align="right"> <div dir="rtl" align="right"> <blockquote> <p><strong>النساء والصحفيون والمحتجظون والجماعات المهمشة يواجهون المخاطر بعد 8 سنوات من الغزو</strong></p> <p>بيروت، 21 فبراير/شباط 2011) &#8211; قالت هيومن رايتس ووتش في تقرير أصدرته اليوم إن حقوق المواطنين الأكثر استضعافاً وعرضة للخطر، لا سيما النساء والمحتجزين، يتم انتهاكها بشكل متكرر مع الإفلات من العقاب. أجرت هيومن رايتس ووتش بحوثها في سبع مدن في شتى أنحاء العراق أثناء عام 2010 وانتهت إلى أنه مع استمرار العنف والجريمة في العراق، فإن انتهاكات حقوق الإنسان تقع بوفرة.</p> <p>تقرير &quot;<a href="https://web.archive.org/web/20130126095103/http://www.hrw.org/node/95608" class="external" target="_blank">عند مفترق الطرق: حقوق الإنسان في العراق بعد ثماني سنوات من الغزو بقيادة الولايات المتحدة</a>&quot; الذي جاء في 102 صفحة يدعو الحكومة إلى حماية حقوق الجماعات والفئات المستضعفة وإلى تعديل قانون العقوبات وجميع القوانين الأخرى التي تميز ضد النساء وتخرق الحق في حرية التعبير. ويدعو التقرير أيضاً بغداد إلى فتح تحقيقات نزيهة ومستقلة في جميع مزاعم الإساءات بحق المحتجزين والأقليات والصحفيين.</p> <p>وقال جو ستورك، نائب المدير التنفيذي لقسم الشرق الأوسط وشمال أفريقيا في هيومن رايتس ووتش: &quot;بعد ثماني سنوات من الغزو الأمريكي، فالحياة في العراق تتدهور بالنسبة للنساء والأقليات، بينما الصحفيون والمحتجزون يواجهون انتهاكات حقوقية جسيمة. اليوم يقف العراق على مفترق الطرق &#8211; إما أن يتبنى مبادئ إجراءات التقاضي السليمة وحقوق الإنسان، وإلا فهو في خطر التحول إلى دولة بوليسية&quot;.</p> <p>الغزو في عام 2003 وما تلاه من فوضى أدى لتكبد المدنيين العراقيين خسائر فادحة. تدهور الوضع الأمني أدى لعودة بعض ممارسات العدالة التقليدية والتطرف السياسي المدفوع بتوجهات دينية، مما كان له أثر سلبي على حقوق النساء، داخل البيت وخارجه، كما تبينت هيومن رايتس ووتش.</p> <p>روجت الميليشيات لأفكار كراهية المرأة واستهدفت النساء والفتيات بالاغتيالات والترهيب لإبعادهن عن المشاركة في الحياة العامة. وبشكل متزايد تتعرض النساء والفتيات للوقوع ضحايا في بيوتهن نفسها، بسبب جملة من التعديات المتصورة للمرأة على شرف الأسرة أو المجتمع. وتنتشر ظاهرة الإتجار بالنساء والفتيات داخل وخارج العراق لأغراض الاستغلال الجنسي.</p> <p>وقال جو ستورك: &quot;تحملت النساء والفتيات العراقيات أكبر الأعباء في هذا النزاع وما تلاه من انعدام للأمان&quot;. وتابع: &quot;بالنسبة للنساء العراقيات المتمعات ببعض أعلى مستويات تدابير الحماية الحقوقية والمشاركة الاجتماعية في المنطقة قبل عام 1991، كان ما حدث غصة مريرة في الحلق يصعب تحملها&quot;.</p> <p>رغم التحسن الذي طرأ على الحالة الأمنية منذ عام 2008 مما أدى لانخفاض معدلات قتل العاملين بالإعلام، إلا أن الصحافة مهنة خطيرة في العراق، على حد قول هيومن رايتس ووتش. قام متطرفون ومعتدون مجهولون بقتل صحفيين وتفجير مقارهم ومكاتبهم. وتزايد تعرض الصحفيين للمضايقات والترهيب والتهديد والاحتجاز والاعتداءات البنية من قبل قوات الأمن التابعة للمؤسسات الحكومية والأحزاب السياسية. كما يسارع المسؤولون الحكوميون بمقاضاة الصحفيين ومطبوعاتهم إذا كتبوا عنهم موضوعات انتقادية.</p> <p>وقال جو ستورك: &quot;مع مشاهدة ما حدث في شوارع مصر وتونس، على الحكومة العراقية أن تتخذ خطوات ملموسة من أجل حماية حرية التعبير&quot;.</p> <p>كما انتهت هيومن رايتس ووتش إلى أن المحققين العراقيين لجأوا بشكل ممنهج إلى الإساءة للمحتجزين، بغض النظر عن طائفتهم، وفي العادة يسيئون إليهم لانتزاع الاعترافات. ورغم معرفة وجود خطر التعذيب الواضح، فإن السلطات الأمريكية أحالت آلاف المحتجزين العراقيين إلى الحبس طرف السلطات العراقية، التي استمرت في ممارسة التعذيب القائم منذ عصر صدام حسين وقوات التحالف من بعده.</p> <p>بينما أصدرت الحكومة قوانين لحماية بعض جماعاتها المُهمشة، وفي بعض الحالات بادرت بفتح برامج مساعدات هامة، فإنها ما زالت تخفق في حماية بعض أضعف الفئات من المواطنين العراقيين، على حد قول هيومن رايتس ووتش. الأشخاص النازحون داخلياً والأقليات وأصحاب الإعاقات من بين الأكثر عرضة للخطر. الكثير من المساعدات الحكومية وبرامج الحماية لا تعمل بكامل طاقتها أو غير كافية لبلوغ أكثر من يحتاجون إليها.</p> <p>وقالت هيومن رايتس ووتش إن هناك أكثر من 1.5 مليون عراقي فروا من أحيائهم السكنية مع تمزيق العنف الطائفي لتجمعاتهم السكنية في عامي 2006 و2007. الآلاف من النازحين داخلياً يعيشون حالياً في بنايات مهجورة استوطنوها، دون توفر الضروريات الأساسية لديهم، مثل المياه النظيفة والكهرباء والصرف الصحي، على حد قول هيومن رايتس ووتش.</p> <p>أما الجماعات المسلحة التي تتبنى الأفكار المتطرفة فقامت بتنفيذ هجمات على الأقليات، أدت إلى ضرر بالغ لحق بجماعات من السكان الأصليين في العراق، وأجبرت الآلاف على الفرار إلى خارج البلاد دون نية للعودة. أخفقت الحكومة أيضاً في وقف الهجمات التي استهدفت الصابئة المندائيين والمسيحيين والأزديين، بالإضافة إلى جماعات أخرى.</p> <p>واكتشفت هيومن رايتس ووتش أن الآلاف ممن بُترت أطرافهم والجرحى خلال سنوات النزاع المسلح وجدوا أنفسهم وقد تحولوا إلى هامش المجتمع، غير قادرين على العثور على عمل، أو الحصول على رعاية طبية ملائمة، أو حتى الحصول على أطراف صناعية جديدة ومقاعد متحركة.</p> <p>وقال جو ستورك: &quot;مستقبل العراق كمجتمع ديمقراطي يعتمد على احترام حقوق الإنسان الأساسية، سوف يستند إلى حد كبير على ما إذا كانت السلطات العراقية ستدافع بالشكل الكافي عن هذه الحقوق&quot; وتابع: &quot;حتى تعمل على تحقيق هذا، على السلطات العراقية تشكيل نظام عدالة جنائية موثوق يفي بالمعايير الدولية الخاصة بالتعذيب وحرية التعبير والعنف ضد المرأة وغيرها من الجماعات المستضعفة في المجتمع العراقي&quot;.</p> </blockquote> <p><a The report also urges Baghdad to open independent and impartial investigations into all allegations of abuse against detainees, minorities, and journalists.</p> <p>&quot;Eight years after the US invasion, life in Iraq is actually getting worse for women and minorities, while journalists and detainees face significant rights violations,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;Today, Iraq is at a crossroads &#8211; either it embraces due process and human rights or it risks reverting to a police state.&quot;</p> <p>The 2003 invasion and its resulting chaos have exacted an enormous toll on Iraq&#8217;s citizens. The deterioration of security has promoted a return to some traditional justice practices and religiously inflected political extremism, which have had a deleterious effect on women&#8217;s rights, both inside and outside the home, Human Rights Watch found.</p> <p>Militias promoting misogynist ideologies have targeted women and girls for assassination, and intimidated them to keep them from participating in public life. Increasingly, women and girls are victimized in their own homes for a variety of perceived transgressions against family or community honor. Trafficking in women and girls in and out of the country for sexual exploitation is widespread.</p> <p>&quot;The women and girls of Iraq have borne the biggest brunt of this conflict and resulting insecurity,&quot; Stork said. &quot;For Iraqi women, who enjoyed some of the highest levels of rights protection and social participation in the region before 1991, this has been an enormously bitter pill to swallow.&quot;</p> <p>Although improvements in security since 2008 have reduced the murder rate of media workers, journalism is a hazardous occupation in Iraq, Human Rights Watch said. Extremists and unidentified assailants kill journalists and bomb their offices. Increasingly, journalists find themselves harassed, intimidated, threatened, detained, and physically assaulted by security forces attached to government institutions or political parties. Senior politicians are quick to sue journalists and their publications for unflattering articles.</p> <p>&quot;Watching what&#8217;s happened in the streets of Egypt and Tunisia, the Iraqi government should take meaningful steps to protect freedom of speech,&quot; said Stork.</p> <p>Human Rights Watch also found that Iraqi interrogators routinely abuse detainees, regardless of sect, usually to coerce confessions. Despite knowing there was a clear risk of torture, US authorities transferred thousands of Iraqi detainees to Iraqi custodians, who have continued a tradition of torture that was also the case under Saddam Hussein and coalition forces.</p> <p>While the government has passed laws to protect some of its marginalized communities, and in some cases has instituted significant assistance programs, it is still failing some of its most vulnerable citizens, Human Rights Watch said. Internally displaced persons, minorities, and persons with disabilities are among those at risk. Many of the government&#8217;s assistance or protection programs are sub-operational or are insufficient to reach those who need it most.</p> <p>More than 1.5 million Iraqis fled their neighborhoods as sectarian violence tore up their communities in 2006 and 2007. Thousands of internally displaced persons now live in squatter settlements without access to basic necessities such as clean water, electricity, and sanitation, Human Rights Watch said.</p> <p>Armed groups proclaiming intolerant ideologies carry out assaults on minority communities, causing grave harm to Iraq&#8217;s indigenous populations and forcing thousands to flee abroad with no plans to return. The Journalistic Freedoms Observatory has said that it intends raising the issue of Qassim&#8217;s arrest as an example of the increasing numbers breaches of freedom of opinion and breaches of journalistic freedom. </p> <p>Qassim is one of the &quot;grand old men&quot; of Iraki journalism – his work is widely read, and he is considered to be a liberal. In a piece entitled &quot;Farewell&quot;, he said he was prepared to meet his killers. &quot;I fear neither death nor torture,&quot; he wrote. &quot;Whatever happens, I will not leave this city, and I will wait for my own death.&quot; It was his last article. </p> <p>The 23-year-old was heading into the University of Salahaddin in Erbil when he was grabbed by two men in a crowded area full of armed guards and bundled into a car, his books left strewn in the street. Two days later, his battered body was found 50 miles away in Mosul outside the Patriotic Union of Kurdistan (PUK) headquarters. He had two bullet wounds through the mouth, a symbolic punishment for someone who has spoken out. </p> <p>Across Kurdistan tomorrow, protests will mark the 40th day, a traditional mourning interval, since Mr Osman&#8217;s body was found. The murder &#8211; the third in two years &#8211; has sent a shock wave through the journalistic community, said Kamal Rauf, the editor-in-chief of the region&#8217;s largest independent paper, Hawlati. &quot;Three of my reporters have resigned. They say they are not scared but their families are,&quot; he said. It has also led to an unprecedented surge of protest, with journalists, students, academics and civil rights campaigners marching under the banner &quot;We Will Not Be Silenced&quot;. </p> <p>Ever since the US-led invasion of 2003, Iraq has been the most dangerous country in the world to be a journalist. The New York-based Committee to Protect Journalists (CPJ) says that 89 have been murdered and a further 50 have died in crossfire or other acts of war. Some 117 of the dead journalists, were Iraqi. The CPJ says that Iraq holds the world record for journalists murdered with impunity; nobody has ever been prosecuted for any of the killings. </p> <p>But, some argue, the threat to freedom of expression in Iraq is changing. Fewer journalists are dying today than a few years ago but journalism itself is beginning to expire under relentless official pressure. The government sees media which criticise it as the propaganda organs for opposition parties or foreign countries. </p> <p>&quot;The real danger to journalism is not killings and kidnappings but the clampdown by the authorities,&quot; says Ziad al-Ajili, the head of Journalistic Freedom Observatory, a Baghdad-based media rights organisation. </p> <p>The JFO, whose office is protected by heavy metal doors, methodically records and protests against the assaults, harassment and detention of reporters by the security forces as well as raids on media outlets and their closure. Its last annual report lists 262 different types of attacks, almost all of them by the state security forces. </p> <p>Mr Ajili says this growing persecution is effective: &quot;The Iraqi media no longer dare to expose scandals. It was the foreign media which exposed the secret government prison at the old al-Muthanna airport in Baghdad where prisoners were being tortured. Iraqi journalists would not have dared.&quot; </p> <p>Under Saddam Hussein, the media was tightly controlled by the Ministry of Information, though attacks on corruption were sometimes allowed. Terrified journalists were summoned to meet Uday, Saddam&#8217;s eldest son, for praise or imprisonment depending on his mood. Yet officials paid attention to what appeared in the media. Mr Ajili says that today the government&#8217;s priority is to eliminate all coverage of &quot;mismanagement and corruption&quot;. </p> <p>It is not only television stations and newspapers that are targeted. In February, security and military forces raided three publishing houses in Baghdad and confiscated a 16-page booklet, Where Has Iraq&#8217;s Money Gone? covering financial and administrative corruption. They arrested six staff and reporters were prevented from entering the publishers for several days. </p> <p>Restrictions on the media are increasing. Reporters are meant to obtain a permit to cover any violent incident. Even when permission is granted, local security forces often beat or arrest reporters, or smash their equipment. The purpose of this is to downplay the level of violence which, while much lower than three years ago, is higher than in most of the rest of the world. </p> <p>Regulation and control of the media is in the hands of the National Communications and Media Commission. This has unlimited power to close broadcasters and newspapers, confiscate equipment, withdraw licenses and impose fines. Just before the March elections, the commission declared that all journalists must have permits and must pledge &quot;not to incite sectarianism&quot;. This might include something as simple as publishing the number of victims of a bombing, figures which the government tries to minimise. </p> <p>While new threats are weighing on journalists, the old dangers have not gone away. Yasin al-Fadhawi in Anbar, west of Baghdad, found a bomb the size of a football outside the door of his home last summer, two days after his magazine published an article about allegedly corrupt dealings between the government and tribal chiefs. He fled his home and went into hiding. Along with 43 other journalists in Anbar who consider themselves under threat, Mr al-Fadhawi wanted a gun to protect himself but could nor get a permit. </p> <p>Imad al-Ebad, an investigative journalist at a television station in Baghdad, had just got out of his car to meet a contact when he was shot four times in the head. Astonishingly, Mr Ebadi survived. He had just enough strength to get back into his car before he passed out for 10 minutes. His would-be murderer must have thought he was dead, but Mr Emadi revived and drove, bleeding profusely, across Baghdad to his television station. &quot;As I passed through army and police checkpoints they saw I was hit but they did nothing,&quot; he says. </p> <p>His colleagues took him to hospital in Baghdad where he stayed for 10 days before spending two months recuperating in a hospital in Germany. He fingers the scars on his neck where one bullet hit him and bows his head to show where hair is beginning to cover his other wounds. He does not know exactly who attacked him or why, but he assumes it was in retaliation for his investigation of government corruption. &quot;As well as my television work, I was writing articles on corruption and scandals in the Prime Minister&#8217;s office,&quot; he says. &quot;I had received threatening phone calls and text messages saying: &quot;You are nothing. We will kill you.&quot; </p> <p><b>Extract from Sardasht Osman&#8217;s &#8216;Farewell&#8217;</b></p> <p>&quot;In the last few days I was told for the first time that there isn&#8217;t much left of your life. To put it in their own words I have no permission to breathe in this city but I fear neither death nor torture. I am waiting for &#8230; my killers. I pray that they grant me a tragic death which deserves my tragic life&#8230;. I want them to understand that what scares us is not death but the continuation of such days for our next generation&#8230;. The tragedy is the authorities don&#8217;t care about the death of the generations&#8230;. Whatever happens I will not leave this city, and I will wait for my own death. The independent ones do a very dangerous job &mdash; between the frequent death threats and the actual assassinations, you would think that they would all just throw in the towel and find something less dangerous to do, but no. For every journalist I know who has quit working as a journalist because of the death of a colleague, or having received death threats. But that&#8217;s the job that&#160; Moaid Al-Lami has chosen to do. It&#8217;s not as if he didn&#8217;t know the risks &mdash; his predecessor <a href="https://web.archive.org/web/20130126095103/http://www.reuters.com/article/idUSL27791748" class="external" target="_blank">Shihab al-Tamimi</a>, died of his wounds on February 27th, 2008 after being ambushed in his car by gunmen. (The Committee to Protect Journalists <a href="https://web.archive.org/web/20130126095103/http://cpj.org/2008/02/head-of-iraqi-journalists-syndicate-wounded-in-ass.php" class="external" target="_blank">has an account of that ambush here</a>).</p> <p>Al-Lami himself has escaped two assassination attempts the <a href="https://web.archive.org/web/20130126095103/http://www.protectionline.org/Moaid-Al-Lami-attacked.html" class="external" target="_blank">first was on 20th September 2008</a>, two months after he&#8217;d been elected to succeed Al-Tamimi. That attempt was a targeted bombing that left al-Lami with a shattered arm that took months to heal. </p> <p>The second attempt was just a few weeks ago on <a href="https://web.archive.org/web/20130126095103/http://www.newssafety.org/index.php?option=com_content&amp;view=article&amp;id=18337:ifj-condemns-second-assassination-attempt-on-iraqi-journalists-leader&amp;catid=83:iraq-media-safety&amp;Itemid=100377" class="external" target="_blank">Sunday March 21st when he was attacked by gunmen</a> and narrowly escaped with his life.</p> <p>In between dodging assassination attempts he&#8217;s been running campaigns for a journalist protection law and to increase journalistic professionalism.</p> <p>In short he&#8217;s a brave chap, and a man who cares deeply about the integrity of his profession. margin: 5px 15px 5px 0px" alt="20100529_Muaid_al-Lami_head_of_Journalists_Syndicate_elected_International_Federation_of_Journalists_2panel" src="https://web.archive.org/web/20130126095103im_/http://static.flickr.com/3245/4652418904_6feb0e66ac.jpg" align="left" border="0"/></a>انتـُخب نقيب الصحفيين العراقيين مؤيد اللامي عضوا في اللجنة التنفيذية للاتحاد الدولي للصحفيين في ختام أعمال المؤتمر السادس والعشرين للاتحاد اليوم السبت في مدينة قاديس جنوب إسبانيا.</p> <p>وذكرت نقابة الصحفيين العراقيين في بيان لها أن انتخاب اللامي جاء وسط تأييد أغلب المشاركين في المؤتمر من قادة وأعضاء النقابات والاتحادات والجمعيات الصحفية في العالم، والذين مثلوا 111 بلدا، مضيفا أنها المرة الأولى التي يفوز بها العراق بهذا الموقع العالمي المهم.</p> <p>وتقدم اللامي خلال الانتخابات ليحتل المرتبة الثانية بعد مرشح بيرو من بين 26 مرشحا وبفارق كبير من الأصوات عن منافسيه وهم مرشحو عدد كبير من البلدان من بينها ألمانيا وإيران والولايات المتحدة وفلسطين وإيطاليا وماليزيا واستراليا وبريطانيا واليابان.</p> <p>واصدرت نقابة الصحفيين العراقيين البيان التالي : </p> <p>انتخب نقيب الصحفيين العراقيين الزميل مؤيد اللامي عضوا في اللجنة التنفيذية للاتحاد الدولي للصحفيين خلال المؤتمر السادس والعشرين للاتحاد الذي اختتم اعماله اليوم السبت في مدينة قاديس جنوب اسبانيا بمشاركة 335 من قادة وأعضاء النقابات والاتحادات والجمعيات الصحفية في العالم&#160; يمثلون مائة واحد عشر بلدا وهي المرة الأولى التي يفوز فيها العراق بهذا الموقع العالمي الكبير .</p> <p>وقالت نقابة الصحفيين العراقيين في بيان لها اليوم السبت ان انتخاب الزميل اللامي جاء وسط تأييد حاشد من اغلب دول قارات أوربا وأميركا واسيا وإفريقيا والدول العربية حيث احتل المرتبة الثانية بعد مرشح بيرو متقدما على منافسيه وعددهم 26 مرشحا وبفارق كبير من الأصوات وهم مرشحو ايرلندا والنرويج والأرجنتين والدانمرك وألمانيا وإيران وتايوان والسويد والولايات المتحدة الأمريكية والأردن والبرازيل وروسيا وباكستان وفلسطين وايطاليا وماليزيا واستراليا والسنغال واسبانيا وزيمبابوي والكاميرون والهند وكرواتيا وبريطانيا والنيبال واليابان .</p> <p>واضاف البيان : ان المؤتمر شهد موقفا تضامنياً موحدا تجاه الصحفيين العراقيين من قبل الوفود المشاركة التي عبر رؤساؤها في كلمات لهم خلال جلسات المؤتمر عن تقديرهم لشجاعة الصحفيين العراقيين وعملهم المهني المستقل مؤكدين مساندتهم لنضال نقابة الصحفيين العراقيين في ترسيخ الديمقراطية وحرية الرأي والتعبير والعمل على بناء صحافة مستقلة في العراق . </p> <p>وقد وقف المؤتمرون طويلا&#160; وسط تصفيق حار ومستمر حال انتهاء نقيب الصحفيين العراقيين الزميل مؤيد اللامي من إلقاء كلمته في المؤتمر والتي استعرض فيها تضحيات الصحفيين العراقيين&#160; وشجاعتهم من اجل إيصال الخبر الصادق والمحايد إلى الرأي العام رغم سقوط أكثر من 350 شهيدا صحفيا عراقيا .&#160;&#160; </p> <p>وأكد اللامي في كلمته طبيعة نضال الصحفيين العراقيين وهم يسهمون في إشاعة أجواء الحرية والسلام والمحبة في العراق . </p> <p>واشاد المؤتمرون بكلمة نقيب الصحفيين العراقيين متطلعين إلى&#160; اليوم الذي يعمل فيه الصحفيون العراقيون بأجواء أكثر امنا&#160; تليق بشجاعتهم واصرارهم على مواصلة عملهم المحايد المستقل .</p> <p>كما عبروا عن تقديرهم للصحافة العراقية من خلال تصويتهم الكبير لنقيب الصحفيين العراقيين .</p> <p>ويذكر أن مراسيم افتتاح المؤتمر جرت بحضور نائبة رئيس الحكومة الأسبانية ورئيس أقليم الأندلس فيما شهد حفل الختام حضور الأمير فيليب ولي العهد الأسباني إضافة إلى عدد من الوزراء وعمد المدن والأقاليم الأسبانية وكبار الصحفيين الأسبان ورؤساء النقابات والاتحادات والجمعيات الصحفية والمؤسسات الإعلامية في العالم . </p> <p>كما&#160; أقام وفد النقابة المشارك في المؤتمر معرضا لصور شهداء الصحافة العراقية تضمن صورهم ومعلومات عن أهم الشخصيات الصحفية التي طالتها يد الإرهاب . وقد اثار المعرض ضجة إعلامية كبيرة إذ اطلعت وسائل الإعلام العالمية على حجم تضحيات العاملين في الصحافة العراقية&#160; وتوزيع كراس باللغة الانكليزية لاطلاع الوفود الأجنبية المشاركة بتضحيات الصحفيين وتوزيع تقرير النقابة المعد في عيد الصحافة العالمي باللغات العربية والانكليزية والفرنسية مع تقرير لأحداث عام 2009&#160; ويذكر ان حصول نقيب الصحفيين العراقيين مؤيد اللامي على هذا المنصب العالمي الرفيع يعد المرة الأولى في تأريخ الصحافة العراقية منذ تأسيس النقابة عام 1959 .</p> <p>مبروك للأسرة الصحفية العراقية هذا الانجاز الكبير وهو شرف يستحقوه&#160;
