They plan to introduce the refund system as early as fiscal 2026.<\/p>\r\r<p>The introduction of the new system is eyed because under the current system, tax is waived at the time of purchase in Japan, and it has been said that there is rampant fraudulent behavior, such as the domestic resale of such items afterward.<\/p>\r\r<p>Consideration will also be given to improving convenience for visitors to Japan, through such means as eliminating the maximum amount of cosmetics, food and other consumable items that are eligible for tax exemption.<\/p>\r\r<p>The ruling parties\u2019 research commissions on the tax system will work out the details and include them in their fiscal 2025 tax reform guidelines to be compiled at the end of this year.<\/p>\r\r<p>Under the refund system, visitors to Japan would pay the full amount including consumption tax when they purchase items at tax-free stores in Japan.<\/p>\r\r<p>After that, upon departure from the country, the purchases will be checked by customs at airports and other locations to confirm that the items are taken out of the country.<\/p>\r\r<p>It is envisioned that the refund will be made either in the form of cash or to a credit card registered in advance.<\/p>\r\r<p>This is a common system in European countries and elsewhere. Unless the purchased items are confirmed to be taken out of Japan, they will not be exempted from tax, which is expected to help prevent resale or other fraudulent behavior in Japan.<\/p>\r\r<p>The current system divides duty-free items into two categories: \u201cgeneral\u201d items such as clothing and \u201cconsumable\u201d ones such as cosmetics and food.<\/p>\r\r<p>The government and ruling parties are considering abolishing these categories and the \u00a5500,000 upper limit on purchases of consumables.<\/p>\r\r<p>In consideration of the administrative burden on duty-free shops, they also intend to abolish rules on using special tape or other means to indicate whether a package has been opened.<\/p>\r\r<p>The government aims to launch the new system as early as fiscal 2026, after the ruling parties include it in their tax reform guidelines and related bills are enacted, and the management system for duty-free sales is modified, among other steps.<\/p>\r\r<p>Under the current system, visitors to Japan can purchase items at a price excluding consumption tax if they stay in Japan for less than six months and present their passports or other documents at duty-free stores.<\/p>\r\r<p>However, it has been said that there is rampant fraud in which visitors resell purchased items during their stay in Japan to earn a profit equal to the amount of consumption tax.<\/p>\r\r<p>According to a survey by customs authorities, of the 374 people who purchased duty-free items worth \u00a5100 million or more and left Japan in fiscal 2022, customs officials were able to identify and inspect the purchases made by only 57 people, or 15.2%.<\/p>\r\r<p>Of the 57 inspected, 56 could not be confirmed to have taken their tax-free items out of the country and were required to pay consumption tax, but 55 left the country without paying it. The cause is also under investigation.\"<\/p>\r\r<p>The Asahi Shimbun daily reported that the agency's plan to launch the Epsilon S -- the successor to the Epsilon -- by March was now nearly impossible.<\/p>\r\r<p>In July 2023 one engine of an Epsilon S exploded during a test around 50 seconds after ignition.<\/p>\r\r<p>In that incident a piece of metal from the ignition melted and damaged the thermal insulator covering the engine, allowing fuel to catch fire, Kyodo News reported.<\/p>\r\r<p><strong>- String of setbacks -<\/strong><\/p>\r\r<p>That was one in a string of setbacks for Japan's space programme, including launch attempts for its next-generation H3 launch system.<\/p>\r\r<p>JAXA managed a successful blast-off in February this year for the H3, which has been mooted as a rival to SpaceX's Falcon 9.<\/p>\r\r<p>But that followed a failed attempt in February 2023 when the ignition process failed. Photo: Kyodo News via AP\\\",\\\"image_count\\\":1}","sub_section_id":66,"section_name":"AseanPlus","sub_section_name":"Aseanplus News","permalink":"aseanplus\/aseanplus-news\/2024\/11\/26\/large-fire-at-japan-rocket-test-site-no-injuries-reported","show_image_in_thumb":0,"article_byline":"","last_edited":"2024-11-26 12:41:59"},{"article_body":"<p>DHAKA: Japanese officials in Bangladesh are preparing the bodies of 23 soldiers who died during World War II to return them home after more than 80 years, exhumation teams said Monday (Nov 25).<\/p>\r\r<p>The bodies were exhumed from Bangladesh's Maynamati war cemetery, near Comilla, where more than 700 people from multiple nations killed during the war were buried.<\/p>\r\r<p>\"Japanese soldiers were treated at the Maynamati field hospital, before succumbing to their injuries,\" said Hillol Sattar, Bangladesh country manager for the Commonwealth War Graves Commission, which runs the cemetery.<\/p>\r\r<p>The government-backed Japan Association for Recovery and Repatriation of War Casualties is organising the recovery work to return the dead to Tokyo, the Embassy of Japan said in a statement.<\/p>\r\r<p>The organisation says it seeks to return remains of Japanese war dead, especially from regions that saw heavy fighting during the war -- including the Philippines, Papua New Guinea, Solomon Islands, Indonesia and Myanmar.<\/p>\r\r<p>Japan fought in China and Burma -- today, Myanmar -- against Allied forces, and tried to invade British-ruled India, of which Bangladesh was then a part.<\/p>\r\r<p>The war ended in August 1945 after the United States dropped two nuclear bombs on Japan.<\/p>\r\r<p>Bangladesh was then part of India, splitting when British imperial rule ended in 1947.<\/p>\r\r<p>Sajjad Ali Zahir, a retired Bangladeshi army colonel who was part of the eight-member excavation team, said the identity of the bodies would first be checked.<\/p>\r\r<p>\"The remains will undergo DNA matching, and once the process is complete, authorities will hand them over to the families,\" Zahir told AFP, adding the men were expected to be \"buried with military honours\".<\/p>\r\r<p>Eight decades on, the remains are in an \"extremely fragile state\", he added, saying they included both full skeletons as well as \"skull fragments and bones\".<\/p>\r\r<p>Dhaka and Tokyo are close trading partners.<\/p>\r\r<p>Tokyo pledged its support for a \"peaceful and democratic political transition\" in support of interim leader Muhammad Yunus after the ouster in August of Bangaldesh's long-time autocratic leader Sheikh Hasina. -
