Image credit: UNFCCC / Kiara Worth, licenced under a CC BY-NC-SA 2.0 DEED licence. </div></div></div></div><div class="w-richtext"><p>‍</p><p>Civil society has high expectations for the work of policy makers in 2024 across three key institutions with a mandate to work on Loss and Damage under the <a href="https://unfccc.int/">United Nations Framework Convention on Climate Change</a> and its <a href="https://unfccc.int/process-and-meetings/the-paris-agreement">Paris Agreement</a>. </p><p>‍</p><p>1. The <a href="https://unfccc.int/wim-excom">Executive Committee</a> of the <a href="https://unfccc.int/topics/adaptation-and-resilience/workstreams/loss-and-damage/warsaw-international-mechanism">Warsaw International Mechanism for Loss and Damage</a> (<strong>WIM ExCom</strong>), where policy making will happen. The <a href="https://unfccc.int/event/WIMExCom20">20th meeting</a> is to be conducted from 12-15 March in Bonn, Germany.</p><p>‍</p><p>2. The <a href="https://unfccc.int/santiago-network">Santiago Network</a> for Loss and Damage, where action and support will be provided, to operationalise requests for technical assistance that among other things could help facilitate access to the <a href="https://unfccc.int/loss-and-damage-fund-joint-interim-secretariat">Loss and Damage Fund</a> (<strong>LDF</strong>). The <a href="https://unfccc.int/event/first-meeting-of-the-advisory-board-of-the-santiago-network">1st meeting</a> of the Advisory Board of the Santiago Network is to be conducted from 18-20 March in Geneva, Switzerland.</p><p>‍</p><p>3. The LDF and funding arrangements (<strong>FA</strong>), where finance will be provided at the scale of the needs. The 1st meeting of the LDF Board is not yet announced, but will definitely <a href="https://unfccc.int/loss-and-damage-fund-joint-interim-secretariat">be scheduled</a> after the WIM ExCom and SNLD have already met in March. Likely during April.</p><p>‍</p><p>This living document sets out both overall and body-specific expectations across these three institutions. It also covers expectations for discussions on the <a href="https://unfccc.int/NCQG">New Collective Quantified Goal on climate finance</a> (<strong>NCQG</strong>) which will be finalised at COP 29, in particular on the integration of Loss and Damage as a pivotal component within the NCQG framework. The 1st meeting of 2024 under the <a href="https://unfccc.int/event/ninth-technical-expert-dialogue-and-first-meeting-under-the-ad-hoc-work-programme-on-the-new">ad hoc work programme and ninth technical expert dialogue</a> (<strong>TED</strong>) will be held from 23-26 April 2024 in Cartagena, Colombia. The <a href="https://unfccc.int/scf/scf-meetings-and-documents">33rd Standing Committee on Finance (<strong>SCF</strong>) meeting</a> from 19-20 March in Bonn, Germany is also relevant, with the SCF beginning its work on <a href="https://unfccc.int/sites/default/files/resource/BN_SCF33_LnD%20arrangement_0.pdf?download">draft arrangements between the COP, CMA and the LDF Board</a>.</p><p>‍</p><p>To assist policymakers, this document also provides links to relevant decisions in <strong>Annex I</strong>, further meeting details and meeting documents available online in
