border="1"/>Eyes on the Forest considers identification and protection of High Conservation Value Forests (HCVFs) and identification and appropriate zoning of non-HCVFs lands to be essential tools to advance the protection of natural forests.</em></span> <br/> </p> <p> <span style="font-size: 10pt; color: #006633"><strong>Identification of High Conservation Value Forests</strong></span> </p> <p> <strong>Forests are wanted.</strong><br/> Some want to protect them for the diversity of life they contain and the secrets they may hold for mankind, for their environmental services, for their cultural values, for the support they provide for indigenous communities. Others want to log them or to clear them altogether to make way for plantations of oil palm or pulp wood. </p> <p> Government has issued laws that regulate the use of forests. Some are followed, others are not. Some, people agree with, others they do not. </p> <p> There are many stakeholders with as many views on the value of any given block of forest. How can they agree on the conservation value of a particular forest and on a type of management that would maintain or enhance these values? </p> <p> <a href="https://web.archive.org/web/20080105011858/http://www.fsc.org/" target="_blank">The Forest Stewardship</a> Council developed a concept of <strong>High Conservation Value Forest (HCVF</strong>) for its <a href="https://web.archive.org/web/20080105011858/http://www.fsc.org/en/about/policy_standards/princ_criteria/11" target="_blank">"Principle 9: Maintenance of High Conservation Value Forests".</a> In 2001, <a href="https://web.archive.org/web/20080105011858/http://www.fsc.org/en/whats_new/news/fact_sheets/5" target="_blank">it began facilitating the development of a Toolkit that would allow defining, identifying and managing High Conservation Value Forests</a>. <a href="https://web.archive.org/web/20080105011858/http://www.proforest.net/" target="_blank">ProForest</a> coordinated the development and published a general <a href="https://web.archive.org/web/20080105011858/http://www.proforest.net/Publication/HCVF_pub.htm" target="_blank">HCVF Toolkit and application guides</a>. In August 2003, <a href="https://web.archive.org/web/20080105011858/http://www.forestandtradeasia.org/files/HCVF%20Toolkit%20for%20Indonesia%20(English).doc" target="_blank">the first version of a toolkit </a>adapted to Indonesia was published: The HCVF Toolkit for Indonesia. </p> <p> The toolkits distinguish six types of conservation values that may be found in forests. Where these values are considered to be of outstanding significance or critical importance, the area of forest required to maintain or enhance <strong>High Conservation Values (HCV)</strong> is defined as a High Conservation Value Forest (HCVF): </p> <p> <em><strong>HCV1:</strong> Forest areas containing globally, regionally or nationally significant concentrations of biodiversity values (e.g. endemism, endangered species, refugia). E.g. presence of several globally threatened bird species together in a Kenyan montane forest. </em> </p> <p> <em><strong>HCV2:</strong> Forest areas containing globally, regionally or nationally significant large landscape level forests, contained within, or containing the management unit, where viable populations of most if not all naturally occurring species exist in natural patterns of distribution and abundance. E.g. a large tract of Mesoamerican lowland rainforest with healthy populations of jaguars, tapirs, harpy eagles and caiman and most smaller species. </em> </p> <p> <em><strong>HCV3:</strong> Forest areas that are in or contain rare, threatened or endangered ecosystems. E.g. patches of a regionally rare class of freshwater swamp forest in an Australian coastal district. </em> </p> <p> <em><strong>HCV4:</strong> Forest areas that provide basic services of nature in critical situations (e.g. watershed protection, erosion control). E.g. forest on steep slopes with avalanche risk above a town in the European Alps . </em> </p> <p> <em><strong>HCV5:</strong> Forest areas fundamental to meeting basic needs of local communities (e.g. subsistence, health). E.g. key hunting or foraging areas for communities living at subsistence level in a Cambodian lowland forest mosaic. </em> </p> <p> <em><strong>HCV6:</strong> Forest areas critical to local communities' traditional cultural identity (areas of cultural, ecological, economic or religious significance identified in cooperation with such local communities). E.g. sacred burial grounds within a forest management area in Canada .</em> </p> <p> Application of the HCVF principle to protect natural forests is voluntary.
