kg per person); sugar (2kg per person); cooking oil (1.25kg or one litre per person); flour (9kg per person); milk for adults (250g per person); tea (200g per person); beans (250g per person); children’s milk (1.8kg per child); soap (250g per person); detergents (500g per person); and tomato paste (500g per person). </p> <p>Many people are shocked by the latest move. </p> <p>“As a construction worker, I don’t have a steady daily or monthly income. I’m highly dependent on government aid for food and non-food items,” said Kahalf Hamid Dawood, 52, from Sadr City in east Baghdad. </p> <p>He explained that by selling some of the food items he did not need, he was able to earn a little extra money. “The government must compensate poor people with money so that they can buy what they need. align="right"> <p>قررت الحكومة العراقية تخفيض عدد المواد التي تتضمنها سلة المساعدات الغذائية وهو ما قد يؤثر على حوالي نصف سكان البلاد، وفقاً لوزارة التجارة. وستتضمن السلة في المستقبل الدقيق والأرز والسكر وزيت الطبخ والحليب فقط. </p> <p>وفي هذا السياق، أفاد وكيل وزارة التجارة، وليد الحلو، أن "نظام المساعدات الغذائية بدأ يثقل كاهل ميزانية الدولة". وأوضح أنه قد تم تخصيص حوالي 3 ملايين دولار لوزارة التجارة من أجل تمويل نظام المساعدات الغذائية، وهو نصف المبلغ المطلوب فقط.</p> <p>وأضاف أن هذه "المخصصات لا تكفي للمحافظة على سير نظام التوزيع حتى نهاية العام بسبب ارتفاع أسعار المواد الغذائية…لذلك قررنا التركيز على أكثر المواد أهمية". وأضاف أن الوزارة ستواصل توزيع بعض المواد المقرر حذفها لأشهر عدة إلى أن ينتهي مخزونها. </p> <p>وتأتي هذه الخطوة بعد أسابيع قلية من <a href="https://web.archive.org/web/20130127035447/http://arabic.irinnews.org/ReportArabic.aspx?SID=1846" target="_blank" class="external">قرار استثناء</a> الأشخاص الميسورين من لوائح التوزيع. </p> <p>وكان نظام توزيع المساعدات الغذائية قد أنشئ عام 1995 ضمن برنامج الأمم المتحدة للنفط مقابل الغذاء إثر اجتياح العراق للكويت عام 1990. ولكنه ظل يواجه صعوبات منذ عام 2003 بسبب سوء الإدارة وانعدام الأمن وانتشار الفساد، حسب تصريح مسؤول رسمي. </p> <p>وكان من المفترض أن تشمل الحصة الغذائية الشهرية للشخص الواحد: الأرز (3 كلغ) والسكر (2 كلغ) وزيت الطبخ (1.25 كلغ أو ليتر واحد) والدقيق (9 كلغ) والحليب المخصص لاستهلاك الكبار (250 غرام) والشاي (200 غرام) والبقوليات (250 غرام) ومسحوق حليب الأطفال (1.8 كلغ) والصابون (250 غرام) ومواد التنظيف (500 غرام) ومعجون الطماطم (500 غرام).</p> <p>وقد شكل القرار الأخير صدمة للعديد من الناس، حيث قال خلف حامد داوود، البالغ من العمر 52 عاماً من مدينة الصدر شرق بغداد: "كعامل بناء، لا أملك دخلاً يومياً أو شهرياً. أنا أعتمد بشكل كبير على المساعدات الحكومية للحصول على المواد الغذائية وغير الغذائية".</p> <p>وقال داوود أنه يكسب القليل من المال الإضافي من خلال بيع بعض المواد الغذائية التي لا يحتاج إليها. وأضاف قائلاً: "يجب على الحكومة تعويض الفقراء ببعض المال حتى يتمكنوا من شراء المواد الني يحتاجون إليها. فتقليص السلة الغذائية سيزيد من العبء الذي نعاني منه".</p> <p><a أكثر أمنا من حيث غذائها اليومي بين العائلات الفقيرة التي تشكل غالبية سكان المحافظة المعروفة بإنتاجها النفطي الوفير. <br/><a title="20100313_children_scavengers_food_in_garbage_dump" بموجب البطاقة التموينية أو النقص في مفرداتها كغيرهم من الأهالي، وينحصر جل اهتمامها بالقدر اليومي القادم في المساء، والحاوي للمواد الغذائية الفائضة عن حاجة المرضى الراقدين في المستشفيات والأطعمة الزائدة عن موائد المطاعم الخاصة والشركات. وقال أبو أيمن، وهو رجل ستيني مقعد على درجة عالية من سعة الاطلاع والثقافة لا هم له غير القراءة، لـ«الشرق الأوسط»، إنه «منذ ما يقرب من ربع قرن ننتظر في المساء قدوم الزوجة التي تعمل بصفة طباخ بأحد المستشفيات العامة حاملة قدور الطعام من فائض طعام المرضى والأطباء المقيمين، الذي يعد مصدر قوتنا الرئيسي كل يوم». وأضاف «كان الناس يتحدثون عند انهيار النظام السابق وقدوم أحزاب المعارضة أن تجعل لأهالي المدينة حصة في ثرواتها تنتشلهم من الفقر الوراثي المزمن، لكنهم لم يمنحوا الأهالي سوى حصص مضافة من شح المياه وتلوث البيئة»، مشيرا إلى أنه لم ير اختلافا كبيرا عن سنوات الحصار، إذ بقيت وجوه عامة الناس على حالها شاحبة بلا لون يدل على النظارة. <br/>وأكدت الزوجة أن «بعض المرضى الراقدين في المستشفى لا يتناولون الأطعمة المقدمة لهم من الإدارة والتي يشرف عليها أطباء اختصاص، ويعتمدون على الأغذية التي يجلبها لهم ذووهم من مساكنهم، والبعض الآخر يتناول قسما منها وحسب وصايا الطبيب»، مشيرة إلى أن «الكثير من الأغذية الفائضة تقسم بين العاملات في المطبخ لجلبها إلى عوائلهن كونها نظيفة ومتنوعة حسب جدول غذائي». وقالت «تمكنت من خلال توفير تلك الأطعمة مضافا إليها راتبي وما نحصل عليه من بيع حصة الكمية، من إعالة عائلتي وتربية بناتي وإدخالهن إلى الجامعة». ويرى علاء مهدي (صاحب مطعم) أن «بعضا من عمال المطعم خاصة ممن لديهم عائلات كبيرة، يعزلون الطعام النظيف الباقي عن موائد الزبائن في قدورهم الخاصة داخل المطبخ، وعند إنهاء عملهم يحملونها إلى عائلاتهم»، مشددا على أن «بعض العاملين يأنفون من ذلك ويكتفون بأخذ الأطعمة الفائضة عن الولائم والدعوات الكبيرة التي تقام للوفود وما شابه». <br/>وترى أم عباس (طباخة في إحدى شركات القطاع العام) أن الشركة «تنفق مبالغ كبيرة لتوفير وجبة غداء للعاملين فيها محتوية على الفاكهة والخضار، لكن بعضهم لم يحضر لتناول وجبته، إما أن يكون مجازا أو موفدا، فيتم جمع هذه الوجبات من قبل العاملات وجلبها لعائلاتهن». <br/>مثلما يشكل الطعام هاجس تلك العائلات، ينال أيضا اهتمام الأشخاص، إذ كلما مر أبو كريم، وهو رجل متوسط العمر يهتم كثيرا بصبغ شاربه وتعديل هندامه، بين محال سوق البصرة القديمة ينادي عليه أصحاب المحال من الشباب «أبو كريم.. وين (أي إلى أين)؟»، فيرد بإشارة إلى إحدى الجهات، وعند الاستفسار من أحدهم قال «إنه يعرف مكان أي مجلس فاتحة أو وليمة كبيرة تقام خاصة في الأحياء الثرية كي يحضرها على مدى الأيام المقامة فيها لتناول الطعام على اعتباره من المعزين أو المدعوين». وأكد بعضهم أن «مجموعة على شاكلة أبو كريم يجرون اتصالات فيما بينهم لتبادل المعلومات عن مواقع الموائد للذهاب معا أو يتوزعون عليها». </p> <p><strong>المصدر : </strong>  <a
