This approach includes obstacle avoidance and goal tracking implemented as two different sliding mode controllers. A geometry based behavior arbitration is proposed for fusing the two outputs. Proposed structure is tested on simulations and real robot. Şahin</a> </p> <p class="card-text"><strong>Abstract:</strong></p> As known that efficiency of photovoltaic cells is not high as desired level. Efficiency of PVs could be improved by selecting convenient locations that have high solar irradiation, sunshine duration, mild temperature, low level air pollution and dust concentration. Additionally, some environmental parameters called derating factors effect to decrease PV efficiencies such as cloud, high temperature, aerosol optical depth, high dust concentration, shadow, snow, humidity etc. In this paper, all parameters that effect PV efficiency are considered in detail under climatic conditions of Istanbul. Detection of handwritten characters written by humans is a difficult process. Segmentation and feature extraction stages are based on geometrical feature analysis, followed by the chain code transformation of the main strokes of each character. The output of segmentation is well-defined segments that can be fed into any classification approach. In this study, a method will be discussed which can be used to extract vectorial features and creating vectorized drawing files for aerial photos. At the same time a software developed for these purpose. Converting from raster to vector is also known as vectorization and it is the most important step when creating vectorized drawing files. In the developed algorithm, first of all preprocessing on the aerial photo is done. These are; converting to grayscale if necessary, reducing noise, applying some filters and determining the edge of the objects etc. After these steps, every pixel which constitutes the photo are followed from upper left to right bottom by examining its neighborhood relationship and one pixel wide lines or polylines obtained. The obtained lines have to be erased for preventing confusion while continuing vectorization because if not erased they can be perceived as new line, but if erased it can cause discontinuity in vector drawing so the image converted from 2 bit to 8 bit and the detected pixels are expressed as a different bit. Selcuk Gecim</a> </p> <p class="card-text"><strong>Abstract:</strong></p> In the article, the main goal is to study the effect of the plasmonic properties on the photocurrent generated by a photodetector. Fundamentally, a typical photodetector is designed and simulated using the finite element methods. To utilize the plasmonic effect, gold nanoparticles with different shape, size and morphology are buried into the intrinsic region. Plasmonic effect is arisen through the interaction of the incoming light with nanoparticles by which electrical properties of the photodetector are manipulated. In fact, using plasmonic nanoparticles not only increases the absorption bandwidth of the incoming light, but also generates a high intensity near-field close to the plasmonic nanoparticles. Those properties strongly affect the generated photocurrent. The simulation results show that using plasmonic nanoparticles significantly enhances the electrical properties of the photodetectors. More importantly, one can easily manipulate the plasmonic properties of the gold nanoparticles through engineering the nanoparticles&#39; size, shape and morphology. Another important phenomenon is plasmon-plasmon interaction inside the photodetector. It is shown that plasmon-plasmon interaction improves the electron-hole generation rate by which the rate of the current generation is severely enhanced. In this work, vinylphosphonic acid is used during polymerization of acrylonitrile, vinyl acetate, methacrylic acid to produce fire-retardant polymers. These phosphorus containing polymers are successfully spun in the form of nanofibers. Morgan Ward in [14], [15] gave arithmetic theory of elliptic divisibility sequences and formulas for elliptic divisibility sequences with rank two over finite field Fp. Pure TSP assumes the cities to visit are fixed in time and thus solutions are created to find shortest path according to these point. But some of the points are canceled to visit in time. If the problem is not time crucial it is not important to determine new routing plan but if the points are changing rapidly and time is necessary do decide a new route plan a new approach should be applied in such cases. The comparison is done by using an integrator circuit which is employing sequentially Op-amp, OTRA and ICCII as active element. All of the circuits are implemented by MOS-C realization and simulated by PSPICE program using 0.35μm process TSMC MOSIS model parameters. With MOS-C realization, the circuits became electronically tunable and fully integrable which is very important in IC design. Congenital heart diseases are defined as structural or functional heart disease. Medical data sets were obtained from Pediatric Cardiology Department at Selcuk University, from years 2000 to 2003. Firstly, fuzzy rules were generated by using medical data. Then the weights of fuzzy rules were calculated. Two different reasoning methods as “weighted vote method" and “singles winner method" were used in this study. In this context, a model that includes Turkey and Middle East Countries, and where the effects of economic freedom on growth are examined, was formed. For the groups of countries determined, in the study carried out by using the dataset belonging the period of 2004 - 2009, between economic freedoms and growth, a negative relationship was observed as group. Six datasets from UCI which containing continuous valued features are discretized with entropy-based discretization method. The performance improvement between the dataset with original features and the dataset with discretized features is compared with k-nearest neighbors, Naive Bayes, C4.5 and CN2 data mining classification algorithms. The protests, which rapidly spread throughout the country, were triggered by the proposal to recreate the Ottoman Army Barracks to function as a shopping mall on Gezi Park located in Istanbul&rsquo;s Taksim neighbourhood despite the oppositions of several NGOs and when trees were cut in the park for this purpose. Once the news that the construction vehicles entered the park on May 27 spread on social media, activists moved into the park to stop the demolition, against whom the police used disproportioned force. With this police intervention and the then prime-minister Tayyip Erdoğan&#39;s insistent statements about the construction plans, the protests turned into anti- government demonstrations, which then spread to the rest of the country, mainly in big cities like Ankara and Izmir. According to the Ministry of Internal Affairs&rsquo; June 23rd reports, 2.5 million people joined the demonstrations in 79 provinces, that is all of them, except for the provinces of Bayburt and Bing&ouml;l, while even more people shared their opinions via social networks. As a result of these events, 8 civilians and 2 security personnel lost their lives, namely police chief Mustafa Sarı, police officer Ahmet K&uuml;&ccedil;&uuml;kdağ, citizens Mehmet Ayvalıtaş, Abdullah C&ouml;mert, Ethem Sarıs&uuml;l&uuml;k, Ali İsmail Korkmaz, Ahmet Atakan, Berkin Elvan, Burak Can Karamanoğlu, Mehmet İstif, and Elif &Ccedil;ermik, and 8163 more were injured. Besides being a turning point in Turkish history, the Gezi Park protests also had broad repercussions in both in Turkish and in global media, which focused on Turkey throughout the events. Our study conducts content analysis of three Turkish reporting newspapers with varying ideological standpoints, H&uuml;rriyet, Cumhuriyet ve Yeni Şafak, in order to reveal their basic approach to news casting in context of the Gezi Park protests. Headlines, news segments, and news content relating to the Gezi protests were treated and analysed for this purpose. The aim of this study is to understand the social effects of the Gezi Park protests through media samples with varying political attitudes towards news casting.</p> <p
