In biblical times, Cush was considered a distant and remote land. The mention of "beyond the rivers" suggests a far-reaching scope, indicating that God's influence and the gathering of His people extend to the ends of the earth. This reflects the universal nature of God's plan and His sovereignty over all nations. The rivers likely refer to the Nile and its tributaries, which were significant geographical markers in the ancient world.
My worshipers
This term highlights those who are devoted to God, emphasizing a relationship based on reverence and obedience. In the context of Zephaniah, it points to a remnant of faithful believers who remain true to God despite widespread apostasy. This remnant theme is consistent throughout the prophetic books, where God preserves a group of faithful followers even in times of judgment. The worshipers from Cush symbolize the inclusion of Gentiles in God's redemptive plan, foreshadowing the New Testament revelation that salvation is available to all nations through Christ.
My scattered people
The scattering of God's people often refers to the diaspora, the dispersion of the Israelites among the nations due to conquest and exile. Historically, this scattering began with the Assyrian and Babylonian exiles. However, the phrase also carries a prophetic promise of regathering and restoration. It signifies God's ongoing commitment to His covenant people, despite their disobedience. This regathering is a recurring theme in the prophets, pointing to a future time when God will restore His people to their land and to Himself.
will bring Me an offering
The act of bringing an offering signifies worship, devotion, and reconciliation with God. In the Old Testament, offerings were a central part of the sacrificial system, symbolizing atonement and thanksgiving. This phrase suggests a future time when scattered believers will return to God with sincere worship. It also anticipates the Messianic age, when true worship will be restored. In the New Testament, this is fulfilled through Jesus Christ, who is the ultimate offering for sin, and through whom believers from all nations can offer spiritual sacrifices acceptable to God.
Persons / Places / Events
1. Zephaniah
A prophet in the Old Testament, Zephaniah's ministry occurred during the reign of King Josiah of Judah. This may be the sense intended: but looking to the thought in Isaiah 66:20 (where it is said that the Gentiles shall bring the Israelites out of all nations as a meat offering unto the Lord), we had better render the passage as the Revised Version margin, "They shall bring my suppliants, even the daughter of my dispersed, for an offering unto me." The remote Gentiles shall show their faith in God by aiding the Hebrews among them to turn to the Lord; this shall be their offering to the true God, whom they have learned to adore. When they themselves are converted, they shall be evangelists to the Hebrews of the Dispersion. For this work of the Gentiles in converting the Hebrews, Wordsworth compares Song of Solomon 3:4; Song of Solomon 8:8, 9; Isaiah 61:5, 6; Isaiah 65:18-21. St. Paul speaks to the same effect in Romans 6. Offering (minehah). The pure meal offering (Malachi 1:10, 11, where see notes; comp. Romans 15:16; Philippians 2:17). Dr. Briggs renders, "From beyond the rivers of Gush will be my incense (athar); the daughter of Phut will bring a minchah." This brings out the parallelism. The universal worship of Messianic times is expressed in the ceremonial terms of the old dispensation, but has a very real applicableness to the Christian religion (see note on Malachi 1:11).

Parallel Commentaries ...

Hebrew
From beyond
מֵעֵ֖בֶר (mê·‘ê·ḇer)
Preposition-m | Noun - masculine singular
Strong's 5676: A region across, on the opposite side

the rivers
לְנַֽהֲרֵי־ (lə·na·hă·rê-)
Preposition-l | Noun - masculine plural construct
Strong's 5104: A stream, prosperity

of Cush
כ֑וּשׁ (ḵūš)
Noun - proper - feminine singular
Strong's 3568: A son of Ham, also his descendants, also a land in the southern Nile Valley

My worshipers,
עֲתָרַי֙ (‘ă·ṯā·ray)
Noun - masculine plural construct | first person common singular
Strong's 6282: Incense, a worshipper

My scattered
פוּצַ֔י‪‬‪‬ (pū·ṣay)
Verb - Qal - QalPassParticiple - masculine plural construct | first person common singular
Strong's 6327: To be dispersed or scattered

people,
בַּת־ (baṯ-)
Noun - feminine singular construct
Strong's 1323: A daughter

will bring Me
יוֹבִל֖וּן (yō·w·ḇi·lūn)
Verb - Hifil - Imperfect - third person masculine plural | Paragogic nun
Strong's 2986: To conduct, bear along

an offering.
מִנְחָתִֽי׃ (min·ḥā·ṯî)
Noun - feminine singular construct | first person common singular
Strong's 4503: A donation, tribute, a sacrificial offering

Links
Zephaniah 3:10 NIV
Zephaniah 3:10 NLT
Zephaniah 3:10 ESV
Zephaniah 3:10 NASB
Zephaniah 3:10 KJV

Zephaniah 3:10 BibleApps.com
Zephaniah 3:10 Biblia Paralela
Zephaniah 3:10 Chinese Bible
Zephaniah 3:10 French Bible
Zephaniah 3:10 Catholic Bible

OT Prophets: Zephaniah 3:10 From beyond the rivers of Cush my (Zeph.
