Retrieved Dec 11 2024 from <a href="https://www.thefreelibrary.com/POLITICS%3a+Confusion+as+peace+camp+pitches+tents+alongside+Haw.-a0165544756">https://www.thefreelibrary.com/POLITICS%3a+Confusion+as+peace+camp+pitches+tents+alongside+Haw.-a0165544756</a></span></li> </ul> </div> <P>An 'illegal' peace camp was set up in Parliament Square this weekend, exploiting outright confusion over the law.</P><P>A group of protesters moved into the landmark square in central London to protest against the Iraq war, vowing to remain there until after the handover of power from Tony Blair to Gordon Brown later this week.</P><P>The group calling themselves 'war is still the issue' say they have not - and will not - apply for permission to camp there, despite the long running controversy over protests in Parliament Square dating back to 2003.</P><P>But, with police looking on from a distance, Scotland Yard said it believed the peace campaigners did have permission to be there. At the heart of the confusion is the familiar figure of Midland campaigner Brian Haw who has spent several years camping opposite Parliament despite repeated bids to evict him and even a change in the law which had been expected to drive him out.</P><P>Following a series of court appearances, Mr Haw now has permission to be in the square accompanied by a maximum of 19 people, supporters say. A line of tents has been set up next to Mr Haw, their occupants joining the protection afforded to him.</P><P>But yesterday a separate corral of nine tents and a gazebo were pitched a few metres away as part of a new protest without applying for permission.</P><P>Organisers of the separate peace camp hope their numbers will grow in the run up to the handover of power to Mr Brown on Wednesday. They plan to stay there until noon on Thursday unless they are arrested.</P><P>They say they are in breach of the Serious Organised Crime and Police Act which is seen as having been drafted - unsuccessfully - to evict Mr Haw from the square.</P><P>Gabriel Carlyle, 33, from London, one of the organisers said: "We haven't applied for permission for the camp because we don't think it should be the police's job to make political decisions about who can protest in and around Parliament and under what condition. We will be here, unless we are arrested, until 12 noon on Thursday."</P><P>Although police made no arrests on Saturday, representatives of the Greater London Authority (GLA) did venture into the peace corral yesterday handing out notices warning that the protesters could be in breach of the act as well as a local bylaw and could be prosecuted.</P><P>Mr Carlyle said: "The police have traditionally liked to play a game that if they don't want to arrest people they ignore them and assume they are part of something else."</P><P>But a spokesman for the Metropolitan Police said that officers were aware of the camp but had made no arrests.</P><P>He said: "I am not aware of any problems, I am not aware that anyone has breached the law.</P><P>"Those protesters who are in Parliament Square, as I understand it, have completed the proper paperwork to do so."</P><P>CAPTION(S):</P><P>Campaigner Brian Haw</P> <div id="article_footer"> <div class="separator1"></div> <div id=copy_publisher>COPYRIGHT 2007 MGN Ltd.<br> No portion of this article can be reproduced without the express written permission from the copyright holder. </div> <div id=copy_gale>Copyright 2023 Gale, Cengage Learning.
