2022年1月1日，《区域全面经济伙伴关系协定》（以下简称协定，又称RCEP）正式生效，标志着全球最大的自由贸易区启航。协定包括东盟十国和中、日、韩、澳大利亚、新西兰共十五个国家。这是一个前所未有的超级巨无霸经济组织，涉及总人口22亿，年度GDP规模高达25.6万亿美元。据《经济日报》分析，协定生效后5年内，将给成员国GDP带来2.1%的增长效益，给全球带来1.4%的经济增长效应。</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">按照协定规定，货物贸易关税减让的商品范围很大，中国出口到协定成员国的产品中，90％以上将在未来10年内享受零关税待遇，日本也将对来自中国出口的88％的产品实施零关税。中国对来自协定成员国的产品，要快速通关，与依照成员国同步实施零关税待遇。</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">要知道，日本和韩国是亚洲为数不多的发达国家，日韩两国偏重的是高端的制造业，比如日本拥有精密机械，精细化工，数控机床等等，韩国拥有庞大的电子产品，中低端汽车等等。而这恰恰是我们的短板。而随着协定的签订，我们国家和日、韩两国在产业链和供应链方面的合作将进一步加强，这对中国机械工业业的发展将是利好。</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">可以预计，我国从日本进口的部分数控机床、汽车零部件、液压件、气动元件等，我国将给予优惠关税，企业进口成本将大幅降低。</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">我国2022年1月发布的《海关进出口税则》中都已列明对来自协定各成员国每种产品的进口关税。例如我国进口数控电加工机床，对从美国进口的征收关税34％,从日本进口的征收5％;数控立式车床，从美国进口征收关税30％，从日本进口征收4.9％等。</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">作为中国机械工业联合会专家委员会委员，我提出以下建议供参考:</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">一、机械企业制订向协定成员国的出口规划。按照协定成员国的需求与大幅降低进口关税或实行零关税的情况，与协定成员国协商推销，努力满足他们的需求,扩大出口;</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">二、采用多种形式多渠道扩大出口。灵活采取各种展销活动。建议广交会设置协定国专门窗口，便于洽谈;</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">     </span><span style="font-size: small"> </span><font size="2">三、出口企业尽快办理原产地证明文件，便于快速通关并享受优惠待遇。按照协定规定，出口方必需提供该产品主要是本企业或本国有关企业协作生产的;</font></div><div style="text-align: justify"> </div><div style="text-align: justify"><span style="font-size: small">
